acted upon today will be on the next agenda, unless others stated. >> we have an unusual day and because we have a fire drill and we don't want to lose the quorum and i am going to ask the clerk to call, 1234 together, and we will hear the presentation on those items, we will hear from each applicant and we will hear from the police department after each applicant has presented and they will proceed to public comment, but we want to make sure that we try to process these items before the fire drill to get people out. mr. clerk. >> items 1 through four, transfer of liquor licenses, which will serve the public,

we have met with many and of which we have received letters of support from the castro merchants and cva and we received three letters from residents in support of the new project. and we have also conducted a community out reach of our own with several neighbors, that had stopped by mostly came out to show their interest in the project. we have been in contact with our district supervisor scott weiner and he is in support of the project as well. lastly there have been no protests for a conditional use, or 42 license posting. we feel brucade will be a great addition to the neighborhood because it is a new concept popping up throughout the united states and we are excited to be the first to bring it to san francisco, we will be creating new jobs, and working with local and supporting community events and initiatives to maintain the integrity of the neighborhood in any way that we can, thank

you very much. >> thank you very much, do you have any comments, colleagues? >> okay, thank you very much. >> and again, the district supervisor also support thises application. and if we could hear from plaza deli >> thank you, to the committee, i am the manager and the co-owner on 601 van ness and i purchased the property the business in january of 2014. and we have improved the deli the substantial part of the business is grocery and therefore we are applying for a 21 off premises liquor license and we have done the community out reach, received no rejections, and we did the posting, and we were visited by the police department. and i do understand that this is a huge responsibility, we planned to treat it as such, and we hope that you look upon it favorablely, thank you.

district supervisor, and she has no, no obligation, against it. and i know, what is the obligation after that? to my store and for the neighborhood? looking for it and looking for your support. >> and thank you. >> thank you, the district supervisor is supporting this and i am very familiar with this business, and they have been there actually for i think more than 16 years. and so they have proven to be a good responsible neighbor already. and so we thank you for your presentation. why don't we now hear from lieutenant santos from the alu, if you could speak on the four applications please, thank you. >> good morning, supervisor campos, and supervisor yee and mar. and my name is lieutenant santos and i represent the san francisco police department abc liaison unit and there are four reports before me and the first one is in regards to the soma

restaurant group and doing business as soma eats, 186 second street. and in each of the packets i believe, that the supervisors have the alu's recommendations and so at this point, i am just going to on the first one, the alu recommends approval with the following conditions that are included in the packet. >> the second one, 2200 b, comm

from our police department or alcohol, liaison unit? great, thank you. >> i want to begin by opening it up for the public comment, and normally, i give everyone three minutes but because we don't want to lose a quorum and we want to have this go through before the fire drill, we are going to limit it to two minutes a person and i would like to begin by acknowledging mayor agnos and give you mr.

mayor, the opportunity to go first. >> >> thank you, it is probably unusual to see a former mayor come and speak to it and i spoke to it like 14 years ago and this company and the all state and he had come into the neighborhood as a brand new business and we didn't know who they were and we didn't know their business practicings and over the last 15 years and so we opposed the liquor license, way back then, but today, after 15 years, of getting to know them and the character of these owners as well as their business practice and providing affordable groceries as an alternative to the high end things that are now, doting our neighborhood, and we think that it is time for them to get the kind of help that they need to expand their business into an area that we also need some competition for. and the entire neighborhood supports it, and i am here as

an unpaid, volunteer to simply add my voice to all of the folks on the hill who say, this is a good thing for our neighborhood and we hope that you will approve it. >> thank you, mr. mayor and so any member of the public who would like to speak, please come on up. >> (inaudible)

four items forward with a positive recommendation as a committee report, could we take that without objection? >> without objection. >> thank you to the police department. >> mr. clerk, if you could call item 5, ordinance,ordinance amending the health code to authorize the use of an additional thirty-day involuntary psychiatric hold, as permitted under california welfare and institutions code, sections 5270.10-5270.65, and making a finding that this authorization will not result in increased costs to the city or in the reduction of current services. >> and good morning, i am from the department of aging and adult services and public unit. and we are here to talk about the 5270 hold. and currently, the welfare, and institutions code, 5150 allows the people to be put in involuntariary holds if they are endanger to themself or others. at the end of that hold, that emergency may be detained under

