12:34 pm
after relocating with my husband to san francisco i was in a fortunate position to be in an excited community and continued with the start practices it was part of my roll to implement training and continue the development for the staff at&t park the practices i've really enjoyed working with the principle at one purpose school around the practices of continuing the advocate for one purpose school i believe in what one purpose stands for i think of that was now in a city i call home. >> please state your name for the record. >> claire way. >> thank you very much. >> thank you. next speaker, please. >> no problem. >> good evening to the board of

12:36 pm
joined the board because i live in the mission and a parent of a 3-year-old child in two years he's going to be 5 and i'm concerned about the educational options but i'm an under no allusion that cart is not accident only way to build schools but it opens unup the probability to provide other options in neighborhoods as a form charter school principle i know with when you combine great leadership there's nothing you can't do in a phenomenal program so having worked with this daniel for over a year and antonio they're dedicated to this being a success and i also note and can tell you there's a deep team of
12:37 pm
visa cards that are equally committed to the long term success and will be there wherever their need and as far as the academic program i agree with the speaker i run a nonprofit that used innovation so i've seen innovation models and those guys have taken the best and combined it with traditionally models i see they're focused on emotional levels and technology by teachers this to me a recipe for success i think those guys have created a powerful model we need a school like o p in the mission
12:38 pm
i ask you to approve the charter thanks and. >> good evening. i'm lisa core i'm one the partners our office provides legal representation to approximately, six hundred of the states chapter schools in the state we've seen highest quality charter schools and seen chapter schools close in the state we've started to predict success what's the receipt for school for a high quality success one has the high recipe for success those this leadership that have created successful schools and likely to demonstrately likely to implement the programs sfoethd sfeth in this they have a community that has needs and it's critical for the success of the charter schools they've got

curriculum committee report and . >> well, this is part of public comment then we'll hear the report from the curriculum is that okay. then thank you. >> president fewer and superintendent carranza and commissioners mr. davis i have 3 thoughts to share with you tonight but before i share those thoughts i'd like to ask the oc p reports to stand and model they're beautiful - (clapping) thank you first, i'd like to speak to the issue of facilities because i'm confident that o p will get it's chart from the state board of education as you know the state has previewed our appeals but i want to emphasize i come here in collaboration you hope we get to work with the chart from the district
12:43 pm
regarding the facilities it's simple the sooner o p gets its charter the sooner for private facilities i want o f are p to have private facilities o p backs up it's commitment to getting the facilities we have an k3r0i8d talented task force we have the head of oaks partners the head of tom elliott fish that designs the facilities we have the co-founder of public bank a real estate agency and at 14th and van ness we are in negotiations on two properties that will move faster when o p gets its charter my second thought o p models is unique the
12:44 pm
next generation of challenges some brargdz the challenges the gates and hewitt foundation be assembles $40,000 and asks them to find technical foundation to get students through college so president fewer is checking to can i have more time. >> 40 seconds. >> that works. >> now i'm going to jump to this no one else has a model with over arching goal nobody else it building a student agency with those imprints where all the components are integrated the way the sunshine care development with carl al and stem funded learning and project learning a few seconds ago i talked about the national
12:45 pm
foundation that selected out out for our innovation to come to the parent level as president fewer noted some san francisco schools are going some of the elements with some teachers but simply put if you're an sfusd patent you cannot get the model anywhere else i challenge the school board to tell me about an step forward board that is doing an outline teachers forum i want to speak to the words axes action speak louder than are words my colleagues and i show a track record of success with students of color with lgbt and others the schools i've started are among the lgbt supported in san francisco any number of
12:46 pm
students can give at eloquent speech and you can be sure had lgbt families at o p will be safe and antonio's track record is superb they boosted the highest schools in richmond he co-founded a kip school that became a high school in his district and all of our schools have low suspension rates we keep our students in school and make sure they graduate to close i ask to look beyond the 4 hundred and 67 pages of charter and beyond the 10 thousand words i ask i will antonio and melissa and our terrific community neighborhoods like the good
12:47 pm
samaritan people will all those programs deliver for the kids of color we will deliver thank you very much (clapping.) thank you, mr. mcclove ton so i believe you're on the list. >> good evening all it's good to be front of the of you again, i hope upper moved by the compassion of the mission to disrupt the mission of poverty this is no small feet but doable some thirty years ago i stood in a welfare line with my mom waiting for free cheese i spent winters in the heat also city apartment this is what one deals with when poor it's in the
12:48 pm
acceptable then nor now i started my school in south bronx and ended with a degree from an iv i didn't league university more importantly my children are sitting in the audience see that poverty can be bronze but i'm only one person at o p we aim to help the hundreds of students and families for the entire community i spent 13 years working with the chapter i see it it's not about charters or politics but doing what is it is working for the black and brown children it pains and frustrates me that black and brown faces are called the middle-class it come down to education
12:49 pm
over the last two months my phone has been ringing from folks president to send their kids to o p it is only one of the 8 schools to be funded by the next jurisdiction we're incorporating the late technology and you can see the project basis learning of math and science can't be found merge this combines for 63 years and has had success in closing i look forward to serving the o p students they'll learn and contribute to their community we'll not stop until all the students are successful i ask you approve the charter thank you (clapping.) okay. now commissioners
