9:13 pm
in june with that, i'd like to have elizabeth to present this item. >> thank you i'm sure you're aware of lamar is the master developer for the former candle stick point area and this includes the revitalization of alice griffith as a mixed income developed with the principles of hope sf an initiative that is implemented by the mayor's office of housing and community development for the cities most distressed housing sites the follower redevelopment agency entered into so d da with the company an affiliate of the lamar which defines the rules and responsibilities related to the work in the candle stick point the blow market rate housing plan or the housing plan component specifically describes
9:14 pm
the rolls and responsibilities of alice griffith lamar will complete the construction and selected salazar for the affordable housing at the site in addition to ocii key alice griffith revitalization includes the san francisco housing authority which is the current owner and operator and the social programs at alice griffith so first i'll give you a background the housing authority applied for and were awarded a $35,000 initiative or ccii grant about 25 point plus grant is for units and for services and community improvement the ccii improvements comes with a
9:15 pm
statutory obligation that a portion the grant be expended and portion by 2017 i'll get into that a little bit later the ccii funds are used phenomenon the first phase of alice griffith alice griffith it going to be redeveloped in 5 phases this shows the phases it will include one to one replacement of the 2 hundred and 56 public housing authority unit and add 2 hundred 48 unit mixed in within the block here's a site map of new development the blocks outlined in red are within la nefarious first phase with the first two phases outlined in blue and the entire new 5 hundred and 4 development outlined in purple the san francisco housing
9:16 pm
authority owns the site to allow the residents from their existing homes the first 3 phases will be constructed on have a doubt land vanity to the occupied you public units it's owned by the housing authority and ocii since we were before you earlier this year with the loan approvals for phases one and two and the transfer land agreement a portion has been transferred to ocii and they'll transfer that state parkland along with the lands we currently own to the housing authority so it will be built on housing authority land once that happens it will be transferred to lamar for over to develop as the inclusions housing as are described this the ccii also since we were last here they have bond and tax
9:17 pm
applications to the committee for phases one and two of alice griffith and we've begun design on phase 3 so today as tiffany mentioned we're requesting a rule of law of a m.d. a that will governor the new land development for the site m.d. a required it includes all parties to the new development including the double objection veefrnz and the housing authority the m.d. a establishes the roles of the authority the c pi and the transformation plan and incorporates the housing are authority policy and finally it facilities the existing site and the parcels to create the new
9:18 pm
site so, now we'll talk about the roles lamar roll is to insure mregsz of the subdivision project and as i mentioned they develop and fund all the infrastructures servicing the development and provide the lots for each phases of the process and lamar is required to provide a master development for each phase of the project and you approved the loan this year for phases one and two did include that subsidy and lamar is responsible for finding the new location of the residents on site now role of m bs to develop the new affordable units and complete all the necessary financing for the project once the new
9:19 pm
projects are banishment ma comic and the affiliate will the new project. >> ocii will convey the land to the housing authority and once the new buildings are built that will house the replacements units we will convey the land currently owned by the housing authority to lamar it's also our role to provide a subsidy as required for the development of each phases as i mentioned the loans you approved included the master development subsidy housing authority responsibilities to implement the relocation plan to submit all subsidy requests to hud and all necessary requests to curling managing the site and
9:20 pm
the existing residents have moved into the new units and as i mentioned the land parcels under the new alice griffith they'll be ground leaving them back to the alice owners one of the key components is land assembly existing alice griffith planned land will create public and private streets and market rate lots blue section here is the land you currently owned by eject includes the parks and the transfer to ocii this summer the red portion of the land is owned by even though housing authority that houses the alice griffith site here you can see the blocks located on the phase boxes 2 and 4 are phases 21st century and
9:21 pm
are scheduled for this january once the new alice griffith is built and the residents have moved to their units the housing authority will convey the part of the new development to ocii those are the workforce and inclusionary housing to be developed by lamar in con formation with the d d i this shows the final built out a the 5 hundred and 4 alice griffith and new affordable units in red the land portions will be owned bid the housing authority and the buildings owned by accident replace active alice griffith owners and the market rate lots i mentioned before another key component is the workforce memorandum of understanding or the mou the parties are the ocii and housing authority and the oewd this
9:22 pm
insures the goals of the hunters point and employment incredible policy the housing authority policy, and ccii policies are meant regarded workforce it establishes the parties rules for alice griffith and under the mou much like the mou for hunters view it services to conduct employment it serves for the referrals and replacements and helps with the data collection and reporting and the housing authority conforms the housing along with the sincereers for referrals for jobs and provides data back to the ocii to track the employment. >> the order of priority for workforce reversals the first had are the combination of the
9:23 pm
ocii priority as established in the pc p obviously with alice griffith residents being the first priority and the rest is established in the z ph bp. >> another item i want to highlight is the development of infrastructure financing we're proposing another issue i'm sure you're aware of lamar is responsible for the costs at alice griffith we're proposing to include those costs for the calculation of tax credits for the first two phases for the reduction will be reduced by $2.2 million each for phases one and two and laura lamar will take responsibility and receive the payment on the loans by
9:24 pm
lamar and finally, i wanted to talk a key ancestry the cash flow it establishes the cash flow among the agencies for each vertical phase the ocii and the housing authority the mou establishes how the cash flow are made to the ocii and others for the loans it includes the subsidies provide for each phases and they'll be lending the phase 13 all repayments go to the mc d as the housing per phase the lessor of the ground lease cash will be paid for rent and the rest for repayment of the ocii and other loans as with hunter's view the
9:25 pm
portion will be held night completion to be used as a source of development funding for alice griffith that have a shortfall so that wraps up my discussion of m.d. a i want to include a reminder in my deadline as mentioned we must have phases one and two completed we're on track and the remaining phase as 3 we're full board on track to start that in october of next year that will allow to be complete in advance of the 2015 deadline to produce those units i also include a picture of the current conditions of affordable care act so this is rendering of the first two phases you can see
9:26 pm
