12:40 am
the goals for the year those goals are provided in our written report to you we are pleased to present our report on the special education services department operations policies and procedures first, we appreciate the work of dr. belong could and the special education services department since becoming the director green dr. belonging could has tenant all meetings over 3 years except two perhaps through her leadership supervisors that is special education services supervisors attend he preying two and their attendance is meaningful to parents and also
12:41 am
dr. belonging could attend every cac board meetings that attends motion over the weekend and certainly we feel this information is important to share with you as dr. belonging could invests time that is needed to improve the relationships between the cac and the department prior to dr. belonging could certainly it is due to those improved relationships that the cac is before you this evening further we believe that the students and families in san francisco unified school district especially those students and families receiving special education services along with along with the department personnel have benefited from instant stability in the person
12:42 am
serving as assistant superintendent of the special education and look forward to dr. belonging could see continued leadership our report is aligned to the district strategic plan and thus, we will address those 3 areas achievement oaks equitable access and shared access and accountability achievement outcomes the cac recommends that the district standardized language provided to parents and case managers in this regard one way we suggest that the district provide guidance to assist parents and case managers better to update the special education procedural handbook especially in the experience of
12:43 am
the individual education program meeting having this handbook available to all parents and various languages and especially a list of terms that are commonly known and used such acronyms like i e p and l e p and fate would be helpful for not only parents but case managers readily to understand those terms and also in having this understanding it certain don't allow parents and educators a better turn out to drive appropriate achievement oaks for students receiving special education services
12:44 am
cac also recommended that the district provide training on r ti response to intervention and cultural proficiency to all in the district we know that there has been a huge push in education in the district as a whole to train people to be better prepared to handle a lot of different needs in the classrooms we want to make sure that all teachers share the same information coming into their classrooms and can be supportive of each other in those endeavors to help all students in the classrooms we can't give some information to special educators and others but to work together to meet the needs of a spectrum of standards by systematizing the information
12:45 am
that we give to the teachers and the educators and paraprofessionals will help in the education of a wide variety of needs in our students. >> also in this area of achievement oaks the cac recommends that the district conduct outreach conducting the the assessments specifically to parents of children with you e p while we appreciate the work of the office of the assessment and achievement we have an example of the kind of support that we're looking for that is provided here in the special edge newsletter and example from their winter spring edition 201410 things parent need to know about the common core and this bulletin includes the
12:46 am
smarter balance assessment it is important that our parents understand that one that is a computer based saerment assessment but print screen options available if you ranger them ahead of time it is important for our parents and educators to understand the bedded and non-bedded tools and the full range of those tools. >> in continuing with the achievement oaks the cac recommended we made co-planning a reality in every school year we talked about the benefits of co-planning and co-teaching between the teachers especially in special education having our creators and classroom teachers working together to plan lessons that can be differentiated for all students in the classroom and further co-teaching in
12:47 am
classrooms has been happening around the district we believe that this can be more fiscal if there are set aside times for teachers to get together and plan their curriculum so when they come into a classroom together they know what they're doing and the children benefit currently, the elementary school level we have 60 minutes of planning at the time set aside barrel enough time we are asking to set aside time for the teachers to get together to make a meaningful realty for our students we be building that we need teachers with reading certificates in every school in the district we have seen an increase in the
12:48 am
literacy specialists in schools people dedicated to help children achieve reading we know that students with disabilities are a majority of the students struggling not only the learning disabled but effects many students with disabled and some not on record the reading certificates are they create specialists in teachers who know how to provide accurate intervention that having could supporter our students with the reading achievement we believe that creating districts benchmark and celebrating the celebrations with benchmark is understanding where we are with the students with you p u we know that we have made great process as a district on our
12:49 am
standardized assessment with the disabled we achieve more than most districts we're asking the district to look at individualized i p goals in having our children with you ps be successful at those schools at what rate are we achieving those are goals are we celebrating what we're doing are we making the achievement oaks we expect to make with the students with the disabilities on their individual goals we're hoping there is a way to successes we all right. have and create new successes in those areas under the section of equitable assess we ask for the access and anecdotally we had our meeting for my son and had
