best efforts to provide our insights for the ferguson mayor and then additionally on sunday, i participated in a panel on race relations after if ferguson that was a panel of members from pedmont community church as well as the (inaudible) church in oakland. and i shared again, the line and sites, based on my work with the office of citizen complaints here, in san francisco. and also, commended to them a book that was given to all of us by dr. marshall called the new jim crow, and it was in lightning and additionally, in

preparing for that panel on race after ferguson, and i took the time to view a pbs video from 1963. where from the course it said in 1963 and this was the moerpg that edgars had been sat and they had been assassinated or murdered and the farmer said, well, i think that in another three years, we will be able to deal with the jury discrimination and it will take a little bit longer for the defacto discrimination and then just finally, just a personal aside, and i did show with the panel, that, leading to, in texas when i was ten years old, and this was in 1962.

and 8 years after brown verses the board of education. and you know, texas still had not gotten the memo, that the public education that was separate was not equal and that the school should be desegregated and so that was my out reach on sunday. >> okay. >> if i may, now i hope that i am not wrong with this but to understand that ferguson has put in a civilian review body for the police department and that is what i read in the news and so i think that is that they have moved forward with that process and it was my understanding, which supports, you know, you would all agree with me and it needed to happen, and it needs to happen in that city. >> dr. marshall, that they were planning and to do that, and as a leader of the board of

national civilian oversight of law enforcement i do not promote one form of civilian oversight over another and often, san francisco office of citizen xlaipts referred to as the cadillac of civilian oversight. and in smaller, in smaller towns, such as ferguson, which has only 54 police officers but it is over 60 percent or 80 percent african american, and yet on their city council, there is only one african american city council member and yes, they did ask the question of the mayor do you have district election and the answer is yes, they do have district elections but this is a community that does not, and it does not feel

disenfranchised and does not feel empowered. >> thank you for your report and also for sharing some of your personal history with us, because i know that that is some times and it is relevant in this context and i want to highlight, just briefly the video that was done with the police department and the marion and the advocates and i am so glad that you are promoting that, commissioner wong and i were saying that there are so many things that the department are doing that are cutting edge and leaders and i think that the department does the same thing and because it came from the idea and i heard you say to all of the victims that it is a sanctionary city and please report and the reality that you found is there is a non-english speaking victim and the purpose traiter has better english skills and that there are circumstances where the wrong person would be arrested and what i commend the department for working to resolve that issue and train the officers on the language access issue and it was such a partnership to

actually it is a perfect segway from where we came, this department has a number of procedures when an officer involved shooting happens and one of which was adopted recently was as close in time to give the facts that we can and i want to thank mazzucco, the past president for coming to the meeting and i commend the department and it is difficult that you give it back that you have at the time but it is so important that that transparency, leads to people saying okay, i can understand that, that is what you have but the reality is that there are multiple investigations that are ongoing and it was important to have the firearms discharge review board here tonight to show us that there are procedures in place, and it is that we have the policy and procedures that we do every time and i think that there was a question at the town hall, why are you doing it for this? and we do it for every single one of them at the time that the folks from the community can come and that was very important, and that we continue to share the policies and procedures that we use to make sure that reinvestigate fully, officer involved shootings, we

assigned to the traffic unit as a motorcycle officer and received numerous awards from the mothers against drunk driving and yesterday, while pursuing a subject who was speeding, he was involved in a collision, and he succumbed to his injuries and, so he is survived by his wife, mother diane and his father mark and his father is a retired police department captain. so, it is with a heavy heart that i will ask to adjourn our police commission in memory of officer jordan quarter. so moved. >> second. >> all of those in favor? >> aye. >> we are adjourned.

district to create a viable corridors across the city 25 neighborhoods with or selected so there a very long progress 3 things social capital and economic opportunity and needs in those neighborhoods as you can see they were selected for multiple reasons you might ask the theory behind our work 4 major components one to provide services and programs to the businesses to make sure the businesses are thriving this is denouncing so the corridors have the resources from our office second is high quality of life to make sure those districts have a programming program services from the various departments that deal with graffiti and crime and other associated concerns and needs
