6:02 pm
transmissional housing and permanent housing projects in the city to port those who are homeless and the ranked choice list if you look at it it totals $22 million plus in dollars that would be expected to come to san francisco to support those projects we simply ask your approval for the process as well as the for the resolution. >> okay. thank you very much don't think we have any questions move ton opium seeing none, public comment is closed. supervisor avalos. >> a quick question any major differences between this year's plagues and previous applications. >> no, we find the process every year through a community
6:03 pm
process to determine how to rank to determine the criteria that the projects will have to meet in order to meet a standard in the city and county of san francisco that the process itself is determined by hud we stayed consistent with that n and in compliance. >> okay. >> motion to approve and move forward with recommendation. >> we'll take that without objection. mr. clerk item 2. >> item 2 ordinance amending the parks code to authorize the grant eagle golf courses in the extension of a 9 year lease with the glen echo golf courses commencing on the date of this ordinance ending october 30th for 70 percent of grow revenues and the participation rent and rent credits as okay supervisor
6:04 pm
avalos. >> just a quick comment before starting on this item this golf course is part of john mclaren park a lot of activity around the park that changed with the park what they provides in terms of activities and ways to enjoy the scenery and there's a lot of folks that have been involved in the forest from all parts of park and what's been important to note in this item before us is that the golf course is actually played a lot of roll in connecting with people around the park that kind of collaboration hadn't happened before with the glenn park.
6:05 pm
>> a thank you supervisor avalos that's kind of what i was going to do start out with part of our through the with the rec and park to find a lessee that will integrate the golf course into the community and neighborhood obviously we want someone to operate the course and in the lease the tenants glen park partners s are responsible for that capital improvements over the years of the management very little capital work done on the course this course was built when candle stick was built we began a negotiation process for the possibility 9 years extension in 2013 but just reached final terms recently
6:06 pm
mr. shaw has been operating the parks during the lease dlully authorized by your department most people don't know unlike the lessees and managers of our courses glen is responsible upon control felt course the partners launched into a project with years of did he recall of tree maintenance i was taken by this and i realized how much it is needed for the governmenters and additional fund were for the interior and exterior of the clubhouse with various things that are capital expenditures all of this was done two years
6:07 pm
in advance of the required period in the lease and to date over $400,000 has been invested in the property including $150,000 for the restoration of the gastroa crisis hit the course and what sort of a perfect storm for exhibition and disease for the course tom put together and team and vfltd additional money in the course to save the golf course in addition to the money he was able through his connections and goodwill to assembly a team of experts and therefore we have a course still in xoings and the department is very happy and proud of tom for that one of the reasons we wanted outreach is that we had a feeling it is important a program within the rec and park
6:08 pm
department a partner was going to establish satellite station site at developing middle school i'm sure you're aware of the original san francisco was located at harding and tom spent a lot of time during his regular clientele in meeting with the trustees and students to understand what they were going to be experiencing rather than hoping for the best he handled it the correct way. >> very briefing the modifications to this amendment o amendment in section 3.1 of the lease a vacant lots on sunnydale avenue included in the premises in the original lease thinking it might be utilized it's to the and at that time the department has slated that area for a different use we'll be
6:09 pm
pursuing later and the section 5.8 refers to the grant credit for work we may request of him because of the maintenance the deferred maintenance we've expanded that so he may request rent credits from the rent actually paid to us those will have to be approved in advance before the money is expended and a repair exceeding $150,000 then tom and the department will meet to try to determine a course of action if we can't agree on a term we'll allow a notice we had an ongoing problem with a water issue at the course as well as one of the main lines splits off and hurts playground is a number
6:10 pm
of investigators from the puc to look at the problem and it was pretty evident to everyone that much of water was being wasted in the first playground due to leaks so part of the negotiation the department will pay $9,300 for the remainder it's an expensive two month leak the department includes a new renovation system we're currently investigating a number of t time restorations that's important it let's us through our flexible pricing through our section 12 d and park code to increase and decrease rates at various times there are historically t times that are not used because is it, too
6:11 pm
expensive you're paying the same price for prime time and non-prime time so we're going to include glen park in this process the lessee will continue with the cooperation with the visitacion valley branch it's preliminary to our department and collaborative with the labors community training local 2 61 to help implement a prehindsight and at that tha the rec and park commission is requesting that the board of supervisors amend park code to include glen in the pricing contained in that session the financial terms of the agreement stay the same 7 percent of gross
6:12 pm
rent of 2 percent of annual gross exceeding 20 percent over the 2013 base rent of 68 hundred and 61 plus and it exceeds the base and the security deposit of 25 thousand remains in place and they have a credit of $250,000 for ongoing recreations. >> thank you very much if we don't have questions so mr. rose can we go to our report. >> yes. supervisor avalos obtain page 8 of our report we report that the base rate of 7 percent as at department testified they're to be paid by the gln partners to rp d they don't anticipate receiving the credits because they see may deduct the repair costs from the
6:13 pm
annual basis rent up to the amount which will be approved by the rp d commission and they will spend $68,000 for soil and electrical charges overall the rec and park department will have a net loss of 2 hundred plus $5,060,000 in our report we have that on page 9 in table 6 of our report the current finger 2014-2015 that budget regrets the procuring precedes from 41 thousand for golden gate park golf course to $2 million plus for the golf course net losses
6:14 pm
