commuter network and maintenance services. >> good morning, miss wong. >> this is a routine administration item. it's a contract for transportation authority's computer network and maintenance and services which include desktop computers hardware, software, our computers, our phones, our servers and data backup and retrievals and disaster recovery preparation. the current it provider right now is on-site at least once a week and comes as necessary when issues come up. when we do have smaller issues we try to triage that within the office, with the help of the deputy director for technology and data analysis. we issue and rfp back in july 30th and with the goal of 25% lbe and dbe, local business enterprise and disadvantaged business enterprise goals.

we received two proposals. a third proposal actually came in, but came in after the submission deadline. we advertised the rfp at the chronicle, examiner, the bay company and we also included this in the ta's list of small disadvantaged services. the bay area and cultural chamber of commerces and small business councils. the internal panel consists of three members from various divisions within the transportation authority and all three members felt they would like to award the contract to sptj the current consultant we have here. we have had two large projects such as the office move to

market street and we just recently went live with with our enterprise accounting system. they actually proposed that 83% on dbe -- we have brought this item before the cac, on october 1st and there was a motion of support, a unanimous motion of support for the item. we have budgeted this in fiscal year 14-15 adopted transportation budget for future years we would ensure there would be prop k funds available to meet the needs. with that i am seeking a recommendation for pay 3-year professional services contract with sptj. with that i am happy to answer questions and i also have someone from sptj to answer

[speaker not understood]. for the finance division's real estate section. ken's management and problem solving skills, computer and

multi-lingual communication talents and his california real estate broker's license have been put to good use at the mta on several major projects, including managing the tenant improvements of facilities and moves to and within 1 south van ness, 14 55 market street for the transportation market management center, 1508 ban croft avenue, 15 28 to 38 yosemite avenue, and 26 50 bayshore boulevard in daly city for the sustainable streets shops and toed vehicle. acting as a key member of the central subway project real estate team to acquire the right-of-way for tunnels and stations plus successfully locating 11 commercial tenants in 19 residential households with 57 residents from the chinatown station into new locations to work and live. and participating as a member of the mta's real estate and facilities vision for the 21st century report and the addendum

team. to rebuild, renew, and expand our facilities for the agency to meet the needs of the city's growing population and demand for more transit and transportation services. congratulations to ken for his 29 years of service to the mta and the city and best wishes to ken on his retirement and his next endeavors. ken? as a matter of fact, that's my third award from the board. so, the first one was on the resource conservation, the second one was for the central subway relocation project. and i'm here to thank my manager christin mcgary, our cfo [speaker not understood], and our director of transportation ed reiskin, giving me this opportunity to work with a wonderful real estate team. and i am also would like to thank all the dedicated hard working and professional staff within the mta family whom i have worked with, and thank you for the assistance that they have provided me. and special thanks also goes to our wonderful legal team from the city attorney's office. my pleasure to be here and it's a wonderful experience working

[laughter] >> [speaker not understood]. i think we're all jealous. next i want to ask john haley, our transit director to come forward to recognize rigo hernandez, one of our mechanics who is bringing some modern maintenance practice to one of our historic systems. john? >> good afternoon, mr. haley. >> mr. chairman, board, ed. it's my pleasure to introduce mr. rigo hernandez who is in charge of the facilities at

cable car. the weekend like this, with fleet week coming up, will emphasize the importance of cable car not only to us as the agency, but to the city and to the region. and first of all, be accurate to say in the last 18 months under his leadership we have put in maintenance programs, preventive maintenance programs, run them on a schedule, posted them in the division so that i'm pleased to say the infrastructure and there is some 5,000, no exaggeration, moving parts, to support cable running underground through the city are in great shape because of rigo's leadership and emphasis on that. but also in many places, of course not here, but two of the biggest societal problems are depression and tension. so, part of rigo's healing powers is to make sure that the

