4:00 am
school board to tell me about an step forward board that is doing an outline teachers forum i want to speak to the words axes action speak louder than are words my colleagues and i show a track record of success with students of color with lgbt and others the schools i've started are among the lgbt supported in san francisco any number of students can give at eloquent speech and you can be sure had lgbt families at o p will be safe and antonio's track record is superb they boosted the highest schools in richmond he co-founded a kip school that
4:01 am
became a high school in his district and all of our schools have low suspension rates we keep our students in school and make sure they graduate to close i ask to look beyond the 4 hundred and 67 pages of charter and beyond the 10 thousand words i ask i will antonio and melissa and our terrific community neighborhoods like the good samaritan people will all those programs deliver for the kids of color we will deliver thank you very much (clapping.) thank you, mr. mcclove ton so i believe you're on the list. >> good evening all
4:02 am
it's good to be front of the of you again, i hope upper moved by the compassion of the mission to disrupt the mission of poverty this is no small feet but doable some thirty years ago i stood in a welfare line with my mom waiting for free cheese i spent winters in the heat also city apartment this is what one deals with when poor it's in the acceptable then nor now i started my school in south bronx and ended with a degree from an iv i didn't league university more importantly my children are sitting in the audience see that poverty can be bronze but i'm only one person
4:03 am
at o p we aim to help the hundreds of students and families for the entire community i spent 13 years working with the chapter i see it it's not about charters or politics but doing what is it is working for the black and brown children it pains and frustrates me that black and brown faces are called the middle-class it come down to education over the last two months my phone has been ringing from folks president to send their kids to o p it is only one of the 8 schools to be funded by the next jurisdiction we're incorporating the late technology and you can see the project basis learning of math
4:04 am
and science can't be found merge this combines for 63 years and has had success in closing i look forward to serving the o p students they'll learn and contribute to their community we'll not stop until all the students are successful i ask you approve the charter thank you (clapping.) okay. now commissioners questions or comments commissioner wynns oh, i'm sorry commissioner maufas first no, i'm sorry you're absolutely right. i think we have a report from the curriculum committee sorry did we hear from the budget committee already so we'll hear in circuit first and budget
4:05 am
committee. >> no slight taken i just wanted to just quickly recap the lengthy conversation we had with the one purpose petitioners and they definitely brought out the community supporters to the curriculum members and we have subsequent answers and many of the questions were answered in the e-mails to the curriculum community members and polygraphs we have questions will innovation and lgbt students and where it says in the chapter that how they would help provide sport services and those questions were answered and we were directed to a location in
4:06 am
the charter to look for those and as just stated here by mr. mcgloven that all of the things and particular areas that we believe p are throughout the sfusd one purpose building they'll encompasses all at one site some questions were answered in the document and i'll make sure that document gets to other commissioners it's quite robust and speaks to some of the questions that happen at the curriculum committee meeting it was a deeper conversation what one purpose commissioners mention they received charter approval if this happens at this school district in san francisco
4:07 am
they've begun and begun to develop their curriculum with many, many instructors and teachers that indicated their interest in joining the one purpose team but go deeper into the curriculum once approved to have the chapter i think if there was anything else that stood out the discussion around restoring the practices and how they deal with student discipline i got a response and really understood the response that was given by the petitioners at the meeting that from their background they embody ignite a lot of what we do here in san francisco unified school district around the restored practices and a safe schools environment and my
4:08 am
question was i didn't see it reflected in the petition that concerned me because i believe from our background each of your individual backgrounds in the lead petitioners background that is something that would start the petition particularly since 38 they're reaching out to the community and serving a particular part of community so i did get a supplemental response that spoke to the roar active prospective and that's pretty much it from the curriculum committee meeting we inventing send it forward to the board. >> i thank the petitioner for the subsequent action. >> yes. this was heard it was a relatively brief discussion as
4:09 am
commissioner maufas noted most of the information was in the curriculum portion we forwarded it back to the full board with no recommendation. >> thank you very much now open for discussion board members yes commissioner wynns >> thank you. i want to thank everyone for coming tonight those are difficult decisions the board faces i thought seriously about this i think all of us building and have experienced that we what's been happening in the mission in san francisco san francisco unified school district is something that for many of us who have been revolved for a long time has been numerously important recently, we actually see really momentum for the work in the zone and the if anything investments and the professional
4:10 am
