space here in our district. and there is a renaissance in our district thanks to the leadership at rec and park and trust for public lands is here and we are going to be opening a new park and renovating a new chief playground here in the tender loin and these are the open space that our residents so desperately depend on to be healthy and to rec create and to build the communities and we do in the tender loin, we do represent the poorist residents of san francisco, but what we often don't realize is that even if you don't have a computer at home, or if the infrastructure is so hold that you don't have the capacity to bring in the internet or to plug in the multiple electrical appliances in your unit. and most of the residents are able to access the internet through the smart phone, or even through the foot phone and most of the residents do have cellular phone and they use
8:31 pm
them to access the resident, and i hear it from the hotels and i hear it from the working class families here and the latino and arabac and others, and they have been asking for wi-fi and in fact when we welcome in the tech companies, here just down the street from the tender loin, the residents say that we want them to come and we hope that they will partner with us to bring in the wi-fi so that we can access the internet and as the supervisor mark farrell says that it is a need now and you can access the employment training programs find out about jobs and clothes and services and on the free wi-fi, wherever they can get it to be able to access, really vital information, and in order to live and to thrive here in san francisco and that is what the program is going to mean in the residents to the tender

8:36 pm
helping to you fuel the especially desk injuries we have foifrnd our commitments for the major problems would the pedestrian accidents and the collisions a great work is happening for long term and near consortiums with the goal of reaching no pedestrian deaths on our streets vision zero we have to make sure we're doing everything we can to make the streets as safe as possible the education and enforcement and engineering is important this legislation addresses the third e by adapting best practices and urban street design by making streets safer for everyone specifically administrative native code is san francisco's best street policy establishing
8:37 pm
the cities approach for better situations it will implement the best design is a suggested minimum sidewalk length and pedestrian safety as well as to help our strorment recapture the legislation extends the policy to include the desire street crux sections sidewalks and traveling and bike lanes and intersection by adapting the urban street guide and the national bike way as the official policy for all city depends those guides will establish a policy guideline for how to best have our streets safer and requires reports it will guide all the future street projects the sfmta drshgz has adapted this and our
8:38 pm
capitalization here about extend those guidelines to each and every city department because we know that the various student vice presidents are involved in the street design edward reiskin hoped to be here he's out of town but we have a representative from the sfmta division that is here to talk about this legislation sir. >> thank you chair wiener i'm darby watson it's in my job to make san francisco streets and sidewalks safer i'm a section leader and here today to share our experience my staff and i have been lucky enough to participate on the steering committee and working groups for those guidelines those guidelines file a uniform traffic control devise and
8:39 pm
transportation engineering standards gufks the tactics to make the streets more liveable vested there a peer john updyke to share the guidelines specific to urban places thank you for bringing forward this legislation and sfmta supports this legislation. >> thank you very much colleagues confessing from the sfmta arrest okay terrific i know to note after the comment there's 3 technical amendments ideal and i'm describing the in that case to bike way design actually 2014 not 2013 so 3 places line 21 page 6 line 10, and page 7 line 3 will simply be
8:40 pm
replacing 2013 with 2014 i believe those are the non substantive amendments we'll be able to act on them today with that, any public comment on that item on item one, if see please come forward. >> good afternoon committee members i'm nicole sxhooird the director of the walk san francisco i wanted to express our strong support for this legislation sfmta touches our streets and i know many of you and the whole board of supervisors endorsed vision zero the goal to make our streets safer and eliminate the traffic fatalities in 10 years and vision zero isn't rocket survives we have the tools to make our streets safer and engineering is the way and the
8:41 pm
balk way design helps bring the innovative conception to our urban street and we wholeheartedly support them and i believe jerry is the most important because it naturally educates all user of the streetblast whether they need to slow down or stop and with it's their turn 20 precede thank you for bring this forward thanks. >> thank you very much. is there any additional public comment on item one seeing none, public comment is closed okay. colleagues can we first adapt the amendments that i described. >> i will move those amendments. >> we'll take that without objection. the amendments we'll take that without objection. are adapted and can i have a motion to forward item one to the full board with with a positive
