12:05 pm
thank you for your work in moving forward along with the former supervisor its amazing we will finally be opening this up to house many of our homeless developers that are currently on our streets i have a couple of of questions i do have a lot of the master leases for the hotels in my district and you know the one thing it struck me that of thoseful in was budget analyst report to hire most of the rented for our other master leases that began at a different 7, 8, 9 and place in the real estate market i have questions i know they have backrooms will they be excepted with minnesota refrigerators what are the alliances coming with the unit. >> thank you, supervisor john
12:06 pm
with the department of real estate i'm going to allow amanda to address that they're working on a collaborative effort but that's the one unique a aspect felt location with individual bathrooms for each unit we're working on a have you ever seen. >> hi supervisor amanda freed every tenant will get a medicaid waiver i didn't friendly and all rooms will be 23ushd with the things necessary. >> we have a lot of students in our office i was asking for the going rate of rent this is priced a little bit higher than the unit but if there's hot plaza plates or additional amenity that makes sense. >> there's a large kitchen as well as laundry and two
12:07 pm
different laundry spaces in the building. >> is that a paid languished facility. >> up to property management. >> and my second question either for our office or john's we been questioning now we've had master leasing for over 10 years we're dover the gaps we missed out when we first signed the lease the major part it the renovation we incorporated a minimum amount that a minimum that the city will pay in with the capacitate improvements i guess what assures like if an elevator breaks down but when an elevators breaks down what's the exception in terms of time are we asking the property owner to keep a capital refers to down
12:08 pm
the line when things practically what we get from the property owners we don't have a reserve fund to make the improvement wife whereby questioning with the new leases to make sure we 345u7b9 a minimum reserve so in the future 10 years down the line we have the capacity to push the property owners so they'll have the financing to fund it. >> supervisor you're correct our cultural list of sro's is a older list we have a fairly brand new building with brand new infrastructure so organization we've been involved in that process of delivery of those and inspection so we'll be
12:09 pm
special circumstances it to our specifications so that insures the capital is fresh and new we'll inherent the maintenance to our satisfaction, and, secondly, it's a 10 year lease so over the 10 year life expect some repairs we shouldn't apartment failures the good news the warranties that come with them that is not the normal with our existing sro 13wir7b9 and lastly the cap we've restructured the normal cap in master leases not only do we address the caps but lead to a lot of discussions in terms of litigation and that has meant the cap is meaningless we continue to pay for improvements by capping the amount on an
12:10 pm
annual basis no matter with the expense from a standpoint and the policy standpoint we know that the owner must provide the funds to insure there's a reserve so the lease itself has a number of timeslyness to deliver the improvements. >> that's great to hear can you go into the specification i don't want to mop lists the time could you talk about the breakdown in the building or the breakdown in the elevator what's the expectation and the lease that will insure they will respond in a timely fashion. >> it's not the lease per say that's the dictator here but the request for proposals that come out with our service provider to
12:11 pm
have the wrap around services but as part of the property management that is under our i don't like we'll dictate a at that time, this responded and the level of control will give us shares if there's a problem we'll get to it. >> that's great to hear we'll take the timely innocence of the response and i'm really looking at the future this is a new building whether when there's a breakdown and the property management fixed it we pay it to the property owner. >> a there's a process in the lease once a repair it requires communication before the city and owner to make sure that the repairs are down done so there's
12:12 pm
no miscommunication under or so over the cap. >> and an agreement on the list of the leased we've seen. >> yes. >> i thank mr. cattell for his lease he's a great property owner we're setting a precedent with master leases not all of our providers are as responsible so to make sure we have a structure you you know, i won't be in office or a supervisor in 10 years i'm dealing with i think managing you know the fail out of the buildings felt leases that were set a long time so thank you for your response. >> and supervisor if i could audio there are two elevators in the building one operating and a second elevator that is great to
12:13 pm
have that back up. >> thank you. >> supervisor yee. >> thank you president chiu and thank you, supervisor kim for your line of questioning i have comments more than questions first of all, i want to thank the folks 3 put this together the need to help out the homeless veterans is great and a great opportunity for the city to respond so when i first saw the wrap around services we're going to move forward i looked at the sticker price in terms of the the master lease amount and figured out per unit you the cost and got a little bit nervous because it seems a little bit high whether not to
12:14 pm
say that homeless veterans don't deserve this but i'm not worried about this particular facilities or housing but what impact does that have on other sro's in driving up the prices i guess i'm city in the mindset of 15 years ago when people were paying around $200 or whatever now over one thousand or 12 hundred so i was w0ishd that and even the lease was remodeled everyone thinks you could say remodeled it could mean on thing or another i was not ready to support it before i made my final decision i have an expert on the housing staff so i asked
12:15 pm
as you look at the remolding and the size of the models and so forth he was able to go down to the unit and reassured me maybe a little bit wasn't as high as i thought that would be the unit are remodeled very taste physically and because of that i'm more than willing to support this so thank you for all the work and hopefully have another 35 people with housing. >> supervisor farrell. >> thanks i want to as a co-sponsoring this thank you for all your hard work and mr.
12:16 pm
updyke i know that the budget committee heard this last week as we talk about the homeless veterans this should be a priority and this has positive aspects obviously in a different area uptown that's great to talk about the wrap around services this is obviously in huge partnership with our government and 70 percent of the cost of the service and also i'm very cognizant this is very expensive than previous examples but want to thanks the owners of the property who had i believe 8 competing offers for different uses condemn and choose to keep
12:17 pm
it with the city of san francisco to house the veterans and look forward to the effect. >> thank you supervisor farrell i want to echo supervisor farrell's comments on two front one colleagues this was a property in the heart of my district that had been known as one of the worse sro's and thank you to the staff to focus attention, and, secondly, like supervisor farrell has been committed to addressing homelessness and a number of years ago i worked with on to carry the legislation on otis he have an ability to aspire to end the homelessness in the feud short years thank you to mr.