development investments the focus we have there and commissioner maufas and i were looking at the school map earlier this evening about the meeting and looking at the schools there are and talking about where those improvements are really taking hold and also that all the schools are pretty full now exercised to - compared to the last small business said we need a school like this in the mission or mission i want to point out this is one of the most important roshths to decide how many schools our community needs can support and will fulfill the
4:11 am
requirements of the community i understand that the charter laws seek to and have some stent remove that to private individuals who have no public accountability certainly not an elective accountability still that's our decision i have when i was looking at the map and thinking about this and i will say that one of the most difficult situations that we've faced with charter schools in recent years in california and certainly in san francisco is the facilities challenge that we have so thinking about the schools how full they are and the number of students that live there and what's being built there and seeing the numerously hard work that's been done so long for people working hard in the community
4:12 am
i feel that it it will be like throwing a caliber in addition into the community there are no available school buildings in the midst i've looked at it since we've approved the mous this evening we have two schools one of which was referred to two charter schools in our buildings of one has had it in their dhaert they'll not have a facility this was prior to the passage of prop 39 but this was the deal we'll not ask you for a building yet here they are asking for a building in our building so i'm not prepared to support this i think we should stand up and say this community this southeast community in the
4:13 am
mission we're dedicated to here's the evidence and prove and our commitment ongoing and we won't accept this responsibility this decision being taken away from us to decide whether or not this school is in the community lastly i want to say that charter management organizations all of a sudden c mo a sense of a term but still are described by chapter proponents some of the foundations mentioned here, etc. those are the best charter schools those that have some organization not only a single school helping them to do the work especially the professional development and the curriculum development so and so kinds of
4:14 am
things the things a school district does and i'm unwilling myself to deny that what we do that what this district side and community is needed for those schools i think that the success the likely success of all the schools in the mission including charter schools will be underlined by granting this chapter so i urge my colleagues not to support 2, 3, 4 and stand up address say we think we know what the community needs and wants because they elected us we'll stand up and do our jobs thank you. >> dr. murase. >> i have a question for the administration doing through the charter it's clear our targeting low income families and there's
4:15 am
been reference to the mission and the bayview but there are no measures for the income or neighborhood how when the lottery is conducted and perhaps it's not low income families in the lottery or not folks in the mission or bayview how are you toorth those populations in your enrollment process. >> so dr. murase thank you for that question let's say first of all, right now for one purpose to put those types of preferences in our chapter would be illegal under federal law it is through the california when they change that we'll medical cannabis come to you and say please give us a revision to the chapter we'll be
4:16 am
eager to put in the provisions we were the first school to give preference to percent of our students that no parent granulated if college a third of our signatures come from the bayview and health department we've recruited in the southeast part of the city also in the western edition if you look at the applications that have come in so far not one is from west of the ca take care or west south of market so i'm confident we'll serve the population. >> i have a question for my colleagues, i was telling the superintendent there are 14 chapter of one hundred and 42 schools we have 19.8 percent of our schools are charter one of
4:17 am
the questions how many charter schools do we want to have in our some it's commendable one purpose has raised one hundred and 24 you thousand dollars toward their effort but $374,000 i wonder what it would have done that for our schools. >> commissioner haney. >> thank you for everyone that came out and all the work a questions for you all and our legal council the legal council first some necessity to have a written finding we didn't have written findings exactly thus far that are how do that work with tonight vote how do we if there's written finding as a
4:18 am
result of what the board does what does that exactly mean. >> the ed code requires if a charter is denied it has to be denied subject to written finding about 6 criteria that are involved in the ed code i can read to you at some point if the board feels helpful by written finding are required we'll have to generate a written record as to the grounds of the denial of charter and would have to coincide with one of the 5 criteria that are laid out many the ed code. >> got it so there would be written following if the board were to rejected the application it would be generated as a result of that was a confidence. >> if the charter is rejected
4:19 am
the board some communicate to the public the grounds for the rejection of the charter and due course is that clear? >> , huh? >> in other words, the board will vote and if the charter is denied the board has to at some point state what the grounds are for the denial of the charter. >> got it thank you and then the question i have for mr. mccombloven is the question of the success of the school year in the light pattern our choosing as commissioner wynns stated to open a school in the mission we've seen enrollment growth we feel we're having some
4:20 am