8:42 pm
recommendation agency a committee report. >> so moved. >> we'll take that without objection. that will be the order madam clerk call item 6 out of order. >> item 6 is an amendment to the planning code with the commercial district. >> this is in we have a whole series or a can do related legislation by supervisor breed office and i think one more after that but i introduced recently and the arresting cascades will be safer but it's offered by supervisor breed and we have supervisor breeds office here today. >> thank you, supervisor wiener it's a privilege to address the
8:43 pm
committee about the arcade game uses a lot of arcadia games as you recall our file 140776 amended the police code to law the arresting cascades and make the restrictions less redestructive it was supported by supervisor wiener and supervisor kim as well as it passed the board amazing sponsored by the small business commission and the police department i mentioned it lessened the restrictions on the arcadia under the police code citywide but we have an element that provides it if going into the hate that's an issue with the supervisor breed office she wants to see this continued this is a legacy planning procession e provision we did separately so
8:44 pm
certainly in keeping with the police department code and specific to the hated i'm happy to answer questions. >> terrific colleagues questions about this okay. seeing none we'll anyone from the public wish to speak on this item please come forward. >> good afternoon supervisor kim and supervisor cohen yesterday, i didn't go to the champion show because which other engagement but good advice for supervisor good to yourself don't reject him. >> thank you very much. is there any additional public comment on item 6? seeing none, public comment is closed supervisor kim >> i'm happy to move this
8:45 pm
forward with recommendation i want to add my name as co-sponsor as well. >> okay. is there a motion to move this forward to the for with with a positive recommendation we'll take that without objection. >> okay. we i think we're going to have to take a 5 minute recess we've been a couple of the items we're going to delay and do the water hearing next and i think the puc is going to be here momentary so we'll go into a very, very brief recess until the puc arrives then item 3 at this point hearing the water use of san francisco we'r. >> okay. that was a 3 minute
8:46 pm
recess brief as promised after reconvening the land use commission and madam clerk call item 3. >> item 3 is the hearing on the reduction of water usage. >> okay. i i'm the author of the hearing request about the watering usage by the cities and steps to take lyricsly and otherwise to improve water conservation in san francisco colleagues as you recall our current brought is a crisis we must contestant with the strategy policies to make sure we're maintaining our city awhile skooefrp water this is sacrifices like not being able to water everything we want to water and today, we'll hear with
8:47 pm
the current operational usage by the city departments and the individual city departments are doing to respond for example, the puc will address us as well as the rec and park to be sure we're striking the right balance for the open space parks in our city and being responsible with the long responsibility for the entire region we're pushing ourselves to have better water conservation policy even if we get blasted we water this b will not be the last drought water is innovate an end less resource we've acted like water is imtent
8:48 pm
in nature and our usable water is 2009 there are limits we're seeing the limits they will be continued to be tested we're lucky to have clean and hetch hetchy but even hetch hetchy has it's limits we need to take action in the short time and the long time to reduce the water uncle and being nor strategic and make sure we're preparing for the future san francisco is in many ways the forefront of water conservation thanks to the puc for its cutting-edge work we consume less water a than another areas we must do better in addition, we need to mash we're continuing to been overall city uses of water going beyond our department
8:49 pm
we need to be talking about issues like like the metering of building our multi you buildings have one meter for the entire building so individual offices or apartments or condo individuals have absolutely no incentive to conserve water other than the general desire to conserve water we know that individual metering what about a way to make sure that people have the right incentive to conserve water there are challenging around the multi unit building in addition water reuse and recycling is a very, very important potential source of water conservation allowing us to reuse water for no non-quoteable oozed uses other
8:50 pm
than washing and drinking yet although we've made progress the water use in san francisco we have a long way to go to make sure that we're maximum missing our use of water so we'll be hearing from various city departments about those issues again both the city departmental use of water and whether to be moving toward strong steps to encourage all san franciscans to use less water so colleagues if there's 0 no additional comments i'd like to i'm going to turn it over to the water commission steve richie is here mr. richie. >> you thank you very much supervisor wiener i'm city clerk the general manager for water
8:51 pm
