i some of the case study finding for phase one urban forest plan the routine costs dollars dlrd block pruning it efficient if we have the sources to prune the trees we'll get out of the cycle to having to respond to emergencies so far trees we'll be more efficient when we go out and trim the trees we're recommending that while the city crews grow likely contractors will be needed to help to prune the trees and control costs the municipal programs provide a higher standard of care for trees and then again, the benefits there would be savings to property owners because of those inefficiencies we've outlined and in these cases the city you
3:01 pm
he maintains the responsibility for the trees we still have maintenance responsibility we'll be able to increase the number of street trees one the challenges if the property owners are responsible for the long term maintenance of trees they're in many cases reluctant to plant the trees outside their property that is hard for the friends of the urban forest to help grow the trees back over to john. >> so the plan that you received has 4 colloquy e key recommendations a number of strangles but the 4 key recommends summarized the plan and the first recommendation is to maximize the benefit thought you uttering we want to celebrate trees as performing those valuable services so can
3:02 pm
we select the trees for their stormwater a can we plant trees near freeways to help with the air quality in the neighborhood and maximize the trees in the city that's a drawing that was done by a is landscape architect student that proposed planting 50 thousand trees to sequesterer the trees next to grow the trees by half we want to plant another 50 thousand of trees about 25 hundred street trees per year and including roll call the trees that are dying i do want to respond to some of the communications the commissioners received in advance of the hearing the draft plan we released in january to
3:03 pm
increase the canopy from 22 to 25 percent we changed that to growing the street tree population by half we could not reach the canopy by street trees alone we decided it would be better to wait to do a canopy come over goal until we finished with the plan two and three on private property we included in the plan this policy to develop a citywide canopy goal for the city and we'll do that as part of phases two and three third recommendation is what carla was speaking about the go policy to have a citywide maintenance program we've done a number of studies how that is possible and funded and on the fourth recommendation we really
3:04 pm
see trees we want to manage trees from seeds to the end of their lives this will include starting a street tree nursery in san francisco instead of buying trees from far away we're grow the trees in the city and we're interested in starting a program in the uttering council did a study from the presidio council to see how trees can be used instead of just in mulching and that will store the carbon longer we're requesting the commission to take two acts one to approve an action amending the open space element that adapts the phase one street trees by reference this is a minor text change that will save
3:05 pm
the street trees adapted by reference and identifies policies to grow and protect the city street tree prpgs population and the second to approve the proposed adaptation hearing for november 6, 2014. >> thank you okay we'll open this up for public comment (calling names). >> hi thanks commissioners i'm andrew sullivan an architect in san francisco. >> please. i'm a landscape architect and been a member of the urban forest council myself and many others in the urban forestry council have worked closely over
3:06 pm
the last 2 years with john and others of planning and dpw reviewing the drafts during the stages of the plan providing input and review during the urban forestry has had an opportunity to bring the plan before both committees and council for the united states of america opportunity technologist public to review the plan as developed urban forestry council participated in the public open house on january 14th in which the plan was presented and on may of this year we were as a full council unanimously endorsed the plan enthusiastically as the urban forestry council has supporting and attempting to assist in development of both the phase two and three of the 3456r9 plan
3:07 pm
as well so i would urge we're as a member of the urban forestry council publicly enforce those plans and urge the commissioners to adapt it as well thank you. thank you. next speaker. >> good afternoon, commissioners my name is doug i'm the program director of the friends of urban forestry we've been very much a part of the assistance in putting this plan dorothy together we've seen it grow with the stewardship of the dpw we believe that all the phases a makes sense and actually today some of our street tree funding is is supported by calfire that is here today here i am reviewing street trees literally before this meeting and seeing a lot of issues with the trees we'll have good policies we need
3:08 pm
to approve them and that's part of the entire survey that needs to be completed right now this is a great start we're excited we have conceives behind this and advocates in the city and in the nonprofits and for that matter the public the public is pretty concerned and confused for the relynch time and so i support the movement of this thank you very much. >> thank you. >> i'm 9 region for the eerie want to thank you for allowing me this opportunity to speak one
3:09 pm
of the duties to work with the community throughout the area to talk about the support effort such trees ordinances and best management practices relate to do tree maintenance and care as well as the urban forestry master plans regarding san francisco plans the 1 phase of street trees it's one of the most friendly and the author should be commended for their effort i've had the opportunity to review and provide comments it is a well conceived piece of policy it is timely regarding the relinquish time of tree care this regard the tree care the certified professional are the
3:10 pm
only agents providing this service and the city sees the improved policy ada in this effort and eventually regaining the urban forestry maintenance i think this also an adaptation of the future prelims i hope it - it can be agreed san francisco needs to expand its urban forestry it mubs must be grow the urban forest it has with the sound policies in place with the competitive - comprehensive it is towards growing the urban forestry by plant now trees it effects the population of the city if we put realistic goals into the policy this ties back
3:11 pm
to conducting an 13wir79 of the infrastructure in the master plan i believe this is identified as a key strategy with that data the city can better inform the processes moving forward and canopy covers and species and planning and schedule and etc. without hard data and know exactly what you have the late objectives and funding them at the local level let alone receiving grant and loans in the departments such as i represent i'll conclude by saying no plan maybe perfect but the regular review period should be looked to approve upon it future finding and public comment >> thank you. >> i want to thank you for your time i'm glad the city of san francisco as got a plan.