12:50 pm
questions or comments commissioner wynns oh, i'm sorry commissioner maufas first no, i'm sorry you're absolutely right. i think we have a report from the curriculum committee sorry did we hear from the budget committee already so we'll hear in circuit first and budget committee. >> no slight taken i just wanted to just quickly recap the lengthy conversation we had with the one purpose petitioners and they definitely brought out the community supporters to the curriculum members and we have subsequent answers and many of the questions were answered in the
12:51 pm
e-mails to the curriculum community members and polygraphs we have questions will innovation and lgbt students and where it says in the chapter that how they would help provide sport services and those questions were answered and we were directed to a location in the charter to look for those and as just stated here by mr. mcgloven that all of the things and particular areas that we believe p are throughout the sfusd one purpose building they'll encompasses all at one site some questions were answered in the document and i'll make sure that document
12:52 pm
gets to other commissioners it's quite robust and speaks to some of the questions that happen at the curriculum committee meeting it was a deeper conversation what one purpose commissioners mention they received charter approval if this happens at this school district in san francisco they've begun and begun to develop their curriculum with many, many instructors and teachers that indicated their interest in joining the one purpose team but go deeper into the curriculum once approved to have the chapter i think if there was anything else that stood out the discussion around restoring the practices and how they deal with
12:53 pm
student discipline i got a response and really understood the response that was given by the petitioners at the meeting that from their background they embody ignite a lot of what we do here in san francisco unified school district around the restored practices and a safe schools environment and my question was i didn't see it reflected in the petition that concerned me because i believe from our background each of your individual backgrounds in the lead petitioners background that is something that would start the petition particularly since 38 they're reaching out to the community and serving a particular part of community so i did get a supplemental response that spoke to the roar
12:54 pm
active prospective and that's pretty much it from the curriculum committee meeting we inventing send it forward to the board. >> i thank the petitioner for the subsequent action. >> yes. this was heard it was a relatively brief discussion as commissioner maufas noted most of the information was in the curriculum portion we forwarded it back to the full board with no recommendation. >> thank you very much now open for discussion board members yes commissioner wynns >> thank you. i want to thank everyone for coming tonight those are difficult decisions the board faces i thought seriously about this i think all of us building and have experienced that we what's been
12:55 pm
happening in the mission in san francisco san francisco unified school district is something that for many of us who have been revolved for a long time has been numerously important recently, we actually see really momentum for the work in the zone and the if anything investments and the professional development investments the focus we have there and commissioner maufas and i were looking at the school map earlier this evening about the meeting and looking at the schools there are and talking about where those improvements are really taking hold and also that all the schools are pretty full now exercised to - compared to the last small
12:56 pm
business said we need a school like this in the mission or mission i want to point out this is one of the most important roshths to decide how many schools our community needs can support and will fulfill the requirements of the community i understand that the charter laws seek to and have some stent remove that to private individuals who have no public accountability certainly not an elective accountability still that's our decision i have when i was looking at the map and thinking about this and i will say that one of the most difficult situations that we've faced with charter schools in
12:57 pm
recent years in california and certainly in san francisco is the facilities challenge that we have so thinking about the schools how full they are and the number of students that live there and what's being built there and seeing the numerously hard work that's been done so long for people working hard in the community i feel that it it will be like throwing a caliber in addition into the community there are no available school buildings in the midst i've looked at it since we've approved the mous this evening we have two schools one of which was referred to two charter schools in our buildings of one has had it in their dhaert they'll not have a facility this was prior to the
12:58 pm
passage of prop 39 but this was the deal we'll not ask you for a building yet here they are asking for a building in our building so i'm not prepared to support this i think we should stand up and say this community this southeast community in the mission we're dedicated to here's the evidence and prove and our commitment ongoing and we won't accept this responsibility this decision being taken away from us to decide whether or not this school is in the community lastly i want to say that charter management organizations all of a sudden c mo a sense of
12:59 pm
a term but still are described by chapter proponents some of the foundations mentioned here, etc. those are the best charter schools those that have some organization not only a single school helping them to do the work especially the professional development and the curriculum development so and so kinds of things the things a school district does and i'm unwilling myself to deny that what we do that what this district side and community is needed for those schools i think that the success the likely success of all the schools in the mission including charter schools will be underlined by granting this chapter so i urge my colleagues not to support 2, 3, 4 and stand
1:00 pm
up address say we think we know what the community needs and wants because they elected us we'll stand up and do our jobs thank you. >> dr. murase. >> i have a question for the administration doing through the charter it's clear our targeting low income families and there's been reference to the mission and the bayview but there are no measures for the income or neighborhood how when the lottery is conducted and perhaps it's not low income families in the lottery or not folks in the mission or bayview how are you toorth those populations in your enrollment process. >> so dr. murase thank you for
