about 20 years purple line is san francisco and there's definitely we saw decline in this industry in san francisco since 1990 but about 2006 those industries started to pick up again and manufacturing starred to pick up again, this data is through 2012 and anecdotally the businesses have continued to there and grow and expand in san francisco this shows particularly you'll call your attention to the status on the bottom right shows san francisco manufacturing food and beverage manufacturing and distribution is 25 percent of san francisco's production and distribution differences about a quarter of our distribution industries in san francisco it's quite significant and this shows the wages you can't see it but the took up
5:01 am
fabulous is age over 80 thousand for acholic beverage sale it's an average number on the high ends all of the numbers in orange really show that the salaries are very expensive comparisons to food retail especially and again those are jobs that folks can come in out of gate and achieve in a way that those jobs are presenting a career lard to start out as invoicing clerk with oath distribution in the job training that was why it was important that in maintaining those job is critical some status as of 2012 san francisco had 3 hundred and 70 food and distribution firms
5:02 am
employing age over 5 thousand workers we had the highest among the counties with nearly 3 thousand employees and our food and manufacturing employed about one thousand 8 hearsay workers in bakerries this shows where approximately the manufacturing businesses are a located certainly located on the eastern side of the city and this shows where our disrespects are located in the produce market and they cluster in the areas where we have light industrial and favorably zoning. >> so we myself and oewd in calculation with spur and the action committee had a business
5:03 am
meeting with 60 businesses attending and giving us interesting feedback and what we can do for which there was a lot of really nice feedback in the room about how people really appreciated the fact that san francisco a city of san francisco cares about what they care about we spent a half day working through the issues those are the took up challenges that rose up to the top those are the main ones i'll go through them to address them first is affordable and suitable space those are the folks that have a hard time making rent the amount of space is increasing so
5:04 am
they have a tough time making their rent and tough time finding affordable and suitable sacrifice we work with commission driven nonprofits and different kinds of models like spaces made and sf made they annuity the strategist manufacturing to look at the mofldz it create new spaces and working with oewd to insure there's enforcement of the space for pdr uses and as opposed to letting office space or other kinds of space encroach on land that's industrial next is technical assistance helping those folks understand city processes and especially those were ervin is not they're first language to make the city
5:05 am
process more understandable and easy for them to get into the market and open and grow their spaces here we're looking at creating a new position with the oewd or possibly resigned staff to support those businesses fully dedicated position to help the businesses stay and grow in san francisco promoting new and existing training opportunity and looking to form manufacturing and distribution merchants association and alliance because although sf made does a fantastic job representing the manufacturing in san francisco this is a cluster and they thrive when we talk to each other we want to help them come together and look at it sharing space and workforce
5:06 am
speaking of workforce this is our third 3 out of 4 recommendations the workforce retention it's hard for folks to keep those jobs here for many reasons some of it is relate to affordable housing and some communicated issues but we want to make sure we're employing folks who actually live in san francisco so we're looking at establishing possible new local workforce tax credits or at least helping folks understand how they can access existing tax credits and working with the workforce part of oewd to really advertise and enhance the training and job placement programs fourth is access and mobility i think it hit home for me when i toured the hotel market around 9
5:07 am
amy was starting my day and folks were wrapping they travel all times of days and the transportation is largely built to get people downtown sometimes those folks don't have a way to get to downtown and their commutes are longer we're working closely with sfmta they've been supportive of the work to look at how to help the businesses and we are working with the entertainment commission which is looking at improving late night access. >> so that's all i wanted to say to you today i guess the only other thing to extend my gratitude to the steering committee folks that collaborated with us in the development of the report all of the small businesses that attend
5:08 am
our forum and answered the survey questions the planning department and the office of economic workforce development is committed to recommend a implementations in the report if you have any questions, i'll be happy to answer them. >> thank you for the presentation we'll take public comment first and the commissions may ask questions. >> any public comment on this item? okay seeing none, public comment is closed commissioner antonini. >> well, a few things milestone might be instructive i know of a number of individuals that own food and who own murdering most not able the family that were born in san francisco and have moved about 10 or 15 years ago to brisbane and it is instructive if you talk to them
5:09 am
ever or on that fit the category to find out the reasons usually the reaps are not the ones i've stated in our presentation although those could be so many they were concerned about the taxation policies in san francisco to some degree we've eliminated the payroll tax this was a huge incentive and crime around the distribution center and parking for their employees which is a challenge in san francisco and many of the employees in san francisco do drive and they need to be able to park and access the plant and then the general process of the city where the amount of time it takes to get anything approved and done and to a lessor degree degree is distribution issues we can't change we're an peninsula
5:10 am
