specifically why i've asked did executive director to respond to the letter so i can pull it altogether and not get into people's schedule and not improperly responding before the vote takes place. >> so offers to meet were made. >> yes. >> so the materials that have been presented to us by staff mr. coke particularly were those turned over to her. >> they were public documents i think they were provided directly to mr. young in particular and whether they read them or not is another issue they were voluminous and, yes access to all the material by staff. >> so show you we've made effort to address people i i know there are opportunities to
6:01 pm
meet at their requests we've been accused of proposalstizing i make the statement in the june meeting we have a duty to educate the madam clerk, any other business before this committee? members to see why we come to the recommendations i want to make sure that staff in their best efforts to the members to explain what we're doing and there are vacuums of information and actually on with an thing on the information that the issue of urgent care to see was brought up when i talked about the non-traditional issues. >> commissioner myburg. >> if you will, i've been a educator for a long time one must communicate in the person asking the lawns there's
6:02 pm
a lot of eventual nuance things there's questions it makes sense to invite a response to questions rather than searching throw the volumes of information yes indeed the answer is in there someplace i'll concur that s c l u as well as all the members are due a response directly to the questions and that's what education it all about people ask questions and get answers process till's a repeating over and over and over and over the same points and i think that is more disprescription so the members are due a response i concur they deserve a direct answer to the response as a educator one must
6:03 pm
communicate in the language of members i don't know the members know what sing a song full of the faith that the dark past has taught us, to say is those average member knows those are a higher risk. >> i want to reiterate we're doing what we or were asked to do reach out to marge resident young to start the discussion on the questions and as president mathsd indicated we're in the process of providing the information and pointing out where the information is. >> thank you for your report. >> commissioners. >> i wanted to be at the board meeting left lane because the meeting what about here at the 8 o'clock for the meeting to meet and special meeting for 3.
6:04 pm
>> i'll keep it i'm not a fan of people talking meetings i think it's customer friendly to get the meeting set and not move the meeting by moving the deferred coming we're taking someone that people rely open over a 12 month incredibly i don't mind a refresher. >> to conform special board meeting single item staffs recommendation will be held start at one p.m. at it location an december 3rd. >> thank you. >> perfect. >> great we have a closed session item that's next could
6:05 pm
you please call that 0 do we do closed session here or move. >> unfortunately, we ask the public to move. >> i'll open up to public comment item for the closed session seeing none, i'll close public comment and ask the members of the public to clear the room for the closed session it item. >> do you have your car double-parked (laughter) malia. >> all right. it is 415 we just come out u cat of closed session no items to report to disclose or not disclose. >> i'll move no disclosure.

6:16 pm
you'll hear a lot of stories of great braver but a i'm thinking about what theme we are that going to use this evening i went back about a month and a half ago the chief of police put out a belittling we get two or three the title of the poetry to help people ladies and gentlemen, this is we they do everyday you'll see the extreme version tonight but everyday officers on the street and every inviting night and they help people i thought about what example what you use and again, this happened recently a couple of days ago a hispanic female that had a language barrier on the fifth floor and needed someone to help her it was a domestic
6:17 pm
violence you have to understand a domestic violence that unit is only 20 or thirty feet away from the chiefs office she went in there and there was an officer that could have sent her down others howl u hall the officer took the information she walked out and felt good about coming to the police department and getting help that was a i'm going to put you up front that was this officer (clapping) that so me as the epitomize of helping people you'll see that tonight without further ado i'm going to let you hear from our chief of police commissioner maufas. >> thank you. good evening, everyone on behalf of my
6:18 pm
colleagues on the commission it's real an honor to stand here tonight and acknowledge the heros that walk among us in the police department now more than ever it feels like a good time to honor the best of the police department what we're here to honor is tall order braver above and beyond the call of duty a tough standard because the call of diet is high serving the people in the city we be honor the heros to do that to protect and serve but it seems and you'll hear shortly among this group as cheri's take care said uncommon valor was the common virtual we'll honor those who knowingly pursued armed suspects and were fired on over and over charges
6:19 pm
with the weapon one officer that with an ran into 00 burning building and honor the officers that charged into an aircraft that could have easily imported into a ball of fire to rescue people each of you have made the city proud but the most extraordinarily see he thing about most of you, you doesn't do it for the that's correct the award or recognition you did it because you come to work everyday to help people and have serve the city and keep us safe without expectation of award or praise so for many tonight might be hard, hard to hear people talk about you and how braver and heroic uncomfortably with the praise and recognize i see some of i shuttling in our
