yeah, hi, i'm jamie brooks and i'm from beyond the campaign and i want to thank john avalos for introducing our item, putting greenhouse gas diskale you're labels on gas pumps in the city. as you may know, we have been working in the city of berkeley and we are two votes away from an ordinance in the city of berkeley. and i just want to say a couple item about our ordinance. the first thing is we think that the everyday product consumer use with this greenhouse gas danger who have an obvious disclosure. if a bottle of aspirin has -- helps disclosure, we think that something that is this dangerous to human health and welfare should also have a disclosure. and then on a mitigation strategy component of this campaign, it's about connecting consumption with the problems. it's not about raising
5:01 am
awareness. consumer, we don't need more awareness. we need to connect consumers' personal use of energy to the larger problem of greenhouse gases he. so, that's the strategy and using the information at the point of sale is the key component. >> thank you. next speaker. top of the third, 3-0, go giants. thank you for being so patient, supervisors. eddie [speaker not understood] with defense project. i'll be very brief. here to speak in support of solar resolutions introduced by president chiu. it hits on three key points, that by-line ha always believed in. first, the idea of fighting climate change, that is absolutely necessary especially as we put solar in low-income communities for homes like dr. espinola jackson. it also puts an aspirational goal of 50 megawatts which is very important to set as a city-wide goal to encourage further solar development in the future. second is the idea of jobs, making sure that we can
5:02 am
continue to create local jobs for solar installation companies like luminalt, asian neighborhood design through their training class and through a number of other programs that are designed to connect local communities to green jobs. and third and finally, the idea of local economic investment for a thriving solar industry that exists in the form of companies like sun run, solar city. make sure that there's full funding for the go solar sf program and that that solar industry will continue to endure as san francisco remains a leader in the environmental movement. thank you. >> thank you, mr. hahn. and i wanted to clarify, 3-0 giants it's in the third inning, but thank you for letting us know. good afternoon. i'll also keep my comments short. i'm gentlemen 19 coter. 10 years ago we founded luminalt in district 4. we are now in the mission and we have been installing solar for ten years and we've done
5:03 am
amazing work working with folks who do community -- from community-based organizations to get people into the workforce. i don't know if many of you know that recently fort mason center got a 250 kilowatt system installed with virtual net metering which means that the nonprofits that are tenants are benefiting from that solar. that installation was led by brian ruiz who was a graduate of john o'connell high school. he started with luminalt right after he graduated and he's been here for five years. those sorts of success stories need to be told. we need to get a really strong bench. we need leaders of solar that represent the diversity of san francisco and we need solar across all neighborhoods in san
5:04 am
francisco. want to thank you for your leadership. i want to thank you for this resolution, and i want to thank you for your continued investment in things that matter around climate change and around engaging the community. thank you. >> thank you. next speaker. hello, i am russell [speaker not understood], a member of the commission of animal welfare and control. i'm not sure this is the proper time for me, but i didn't see another spot on the agenda where i could mention this. i just wanted to thank the board, even though you haven't voted on it or talked about it yet, for the free and safe passage of whales and dolphins in mission bay. this is an important issue. science a we've all recently seen has shown how sentient [speaker not understood] and all around here are filled with
5:05 am
all sorts of [speaker not understood]. the population of harbor, porpoises [speaker not understood], the safe passage of whales through the coastal water and shipping lanes while altering shipping lanes working with coast guards and other agencies to ensure that they're out there. and i just wanted to say again thank you very much for recognizing this. i hope that you will pass this resolution. >> thank you. next speaker. hello, my name is [speaker not understood]. i work for the international marine mammal project and the earth island institute. and i am also here to voice my support for the [speaker not understood] free and safe passage resolution. i'm here on behalf of prominent scientists, local and international organizations and hundreds of high school students who all support this resolution.
