loftus, and commissioner and chief suhr and members of the audience, this evening i will briefly describe the naco conference that occ staff and i attended, and kansas city, missouri two weeks ago. and this is the annual training conference that naco has. and it is three and a half days of courses including investigation techniques, civilian oversight role in police training, mediation, and body cameras, and language access, and lgbtq persons and police interactions. and constitutional issues and recent development in the law. this conference is attended by civilian oversight staff, board and commission members, attorneys, community members and law enforcement. it is the only conference of its type, and this year, is

conference was record breaking in attendance and they were over 300 at the conference and we had internationals, and we had them travel from mexico and jamaica the united kingdom and the past conferences and the attends from africa and from ireland and this year, two, two occ, staff members in that training sessions, including investigator jason who led a session on the investigations along with the chief of investigations from the washington dc civilian oversight office. and then, there are policy analyst attorney, along with michael janaco of the office of independent review group out of los angeles, led a session on

civilians oversight role in police training and prominently featured during this session was the san francisco police department training video on language access issues during domestic violence, contacts. and the training video is available on you tube as well as on a doj website, finally i motivated the panel on mediating the hard cases and the two panelists were lisa, cohen who is the director of the citizen compliment review board and new york city and ccrb and the other nicholas mitchell who is the independent police auditor for the denver police department, and the denver sheriff's department. and in new york, they actually

they mediate the hard cases as long as there are no injuries, they mediate racial ethic and gender slurs, we do not. in san francisco. in denver, they mediate cases that have been investigated and concluded with a not sustained because as we know, when the findings are not sustained, neither the complainant or the officer are satisfied and that is something that they are piloting in denver and the other side that have is that medations help to expedite the process of closing a case, and so, there is not a cost savings in mediating the cases but they are certainly the satisfaction on the part of the officer and the complainant. and the occ has has a facebook page, and wow.

on community policing, and on the crowd management. and the like. and we read what we read in the media and we hear the sound bites and you know we made the best efforts to provide our insights for the ferguson mayor and then additionally on sunday, i participated in a panel on race relations after if ferguson that was a panel of members from pedmont community church as well as the (inaudible) church in oakland. and i shared again, the line and sites, based on my work with the office of citizen

complaints here, in san francisco. and also, commended to them a book that was given to all of us by dr. marshall called the new jim crow, and it was in lightning and additionally, in preparing for that panel on race after ferguson, and i took the time to view a pbs video from 1963. where from the course it said in 1963 and this was the moerpg that edgars had been sat and they had been assassinated or murdered and the farmer said, well, i think that in another three years, we will be able to

deal with the jury discrimination and it will take a little bit longer for the defacto discrimination and then just finally, just a personal aside, and i did show with the panel, that, leading to, in texas when i was ten years old, and this was in 1962. and 8 years after brown verses the board of education. and you know, texas still had not gotten the memo, that the public education that was separate was not equal and that the school should be desegregated and so that was my out reach on sunday. >> okay. >> if i may, now i hope that i am not wrong with this but to understand that ferguson has put in a civilian review body for the police department and

that is what i read in the news and so i think that is that they have moved forward with that process and it was my understanding, which supports, you know, you would all agree with me and it needed to happen, and it needs to happen in that city. >> dr. marshall, that they were planning and to do that, and as a leader of the board of national civilian oversight of law enforcement i do not promote one form of civilian oversight over another and often, san francisco office of citizen xlaipts referred to as the cadillac of civilian oversight. and in smaller, in smaller towns, such as ferguson, which has only 54 police officers but it is over 60 percent or 80 percent african american, and

yet on their city council, there is only one african american city council member and yes, they did ask the question of the mayor do you have district election and the answer is yes, they do have district elections but this is a community that does not, and it does not feel disenfranchised and does not feel empowered. >> thank you for your report and also for sharing some of your personal history with us, because i know that that is some times and it is relevant in this context and i want to highlight, just briefly the video that was done with the police department and the marion and the advocates and i am so glad that you are promoting that, commissioner wong and i were saying that there are so many things that the department are doing that are cutting edge and leaders and i think that the department does the same thing and because it came from the idea and i

heard you say to all of the victims that it is a sanctionary city and please report and the reality that you found is there is a non-english speaking victim and the purpose traiter has better english skills and that there are circumstances where the wrong person would be arrested and what i commend the department for working to resolve that issue and train the officers on the language access issue and it was such a partnership to watch you guys work with the department and the community advocates and so i am glad that you are spreading that message because we never want to arrest the wrong person because of language access issues and so i am glad that you are promoting that. >> thank you. >> i just want to under score, that the occ, (inaudible). i am grateful for you and those

who did a tremendous job that you do as well. >> thank you very much commissioner turman. vice president turman. >> okay, i think that you just called me a cadillac, i am not sure. >> sergeant could you call the next line item? >> 2 c, commission reports discussion, commission president's report, and commissioner's reports. >> i did attend the officer involved shooting town hall, i think that this goes to actually it is a perfect segway from where we came, this department has a number of procedures when an officer involved shooting happens and one of which was adopted recently was as close in time to give the facts that we can and i want to thank mazzucco, the past president for coming to the meeting and i commend the department and it is difficult that you give it back that you have at the time but it is so important that that transparency, leads to people saying okay, i can understand that, that is what you have but the reality is that there are multiple investigations that are ongoing and it was important to have the firearms discharge review board here tonight to show us that there are procedures in place, and it

is that we have the policy and procedures that we do every time and i think that there was a question at the town hall, why are you doing it for this? and we do it for every single one of them at the time that the folks from the community can come and that was very important, and that we continue to share the policies and procedures that we use to make sure that reinvestigate fully, officer involved shootings, we also had a meeting about the crisis intervention team and i had a meeting with the deputy chief and the folks from the mental review group on how we can continue to advance that work there is an upcoming cit training in monter ey and just to be sure that the department is not following but leading the way in addressing policing with folks who are in cry crisis >> any other reports? >> thank you. >> sergeant call the next item.