12:18 pm
updyke and the community to work towards this goal a goal our president set and a goal we believe in the city so thank you to the team and with that, colleagues, i hope you'll be able to short this supervisor cohen. >> thank you very much i'm excited to see this before us i hope we'll be able to address your homeless crisis and whether or not we're addressing that as it relates to veterans or lgbt or just transgender folks either way we have a series problem in the city and we need to provide the service for everyone to the hope vice president thank you very much and to the mayor's office updyke and those that are kicking the money in this is great i applaud you and forward to continue to work with you we've got a growing problem on
12:19 pm
the south side as we looked at the south of market so this is great a great stechlt. >> supervisor campos thank you for the staffs work to make this possible as we see the economic disparity it is important in the wealthiest city in the country we don't fifth about the vulnerable and thank you to mr. duffy for his work in making that happen. >> with that, colleagues, can we take a roll call vote and supervisor breed supervisor campos supervisor chiu supervisor cohen supervisor farrell
12:20 pm
supervisor kim supervisor mar supervisor tang supervisor wiener supervisor yee supervisor avalos you have 11 i's. >> item 26. >> approving the 7th academy to increase the contract for a total amount not to exceed $35.9 million extending the contract. >> same house, same call? this resolution is adapted item 27. >> supporting on amendment to the mta's operating budget to provide free muni service to 28 to 23 years old in the education program. >> same house, same call? this item is approved. >> item 28 an ordinance to add web services to schedule the
12:21 pm
film fees to effected he resident for film that results in the parking latin four consequent hours or more. >> supervisor cohen. >> thank for hearing this legislation it is straightforward it requires the filming company to provide notification to the neighborhood and the neighboring resident within one hundred and 50 feet radius should their filming production activities be exited to close streets address obstruct pashdz we've seen an increase in the filming around the city that has to do with the leadership in the film development this is a great thing our city is highlighted in the films and movies and commercials seen around the world it's equally important we
12:22 pm
provide information to the residents and businesses that might be and are impacted by the film production companies many of the productions result in closer of heavily utilized streets that cause disruptions in everyday people's lives i've heard from the constituents of the lack of outreach in the residents and businesses when film productions are take place in the neighborhoods it's new jersey transit my hope this will bridge the communication gap that provides the businesses and residents they need to thisly prepare for the disruptions today, i'm introducing 3 amendments to let even though legislation when the item was heard in committee last week, i heard from the film commission and from the film community there's a need for some flexibility in the legislation
12:23 pm
for circumstances in which a 72 hour notification is not possible so address the concern t the first amendment will add a quote of feasibility in the legislation and it will clarify how about feasibility is defined in this particular case this noticing requirement is not where the circumstances are specified in the film commission notification guideline and the third requires the film commission established a sets of guidelines that address the circumstances when the noticeing requirement is infeasible quote the commission is expected to have the guidelines thirty days after the guideline of the legislation and the executive director low report back to the
12:24 pm
board of supervisors with the consent of the guidelines for further decision colleagues, i hope to have our support on health insurance amendments and happy to answer questions. >> supervisor cohen has asked for a motion second by supervisor kim any decision on the amendments we'll take that without objection. those are adapted supervisor wiener. >> thank you and thank you supervisor cohen for doing that amendment i came into the land use committee prepared to vote for the legislation there should be notice of parking removal ahead of time it's a matter of practice we will of want to make sure while we're combrairs our film city we're respecting our neighborhoods so to vote for it
12:25 pm
after the feasibility language is removed i voted against the measure i thought it didn't have been flexibility finding there's time when 72 hours notice don't work for legitimate reasons it's important to put that in context that the film industry matters a lot in san francisco it matters because of its national and integral portrayal of our city it's very, very beneficial to san francisco in matters because it allows us to have the aspect of the arts world especially the smaller independent films to having a happy in san francisco in addition it creates jobs and especially blue-collar jobs and jobs that don't necessarily
12:26 pm
require on advanced engineering degree so it's something we should be combrairgz the large productions can embrace all those in san francisco. >> my read of those amendments we just adapt is that they do provide significant latitude to the film commission to have the flexibility and i appreciate supervisor cohen going down path i think it's totally fine for the commission to have to put out some document or bulletin saying those are the 72 hour requirements but in the discretion of the commission understanding any belittling will have to be catchall
12:27 pm
language you can't anticipate the twists and turns in the case of a filming production and so i think this provides enough flexibility and discretion to the commission its important for the film industry to understand the intent and the board provides the flexibility to the film industry this is not saying that san francisco is not fully accepting of the filming but look at the neighbors that are effected so i'll be supportive. >> supervisor cohen. >> i'm sorry, i doesn't realize the director of the film production is here thank you robin for your leadership. >> with that colleagues, same house, same call? we'll take that without objection. this ordinance is passed on the first
12:28 pm
responder as amended item 29. >> a motion confirming the mayors appointment to the treasure island authority board and for the expired four-year term in april 2018. >> supervisor mar. >> thank you president chiu thank the mayor for the great suggestion and appointment i think that jeff has been an advocate for helping the homeless folks working with the community housing partnership to the hampton partner center but working with the green jobs and helping people out of poverty i don't know if you the colleagues know he's worked with the city and austin to san francisco to nicaragua to help communities develop stable housing with dignity thank you to the mayor
