to the community that's what's needed in terms of all the departments in san francisco in terms of having the fluency and talking about those vital issues people are concerned about and talk about them in a different way. >> so i know i think the seeds are there a that's one of the goals tonight the work you and our partners are going on the ground i got to see the list of the sunshine list and keblgd with a couple of dozens of organizations and institutions wire prime to really keep moderating so unless there's onsite other comments colleagues (clapping.) thank you very much thank you very much scott. >> all right. before you call
5:01 am
the next item just one real quick thing go because we talked about translation and they've been working hard for a couple of hours thank you to our translators (calling names.) (clapping.) thank you very much (clapping) you're working hard i see you guys back there thank you read the next item monique. >> the commission on support of the san francisco (inaudible) rule (inaudible). >> good evening, everyone i'm from the transportation team thank you for your time today in
5:02 am
caring the vision zero resolution we brought a resolution to the policy committee last month and the resolution in front of you today incorporates the comments and is a revised version go essentially the vision zero resolution asks for your support the vision zero to eliminate all traffic related death and fatalities in the next 10 years with the accomodation of engineering and education and enforcement vision zero goal and program is being adapted by major cities including chicago and new york a stockholm according the department of public health 8 hundred predz pedestrians are
5:03 am
injured and 8 hundred a killed or injured and a rising number of bicyclists are hurt aeltsd department of public health has identified that the pedestrian and bicyclist injuries and deaths are highly contained on city streets and those streets are concentrated in non-english speaking community with high decency of seniors and residents with disregarded and populations on walking and public transit through through vision zero san francisco city agencies will be addressing the policy issues and barriers coordinating the effort and identifying state and local levels to implement projects and policies and make them feasible we at the department of investment are part of the
5:04 am
education subcommittee that will be developing a steaming for a plan with me a megan she's here to answer questions and co-chair of the vision zero task force so thank you (clapping (clapping.) >> colleagues megan where you going to speak. >> only to answer questions. >> i've got a statistic there was a statistic in policy committee that was pretty outstanding about this and but while i look for that is there questions or comments from the directors or colleagues. >> the policy do you want. >> i want to remind everyone e
5:05 am
everything this was discussed and we're grateful that staff made the changes and by the way, let everyone know that the commission has two committees and the public is very much welcome to attend the operations committee and the policy committee you can find out the details on the website i found one little tip to open page 4 line 3 there's an extra capital s on that and it should be to and not by reducing the traffic deaths to not by zero. >> so with those comments gay want to thank staff for all their work and move the adaptation of the resolution. >> second. >> second. >> one thing i want to say thanks for our work and
5:06 am
committee i was actually able to go in and hear the satellites ivory e statistics 6 percent of the streets account for 60 percent of pedestrians deaths and injuries 6 streets account our 60 percent that's outstanding i'm curious do we know in the mission is this a community we see a concentration a disproportion amount of pedestrian and bicyclists and other fatalities we're seeking to eliminate through vision zero. >> thank you commissioners for again for hearing the resolution i brought our recorder mask with me together and we the mission didn't have a disproportionately higher concentrations relative to the city it has an average comparable to the city of the
5:07 am
concentration of severe and fatality injuries but what's important for vision zero we do this citywide analysis and identify the corridors where deaths are complained now target city efforts streets van ness and south of market and 18 and 24th street in the mission are high corridors that are the focus of city engineering education and enforcement initiatives so - >> yes. commissioners. >> i strongly support this vision zero initiative my questions unfortunately another fatality when we were in recess a child was killed when they stepped away from her home the committee got together the different folks we talk about
5:08 am
the dangers or hardship they have around the area and provide solutions i was wondering if you have community engagement you involve the community to provide solutions and pretending it from happening. >> community engagement engagement of everyone is essential to keeping vision zero so we have a quarterly task force it is open to the public where we have a lot of community representation providing input and holding people account so people interested are welcome and encouraged to participate there to provide effecting e feedback and to the capital feedback and the enforcement things that the steering committee include the mta i co-chair the task force and the police department and the
5:09 am
planning department but also we are we have been able to bring on board a communication stream i thought to help us what vision zero a key step vision zero has been adapted this year but it city this is to really fourth how to engagement because people care we need help how to better gave me people through the task force they will provide input and important when improvements are being considered for people to come out that support those improvements buy especially in san francisco we are you will u aware of champs to the issues so hearing the voices of the people that point priorities in their communities is important. >> do we just have that. >> right now we have the vision zero task force is more of a
5:10 am
coordinating body but for you know every street project you know that's done by our mta there's community engagement our education initiative are targeting specific corridors their although out in chinatown that includes geary and we have strong community advocacy groups like the bicyclist coalition as well as walk san francisco we're working underground and engaging the community residents as well i know the task force and we're developing a wednesday night and anymore information how people can publishing plug in and a local level for people to get engaged we're trying to ramp up our capacities. >> and you mentioned the bicyclist coalition we understand that tyler fresno by the is with us, yes hello.
