city clerk: item 9 a. executive directors report. good afternoon commissioners, members of the public. my name is monique moyer. thank you for the outstanding turnout. everybody has their good karma. not a lot of orange in the room. hopefully those that have their orange, good luck, those that do not, it's not bad luck for us. commissioners, i just have a few items to report. we came off an as astounding fleet week for the commission of the u s s america and

naval ships and altogether we saw 30,000 visitors and 19,000 which visited the u ucsf u.s.s america. on saturday we we were very proud, san francisco to host the usa america. the first missamerica and she is the one where ms. america is named and she was then purchased by the navy and used to stop politic -- blockade runners. the navy commission was the

third vessel, she is an amphibian assault vessel and an aircraft carrier and has carried no. more aircraft than any carrier below and has multiple decks and also built for humanitarian aid and assistants and an icu and 22 dental rooms and 900 enlisted and 1600 marines. she carries navy personnel and marine personnel. it was really terrific and fun to see all of the family members whose sons, daughters, wives, husbands were going on to be stationed at the ship. she is homemade in san diego. we would like to thank the

volunteers. four of them are admirals, four colonels, we have a colonel in the marine corps and 11 was michael and rene dup marpt martin from the port and they worked for almost a year to make this happen. anything from the fundraising of the events to making sure there was ample security and access for the public. while the vessel was here their personnel visited four san francisco schools, carmichael middle school and martin luther king jr. and carver elementary on oak dale and they were able to get out and integrate with the community and went out on the town and walked up and down in embarcadero.

they were incredibly welcomed. the admirals of all the military prachs -- branches that cover the west coast and fema, epa gathered and we had very good meetings on resiliency and the ability to respond and what the navy might do in the event of a response and how to community through the various channels to get what we need it it was one of the best we've been to. it calls the historical benchmark and the marine fleet memorial sold stamp envelopes of the ship and i would like to than connors of the ferry building. was a really hot day and she invited

aaron gold and peter daily and many of the maintenance crew. i know i left people off, please forgive me. it was a tremendous effort. everything went pretty smoothly a lot smoother than downtown where the president was visiting. next i wanted to report on the certification of the combines eir for the spans project. about a year ago port staff and water emergency transit authority staff made a presentation about phase two of the downtown ferry terminal project. this project has been in the planning stages and implementation stages since the 1990s. it was actually part of the fairy building planning area that happened outside of the water land use plan, before the front water

land use plan was completed. the port was in phase one with the port in 2003 which resulted in gates b and e for vallejo and alameda, phase two which wid an is undertaking land side pedestrian circulation, weather protection for passengers and importantly the covering of the lagoon here on the south side of the ferry building so we have a place to stage people in the event of an emergency room . we saw how important that was with the bart strike. this will give them a better place to wait and will also allow us to serve richmond, berkeley and treasure island and as well as as a number of other phases over time. so milestone was hit early whier this month on october 2nd, the

water transit authority certified the eir, the lead agency under the quality act and the agency already certified the ers, the national environmental policy act. so very big milestone. i want to thank all of the wida staff particularly mike, who i believe is here, project manager and kevin conoley who made the presentation to you some time ago. there will be a lot of next steps. we need to finish with our notion to -- negotiation to bring a lease and permits and if all goes well we hope to be in construction by end of 2015, early 2016. so we'll be

seeing the commission a lot as we begin or conclude our negotiations with wida on that. i want to say something really interesting to point out to you financing options -- for a very long time we have been trying to dispose of dry dock for a very long time. it was built in a time when the environmental standards were less than they are today. right no you the best option for deposing of dry dock no. 1 is through salvage. we have worked very hard to arrange for the dry dock to be sold for scrap. today, this vessel that is shown here in this picture, the mv tern

arrived. the middle part of the vessel lowers into the bay. right now is a submarine so she can carry strange stock if you will so you can see this is where the middle is submerged and the submarine is going on board and the middle comes back up and it lifts the cargo and carries the cargo away and it list the cranes in oakland which is now in the east coast for a similar project. the mv tern will be here and once the dry dock is all the way out of the water, looking more like that, then they own the dry dock and the port is finished. that's a very good liability protection or mitigation for the port. the dry dock will then be

the american association of port authorities annual convention in houston, texas. >> necessary -- this is a four 4-day long convention of the port authorities, networking opportunities for other port professionals and those in the transportation industry. representative from all over the united states, latin america and canada of various ports will be attending. port commission would like to delegate peter daily the director of maritime to participate in this annual convention in houston texas november 9th-13th and he'll represent the crew committee and will represent at the general meeting and an important time for mr. daily