cable travels through the system at just the right tension and depression, there's some 35 depression beams throughout the system. so, in addition to being a well trained first class manager, leader and mechanic, he's also a healer of sorts. so, it is my pleasure to recognize rigo hernandez for his work. rigo, please. (applause) >> on behalf of the board, the agency, thank you for your terrific work and it is a very interesting psychological lesson we got there, john. maybe some day i'll get a little help. it's a challenge, yes, but it's exciting to see the tourist riding the cable cars up and down. they ask me if i get paid for it. i say, yeah, i do. [laughter] >> they envy me, yes, but it's hard not to get excited, you know, in the morning going down on high street, cable car, first cable car. just checking the lines. it's an amazing job that i have. i'd like to thank management for the support. also i'd like to thank my crews. without them i couldn't do anything. so, it's a team effort and it's an ongoing effort. it's 7 days a week and 24 hours. so, thank you. board to our new senior manager at cable car, carl bean, who arrived two weekends ago. >> welcome. glad you're here. >> welcome. >> thank you. >> director reiskin? >> thank you. the last part of our recognition stems from something that we've been talking about for a few years now and that's really bringing in the culture of safety to the agency. and part of doing so is recognizing the bus safety performance we have in the agency. and to that end we've established two different recognition programs or really competitions. one of them goes to the operating division at muni that has the best muni safety performance in term of the least preventable collisions. the second is one that goes to the best division within the mta in terms of work safety performance. so, i'm going to ask gerald williams, our industrial safety

manager, to present this quarter's award. >> good afternoon, mr. williams. >> good afternoon. good afternoon, mr. chairman nolan, director reiskin, board member. we'll be presenting an award this afternoon to the proof of payment for the second quarter april to june calendar year. proof of payment distinguishes themselves during this time frame with a 50% decrease in injuries, a 100% safety training compliance. their efforts, the management efforts to coaching employees through exposures on the job daily, and team response, management's response to employee incidents. accepting the award will be p-o-p manager cathy passad. yea! >> good afternoon. >> good afternoon, member of the board, chairman nolan, direct r reiskin. i'm nervous again, sorry. okay. i accept this safety recognition award on behalf of the entire proof of payment unit. you guys stand up. (applause) >> i also say thank you to sfmta for having this trophy as a symbol for recognizing individual departments quarterly for their concerted efforts to combat injuries. most of which are preventable. we couldn't have done this without the assistance of our supervisors which are the 8121 supervisors. diligently reading the weekly pay day safety notes or conducting our march madness training, we had track safety, conflict resolution, we had a verbal jude owe training. we had terrorist training, credit cpr training and dee-escalation training to name a few. i am personally work with

napoleon ~ he's a safety analyst [speaker not understood] to modify existing training by adding additional safety training in the unit. it is not my job or not my responsibility to report t. just imagine if we all did our parts and reported it, how many injuries -- less injuries we'd have. so, today we must all take a stand to do our part to make safety our number one priority because the house divided cannot stand. and that's abraham lincoln. (applause) >> thank you. keeping in line of safety recognition, just wanted to let you know that we did hold our annual safe driver award

ceremony last sunday at the golden gate club in the presidio. we were honoring the nearly 170 union operators that have 15 years or more of safe driving, that is a.m. driving without a preventable collision. i want to thank director lee who was there to present a proclamation from the mayor and also to recognize those with 35 or more years of safe driving. i think we had five of those, two of them had 40 or more years. also want to thank director ramos for attending -- its was a very good event. the more we can do to recognize good safety performance [speaker not understood] from all employees, the safer our agency will be. it was a great event. we'll do it next we're. we're probably going to change it up a little bit, but hope to see everybody there next year. next thing i wanted to mention, the national association of city transportation officials of which i am currently president, it's an association

of folks from the largest city in the country really trying to focus on how to improve street design and urban mobility in our cities. i think we found that there's a lot we have in common in our different cities and an organization bringing best practices to bear in term of how to improve transportation in cities. the organization whose acronym is nacto is holding its annual conference here in san francisco. 3 it' called designing cities conference and it will be here october 22nd through the 25th. it's going to be taking place down at the park 55 hotel. it will have really the best minds of urban transportation from across the country. city transportation folks, other academic and professional consultants, really the best in the country will be converging on san francisco. so, it's pretty exciting. themes will include reimagining rights-of-way, he economic

benefits of sustainable streets ~, bike and car sharing, pedestrian and bike safety, strategies to create public space using low cost temporary materials. a lot of things we're doing some of here, some of which we've learned through other cities, some of which we've been at the lead of, but this will really be an opportunity for us to all share best practiceses and continue to learn from each other. it will be kind of a compilation of break out sessions, workshops that are active forums, not so much sit in the room and listen to somebody drill on with a powerpoint, but much more interactive and engaging session. i've been to the last two of these conferences. they've been pretty high energy and pretty lively so i encourage folks to consider attending nacto.org is where anybody can find more information. it should be a great opportunity for the sfmta to showcase what some of what we've been achieving here in san francisco. and finally somewhat along those lines we have similar of