12:50 am
our contents specialist and inclusion teachers and about 3 laptops an overhead laptop and the case manager taking newport's notes on with an laptop and space live is the i e p that is the tool that allows us to write i p throughout the district we were making changes why? because in previous years we've gone back and forth for weeks to get the documents correct before the new services what about signed off we've been able to print things with this technology it i wish every parent had a smooth meeting on monday that would be if i could wish world peace life would be good our next recommendation is
12:51 am
to provide training and access to technology for every classroom i'm at a very privilege school i'll admit my sons classroom as has a smart board and the children with you ps do well central so the teachers have been using it to make touch masking it is for my son is grasping addition and subtraction, however, we notice that some schools have problems and not the same access do technology as other school for example, in my own daughters school her teacher has a printer that doesn't properly print class work and especially the i
12:52 am
e p that families take home with them we're constantly trying for the teacher to find a printer that works we need this kind of technology and some of the simple mechanics for the simple items like printer we want the district a to create a resource center for technology we are lucky to have special ed sarah ash to that has done wonderful things for safe training for the database and to help train many educators on tools that are available, however, the example we would like to present as a best practice would be the technology resource center of marin this is a resource center
12:53 am
that serves the marin district and the schools in marin and consultants with the private schools as well they help to consultant with the dove active and augmented technologies and provide the i e p assistance and loan equipment when families couldn't afford the equipment and have open lap time you such board maker that helps with the scheduling and children need this it is a couple hundred of dollars and is available for all teachers and do webinars and training and parent conversations it's an amazing resource that really is on their website very have a great ipad
12:54 am
that helps learners it is a great resource not only for marin i this is a great model for our district to follow as we move towards our vision 2020 the cac recommends we insure one hundred percent of classrooms with wifi activities although the district that's i states all buildings in the district have wifi assess we find that notal classrooms are assess for wifi for example, a class that livestock e life streams ingratiation of the president's other classrooms does get the same type of access this we find not acceptable if one class is able to live
12:55 am
stream and another not this is not an equal level of education we also recommend that the district provide tarthdz support to help students with you e p for technology skills as mentioned common core test this year will be computer based and many of our students are motor skills and can't use the i p so the support needs to be provided to students maybe additional training for keyboard skills or in some cases training to the teachers and the parents how they are going to help to adapt the training and the mischievous that need to happen there is so much this needs to be done to make it equitable for everyone
12:56 am
but we have very little time to get that done before the testing begins. >> i guess oh, okay participation on all committees we would like to district to insure the special ed voices are part of the all the committees within the district we say that simply because special ed kids are general ed kids all ethnics and sexual orientation and ability skills so wherever we shouldn't our committee our voices to support the special ed shouldn't segregated we're trying to incorporate all of
12:57 am
those kids in the school and their voices to be heard on all issues we would request that translated documents be provided to the family and caregivers in their native language within two weeks of the meeting i went to two meeting those are the documents i got you have a background in law and can tell you special ed law is as difficult as any type of allowing law out there so someone like me to understand this isn't easy if i throw this at someone that is intimated by the language and presented in english as the case it is a little bit hard to get them to honestly be asked to assign this document it is a legal document their children since their
12:58 am
family and children will be held to the services so we do request that translation be an important part of the documentation and lastly all the administrators the principle to make sure they have an understanding of the i e p process because they are in fact the person that needs to sign off and make sure they're in guidance with the issues and the resources are available that are listed on the i e p so we want to encourage that the principles be very involved with the process and our last recommendation involves the inclusive week the first full week of december inclusion is the distinction
12:59 am
educational moves us beyond the problems from the cultural characters when our unburdened with bias our free to enjoy everyone we're pleased that the responses and the response that the cac received while driving forward the celebration of inclusive week 2014 many are standing with us is in defenseless the fifth to stand for education for everyone here we thank the cac and appreciate the cac members present standing special education services department (clapping) support for families with disables united educators of san