5:06 am
this resolution reflects a growing understanding of a need for increased protection for dolphins and whales. i hope you all can support it. thank you. good evening, supervisors. my name still is jakkee bryson, and i'm here to give a very positive update and a shout out to supervisor farrell's office. i am very happy with the interaction between jeff and me to discuss the proposed supportive housing tenant eviction protection ordinance. i found jeff to be a good listener. he did not trounce on my sentences, i really like that part. and i'm looking forward to working with him and you to craft an ordinance which is going to finally give eviction
5:07 am
protection for those in so-called supportive housing until we have this eviction protection. that housing is not supportive. i am your poster child for that. i refuse to abdicate any of my statutory constitutional rights or protections on the city, county, state, and cosmic level. cosmic is important being a nurse. it's very important to me. and again, i want to thank you for taking the leadership here. and the one thing that i do want to make sure gets included is the prohibition against retaliation. again, i'm the poster child for that one. because i refuse to abdicate any of my rights and because i am well researched and outspoken, they try to do me in. well, i bounce back. you know what? i believe in the law of the land and that's why we need to
5:08 am
have a san francisco base law of the land which incorporates all of the protections on the state and federal level as well as some of our more creative ordinances here. so, i want to thank those of you who are going to be on the board when the hearings happen in january and for those of you who won't -- >> thank you very much. are there any other members of the public that wish to speak in general public comment? seeing none, general public comment is now closed. madam clerk, could you call items 30 and 31? [gavel] >> item 30 is a motion that the board of supervisors convene in closed session for the purpose of conferring with the receiving advice from the city attorney regarding anticipated litigation relating to the potential negotiation or adoption of the subsequent item, item 31, a joint powers agreement with the city of richmond to establish a homeownership stabilization authority to assist homeowners with troubled mortgages in which the city is a potential
5:09 am
defendant with california government code 54 the [speaker not understood] and san francisco administrative code section 67.10 d.2. >> supervisor avalos? >> thank you. colleagues, there are still some moving parts on this resolution and i want to do a couple things here today. i want to add some amendments for a amendment of the whole that i'm submitting, and i'll share that out, but since we're not going to be voting on it today i'm going to continue it for a week, one week. i also have been talking for many years with the mayor's office of housing around creating homeowner stabilization programs that will meet the needs of people who mostly live in single-family homes. i had originally added language to prop c, the housing trust fund, that was called the homeowner stabilization fund. and my bad at the last minute, it what changed to the housing stabilization fund.
5:10 am
and that part of the housing trust fund was used for serve is he that were not necessarily geared directly for homeowners and households that own their own homes. in my district we have -- we had many under waterhouse hold at that time and we had many, many more households that the distressed homes on top of under water distressed mortgages on top of being under water. and we also were experiencing many defaults and foreclosure at that time. and i really thought that the city had a real responsibility to address this issue of defaults and foreclosures that was happening in the southern part of san francisco. we've also talked about over the years the outmigration of african-american household and we need to find tools, thinking outside the box of how we're going to address the issue of outmigration of african-americans. that is not one tool that will
5:11 am
suffice, the tools that we create will add up to something that will create a barrier to that outmigration. the supporting of households that keep their property, their homes, is one of the tools that we need to actually put in place. so this day we have not done so. so, what i'd like to do is continue this item and have the mayor's office of housing come here next week and explain to us on top of the discussion about the s.f. cares program that this resolution is about, mayor's office of housing has expressed opposition to the s.f. cares program. i would like the mayor's office of housing instead of just telling us what their opposition to the s.f. cares program, join the jpa with richmond, california, they could tell us what they're doing and what they're thinking about supporting household that are under water, household that
5:12 am
have distressed mortgage, making sure that we can do more than what we're currently doing. the mayor's office of housing to protect african-american household from outmigration and other people of color who are struggling to stay in the city. so, i have talked with the mayor's office of housing over the years at looking at some kind of silent loan program that could help provide some leverage for households to modify their loans or to have a loan to help create new loans that they could actually have a mortgage that is more affordable for themselves, much like the dow provides down payment assistance program that will create a better mortgage that's more affordable for households as well for first-time home buyers. to this day that hasn't been created, but i've had conversation with the controller and with olson lee and i want to see what they're thinking. i think a week's time could provide the basis for just some direction they can provide
