why we were making tricks we have traffic projects if you're neighborhood and add some 10 miles of new and improved bicycling bike lanes and 50 additional miles by 2018 we proved our bike share program 2 thousand san franciscans members plus and short term memberships we day viewed the bike progress we should be able to do this not only in san francisco but regionally and construction is well underway from the spa and it's on time and within budget contrary to you all the negative media that we've received this is going very, very well and that central subway will definitely reduce the traffic times and increase ridership between chinatown and south of
4:31 pm
market when it as opposed to opens up in 2019 i want to leave i with an understanding of what has to happen in the next 10 years with the amount of jobs and housing weigh to see in san francisco we need to keep reviving in our transportation system that's why you see a 5 hundred thousand there's bond prolapse a does not raise our property taxes isn't that credible we can raise the bond and keep the discipline now you get another $500,000 to match we've sfliftd our hospitals and fire stations and very badly needed auxiliary wart system in mission bay this is from the same planning we have not only not raising property
4:32 pm
tax we've counterfeit our services it is the first step in a $10 billion project in the next 10 years the cost of ignoring munis problems and fatally further behind on the conditions of our street and jamming more people into the offer crowded streetcars is extremely high thank to my transportation task force we have a map to learn state and local money and fund our system in a responsible and sustainable way if we shoulder the transportation challenges that will begin with this $500 million transportation bond we'll be able to meet the needs of the future so ladies and gentlemen, where do we go from
4:33 pm
last year, we discussed how to keep the momentum going not only have we created jobs for thirty thousand working san franciscans we've exceeded your goal of employing 7 thousand youth to the youth for jobs program this summer and going year-round and built over 3 thousand homes with 25 powers of them permanently affordable and improved more than 20 miles of street with pedestrian improvements and bike lanes and tricked over $77 million to public education in richmond fund last year funding prearts and preschool arts music and sport and library programs but we need to push forward and all out forefront that will insure that san francisco remains affordable to our
4:34 pm
residents and keep the jobs going talk about the workspace and find the balance in the coming year but important importantly raise the minimum wage to provide fair ways and means to our workers i know when i told to talk about talk with the workers you'll find out they work more than one job so raising the minimum wage is important please join me in supporting prop j we need to keep supporting our housing prop k incorporated it's goals into our projects a mixed of incomes providing inclusionary on site where they can happen i need you to support our youth and continue to supporting them to build a difference and ready pipeline and pass prop c and keep investing in the businesses
4:35 pm
in our area we need to ban together the future projects i need you and our development partners to be a piece of this very serious funding pulls and again let's pass prop a the transportation bond so people can move around the city the right way today i've spoken about what is unhappy in san francisco buried but some of the issues can only be solved within our 49 square miles we need to push forward on housing, jobs, education, transportation, and regional level housing our workforce is a regional exchange demands regimeal solutions and lincoln housing with jobs under a robust transportation system in conjunction with a equality education where anyone can
4:36 pm
access so help us achieve those goals we have here throughout the region and build relationships with our friends in san jose and oakland >> our housing goals have to be born out you have your advocacy and put that aurjtd or argument to the bay area cities and counties cities as well if i ask you to be vocal to our needs. >> and your transportation chances and the caliber for the high speed rail and the expansion of the bart system you know you have to think backing in 1951 did bay area council study did rapid transit system for the bay area 65 years later that very system is the backbone of our entire region and it's story provides a lesson of what power we have when we all work together we can't do it
4:37 pm
alone here in san francisco we'll have to keep trying our best in the years of continued population growth to take the opportunity to make our san francisco city stroerng ever the plans and policies we put in place for housing and economic growth and transportation and for state ability we'll definitely determine years to come whether we fair with respect to diversity, economic justice and opportunity for all i know we can and together we can assure that san francisco remains where it can be affordable to all of us thank you for the opportunity to be speaking speaking to you this morning
4:38 pm
4:39 pm
okay good morning, everyone. we're going to try to get going i'm he director reiskin the director of transportation transportation here in san francisco it's our job to make sure that people in san francisco, california move around the city well and airlines i want to assure you we're not in a part of the pathway go not blocking traffic from moving flounl as we're moving about this is why we choose this space to see a vehicle not interfering with muni as far as be careful you're on the edge of the embarcadero thank you all for coming 0 we're here to celebrate a milestone in the procurement of the next generation the light rail vehicles that represents the turning point for the muni system our lorl vehicles and
4:40 pm
light rail system is the backbone of muni it moves the core of the system and the ability to upgrade and expand our fleet in a way that will provide for much more reliable service and quality and quantity of services as one of the lrlt in the united states that is the single most significant turning point for muni that we'll see this generation as this presumed to be innocent we're here to recognize i'm pleased to be joined by mayor ed lee we have on the way supervisor breed the champion of this effort from the board of supervisors and joined by the regional administrator of the u.s. federal transit administration leslie rogers thank him for being able go b being here and supervisor tang and michael pothole the head of