6:20 pm
chairs keep in mind tonight is as much for the rest of us as for you a reminder to all of us of what you do everyday what you and your families put on the line in service and if you're here to watch our mom or dad get an award will you raise your hand it's about you too your mom and dad is a her and this city is proud thank you for shaish sharing them with us thank you to each of you for your service and valor and the sacrifice you and your family make to the city i'm humbled to witness our braver as a ralph what so proudly we hailed at the twilight's last gleaming? emerson those only safety in valor be safe
6:21 pm
(clapping) thank you commissioner maufas now from the chief greg suhr (clapping.) good evening this is our big night and it seems perfect it is situated over veterans day when we remember all those men and women in the armed services that did everything to preserve everything we get to do if this country two days before one of the most harrowing earning in the history of the san francisco police commission that took place on november 1819934 we lost a police with is where hundreds of rounds of ammunition
6:22 pm
were traded and after that several officers received medal of valor when for not going away when we cough and the officer received a gold metal on the night of november 13, 1994, it was mentioned that this female officers she will not get a medal of valor that's her job (laughter) i don't see that to be funny but demonstrate some range at the world series pretty much every police and across town we droo took a lot of stuff oath conversation a lot of boltsz were thrown and officers stood their ground to make sure that citizens were not harmed and
6:23 pm
property damaged and no one gets a metal it is not fun that's our job so far this year san francisco police officers have taken 9 hundred plus guns off the streets of san francisco obviously that's a dangerous time but we're probably at an all-time low for homicides in the city because there's 9 hundred less guns and those officers will get metals for that these officers way past all those things i described so if he could i'll read how they got here but to start with another round of applause (clapping) so how do you get a metal and how do you arrive here tonight to get a medal of valor in the
6:24 pm
san francisco police commission you have to meet one of the thresholds i'll start with the browns medal of valor the departments third highest of award for the medal of valor the member of the awards committee shall evaluate the risk of danger and determine whether a silver or browns shall be grant if you do not meet the threshold of a silver there's a browns the silver medal of valor is the departments second highest metal only with the following mementos an officer modifies brafrz in the perform of his duties nicks that are not regard for a medal of valor and the knowledge of the danger involved or a reasonable person assumes hires
6:25 pm
life is in danger where the officer accomplished the objective or was present by circumstances beyond his or her control silver melted is a big deal and browns is a big deal at gold is the biggest it is merited when the following elements exist outstanding braver above and beyond or failure to stack such action not justifying danger and when the officer has sufficient time to evaluate and went forward make sure it was to justify the risk and officer accomplished the objective or prevented only by occurring disabling injuries or death hard to get a gold metal so the way you get a metal is you have to you have to do something
6:26 pm
that's a start and then somebody has to think it's outing outside of what your job is and eager to hear from some of the officers when we interviewed them the day of the metals many of them said they were just doing their job when you hear the stories it's morning that at this point the champion they take to seriously building they should make a recommendation of the medal of valor they write it up to an awards committee and the 3 captains for a period of 6 months decide which officers and they actually separated officers out and move officers forward and ask follow-up questions and sent to the full screening
6:27 pm
committee in order to be in the room where those metals are actually considered and voted on only civic center captains of which are 31 or a member of the command staff sits in the room with the police commission that is non-voting and this commission skrertd commissioner monroe the number of years of experience steadies $1,000.02 or three times there's a lot of experience in the room and a lot of personalities and the men and women in that room to say it's a group is an understatement there are huge argument and people that haven't spoken together but it comes down to the voting we do it sounds like old but we're very traditional police department and second older in the country it's done with a
6:28 pm
wooden box from the before the turn the singularity full of marbles i know sometimes when the officers see it they think we've lost our marbles we take it seriously and as you vote the 40 some odd police officers you have to get 2/3rd's of voting officers to get the metal and the marbles are added so that's absolutely no way to rig this game process is protracted on purpose and the metals are earned without further ado let's get to the reading of some pretty incredible stories of pretty incredible men and women thank you (clapping). >> thank you, chief i missed one i want to thank the
6:29 pm
sergeants many darcy for the beautiful rendition of our color guard (clapping) and as a side note the team leaders is going to receive a metal tonight so as the chef said let's get to it first i'm going to call the captain up to read the citation first captain robert o'sullivan from the bay area station thank you (clapping) may have officer lee, more and more are a, right meier and actually son thank you
