the agenda unless otherwise stayed. >> madam clerk call item one. >> is an ordinances african-american this 34i6k code for the city transportation planning and design projects and programs i'm the author of item one an ordinance 3 will adapt the national association of city transportation officials urban street design and bike way design guide as part of our official street design this is a continuing effort to improve street designs standards in san francisco to improve the street safety for all user and we're a multiple transit first city and our policies and ordinances needs to reflect that national association of city transportation officials is a

nonprofit association that represents large cities on transportation issues of local regional and national significance it is advances the educate interests of urban areas all too often blanket standards are suburban and that represents the urban residents in transportation designs and san francisco and new york and portland and wondering are a all members and the current president is our transportation guy edward reiskin and this is being held tent on the other hand, at the end of this month they have particular and educate challenges in designing safe streets we've learned unfortunately san francisco still suffers from bad road designs decisions made in the

950s that make the streets dangerous for pedestrians and bicyclists encouraging speeding helping to you fuel the especially desk injuries we have foifrnd our commitments for the major problems would the pedestrian accidents and the collisions a great work is happening for long term and near consortiums with the goal of reaching no pedestrian deaths on our streets vision zero we have to make sure we're doing everything we can to make the streets as safe as possible the education and enforcement and engineering is important this legislation addresses the third e by adapting best practices and urban street design by making streets safer for everyone

specifically administrative native code is san francisco's best street policy establishing the cities approach for better situations it will implement the best design is a suggested minimum sidewalk length and pedestrian safety as well as to help our strorment recapture the legislation extends the policy to include the desire street crux sections sidewalks and traveling and bike lanes and intersection by adapting the urban street guide and the national bike way as the official policy for all city depends those guides will establish a policy guideline for how to best have our streets safer and requires reports it

will guide all the future street projects the sfmta drshgz has adapted this and our capitalization here about extend those guidelines to each and every city department because we know that the various student vice presidents are involved in the street design edward reiskin hoped to be here he's out of town but we have a representative from the sfmta division that is here to talk about this legislation sir. >> thank you chair wiener i'm darby watson it's in my job to make san francisco streets and sidewalks safer i'm a section leader and here today to share our experience my staff and i have been lucky enough to participate on the steering committee and working groups for

strategy policies to make sure we're maintaining our city awhile skooefrp water this is sacrifices like not being able to water everything we want to water and today, we'll hear with the current operational usage by the city departments and the individual city departments are doing to respond for example, the puc will address us as well as the rec and park to be sure we're striking the right balance for the open space parks in our city and being responsible with the long responsibility for the entire region we're pushing ourselves to have better water conservation policy even if we get blasted we water this b will

not be the last drought water is innovate an end less resource we've acted like water is imtent in nature and our usable water is 2009 there are limits we're seeing the limits they will be continued to be tested we're lucky to have clean and hetch hetchy but even hetch hetchy has it's limits we need to take action in the short time and the long time to reduce the water uncle and being nor strategic and make sure we're preparing for the future san francisco is in many ways the forefront of water conservation thanks to the puc for its cutting-edge work we consume less water a than

another areas we must do better in addition, we need to mash we're continuing to been overall city uses of water going beyond our department we need to be talking about issues like like the metering of building our multi you buildings have one meter for the entire building so individual offices or apartments or condo individuals have absolutely no incentive to conserve water other than the general desire to conserve water we know that individual metering what about a way to make sure that people have the right incentive to conserve water there are challenging around the multi unit building in addition water reuse and recycling is a very,

very important potential source of water conservation allowing us to reuse water for no non-quoteable oozed uses other than washing and drinking yet although we've made progress the water use in san francisco we have a long way to go to make sure that we're maximum missing our use of water so we'll be hearing from various city departments about those issues again both the city departmental use of water and whether to be moving toward strong steps to encourage all san franciscans to use less water so colleagues if there's 0 no additional comments i'd like to i'm going to turn it over to the water commission steve

richie is here mr. richie. >> you thank you very much supervisor wiener i'm city clerk the general manager for water and the representatives and we have colleagues here i'll give the large overview and they'll focus on departmental live ever performance and the citywide conservation moving forward if i can have the slides up please. >> where are we now the 3 years period of 2012 to 2013 is the driest for us the water year starts october 1st and we just ended the water year the drive it period and the flow deficit

down stream from the pedro dam has to the been this low since the war when washington crossed the delaware we continue is is r to ask volunteer to stop users water and managing the rectify storage we're well prepared to move up into the future this is a dhart i use rounding with our reservoirs storage and we're at about 78 percent maximum storage that's a drinking water and part of the reason we have this water bank in don pedro with the water distribution the second red error is down 42 percent we've

been able to preserve the water in hetch hetchy in good shape going forward and all the 0 reservoirs is 59 percent and this time last year we're detain where we were since the drought continued and again, this is relative to other agencies. >> when do i anticipate the water bank to go down to zero or low enough number to have significant impact on hetch hetchy the last time was 1987 through 99 drought that was the low point this year in that drought that dropped down to zero three or four times so we could get e end up 52 percent and long run last year but again, it is actually come