3:12 pm
>> i'll call for names (calling names). >> hi, i'm anastasia i want i mean, i want to say the overall goal if the removal happens because there are plans to kill a lot of trees through natural areas 18 thousand plus and, of course, i mean it's great to have 100 percent of street tests in the public and maintained by the city and the very good thing to do would be to shut down the nature areas program that distresses the habitat and give the funding to the wonderful program that maintenance the street trees it's a goal irreverent a goal
3:13 pm
which we strive for but there is no set time for doing the plans for park trees meanwhile the destruction continued people need to be more careful it means- the trees eliminated are many mclaren park and it's all done and stated in the significant natural area management plan the goal of natural areas problem is gradual converting the area into strub shrub and grass habitat i urge you to ask the goal of 25 percent increase in all the city streets be put back another thing you might not pay attention to in the plan it was
3:14 pm
trees only trees mentioned by now urban forestry and this definition urban forestry is trees and vegetation so maybe in the park the natural area problem will continue it's stated goal in raiding trees you know habitats just i also want to say i forgot my notes oh, god what was that just you 16 hundred trees are going to be cut and lisa said whatever comes to my head right now one thousand - one area had to be removed because california
3:15 pm
hulk berg it was not an endangered area it is ridiculous i mean thank you. >> thank you. next speaker. >> hi good afternoon. my name is is a patricia i'm a resident of district 11 and the block captain we're a hundred and thirty members we've won granted from caltrain and the action group and san francisco environment and the puc we plant trees and plant more trees and have a party and plant more trees and get an award and keep open planting trees although our area has between 8.3 trees in the outer admission we have ma
3:16 pm
cleaner park and most of the people can't walk in the park their stuck in those neighborhoods streets where there are no trees car parked on the sidewalks it is sad and neglected we have crime and no beauty we're trying we've completely changed our 7 block areas by planting almost a hundred trees twield to see the transfer over throughout the city so people can enjoy where they live instead of slamming the front door and leading e heading into the backdoor we're going to plan one hundred more trees with the friends of the urban forestry i'm here to ask for phase one i know there are no barriers on the i 280 i don't
3:17 pm
imagine you are that warn are arena when no barriers were about around you could wouk walk onto the 280 caltrain will help supervisors said caltrain is two hard to work with we are on our own we need the urban forest group they should have planting trees on the freeway we need some place with about vision there is nobody that is doing anything we're a group of people that work and have jobs and kids we'll we'd love to support their work instead of trying to be on our 0 own there are 3 trees near my house that are destroyed we
3:18 pm
offer arborists on the apparently, this shouldn't be happening people are afraid and hawk up their own trees people are front yard the maintenance so we don't get a tree to provide shade for kids for tomorrow because glutin up o are afraid of the maintenance. >> you guys are doing great work. >> thank you, ma'am. >> is there any additional public comment? >> good morning, commissioners i'm ruth and first, i want to compliment staff for the designer award on this document that's a wonderful thing to be proud of the i appreciate the
3:19 pm
changes to that the earlier draft we clearly are not ready to establish american people overall canopy goal we don't have the data and information for our natural areas to give one quick example we know that the red tree hawks use those for the trees if that's all they have their going to starve to death they need the acres of grassland how much of each type do we we don't know we shouldn't be bagging our canopy goal it so you would we don't have a pride of place i call s it canopy envy and the comparison on page 9
3:20 pm
really should be replaced is a canopy urban trees i'd like to see it do that if we have to compete with other cities how many trees per street mile on page 9 with the percentages of street trees in other cities and have a competition also the strategy one point one point one amended page 3 is a problem we have a to establish an equitable solution to street trees to be seeking on even distribution again ignores our exist our soil type and mike climate the habitats that supports a variety of species i'd like to see us
3:21 pm
strengthen our effort to address street tree needs in underserved neighborhood this should be a priority but page 3 ignores the southeast part of the city might have fewer trees because it's blessed with great lands and it supports vegetation and johnny jump ups and so forth literacy for environmental justice has been working for years they shouldn't slink it so the ratio can compete with the presidio it it self-makes sense i want to see us get red of page 33 our street trees are in dire need of maintenance this should focus on the publicly sponsored public and private maintenance.