balance in terms of the opportunity there some improvements can you speak to the success of the school opening in the mission in light of those questions around enrollment and demographics. >> surely i'm going to give a quick answer and then i'm going to turn it over to talk about his experience but quickly joy to be clear we're looking at facilities across southeast san francisco and, in fact, we're in negotiation with the excelsior we don't have to be in the mission so the first point and second point is that you know the polluter it of our charter are from the bayview hunters point so from the bayview or the mission or excelsior has a pretty well-rounded population of the southeast san francisco i doubt it will have at about
4:21 am
impact on the mission. >> i won't add itch more to that. >> commissioner maufas. >> i'm sorry can you you want another commissioner. >> scomplorn. >> i want to thank commissioner wynns and i'll follow our lead i also think it's not persuasive to be told we have to approve a charter because it meets the legal standard because that standard is low in the ed code it's meaning less so i'm not going to be supporting the chart. >> commissioner mendoza-mcdonnell. >> thank you i guess i feel differently about this and have been going back
4:22 am
and forth about one purpose in general and i know we haven't approved a new charter school in a while we're not a district that is, we have in the past folded great ideas into a small schools initiative we want great ideas to be part of our strict but i also feel that you know charter schools are part ever our district and there are things identify been impressed with and things i have concerns about things that i know we can do better and so i want to kind of go through the exercise of rattling off a few things in the 4 hundred plus pages but i'm
4:23 am
going to let that pass and commissioner i apologize the district requires 12 hard copies of the petition and i'm happy to deliver less. >> but they're not double sided there's great opportunity around the schools it is something we do now and it's critical of the former school teacher you guys have gurn done a great you won't be job of fundraising it is supportive of the schools it's critical when we think about our vision of 2025 and the stem model we're creating we're inadequate a lot of support if and starting to see some great opportunities both in our middle school and high schools and
4:24 am
we're bringing to our lower grades those are things we are clear we want in our schools innovation is critical it's 21st century learning we're talking about preparing our kids for the jobs we've not seen yet those are the critical things those are some of the big pieces that stood out there's also you know, i know you guys if this is denied you'll go to the state and become a charter under the state and i quite frankly would rather have you guys know what our up to and be part of the district and understand what our doing so there's some go to be said about being under our umbrella many charters come through and go to the state there's something to be said be known leadership and
4:25 am
as even though there are minimal requirements you've met those you know we worked with you in the past and know that what you give and there's a level of comfort and a district we have to do better planning and i think that's part of the conversations particularly around the growth of many of our community there is growth you know n and more families going coming in our city i'm starting to see the first names going come into our city go to the old schools popping up everywhere or the par romantic schools are coming so i want to see our kids in the school system that's the
4:26 am
part that's interesting dr. murase brought up the question about the percentage of charter we currently have 9 plus what that means in terms of going forward i don't think that i personally am looking at this we're going to approve 12 and that's it or that there's a certain percentage that meets a mark we're a district that is particular around chapters those are the ones we continue to support over the years for renewal but it's about quality and about opportunity and inasmuch as i believe that we are doing the 10 things our talking about and we want to be able to do it over and over again, there's a lot of learning
4:27 am
we have going on you've had an opportunity to take time to think about that we have moving parts open a regular basis we had a a lot of great things in our schools but i want to go back to you saw people standing in the crowd and young people in particular do i want to not are some of the young people have opportunities that are ready for them now and so you know this is where in my time of life because you're ready you've got you've demonstrated support and demonstrated innovation and demonstrated there are on that really building that the innovation you're going to be bringing into one purpose is going to be different and see it's an opportunity that
4:28 am
i don't think i'm prepared to not allow children many our city to have in particular in the community that i live in and the community i've been engaged if and feeling that it's a small enough size school that will give american people opportunity to a very large amount of ask the over the course of the years and my thinking is again push and pill but i will wish supporting one purpose tonight. >> commissioner maufas. >> thank you commissioner maufas i've been working through lots of different thoughts regarding
4:29 am
one purpose and commissioner wynns opened up her comments i was looking at the map and thinking about little the schools in the midst where i live and i walk quite a bit and take transportation i think about those schools when i see parents rushing to get to schools in the morning if i see them getting on or off the metropolitan what a their designation i'm curled up the hustle and bustle in the mission being a resident there before i i lived in the bayview so i watched parents and children going to school school was where
4:30 am
are they getting to you love seeing families getting off to school and try to envision with one purpose looks like not that i don't think that you all will do something interesting in sfusd as a part of our school system i don't think that's not the issue the issues we have lots of schools that are doing really interesting thing they're just getting there and first names b are going there now i think that that turn that i've seen in my time living in the mission really exists me and has excited me for several years i appreciate the growth there i so certainly don't