5:13 am
where they can go. if they need to hire new staff to do work around household that are distressed, i think they should do that, but tell us before hand and start creating a plan instead of seeing so many people leave the city because they can't afford to maintain their property because they are still struggling with a widening disparity in wealth that hasn't been fully addressed. so, colleagues, i'm just submitting today for an amendment of the whole that i would like your support, essentially the amendment of the whole changing the language in the jpa resolution from changing the language that states that the mayor's office of housing will be negotiating the jpa to actually have a controller, to negotiate the jpa. want to thank the controller for your flexibility, the flexibility of your office. line -- page 4 line 1 where having language that would
5:14 am
clarify the jpa will work with an independent appraiser to determine the market value that was a concern that was presented by the department of real estate who was going to be the appraiser to determine fair market value. so, that will be added with your support, colleagues. and then to add another resolve clause on the last page that would be directed to the mayor's office of housing to contact homeowners with troubled private label security trust loans. moh would determine if they were interested in participating in the program and exploring possible alternative financing models. i do think we have in our capacity in the mayor's office has in its capacity to provide the framework for what could be a new program. it's been plenty years to think about it. i think one more week's time shouldn't be too much to ask for them to come in and provide that idea what they can do when they come next week if you are
5:15 am
able to accept this amendment of the whole and offer to continue this item to next tuesday. i would appreciate a second for that motion. >> supervisor avalos has made a motion to move forward amendment of the whole, seconded by supervisor farrell. colleagues, can we take the motion to amend without objection? without objection that shareholderction the case. [gavel] >> and i understand that supervisor avalos is moving these two item, items 30 and 31, continuing these items to october the 28th. is there a second to that? second by supervisor campos. colleagues, can we take the motion to continue without objection? without objection that should be the case. [gavel] >> and, madam clerk, could you read our adoption calendar? >> items 32 through 34 are being considered for immediate adoption without committee reference. a single roll call vote may enact these items. if a member objects a matter can be removed and considered except vatly. >> colleagues, would anyone like to sever any of these items? >> 32, plea. >> 32. madam clerk roll call vote on items 33 and 34? >> 34. >> you want to do 34? why don't we take the item in
5:16 am
in order, item 32. >> item 32 a roll call, mr. president? >> supervisor farrell? item 32? >> apology, i want to send this item to committee. >> that item will be sent to committee. [gavel] >> 33, roll call. >> on item 33, supervisor chiu? chiu aye. supervisor cohen? cohen aye. supervisor farrell? farrell aye. supervisor kim? kim aye. supervisor mar? mar aye. supervisor tang in tang aye. supervisor wiener? wiener aye. supervisor yee? yee aye. supervisor avalos? avalos aye. supervisor breed? breed aye. supervisor campos? campos aye. there are 11 ayes. >> the resolution is adopted. gov >> item 34. >> item 34 is a resolution to support the free and safe passage of whales and dolphins in the san francisco coastal waters, san francisco bay and its estuaries. >> supervisor wiener. >> thank you, mr. president.
5:17 am
this isn't the type of resolution i would typically author. i just want to give a background here. some of you may have heard from the students as well, a group of students from lincoln high school that helped put together this resolution and began advocating for it, received a very significant number of e-mails from the students who were very passionate about this important environmental issue. and i think it's really important to send a clear and early message to young people that political participation matters and that if they organize and advocate that they can sometimes and hopefully frequently get what they want. so, i thought it was important to move forward with these students who are requesting with their passion and their hard work. thank you. >> supervisor tang. >> thank you. i actually just want to really acknowledge supervisor wiener for introducing this legislation given that a lot of the students were from our district high school. so, i really appreciate you showing them that, what their
5:18 am
pro activity can do. so, thank you very much. >> colleague, can we take this item same house stayvv call? without objectionv, this resolution is adopted. [gavel] >> madam clerk could you read our in memoriams? >> yes. today's meeting will be adjourned in memory of the following beloved individual. on behalf of supervisor kim and president chiu for ms. cecilia lam. on behalf of the entire board of supervisors for mr. ted gul acson. >> thank you. madam clerk do we have any more business in front of the board? >> that concludes our business for today, mr. president. >> ladies and gentlemen, we are adjourned. [gavel]

5:22 am
400 companies here and more that 5 million people enjoying us online. you saw an incredible morning yesterday with tony robs and this morning with hillary. wasn't she great? phenomenal program tonight and tomorrow will i am is here and he is going to launch his whole company here tomorrow afternoon, and incredible keynote. you're going to see the future of wearables technology. it's the beginning. 14 or 1500 sessions or something here for everyone. i want to tell you that every year we do a concert, and here's another number we had to increase more than $9 million raised d for our children's hospitals. thank you for that. [applause] now, we've raised through the