surround by water there's breweries and coffee companies if their owned by national or international firms are going to locate in an area where distribution is easy some of the other firms that are worthy looking at i don't know the name of the beer disrespect they're from bay area and now have bigger brands columbus advertises in san francisco but the eye cream of san francisco is not in san francisco there are many of those we lost jumping by a enjoys to the east bay i think it would be worth to identify as many of those companies as possible and ask them why they moved and try to enlarge our
5:11 am
listed and also most of you mentioned we were like number 3 among the counties in the bay area in the amount of product we produce we should be number one we have 35 hundred restaurants and i and probably more consumption in the bay area because a lot of the people come here between visitors or tourist or people that work and may not live here and take advantage of our food services on the retail basis so it makes sense most of the firms are bringing a large percentage of their product into san francisco from somewhere else and if we're able to provide a site this seems like there's a lot of spaces by caesar chavez that could be
5:12 am
easily utilized by those companies in small hard to get to spaces for other used for housing so that would be my suggestions to continue to work with those people to try to attract more firms to the city. >> thank you commissioner johnson. >> thank you first fantastic job on the report. >> he all the staff and the consultants that worked on it it realize the street support pretty good a few of the things i want to start off by talking about one the ideas that of how to promote pdr space and food and beverage the idea of cd kc's for creating space in their typically thought of affordable housing but you could use a cd c for anything there's definitely
5:13 am
a number of tax credits men's in the strategy as a local and national level as types of funding sores sources that could be grouped together by a cd c in a financing strategy to find the space for the food clusters i don't know how much can be done but love for that idea to be broadcast more widely the government can only necessarily sxorn or sponsor a cd c but that affordable housing is not the only type of cd c possible you might find enterprising individuals that my want to experiment with that on transit community issues i've actually you know from my work in redevelopments i've seen the
5:14 am
kitchens operating if bayview that started out in bayview and other locations i definitely understand the late night and early morning issues those workers have i toured the market and in 8 o'clock in the morning they're down at midnight they work all night and six or seven they're going to eat breakfast i get the issue the only thing i'll sigh this goes back to who we were talking about court reporting land use with transportation there's it is all well and good to say we need late night muni and more extension lines that go beyond the third street corridor and especially into the southeast but the only riders are the employees for pdr you
5:15 am
don't have that ridership where do you get the revenue to run out the services for extra lines of t all night i might say just like there was the idea of cd c as a way to fund the pdr space for food and beverage call the individuals to start the services or potentially do partnerships with new or existing ride sharing companies that's an mta discussion but i don't think the only solution is what can we do to expand the muni lines we don't have the ridership to pull the money from other infrastructure or improvements that are needed to
5:16 am
the muni system frankly from the southeast i don't think to get the minds of the people going you notice that there were status for the space and size and nothing between 3 thousand to 5 thousand square feet and may not be a little less or more talking about the new ideas to broadcast out to people is that it's not just about having the warehouses on the outskirts of the city boo-hoo 80 how to incorporate those into central selma into other crossroads including do transit i think about the 5 thousand square feet as a lot of space but the midsize restaurants they're not
5:17 am
that being and punts u opportunities one of the rebates in south san francisco and alamed because you can't compete that the real estate costs thirty bucks a secret to operate and 20th about it you have to do increases for improvements that's the way more than you'll pay for anywhere else and even the produce market struggles with that in terms of a bigger broadcasting effort. >> thank you commissioner hillis. >> just a question on the note in the report this cluster is growing do you know if the pdr zoning is working is it growing in pdr zones and not growing
5:18 am
elsewhere i was surprised it was growing you showed the map that the pdrs areas are silencing. >> not off the top of my head but the businesses are growing in the pdr area and the pdr legislation that was passed to allowed for mixed retail and manufacturing pdr use coupled together that is a popular business model magnolia breweries is an example their producing the beer on site and selling the beer at the same time and the area around the market and dog patch and a lot of businesses like that that's where you're seeing the growth where the businesses couple with the retail space at the same time. >> commissioner moore. >> i just wanted to thank you
5:19 am
for the reports the visible report was good the question i want to comment on the strengths of tying this discussion to pdr and this lead to pdr it is important we have sf made and other instances but that makes it easier for us to understand by which pdr is threatened and needs to be protected the question is the city statement to be a green city have you looked at the urban farming and providing product and shortening this from supplier to source in the city and what policy do you have regarding protecting the
5:20 am
agricultural region as short distances from growing to consuming are part of the model. >> from urban agricultural it was created for a category to urban farming in san francisco and one of the first in the city we're a pioneer in looking at the agricultural in the city that's fantastic and helped a lot some of the other legislation passed 8551 and city level creates tax deductions for keeping land in urban farming while it sits vacant so it's been definitely one important metabolism and moving the needle
5:21 am