4:41 pm
the seaman's rail division and joined by john halley the director of transit the one whose lisp has she said defended it leadership leadership and most popular the boss the vice chair of the mta board of directors and the vice chair of the mta board cheryl brinkman and supervisor yee who chairs the governance committee a lot of people working together hugely a significant milestone in improving you muni service in san francisco none w is possible without the chief executive of the city please join me in welcoming mayor ed lee. >> thank you director reiskin and thank you for your leadership and the boards leadership and also all the
4:42 pm
agencies that are represented behind me i take this unabashed opportunity awhile we understand this is part of our regular procurement it's a milestone has ed explains a $648,000 presumed to be innocent but it expand to $1.23 billion over the years and while we anxiouslyly await to give credit to our supervisors particularly scomplooerd i assure her arrive has nothing to do with mooney rode muni and was here on time and will continue to rides the system and it's another story i wanted to say we want to invest in our infrastructure as we procure the newly designed exciting designs we'll be introduced to and see
4:43 pm
by caesar man's and our agreement with them i want to say that i take this opportunity to just ask our residents and voters to make sure that we continue investing in our transportation system we have an important bond on the ballot $500 million but it's the beginning of many types of this investment in our transportation because we're growing up we're a modern city and also growing we're challenged by neighborhoods that haven't had this kind of transportation needs many in so many years we want to accommodate all of our residents whether theirs disregarded or elderly or the poukts pockets of the populations we hadn't anticipated this can be good for our procurement and the constant investment in our infrastructure that makes our city successful for the years to come
4:44 pm
i have one of the most beautiful guests to sign this i keep saying this is the best deck i will get you have a beautiful deck at city hall but will praise those make shifted decks because we're getting things done in the infrastructure making lives more efficient i just met mr. colorado hill the executive of caesar man's i want to say who needs testimony when you've got caesar man's i know the governor is pat his back on the recent signing of the film creditors while in la i want him to pat us on the back for investing san francisco in american made products caesar man's out of skooblth they've got to solar incurred facilities
4:45 pm
and sometimes this is another good reason to make constant invests as we add to their workforce and the other decisions that caesar man's is making hopefully, they'll get more procurement building it in california good american jobs i think increasing our economic vitality while resigned those light rail vehicles is those vehicles are going to be special over the years we've been trying to figure out how can we get a little easier and better design that's important accommodating and efficient and how to get a lighter design the rails we have the vehicles are extremely heavy they've got a lot of moving parts and they're designed from decades ago and we need to
4:46 pm
modern misses that as we're investing nor money to fix them or the muni u muni rather than fixing them which is more and more costly we have vehicles that have less moving parts and a better design right now we haven't finished the design we're leaving room for input this is smart because other agencies learned by the mistakes introduced the design that doesn't have the input from our valued riding so we're now providing the invitation to our public riling i rooild to get involved and register their opinions about how a modern rail vehicle on all lines should not only look like and feel like but be assessable to everybody we want to ride on and the more
4:47 pm
work we do the better design we've done this on public open spaces and doing it on the rails i'll be enticing people to support but to ride on a daily basis so i want to thank caesar man's and our mta board and to till lists here at the domestic violence everyone is allowing us to invest not only a light rail vehicle for the future by constantly refirms with our ridership we want to increase the confidence and the dollars to invest in our transportation i'm continuing to be the lucky mayor of san francisco because i get to work with as that are headed up but edward reiskin and
4:48 pm
our wonderful board members that have their areas to the ground and they're creating relationships with the business community with the ridership with our neighborhoods keeping them strong you can't have a world-class city you without a world-class transportation system and we will continue to try to do that with all our partners this will make not only the residents of san francisco proud but i suggest we do this with seaman's and create the jobs we have a story to tell to the rest of the country let's invest in american made products and design them for the future let's get the job opportunity up for our community and make our state more successful thank you to our for being here today, we're not stopping traffic and the giants are playing elsewhere they're
4:49 pm
going to win we're going to win that's a great story thank you very much (clapping.) thank you, mr. mayor i just want to emphasize a couple of points to drive home the fact those vehicles will be designed, built and murdering and supporting from california up the road in sacramento not only are we in san francisco going to get great now reliable vehicles but creating jobs in california as part of the process that's a great benefit for the economic development of the state ii also want to endorse our funding partners standing behind me are the ones enabling us disclose the procurement we'll be replacing the fleet and this is funded 80 percent from federal
4:50 pm
