writing. >> you all would have to accept that. i'm just saying, though, if there was -- at the other meetings we need to know what the content would be for that meeting because we're very clear what the hearing is for. we know for sure that we would use that as one of our second budget discussions with the public. >> perhaps a little history will help. when i first joined the commission and it was a member of the finance committee, we were going through the merger of the department of aging and adult services with the department of human services. that added a certain level of complexity to the budget issues. secondly the budget process itself was considerably more onerous.

consequently the entire budgeting process was much more complicated and required far more public attendance and comment so that we were able to make intelligent recommendations to the full commission. finally, thanks to the extraordinary work of the department, the budget process and the information that we now get, the data that used to overwhelm us, is now information. we are able to make decisions much more clearly and quickly. the process itself is less stressful, the need for six meetings a year has not for the last couple of years been appropriate. and so by stating it the way the committee's recommended, a minimum of one meeting a year, it gives us the flexibility should things become more complicated, should we suddenly get $300 million that we never had anticipated, we can have a meeting to discuss that. we have a great deal of

flexibility this way. i don't really think it needs to be changed. >> okay. any other comments? >> yes, i do have one. >> i want to move that we have a proposal to appropriate so much money to a certain nonprofit organization and this nonprofit organization be doing almost the same program for a number of years and most of the time just the department person, you know, who arranged the contract give us a report. i really urge whoever get the money from the city that the department, the nonprofit organization, should come up and tell us how they are going to use the money, how effective is the money used and what benefit the

recipient gets for all this money that the city put out. >> so i would just remind the commissioners that if the memos that we provide to you are not clear enough then you need to let us know. because that information should be in that memo because the process for contracting and again we can have dave kurdo come in and talk about it, but when we put out the rfp to begin with we have measures, markers, outcomes, however you want to refer to them, in that rfp or whatever it might be and people are responding specifically to what we've asked. there is an outside evaluation of those responses. actually first they are looked at to make sure they

meet minimum qualifications, then an outside review panel reviews them in the context of that rfp or nofa and once we have an understanding of the rankings we can begin to move forward. so if that isn't clear in those memos we need to hear that so that we can make it clear because by the time it's coming to commission that work should have all taken place and we need to make sure that you, along with the rest of the public, really understands what's in those documents. because that's a legal, those have gone through the city attorney as well so we just want to make sure everybody knows. >> commissioner ow. >> can i respond? >> commissioner seriina and then you can respond. >> thank you, anne, for reminding us that the department puts together a very, very thorough

documentation for each and every request that comes before us. secondly, it's important to remember that this commission is free to reject a contract that comes before it if it does not feel is appropriate and it has done so. and so that if a commissioner feels that the information is inadequate or that the purpose of the contract is inappropriate, that can be mentioned at the time that the item is scheduled for discussion on the agenda and if other commissioners agree that contract can be rejected. and it has happened. >> you know --. >> commissioner ow. >> by legislation they created a department of commission on aging and at the same time they created the commission, you know this, and then we supposed to follow all the

policy enunciated by the supervisors and the mayor. and then we know that, you know, reports go in and reports go out and then the commission have a responsibility -- they give us the responsibility, you know, to appropriate money. the mayor put out so much money to certain nonprofits. the supervisors approve of it and then we, the commission, still have to approve. >> i will caution that the mayor and the board are not allowed, nor do they give money to particular nonprofits. there is an entire bidding process. money is allocated by those two entities to departments but then there is a bidding process that goes on and i would just add to what i said about the contracting process. the

controller's office as well reviews the work that we do in our contracting and programming office to make sure we meet the standards that the city has set for contracting and there actually have been changes in the 9 1/2 years i have been here. i have actually seen some changes in the way we do business to more and more just really tighten up and make sure that everyone's really meeting the letter of the law on that, but i think, you know, years ago board of supervisors members had access to different pools of money and they really did allocate those dollars to particular nonprofits but that hasn't happened in the last, i don't know, 8 or 9 years. the controller's office has been very clear on those kinds of things. >> i'm going to move this process because i'm thinking we're getting off in details of the agenda, we're getting off what we're supposed to do. we said at least one committee if certain circumstances call for more

snap-ed contract. >> good morning, commissioners, and director hinton. i wanted to follow-up and provide some information from last month's meeting on the snap-ed project since there was a number of questions about that. i believe you were given two documents that i want to share with you, these are draft documents that we have sent to the state and at the last commission meeting you had approved that we accepted that grant. then in terms of process, we are working on identifying contractors who would be able to provide this service to us and once those contracts are negotiated we will present it to the commission for your review approval. in terms of the snap-ed

project, just a very brief synopsis. we received total of $119,084 from the state and that is the official period is from july through june of next year, so july 2014 and that was july, august and september is considered cycle 1 of the contract period from the state's point of view. and cycle 2 is from october through june. and for this two cycle periods, basically, we did not have any activity or planned any service for the first cycle because there wasn't enough time. however, because of the instructions in the way the state required that we estimate what our expenses are for the first contract period we did so and will kind of quickly go through

that as we review the budget later. in terms of the project, we have three main projects that we have proposed that we will do with this funding. the first one is with the easy urban gardening project and our goal is to select at least three senior center sites or housing sites that meet the snap-ed eligibility in terms of participants and these need to be 1 85 percent of the federal poverty level. with this project there would be nutrition education that goes with it. of course building garden beds that would be appropriate and that also would take into consideration the water situation that we're in. the other project is to

provide, one of the reasons for the gardening project is it helps provide what we call policy systems and environment change and by having these gardens, the seniors would have increased access to more healthy food and by growing some of the fruits and vegetables that they may have there. then another second project is to provide nutrition education and there we have identified ones that would be appropriate that are also approved by the usda and this is the eat smart living strong can urriculum. the third project is more health promotion and that is implementing the tai chi moving for better balance. the idea with that is to contract out with a master trainer who could then

provide train the trainer for providers in the community that are interested in bringing this program back to their agency and then having it at their center to, as another model that they can offer for the seniors who attend the center. so in addition to the health and motion programs we already have, which is the always active program that are at 10 different senior centers throughout the city, the tai chi would be an additional one and would be able to serve our diverse population. so that's sort of a very brief snapshot of what the projects that we will present, that we have planned, and the document has a lot more details as to what our estimated number of participants will be served through direct nutrition education as well as indirect ri