and the representatives and we have colleagues here i'll give the large overview and they'll focus on departmental live ever performance and the citywide conservation moving forward if i can have the slides up please. >> where are we now the 3 years period of 2012 to 2013 is the driest for us the water year starts october 1st and we just ended the water year the drive it period and the flow deficit down stream from the pedro dam has to the been this low since the war when washington crossed
8:52 pm
the delaware we continue is is r to ask volunteer to stop users water and managing the rectify storage we're well prepared to move up into the future this is a dhart i use rounding with our reservoirs storage and we're at about 78 percent maximum storage that's a drinking water and part of the reason we have this water bank in don pedro with the water distribution the second red error is down 42 percent we've been able to preserve the water in hetch hetchy in good shape going forward and all the 0 reservoirs is 59 percent and
8:53 pm
this time last year we're detain where we were since the drought continued and again, this is relative to other agencies. >> when do i anticipate the water bank to go down to zero or low enough number to have significant impact on hetch hetchy the last time was 1987 through 99 drought that was the low point this year in that drought that dropped down to zero three or four times so we could get e end up 52 percent and long run last year but again, it is actually come up 45 thousand feet from the summer next slide shows our 1278 wide deliveries the red and blue lines are a 5 year average we've
8:54 pm
smoothed it out and the blue is the 2013 and the dwr is 2014 demands and the dash black line is we what we need to achieve the 10 percent it was up somewhat early in the drought but from june 1st on the performance has been occupying by your customers people have gotten the message they have to conserve and now last week the demand was 25 percent down from last year people have gotten on board for the drought this is necessary we're very, very happy with our customers. >> overall that is san francisco or the - >> san francisco and our wholesale service everybody together we like to look at the system everybody has done
8:55 pm
they're part. >> so for the entire area the water enterprise serves about down 25 percent. >> yes. overall this year it aufrnlz occult to 10 to 12 percent reduction we've called for plus a little bit more so people are doing good the current actions we're doing we're continuing the requester to the demand wide and close to the announced for the retail customers we're implementing a water enforcement program we're letting people know if theirs wasting water we're going to do something about it we're reporting to our water board and working with the city departments especially large
8:56 pm
users and irrigation and kwep with our that wholesale customers. >> if you're going to get to this in terms of clarify what the rules are for individuals whether it's small business owners or property owners we have a lot of questions about am i allowed to wash my sidewalk the state realize that are promulgated we've go forward the fact that cities exist so the urban watering of the lawn you can't let it run off we have a lot of heavy uses and people and other stuff on our sidewalks i know can you let us know the rules for homeowners and small business owners. >> this is the next slide it
8:57 pm
shows the basic rules that's been adapted the first thing is basically, you can't over water landscapes h that one we've had on the book as a registration in san francisco that's been a rule in san francisco for many times you can't law water to flow off whether or not your irrigating or not the second one is that actually wash motor vehicles you have to have a shut off valve so this is an easy one to comply with the third one is relate reflect to san francisco for waters on driveways and sidewalks to deal with the fact that the upper has to deal with human waits and animal waste and
8:58 pm
sticky food waste are material and it's a public health hazard people are allowed to use the water but still have to deal with the dirty situations. >> so you have a shop owner on castro or fulsome street or third street or whether they might be do they you know water or wash hopefully in an efficient way their sidewalks is it they're generally allowed to do that or a lot look to see what's on there you have to i don't know where the urine is on the sidewalk i know it's somewhere you might not be able to see it but keep the sidewalk clean. >> observe examples we have
8:59 pm
people to report to 311 we'll send a notification to them your recorded do the right thing to do and a groceries owner that had to deal with things that accumulate outside so we tacked to i taxed to that shop owner and asked him to sweep up what he can and you can't have vera minute around your shop and they used to steam clean the hard spaces all the time about two or three times a week now their sweeping everything and recused tare power washing down to once every two weeks they're more efficient it's easier to do it
9:00 pm
now you don't have to dig in and fought with the nasty substance is if you have reason to building it's truly offense and cilician then clean it up supervisor kim. >> i judge had a quick question on the notice he will i know a lot of buildings have it you mentioned you can get that there the puc. >> yes. >> how will you procure that. >> well call our customer services on golden gate avenue we'll talk about the material and the equipment and we have literature and cail our water simply hotline and so