fund through the federal programs and a lot of the 20 percent is from our sales tax administered by the county of transportation authority so as you're thinking about riding those vehicles thank the folks standing behind us for the fund we have a lot of people in san francisco today who rely on those vehicles everyday to get them to school and work and wherever and a lot more people in san francisco that want to rid the revokes but can't because they're too crowded or not reliable enough to make a chris's choice for them but a lot more people coming to san francisco and we need to accommodate them on transit to keep the city clean and beautiful board of supervisors who represents today's riders and
4:51 pm
tomorrows rider are really the ones that understand along with the mayor the importance the investment that's woody allen why we couldn't do this without them legally they're required to approve the contract but we need their support in the transit system and have a great comment in leading that represents district 5 in the center of the city and most of the rail lines touch her district they have a lot of riders on the system and been a champion and letting us know when we're not doing things right without they are leadership we wouldn't be here she's got all ore 10 colleagues to sign on to the contract so join me in welcoming supervisor breed
4:52 pm
(clapping.) >> good morning, everyone i'm so happy to be here today in district 5 carl and cool there's a station people are constantly trying to take the indud on every day it is the most traveled line in the city and county of san francisco carrying 40 thousand passengers everyday there's not a day going by i don't get more requests for doors that are being broken to be fixed to get two and from their location this is why this is so important currently our fleet requires service at 4 to 5 thousands miles those new trains require service ones they reach over 59 thousand miles 21st
4:53 pm
century world-class trains who are 21st century world-class city this is a once in a generation opportunity to not only be part of the core but the city of san francisco's and this commitment for transportation is made i'm here to express my gratitude to edward reiskin and he it's team at the sfmta and the to transportation authority and to the mayor this is not an individual effort this is a team effort and caesar man's and they're built to want to work and make sure the local jobs are unhappy those trains are working and they're working hand in hand and came in 20 percent less than anticipated compared to other companies that's a confidence savings i can't wait to ride the
4:54 pm
first train thank you all so much for coming today (clapping.) thank you supervisor breed for your leadership on this so the reasons that the sfmta board of directors has the confidence to approve once again as i understand mitigating might be the largest light rail contract in the united states and in the board of supervisors has the confidence with the recommendation of the budget analyst and the reason the mayor has the confidence to sign this resolution to enter into the contract is the meticulous work done to get to the point of procuring those vehicles and developing this contracted that work was done by our team of folks from our agency the city attorney's office and elsewhere and as supervisor breed said they're great vehicles at great
4:55 pm
prices that addresses all the issues that we have experienced in the past and provide for a much, much are better riding experience and lower cost microscopes experience it's really a tremendous credit goes to john and his take place forking team as the guy that has to deliver and operate those vehicles i'm going to ask him to come up and recognize some of the things and tell you about some of the equipment on this vehicle and how it will help us build the next generation of vehicles but he'll tell you about was the new vehicles will bring to the muni system please help me welcome our director (clapping.) thank you, ed and thanks everyone it is a great day for the riders and as you've heard
4:56 pm
from everyone we're working everyday to improve things things are getting better but how much better will they get when the new cars begin to arrive to $15 billion and one million dollars $15 million represents approximately, one 3rd of our current subway ridership and one third of the ridership has 15 million people negatively impacted evidence one entire year because of delays in our system so when the new cars everyone's talked about the reliability how reliable will they be the $15 million will become one million dollars because how they're able to do that this means it will go from interacting in a bad way 1/3rd of the ridership to less than 2 percent because the cars will be
4:57 pm
employed and new technology as your heard about the doors the mayor talked about the doors are simple design that's one of the problems those doors will be better and stronger and safer i don't know if any one of you have been in a tunnel when the trains stop i've heard that happens but at any rates the cause has something to do with the proposal system so we put an evaluation together and said we're going to get tough and require the propulsion system goes 60 thousand miles before it breaks down and the pursue proposals system will go 59 thousand miles because of the fund so why is this a better car
4:58 pm
the proven technology the doors, propulsion the baking e braking system everyone knows that tour trains move a little bit when the brakes are employed it is an electrical system a smooth ride so those are 3 of the key features that they'll be tremendous for the system and lou allow us to meet the demand for the next 40 o thirty years and autonomy for us but for the city i want to recognize your evaluation committee who are standing over there led and i by tren winning we ask for a good car and get it here on an aggressive schedule the first car december of 2016 that's pretty good two years from now and they've delivered you heard
4:59 pm
supervisor breed talk about the prices the total team effort and well supported everyone's behind us let's get it done (clapping.) >> okay. so with a pen the mayor is about to help move us into the next generation of muni vehicles that are significantly going to change in a positive way the experience of everybody that's going to be riding he muni for the next 25 years at this point, i want to ask the pair it he'll do the honors to sign the contract and thank you, everybody for coming here today. >> ready. >> ready. >> okay. the magic here of course, today is september.
5:00 pm
>> september 19th. (laughter). >> yeah. all right. >> one billion dollars (clapping). >> good job. >> good job