a safety theme today. tomorrow is walk and roll to school day. tomorrow morning some of us at the mta will be joining other elected officials and department heads, betsy carmichael school at south of market seventh and harrison is the elementary school there. we're going to start with what's called a walking school bus which means a bunch of people will be walking with kids to the school from a park that's nearby. the purpose, as you can imagine, rock and roll to school day is to encourage active transportation and safer routes to school for kids getting from their home to school or from wherever they get dropped off to school to encourage physical activity and reduce traffic, protect the environmental and of course to make them safer. while we'll be doing the event at betsy carmichael it is a city-wide event.

there are at least nine of our supervisors are going to be walking to schools in their districts with students from their districts throughout the city. nearly 90 schools and more than 13,000 students are expected to celebrate the day which will be a new record in term of participation. so, the school district and other schools are really stepping up the city through rec and park, department of public health, the mta and other -- the police department, strong partnership to try to raise the awareness of walk and roll to school day. the safe routes to school partnership in san francisco, of which our agency is a part, helps organize the day. what the partnership does is implement the federally funded safe routes to school program to encourage more families to walk, bike, take transit or car pool to and from school. dph, public health is the lead agency and has lots of other

public and private partner. so, it will be a good -- should be a great morning if the weather holds a it should, given that it's october in san francisco. it should be a great day. we should see a lot of kid out on the road and everybody should be extra safe and driving tomorrow and encourage everybody who can to participate. and that conclude my report. >> this is interesting. members of the board, questions or comments? member of the public? >> we have two people who have indicated an interest in addressing you, members of the public. this is an opportunity for members of the public to address the board only on topics discussed by mr. reiskin and not on other matters not on the agenda. herbert wiener followed by tom lee. >> mr. wiener? muni driver [speaker not understood] no dui, go home. you are cut off from everything. they make a mistake, mostly they are nice drivers. i know that. but the thing is that is you have to concern about our taxi business also. yes, safety, everything you're talking about safety, i'd like to talk about safety also. you are promoting a bike lane, bicycle, whatever it is, that may make people more in danger because not everybody like mr. nolan biking on the street -- i'm a biker -- [speaker not understood] because i'm biking, biking, biking. but the thing is not safe. i don't do bike. whatever is, if i can afford it, i walk. yes, now better and better, but i still see a lot of accidents for muni on the street on the newspaper. so, yes, better than nothing now. i'm ll be coming before you

every other week. i have to pay. i'm a citizen of san francisco ~ and cab driver, i need to bring my own issue to you. i hopeedththctiontion next public comment that i can bring somewhat [speaker not understood] and i hope you can [speaker not understood] on that also. thank you. >> okay, mr. lee plea. >> moving on to item number 8, citizens' advisory report, i do not see [speaker not understood] here. therefore moving on to item , public comment, this is an opportunity for members of the public to address the board that are on the matters within the jurisdiction of the mta and not on today's calendar. we'll start with hahn sue kim followed by herbert wiener. ~ >> good afternoon, mr. kim. good afternoon, chairman nolan, board members. hahn su kim de soto cab in san francisco. recently there's been some bad press about the new ride services here in san francisco. you might have heard about the hammer attack recently. you might have heard about both district attorneys in san francisco and los angeles talking about illegal

activities of these services. well, there isn't a day that doesn't go by without drivers telling me what are you going to do about this, what can the city do about this. one of the things i want to say today is we've talked with several attorney about state and municipal law and we've put together a white paper with members of the taxi industry that we're going to present to you at the next meeting. this white paper clearly shows that you have the right to regulate on-demand services in this city. right now when i say enough is enough, it is outrageous. this is not about competing about technology. i'm all supportive of great technology. if people want to book for technology that's innovative and works well, but what we're talking about here are companies that are facilitating private citizens acting commercially without the same rules applying to them a it does to taxicab drivers.

there are 2000 licensed cabs roughly in san francisco, 10,000 plus people in their personal cars picking up the public. it's really not that different from hitch hiking.com, which i'm calling it now. we don't mind competing against those that have technology, but an industry can't survive when it has to compete against others that have a different set of rules doing the same business. the taxi industry is hanging by a thread and we talk about public safety here. it is in the city's interest to know who is picking up 20 to 30 stranger a day. the type of car that they're driving, it needs to be done immediately. thank you.