3:22 pm
>> thank you, ma'am our time is up. >> thank you. >> to the next speakers we welcome usual public comment i know this is about street trees it's about public housing. >> i mentioned before july 7th we were cut out of a video excuse me. i have the floor now july 7th. >> so this item it is not about street trees. >> we have an item at the end of the collapsed. >> what time. >> i don't know but looking at the calendar and in a few minutes. >> later today about an hour and a half. >> i'm willing to wait. >> thank you very much
3:23 pm
>> okay. is there go is there any additional public comment on this item? >> frank i have to general public comments the plan and the process what i'm looking for what the beg your pardon message that benefits this 20-year plan that costs upwards of $700 million what's the bumper sticker message i can latch onto the for the open spaces should be considered first get those resolved the national and a half program is doing sunshine so much disconnect in my neighborhood the street tree plan is a one fits all if you're
3:24 pm
a senior of disabled it's a real chore to get out and clean the trees you become endangered but itself buckled sidewalks we're going to get a tree whether or not you want it or not why are recompared to other cities when the urban forest council reports we're on par with street trees per my name is mile and the trees for tomorrow 34r5r7b9 trees by a previous mayor in district 8 their own urban forestry report stated that district 8 p had the lowest ratio of 5 people per tree other supervisorial districts had 8 trees but in district 8 you've
3:25 pm
got environmental issues where the the management going on and the consideration citywide now regarding the plan process that was from october to january it was reviewed and presented in january with only 3 questions that were accepted during the presentation there was only a 5 week public comment period and it was extended another week to get more comments only:30 that came in so there was another disconnect in the process document was not available in the public library in the government section in a timely manner and that was because eventually a lack i have budgetary funding to make that available believe me when i was
3:26 pm
going to the library and it goes screen by screen and having to make hand notes eventually i got a print copy through the urban forestry anybody that is doing in this is a horror render effort and also the footnotes there was a footnote regarding san jose i went interest it was was taken down other ones to subscribe it the course and footnote references that said well, if you are in a hospital and are looking at a tree you're going to get better faster i respect in the paper saturday if i have a dog come into the hospital you're going to get better faster i'll provide my comments in opposition.
3:27 pm
>> is there any additional public comment on this item? okay seeing none, public comment is closed director ram >> thank you. i just wanted to add my thanks to the department to our partners to the public works and the friends at the urban forest i wanted to say obviously the commission the document that received a national design award so i congratulate him on that as well. >> commissioners, if i may our and i soot zake brought out a typo i wanted to bring go that to your attention in the second whereas clause it end with the change in the mission district only a change in the city. >> thank you commissioner antonini. >> i agree it's a beautiful you book here and very, very well done thank you all for taking part
3:28 pm
i've supportive i have remarks to point out and first of all, i think there's been a lot of talking talk about cities and the amount even if canopy there's a reason for almost all those other cities have hot summers los angeles and chicago the only one not is seattle we didn't rush out to put big trees all over san francisco we treasure the trees he's first house we see owned what a in mira loma park with a couple of big trees and the second house no hills no trees it's worked out well and stays warm because of the endorse that i trees are beautiful and it's important but the thing we have to remember they have to be appropriate
3:29 pm
someone brought of sidewalk damage whatever we put in has to be appropriate phenomenon the streets and they can't be too large they have to be trees that do well at dock active nature and at the benefits we talked about but the places of the large trees it could cause the canopy over the streets like pine street but another places the trees canopy is not as effective but i think the street trees in many of the neighborhood would be a big improvement and it's sad to see at that time when we have reported revenues we're cutting arborists we're down to 11 from 19 it didn't makes up because if you're bringing more in you shouldn't be cutting some of the services we had in the past so the
3:30 pm
problem is trees don't grow and that's what it come down to you know, i that the city should maintain the street trees to try to pawn it off to the hours other than or around there is not the way to do it itself trees were put there in the first time by the industry and the uniform trimming and successfully maintaining them make perfect sense we need to fund our promissory note program to fund new trees and testify of the ones we have i'm a buildingable the government's top proprietor to spend money money on things that can't be funded private our infrastructure gets it last everyone else gets it but the arresting aborts get it