a 5270 code for an additional 14 days of treatment, and which requires that two treating mental health professionals, review the case, and decide to hold the individuals, and the attorney it is represented. there are situations when the 14 day hold is not sufficient to complete a thorough assessment and achieve the patient stabilization and determine the future treatment option and investigate the family and or community resources that can support the individual in the community. >> if there is insufficient time for a thorough investigation, a patient is likely to be conserved by the office of the public conserve ors and this results in costly placement. and in the california welfare and institutions code, 5270, authorizes the 30 day extension of the 14 day hold, for an additional treatment without the need of a court ordered temporary conserver ship for a total of 47 days, and first the

three and the 14 and the following 30, and enacting the code rkts 5270, the legislature intended to reduce the number of gravely disabled persons for whom the petitions are filed and who are placed under the supervision, simply to obtain, the additional period of treatment, the majority of patients who are placed under a temporary conserver ship have it dropped in 40 days, the use of the hold allows the clients to have a thorough investigation to regulate the medication and achieve stabilization and the skill set needed to return to the community, the use of the hold, serves the needs and allows the patient to avoid the stigma and the limitations of the conserve ter ship and anyone for the 30 days is entitled to a review hearing, within four days of that determination, and conducted by a court appointed

commissioner or a certification review hearing officer, the patient is entitled to the assistance of an attorney or advocate, unlike the hearing, 5270 certification, is held and the patient does not have to appear in court. >> for the majority of them placed under a conserver ship, it is dropped, and it will allow the investigation, and allow the medications to be regulated to achieve the stabilization and develop the still set necessary to return to the community. >> and thank you very much. colleagues do we have any questions? >> thank you very much. >> supervisor mar? >> just a quick one, has the mental health board, advisory board given an opinion on this and where do the organizations like nahmi and the national association for mental illness, where do they stand on this. >> we believe that they are in support of it, as it takes away

the sigma of having to go to court and have it attached to the person and gives the client a little bit more independence, and retain more civil rights. >> so each though it is extending a potentially 30-day period longer of a hold, and you are saying, that positive for the mentally ill patients. >> right, because the conserve ter ship could go up to a year. >> thank you. >> thank you very much. >> why don't we open it up to the public comment, any member of the public that would like to speak on this item come forward, you each have two minutes. >> my name is mark leary and the chief of psychiatry at san francisco general hospital and i want to say that the implementation of the code, 5270 will correct a decade long

work around that as it required extensive resources to be expended on the part of the office of the conservetor and the psychiatrists in san francisco and it is resulted in the unnecessary stigma of the individuals by the association with the temporary conserver ship label, and implementation will allow these crucial resources to be corrected to patient care and supervisor vision, and it was supported and encouraged by the mayor care task force and it will also allow a more appropriate application of the short, mental health law, in the spirit in which it was originally intended. and i urge you to support this important step forward in the care of individuals with serious mental illness in san francisco. >> thank you. >> thank you sir. >> next speaker. >> good morning yes gentleman,

i supervise the office, and i want to address your question about the outside support and the san francisco mental health association of san francisco does indeed support this, i met with them. and as does the mental health court and the district attorney office and the public defenders office. and i think that i just would, and what i would like to do is just stress for the proposed conservete the challenge that it is when they choose to challenge, a temporary, and they have to be transported to court by the sheriff's department and it is in a formal setting and can be quite intimidating, for someone who is in a mental health crisis and i think that it is not the most effective way to foster a relationship between the doctor who has to testify, to their grave disability and the patient. and the other point and the other thing that i would really like to point out that has not

come up, is it appears from my looking at it, that it would be at best, cost neutral, with potential savings, in the sheriff's department, and the court department. because there will be less escorting needing to be done wi the sheriffs. and there will be no impact in service reduction and in fact, i think that it will allow the conservetors in my office to spend more time working with people who are currently conserved and individuals who are indeed headed toward the conserver ship path as opposed to working in this stopgap method that we currently have now. so i would very much urge you all to support this. and i do agree with dr. leary, definitely that this change is in line with the spirit, and the intent of the lps act, thank you. >> thank you. >> is there any other member of the public who would like to speak? come on up.

and it describes six assets that the city owns and what to do to limit damage to the act of terrorism and things of that nature, this is not the city's comprehensive plan and it does not talk about community engagement, it is just about the six assets in the city and the fire stations and laguna ho dan or assets outside of the city, like the san bruno jail and we have 20 different departments like planning and dbi and dpw helped us write this plan to figure out what other assets in the city and what kinds of bad things might happen to hurt those assets and we came up with 22 mitigation strategies and ranked them on how to keep them safe. >> there is no funding attached to this plan and no cost to the city, what it is is that it is a strategy with a prioritized list of projects as funding becomes available to fix the fire stations and things like that, and we know where to go
