contracts of this magnitude you would like the board to consider that the full information is provided. >> that is specifically the type of information that i would like to have it per my request to have it. >> are any of the commissioners requesting this item be postponed pending this information? >> no. >> pamela levin, chief financial officer. this is the first time that we come with such a big contract. there are things that we can provide to the public and there are things that we can't provide to the public based on the process that occurred, the process set by the city and county of san francisco. >> i want to be clear. i'm

not asking for the actual bids. i was with a public candidate for a substantial part of my career, i know that we had vendors provide a public response and one for proprietary. i'm not down to that detail, i'm just suggesting that upon conclusion of a project of this nature it would be helpful to know who the panel was and what the criteria were used to make this selection. it's very simple. i went on the website trying to find this document and spent couple of hours trying to do so and i couldn't find anything say all claims data base. >> i think we get kicked out of here at 4:00. >> i'm sure we can do this in the future. i think it's a great idea. i think we need to
4:02 pm
think about before we bring contracts to you because there are many, that we provide all the information to make it so that you are informed, and i totally agree with that. i don't mean to be argumentative. i think it's great and being over the contract area we can provide the information that you want. >> great. thank you. any other questions or comments by commissioners? >> seeing none, can we approve. >> i move that we move this contract and any major models to include the process. >> second. >> it's been moved and second issed. is there any public comment on this item? >> good afternoon commissioners, bob muss scat

public employers committee. we see that as a big step forward, appreciate the hard work from staff and bringing this to its conclusion and would urge your adoption today. it's another area where we all get to work together. benefits both the taxpayers and active and retired employees. it's a very smart thing to do. we appreciate the effort and follow through here. thank you very much. >> thank you and to be clear i don't think anyone is expressing concern about the process, we just want to make sure the process is transparent within the extent of the law. all right. the item has been moved and second ed. all in favor say, "aye". >> aye. >> any opposed? all right. item is approved. next item.

city clerk: item 136789 roort on the 2014 siiu collective bargaining agreement. deputy city attorney. >> this is was relative to low cost with labor on those issues. this is in response to that request and you can see from the current mou specifically paragraph 477 which discusses who comprises the committee with 4 city appoint easy two of which can be hs appointees. i will

refer this to catherine day dod. >> there is supposed to be a meeting. to date there is no meeting. we will participate in the labor management wellness committee which include all of labor, not just seiu local 21. we do that without even being petitioned willingly, so i think it's a wait and see. but there is no obligation on our part. >> is this just seiu that we would be meeting with? >> yes. >> is this open to the public?
4:06 pm
>> i think dhr meeting doesn't fall within the brown act. i think they are not open to the public but i can check on that. >> i think that applies in the face of the sunshine rules especially when meeting with one vendor. we are supposed to apply with one meeting and we are to include the public. >> i said on the community on wellness that i would not bring information to them before it had gone to the board so that if they want a separate update to ask specific questions, that's fine, but i'm not, if i have an award presentation i'm going to make in two 2 weeks and i have a management meeting, it will go before you before it goes before any

other body. it's still behind closed doors. >> since i raised the question, thank you for bringing the legislation to my attention and thank you for the update. i just wanted to raise a broader question about staff resource, time to engage in these kinds of processes and it's a question mark. it was a question mark when it was done and it was a question mark when it was reported by the director and it still remains a question mark today. the fact that we have not expended on it to date doesn't worry me. i think i very much align with commissioner breslin in terms of the appearance of this when there is a wide range of constituencies supported by this system. i recognize the

labor negotiations are what they are and we maybe called to execute under this but it would be with great reluctance from this commission if we actually do it. >> it does say maybe hss appointees. >> i think that's the point. this is discretionary to hhs. i'm assuming hhs gets invited to all sorts of meetings and labor unions are not vendors as i think we generally conceive them as contracting. >> my emphasis on this before we can have labor issues involved in this and i would recommend that you do this instead of swaushing squashing this effort. is there any other questions or
4:09 pm
comments by commissioners? >> any public comment on this item? >> >> good afternoon, rebecca ryan municipal executive. just to be clear the union back in 2012 negotiated the joint labor management committee on health and wellness. that committee has met on multiple occasions since it's inception and continues to meet. it isn't as if with all do respect that only one union has concern with this issue regardless of what happens with their contractual obligation, the joint labor management committee on health and wellness will continue to meet with the participation with many of the unions throughout the city and we look forward to a continued collaboration with this board as we move forward to try and as always

protect the benefits and keep cost down and make sure that we keep our promises to our retired and active employees. thanks. >> this you for that reminder. then i would comment that making hhs going to multiple meetings seems like a waste of their time. >> we pointed that out to seiu. >> any discussion on this item? >> seeing none, next item. city clerk: follow up from the united health care on urgent care facilities. >> good afternoon, my name is jennifer ma goon with united health care, we are here to

4:12 pm
we've been testing for the last week and we also provided some review over the accounts as well. with that, what we did find was that there was a call with human error and based on that we are going to continue to identify ways to train the individuals to continue to focus on training as well as coaching individually one on one. >> thank you. questions, comments from commissioners? >> yeah, i made a couple of phone calls again and had a couple people make phone calls. the anybody that's on the back of the card, one of the numbers should probably be eliminated in my opinion because it was so aggravating and actually the nurse hotline is the best number but that is not in the back of the cards.
4:13 pm
the 866-210, they turned me to the emergency room. i couldn't get passed that at all. i couldn't get passed another prompt to snd me someplace else. that's not a good number to be on the back of your card. the 888 number on the back of the card too, that is okay, that worked okay after a couple of attempts. the first time the person gave me a place in sacramento, but the second time that person got it right. so somebody was working on that one. but this other number is i'm not sure why. have you sent out your cards yet for the new year? okay, i would be looking at the back of your cards to make sure you have appropriate contacts because that's where people will be contacting, and i saw the other day the
4:14 pm
emergency room is one of the biggest cost drivers and i want to make sure people don't get the run around when they have a bloody finger and i had a referral to ocean avenue which was another error. you realize there is an error and you are going to be working on this. okay. i would like to have you report back maybe not next month but the following month for sure. as soon as possible to get this done, maybe next month on the agenda to have this on again oovment i think your point about the numbers on the back of the card you can report to us what you will put on the card before january. >> before you do it so we can test them. >> every annual open enrollment is part of our process for the staff to

>> thank you. this used to be the last chance opportunity. no. 1, i hope that all of the blue shield retirees, the plus 65s were checked for open enrollment because we had a couple more people that they checked and they had problems and they were trying to call blue shield and we said call health service first if your information says you were inadvertently put in the plan and you should be in the 65 plus. i understand the retirement board is having' retry -- retreat through cortex and it's been many many years since this board has had a retreat. i would suggest that in terms of evaluations and retreats that we keep cortex and we recognize

their ability and i was reminded when i saw the retreat schedule for the board. it's changed over time and i think it would be very valuable to consider both for board retreat and education. last item i would like to commend the staff for open enrollment and wellness. i think our staff is incredible. they really are. they are outstanding. welcome back rosemary. i'm so excited that she's back, of course after open enrollment, smart girl. and jeanne, i remember you from the past and it's so gratifying to having you back on the board and i think your expertise serves us well and i'm sad to hear that you are resigning because i was looking forward to your presidencyey and what else

we have no emphasis on winning we only have an emphasis on learning and trying as hard as they can that's it and the chips fall where they may. when students leave our program whether or not adults or kids they'll have a mechanical understanding of what they have. you don't have to be 7 feet tall or be super faster but you do need skwil. once you teach kids how to have control over the tennis courts they'll master. please invest
