the line when things practically what we get from the property owners we don't have a reserve fund to make the improvement wife whereby questioning with the new leases to make sure we 345u7b9 a minimum reserve so in the future 10 years down the line we have the capacity to push the property owners so they'll have the financing to fund it. >> supervisor you're correct our cultural list of sro's is a older list we have a fairly brand new building with brand new infrastructure so organization we've been involved in that process of delivery of those and inspection so we'll be

special circumstances it to our specifications so that insures the capital is fresh and new we'll inherent the maintenance to our satisfaction, and, secondly, it's a 10 year lease so over the 10 year life expect some repairs we shouldn't apartment failures the good news the warranties that come with them that is not the normal with our existing sro 13wir7b9 and lastly the cap we've restructured the normal cap in master leases not only do we address the caps but lead to a lot of discussions in terms of litigation and that has meant the cap is meaningless we continue to pay for improvements by capping the amount on an

annual basis no matter with the expense from a standpoint and the policy standpoint we know that the owner must provide the funds to insure there's a reserve so the lease itself has a number of timeslyness to deliver the improvements. >> that's great to hear can you go into the specification i don't want to mop lists the time could you talk about the breakdown in the building or the breakdown in the elevator what's the expectation and the lease that will insure they will respond in a timely fashion. >> it's not the lease per say that's the dictator here but the request for proposals that come out with our service provider to

have the wrap around services but as part of the property management that is under our i don't like we'll dictate a at that time, this responded and the level of control will give us shares if there's a problem we'll get to it. >> that's great to hear we'll take the timely innocence of the response and i'm really looking at the future this is a new building whether when there's a breakdown and the property management fixed it we pay it to the property owner. >> a there's a process in the lease once a repair it requires communication before the city and owner to make sure that the repairs are down done so there's

say that homeless veterans don't deserve this but i'm not worried about this particular facilities or housing but what impact does that have on other sro's in driving up the prices i guess i'm city in the mindset of 15 years ago when people were paying around $200 or whatever now over one thousand or 12 hundred so i was w0ishd that and even the lease was remodeled everyone thinks you could say remodeled it could mean on thing or another i was not ready to support it before i made my final decision i have an expert on the housing staff so i asked

as you look at the remolding and the size of the models and so forth he was able to go down to the unit and reassured me maybe a little bit wasn't as high as i thought that would be the unit are remodeled very taste physically and because of that i'm more than willing to support this so thank you for all the work and hopefully have another 35 people with housing. >> supervisor farrell. >> thanks i want to as a co-sponsoring this thank you for all your hard work and mr.

it with the city of san francisco to house the veterans and look forward to the effect. >> thank you supervisor farrell i want to echo supervisor farrell's comments on two front one colleagues this was a property in the heart of my district that had been known as one of the worse sro's and thank you to the staff to focus attention, and, secondly, like supervisor farrell has been committed to addressing homelessness and a number of years ago i worked with on to carry the legislation on otis he have an ability to aspire to end the homelessness in the feud short years thank you to mr.

provide information to the residents and businesses that might be and are impacted by the film production companies many of the productions result in closer of heavily utilized streets that cause disruptions in everyday people's lives i've heard from the constituents of the lack of outreach in the residents and businesses when film productions are take place in the neighborhoods it's new jersey transit my hope this will bridge the communication gap that provides the businesses and residents they need to thisly prepare for the disruptions today, i'm introducing 3 amendments to let even though legislation when the item was heard in committee last week, i heard from the film commission and from the film community there's a need for some flexibility in the legislation

for circumstances in which a 72 hour notification is not possible so address the concern t the first amendment will add a quote of feasibility in the legislation and it will clarify how about feasibility is defined in this particular case this noticing requirement is not where the circumstances are specified in the film commission notification guideline and the third requires the film commission established a sets of guidelines that address the circumstances when the noticeing requirement is infeasible quote the commission is expected to have the guidelines thirty days after the guideline of the legislation and the executive director low report back to the

board of supervisors with the consent of the guidelines for further decision colleagues, i hope to have our support on health insurance amendments and happy to answer questions. >> supervisor cohen has asked for a motion second by supervisor kim any decision on the amendments we'll take that without objection. those are adapted supervisor wiener. >> thank you and thank you supervisor cohen for doing that amendment i came into the land use committee prepared to vote for the legislation there should be notice of parking removal ahead of time it's a matter of practice we will of want to make sure while we're combrairs our film city we're respecting our neighborhoods so to vote for it

after the feasibility language is removed i voted against the measure i thought it didn't have been flexibility finding there's time when 72 hours notice don't work for legitimate reasons it's important to put that in context that the film industry matters a lot in san francisco it matters because of its national and integral portrayal of our city it's very, very beneficial to san francisco in matters because it allows us to have the aspect of the arts world especially the smaller independent films to having a happy in san francisco in addition it creates jobs and especially blue-collar jobs and jobs that don't necessarily

require on advanced engineering degree so it's something we should be combrairgz the large productions can embrace all those in san francisco. >> my read of those amendments we just adapt is that they do provide significant latitude to the film commission to have the flexibility and i appreciate supervisor cohen going down path i think it's totally fine for the commission to have to put out some document or bulletin saying those are the 72 hour requirements but in the discretion of the commission understanding any belittling will have to be catchall

language you can't anticipate the twists and turns in the case of a filming production and so i think this provides enough flexibility and discretion to the commission its important for the film industry to understand the intent and the board provides the flexibility to the film industry this is not saying that san francisco is not fully accepting of the filming but look at the neighbors that are effected so i'll be supportive. >> supervisor cohen. >> i'm sorry, i doesn't realize the director of the film production is here thank you robin for your leadership. >> with that colleagues, same house, same call? we'll take that without objection. this ordinance is passed on the first