unacceptable. but there were also other issues to have to be worked out. i spent four 4 hours down at the terminal and i talked to the iow which was my union, i talked to the m it -- metro crew and want to understand what steps are taken that people come off this ship and have a friendly experience in san francisco and we get peoplen and off. that day 2500 people got off and on without any incident at all. because we are trying to sell our port, i think it's the best cruise terminal in the world. they asked if san francisco is ready for primetime. tourist are coming into strans. -- san francisco. our goal is to have 4-5

million passengers a year. we are going to work and continue to do better, all the stakeholders, the port, the long shorm an, and i will be going to miami to meelt -- meet with some cruise officials. celebrity cruise line will be coming to san francisco. it will be additional sailing coming here a year. that's more jobs, more tourist, more highlights in our great city and hopefully by that time we'll have a world series under our belt. i want to say that we appreciate what's happen and we take this very seriously. i know if i paid to go on a cruise and i missed the ship and it leaves 6 hours later, i'm on the ground, i'm committed. everyone is

city clerk: item # 11 aaron matas:. informational presentation on the port's year-end report on contracting activity for the fiscal year july 2013 through june 2014. >> good afternoon, i'm here to report on the contract report for july 2013-union 2014. -- june 2014. the report is to look at our delegate authority and look at our participation in terms of contracts awarded as well as payments made different for prior years are authorizing payment as well as some consultants and contractors. the port commission is aware of the program but for the benefit of the public i will briefly go over it again. the lb program was expanded to expand

the city's opportunities for small based companies. lbe contractors receive bonuses as review of awards and also set contracting goals for prime, subconsultants based on the project scope. it must be met by the end of the contract. this ordinance applies to contracts above a certain value and those that receive local funds for state and federal awards at their excluded because of state and federal rules do not allow for local preferences. again, for the public, these are the lbe program is set based on gross receipts and this table shows the gross receipts that are allowed by firm time and micro and sba

firms. it is the city's desire and port desire to have more san francisco businesses certify and encouraging them for city work. this chart shows those certify and shows the lbe by the top 10 categories. this chart shows the types of contracts, informal contracts under $400,000 for construction. >> we don't see the charts on the screen.

>> one chart will show by 22 percent minority own and 39 percent and other and it shows the lbe by the top category. this shows the informal contract under $400,000 for construction and $100,000 for construction services. we can use a micro set aside to give those jobs to lbe's and we are getting better success in such of contract awards for lbe's. former contracts under 10,000 in professional services include lbe bid contracts as well as

contracting goals and over $10 million include subcontracting goals for lbe's. now to our performance. in terms of our awards, the executive director awarded 5 professional services contracts and two construction contracts last year using her delegated authority for not to exceed value of $668,000. you delegate contracting authority to the executive director consistent with other city departments to provide for sped -- expedited contracting awards and $400,000 for public works. you will notice that in the contract she awarded seven of the contracts four were awarded to local business enterprise and that accounts

for 56 percent to not to exceed the value of these contracts. in terms of all contract awards, awarded contracts, 7 of the 12 were awarded to prime lbe's for 30 percent of our awards. we have seen more awards to lbe's for process include subcontracting goals between 8-12 percent, the word combined with the consultant awards of $14.58 million. we achieve this from two prong from much more outreach and utilizing the set aside program. this chart shows the awards

that the firms, the amount of the awards and the status lbe's and the women owned or minority owned and the commission has asked that we report on this data related to our leb. in terms of contracts payment made we spent $67.5 million and 7,000 to lbe contractors and this is 33 percent of all payments and this is really a huge year for us in terms of payment to lbe's. byway comparison our spending was a little higher. 15 percent was to lbe's. we achieved this to more awards to prime

lbe's doing a lot of monitoring and a lot of outreach and kudos to port commission and staff for seeing these numbers. as i said we are now reporting lbe types by women and minority owned. these are in your attachment to the report as needed contracts and you will see for the lbe's we are seeing asian representation, latino american, foreign american and women owned businesses in our lbe group, and though we can't set points preference on this groups, we can on this regard. in terms of the highlights. $2.58 million or 56 percent of our total contract awards to lbe's last year and that's really a nice

split between prime awards and contract awards. last year $2.5 million payments 33 percent of all contract payments and most all of our contracts are well exceeding the goal set by the contract monitoring division. this is a substantially stronger result than we saw last year and we have an at some point to continue these types of numbers but it does mean doing the outreach for each procurement in the way we have been doing it and utilizing the micro set aside program and i'm thankful for the contract monitoring division for helping us with outreach this year. we are here to answer any questions you might have. is there any additional public comment? seeing none, public comment is closed. >> are the
