in the neighborhoods it's new jersey transit my hope this will bridge the communication gap that provides the businesses and residents they need to thisly prepare for the disruptions today, i'm introducing 3 amendments to let even though legislation when the item was heard in committee last week, i heard from the film commission and from the film community there's a need for some flexibility in the legislation for circumstances in which a 72 hour notification is not possible so address the concern t the first amendment will add a quote of feasibility in the legislation and it will clarify how about feasibility is defined in this particular case this noticing requirement is not

supervisor cohen for doing that amendment i came into the land use committee prepared to vote for the legislation there should be notice of parking removal ahead of time it's a matter of practice we will of want to make sure while we're combrairs our film city we're respecting our neighborhoods so to vote for it after the feasibility language is removed i voted against the measure i thought it didn't have been flexibility finding there's time when 72 hours notice don't work for legitimate reasons it's important to put that in context that the film industry matters a lot in san francisco it matters

because of its national and integral portrayal of our city it's very, very beneficial to san francisco in matters because it allows us to have the aspect of the arts world especially the smaller independent films to having a happy in san francisco in addition it creates jobs and especially blue-collar jobs and jobs that don't necessarily require on advanced engineering degree so it's something we should be combrairgz the large productions can embrace all those in san francisco. >> my read of those amendments we just adapt is that they do

provide significant latitude to the film commission to have the flexibility and i appreciate supervisor cohen going down path i think it's totally fine for the commission to have to put out some document or bulletin saying those are the 72 hour requirements but in the discretion of the commission understanding any belittling will have to be catchall language you can't anticipate the twists and turns in the case of a filming production and so i think this provides enough flexibility and discretion to the commission its important for the film industry to understand the intent and the board provides the flexibility to the film industry this is not

ago i met with a variety of associations i've heard from many members that have family members that worked at the flower mart and concerned about the flower mart moving to oakland their coming out of the housing balance and housing production compromise with the mayor's office and my office engaged in over the month of july we know that growth is a positive for the city bringing in more revenue for office and residential unit in the building we also know it is impacting our neighborhood and and what time to with the mayor's office with the stabilization plan to increase the affordable housing and stabilize our neighborhood in the things we love about san francisco in addition to helping to preserve the pdr space another reason we have the opportunity to take a careful look at the land use in the smentd and i'm

excited about the mary's has committed to make sure we build 33 percent in the housing plan something we couldn't have done with the redevelopment tool to make sure we get that without redevelopment and we also want to make sure we're considering land use in the selma carefully and not want to be approving proemgz and there's a lot of pressure in the neighborhood as real estate it look at in the area to fast pace some of their projects so what does this moratorium do the ordinances prevents the planning department to issue an approval to replace pdr by a

non-pdr in the selma area it exempts the zoning district and proposed projects that comprise one hundred percent of the housing 415.1 and properties containing any of the pdr uses gas stations mrartsz are self-storage and properties subject to a development code under chapter 6 and the california government code and projects that have submitted an environmental plan where pdr conversions is allowed or in or green before september it's a moratorium will only be in place for 45 days as required by law our intent so 0 reduce the