5:23 am
conference more than $26 million for the children's hospitals and we have this incredible hunger drive and we thought we were going to raise 1 million meals and that was when tony robbins decided to match it and make it 2 million meres so thank you for participating in our drive against hunger. [applause] when we started this company we wanted to try a new technology model, cloud computing, trying to create a new business model, software as a suspension, but we recognize we didn't want to have this incredible product and industry success when we knew as we proceeded on we wanted to have great fulfillment and great satisfaction and we knew that was only going to come from giving back the scale. that's why on the first day of sales force we took 1% of our time, 1% of our equity and 1% of all our products and said we were going to give them
5:24 am
back. that's paid out way more than we expected in 23,000 non profit organizations. my favorite moment in dream force right now is you are with a non profit mco, stand up an be recognized! [applause] if you're with a non profit, you know who you are, come on! [applause] >> welcome everybody, welcome you guys. are you guys having a good time? >> yeah. >> all right. customers getting younger and younger every year. [laughter] each day at this conference we're focused on another major philanthropic issue and of course, yesterday we focused
5:25 am
on hunger. today we're focusing on children. tomorrow we're focusing on our veterans and we're encouraging everyone, every company to understand how easy it is to link your business, your ability to give back and nothing is going to make you happier in your life. nothing is going to make your happier in your life than giving and we want to show you how easy that is right here at dream force and we want to be a model of that and i want to thank everybody for that. each year we have a tough challenge for this conference and i tell you why. of course we have these 23,000 non profits and ngos that we're working with all over the world so it's really hard for us to choose one that we want to profile. and this year it actually became very easy. it's an organization we've been working with now for two
5:26 am
years in a focused and dedicated way. at sales force we believe there's nothing more important than our children's health and education. this year we want to focus on our public schools. [applause] this is an issue sales force is super focused on and i want to profile dream force 2014, our san francisco unified school district. let's take a look. [music] we have the makings of disasters in our middle grade schools. of the kids we were going to lose we lost them.
5:27 am
none of the schools were wi-fied and yet we were telling kids here's the new economy and you have to master all these things. so we literally see a future disaster ahead of us. half of our pop laegs are english learners, in we don't meet the needs of every single student everyday and let's just be honest it's impossible. but one thing i'm proud of is that's our goal to make that possibility to meet everyone's needs. >> we are a better city. we're the innovation capital of the world. what do you do with that? you create the conditions for world class public education system. a: i still remember mark asking me tell me what nirvana is. if you could recreate the
5:28 am
entire system what would that be. to have somebody sit at the table and say that's not big enough, let's talk about the whole thing, is incredibly transformative. >> it took me back. >> we haven't been asked to really think without limits. >> it has been a fantastic partnership. >> what sales force has done for us has just been phenomenal to be able to provide that opportunity for kids that don't have that at home. >> with technology we have hands on experience which makes the memories a lot more vivid. >> the fact they're inte gritting it into our schools and education that's wonderful. >> we talk about having students find their spark thashgs one thing that ignites that passion for what they're going to do. if we can ignite each individual student in middle school, then we pull them all the way through their high school education and beyond. >> it helps me feel excited. i get to learn about all
5:29 am
these cool apps. , how technology works. >> the best part of our work is watching the kids' lives light up when they put together coding that actually works. >> i had a sixth grader say i can do this. i can do it. so that enthusiasm is incredible. >> one of the things that is most important with our partnership with seams force is it's not just about the equipment. it's about the people, it's about professional development so to go in this classroom and see many, many students engaged it tells me it's working. it's not only the money, but it's the volunteers coming into the classroom forming that relationship. i don't think you can put a price tag on that. >> our hope is people are paying attention to what's happening anything san francisco school. we think there's something special going on. >> this reflects the success of a city that's a world
5:30 am
class city. i think we're treating conditions for generations of talents to be born in the city and personally having entered the public school system speaking only spanish and english lerner and but i remember the first time that a teacher actually said to me, richard, you're going to college, right? that was my spark. sales force, being the first to say we believe in you, that partnership has been the spark for our school system. >> sorry, i do get emotional. i get emotional because i see myself. i was an english language lerner to myself so it's personal to me. >> i know when the kids come in and leave from the eight grade they're leaving from the best.