forward an urban automatic and the city has a newly created agricultural added department of rec that program looks at cutting down the wait list to grow food and looking at developing resource centers to provide the composite materials and other tools the city is definitely doing the best they can to move the needle forward. >> thank you commissioner fong. >> this is a beautiful report the photos show the direction i had an opportunity to sit at the sf made breakfast if you could bottle that energy i wish i could show you this is the creativity of san francisco and the sort of bitter of the artist
5:22 am
and movement which is huge for san francisco so going forward i'll be supportive if and all policies to preserve and protect this sector. >> thank you director ram. >> wanted to thank diane and oewd for their work and the partners we're seeing growth in many sectors of pdr and after many years of decline in the city and frankly general prospective that pdr businesses don't want to be in the city as changed and it's created the challenge for us and how we develop new pdr space because pdr businesses can't afford the rent in a brand new building so based on the zoning you've approved it is the mixed office it was an experiment to see if it would work and the pdr businesses what move into
5:23 am
subsidize spaces it is interesting we're seeing this growth it's partly partly because of the groekt that congresswoman mentioned but the desire to people to broaden their view of putting together a business it's an interesting moment in the city's he history for some of the uses that the businesses are moving spots neighborhoods i look forward to working and want to reiterate what the department is condominium to the working with oewd to put together the measures. >> i wanted to ask one follow-up question i believe i heard you say there's an interest in enforcement on existing pdr space to make sure there's not encroachment is a i say about how the nuts and bolts how it works. >> i'm probably not the
5:24 am
residents expert but i'll say that the understanding that is a focused and extensive outreach campaign working with the office uses and existing pdr uses and folks who are making proposals to the department for office uses and office spaces so we really understand what is required for that space and what the zoning how to manage the zoning designations and to really to follow up on complaints from folks with are calling into the planning department to the enforcement traem team to make sure we're not seeing that kind of encroachment. >> those are two components looking one office that was inappropriately convert we're looking to make sure we look at the building owners before they
5:25 am
convert some buildings are illegal converted so you've seen a couple of those they converted to utilize space there's the good news there's a much broader constituency and the educational side is important. >> thank you for your report. >> thank you firing comments. >> commissioners commissioners, if there's nothing further we can move on to item 10 this is a planning code amendment to allow the above the height limit for hospital equipment. >> good afternoon commissioner president wu and members of the commission commissioner burns this is an ordinance to allow the exemption for hospital mechanic equipment
5:26 am
to amend the planning code for the height and bulk district and they're loading to the horizontal area the roof and maybe increased to thirty foot and the mechanic equipment and that is necessary to the building have examples of such features the proposed feature is for legal non-compliant structures will be permitted to add equipment without limitations only others area the new equipment can't be higher been the rooftop enclosure and max it must be necessary for the function of the building and no other evils exist tennis or since the hearing the ordinances has been amended to stipulate
5:27 am
any equipment out of service must be removed prior to the installation of rooftop equipment to date we've received no complains we recommend the approval for the proposed equipment for the burn center one of the few burn centers in the bay area to upgrade it's facilities to comply with the medical best practices and the pamphlet is targeted for the projects but sets checks for heights and the requirements will caliber the net of the equipment and maximum equipment to insure only the vial equipment is installed and it is consistent with the general plan that concludes my presentation. i'm happy to answer questions. >> thank you are we taking a
5:28 am
presentation from the project sponsor? >> good afternoon. i'm abby for the community health and as i sat down and the earlier hearing and been explained by staff burn center is a vial resource to our bay area and the approval of that exemption about allow us to proceed with the expansion project we appreciate your support i'm here and technical expert with me to answer our questions. >> opening it up for public comment any public comment on this item? okay seeing none, public comment is closed commissioner moore. >> i want to let the commission know i got a cal state university from the public
5:29 am
outreach advocacy who respond to my comment regarding obsolete rooftop equipment i understand that the department has changed the general description and happy to hear that that doesn't mean that any equipment parking space used for cost or other modifications wouldn't stay but it's obsolete stuff on many roofs in the city didn't makes sense it sits there and sits there and if we're interested if the future to consider panels or approvals this is preparing a clean slate where everybody obeys the same rules so i appreciate that and i move to approve. >> second. >> thank you commissioner antonini. >> yeah. i'm supportive this makes sense particular reference to st. francis as if the staff
5:30 am
report the degree of non-conforming percentage the rooftop changes slightly and allows the burn unit that is essential to operate and in no way does 80 this edition rise above the revolt enclosure and this is blend in well i'm supportive of this i think it will be plausible to another hospital situation if one arises in the future. >> expirations a we have a motion and a second to adapt the elements for approval. commissioner antonini commissioner hillis commissioner johnson commissioner moore commissioner richards commissioner fong commissioner president wu so moved, commissioners, that motion passes unanimously 7 to zero and places you on