5:11 am
>> please so we can actually move to public comment if we can maybe hear from tyler and the beautifies coalition we have a motion and a second and second on the floor let's hear from the public and welcome tyler our executive director might have something to do with vision zero and i'm the policy director at the bicyclists coalition here as part of several dozens of organizations committed to vision zero and committed to improving our streets making them satisfactory and the agenda is a imperfect and appropriate time to pass the resolution there's two ways it's timely given what our discussing the first is the environment by
5:12 am
making our streets satisfactory people take less carbon intensive modes of transportation they feel safe waiting at the bus stop instead of hopping in their cars and walking their kids to school and improve their matter and air pollution it's critical in some of the neighborhood like the mission and bay area we tend to have air pollution it stinks and that has particularly dangerous impacts for younger which were basis of their lungs development and i tend to have a higher rate of dea disease in religious picture problems and accident next is important that by helping make our streets safe you get to the community issue you guys are talking about tonight in people don't feel safe walking in their community or safe going to the store or
5:13 am
letting their kids walk to the mraurlg playground you miss out open the public streets as public life and something that's sequestered to home there are places where community gather but that sort of comrade is easier to develop when people feel they can be outside so by making our streets safe we have public spaces that we have a right to be in together safely thank you. the commission for look at the this and it is closely tied in with the mission and fallout questions for vision zero. >> thank you (clapping.) that will save me the question i've got a couple of e-mails
5:14 am
saying how did vision zero environmental and tyler thank you for making the case if it's satisfactory more likely people will be walking are using their bicycle any other public comment oracle okay motion as amended the two small issues commissioner stephenson. >> united states got those anyone else we have a motion and a second public comment is closed all in favor, say i. of adapting the resolution please say i opposing nay resolution is approved thank you (clapping) all right. monique read item 8 next resolution start with the recommendations for the land
5:15 am
(inaudible) shall live that amongst the environmental (inaudible). >> director. >> thank you. this agenda item it part of the required process for our department when we are given ivory givenlg out grant we come before you and tell you 0 a little bit about them and our decision just know there's a tremendous amount of progress that goes on behind the scene very intentional outreach justin criteria and never easy to make that selection so with that, shawn. >> good evening, commissioners? a great meeting i have to say thank you very much i'm going to talk about the one grant that's actually, the two
5:16 am
grants going out to bayview hunters point to do climate outreach and engagement and it is basically our so articulate and basically to make those connections and start speaking the same language i'm not one but we have one in our department i'm sure you're aware of there's a tremendous need to get the information out into the streets how we work with people 80 so they can understand and take action people are concerned and see there are needs to be translation happening you know and grassroots organizing effort we're excited we have this funding in order to give to two bansz based organizations so one of the organizations is bay institute and the eco center and they have a lot of climate curriculum that's mainly for
5:17 am
young adults they'll be revamping to serve way older adults and working with a phil ralph randolph institute with other community-based organizations a nice collaboration so - you have questions? okay >> colleagues commissioner king. >> i want to thank sorry i want to thank ms. rose even anyway's at the last community meeting we had a discussion will redefining our process in terms of reaching out to folks i believe she's worked with the operations committee benny and to do just that we and we kind
5:18 am
of combrild her a little bit i'm not that difficult but you know, i really felt like the process that is being presented and how it is being done they've heard the concerns we've had and tried to address them within the confines of the rules and the best they can so i want to state that. >> thank you okay no, thank you for the - doing that shawn it is really moved the whole process forward and good to begin with you made it better yes annie. >> i'm annie pleased to urge you to approve two additional grants one for a bicycle project in the excelsior neighborhood we recommend you grant an award for $70,000 and in the explanatory document
5:19 am
accompanying the resolution as you can see the bike project will help people learn bike safety and bicycle are surpassed will be refurnished and shared with community families and a second award will go to urban sprouts with san francisco park alliance as it's fiscal sponsor at the rancher the funding is provide off and on for the jewel probation department we have representatives from the urban spruce from the eco center if you want to hear from the granted recipients i don't know but we're labored to approving those two grants. >> there couldn't be a more
5:20 am
perfect way to partner with a partner here in the mission and as well as health department with opportunities been given we are excited about this i don't want to jump ahead of my colleagues but thank you, ann i didn't any questions. >> before i move to both items i want to say that meantime we grant money for a particular issue it is an extension of us trying to impact our goals in the city and see i want to thank the organizations and thank you both of them attendee you don't know i don't think this i don't think we have the second group here but building they're here earlier i mean, i'll give them a pass i've been on the record saying groups that receive large fund of money should have to how much to receive the monies we're
5:21 am
on tv that the public can see them and we tell the public their ref the fund and shoepd supposed superoto be benefiting them thank you to the park alliances for the work they're going to do and you know just remember that you guys are an extension of the things we're trying to get done and in the communities i move both those items. >> yes. >> i have questions regarding the fall proposal we didn't solicit any issues can you talk about the challenges we have. >> we didn't receive my proposals so basically we'll rewrite an rfp for that there's a little bit of confusion
5:22 am
between artists and potential project manager who should be the appropriate groups applying this is what i find out after the rfp went out we didn't get my application and the arts concentration was involved working with us so we'll reissue rfp some of it was a little bit confusing the artists f didn't think they could apply and the non artists didn't think they could apply it was the language and reissue that. >> i've got a motion and could i get a second. >> okay second from commissioner wald in my day job in the nonprofit i run i get the chance of seeing the grantees pretty much there the rp i and got to know peggy from the eco
5:23 am
center and city college has a representative here we live down the street and they rave about the programs i don't think there's a better place to get testimony about the strength of the program he know she's doing good job and we've learned a lot about i've known their work for a long time and they're amazing and as well as parks appliances are they still here. >> oh, okay. >> urban spruce all right. well, we'll get to know urban spruce keep up the great work and formerly from san francisco
5:24 am
announced the api the time of its departure was around the lottery and he didn't have a winning 0 ticket he put it into the blue bin remember clean paper can go blue and so but he was here so, yeah i'm excited that we're doing this and participating and i thank you director raphael and continuing to move our partnerships with the team and annie and shawn i'll be fully supportive of the motion as soon as small business calls the question unless further comment. >> all in favor, say i. of xhaufg the grant i already i's have it thank you

5:27 am
a represents a parallel track on that. >> so let's start off with a visible so stainless stooep steel this is what they use or can use it is evolves in an elevator the behalf metal and it is sustainable it needs to be cleaned regularly if i look at the freight can it says harmful or fatality if swallowed or inhaled okay. so we have something in here that hurts people and it is a small print it says (inaudible) accurate this is something for
