five percent or so, and so why are they, not even, why should they even be close to equal, the contingencies? >> yeah, it is four percent of the ordered trade packages. and so, we started out with the 36.4 million dollars, contingency and in the budget. our current balance, is 43.9 million because some of that is utilized for the construction changes. we are increasing it because our award package are above our budget and so every time that we order a package we have to set aside the four percent so that additional focus on increases the contingency to 48.4 and so, part of the money that we are taking from the construction contingency to bid out the remaining packages part of that money goes to increase

the second column and the and this is our current contingency balance which is the 123, and in that balance, we have 54.5 million dollars, in construction contingency and 32.9, and 15 million in program reserves. and the design of the 2.7, and the 18.7 escalation and it will be utilized as we award the trade package and what remains is the 54 and the 32 and 15. and so fund the difference between the estimates and the budgets for the upcoming trade packages we will expect that we need to draw, 22.7 million from the construction contingency and also utilize the 26 million from the pending block five and when we draw up the 22.7 million, and 5.35 of that will

go to increase it and so we may not, and the construction contingency but we will be more restrictive to use. and then, if we bid everything out, and in accordance with the cng estimate and we will have 85.2 million in program reserve and contingency and of which will be program reserves. >> and if you can compare the 85.2, to the recent fdr report and the fda recommended 159 million dollars. >> okay. >> and i did want to clarify one thing for director reiskin. the 1.899 budget that we brought to the board in july of 2013, did include, 35 million in at alternates and they were going from the ceiling to the metal ceiling so that we can achieve the 1.899. >> that is what i was referring to. >> we need a motion to approval on the last item, right? >> is there a motion for approval

feelings and organizations that you belong to its very much appreciative i think back i've served on this commission for seven years i can count on one hand houch how many times someone has thanked me for my public service i'm thanking e thanking you although i might disagree from time to time its important for this commission to get public comment i say thank you to all of you i also want to add in that vein at this point is the time to talk about general ideas concerns that you have once we get into the agenda and we're talking about individuals items i would request that you on speak t to that item.

about what this commission can and can't do as a relates to public comment i i know under the free speech information act over the sunshine act or the brown act there's rules it will go a long way to clarify the list of the public engagement i feel because i'm a union man, i often am subsidy to those union meetings to that kind of provacative comment it is intended honestly to shed light on the issues but it becomes undulyly political so get noreen to draft something to move in a direction that commissioner caen and kind of reaffirm our understanding of that line item on the agenda i'll appreciate

>> yes. commission. >> thank you i would like to ask that staff explorer the possibility of building for water consumption on a cubeic basis as opposed to a hundred cubeic base that's our practice let me give an explanation in my case i in our householder we use between two and three units that's two and three one hundred cubic feet per month a little over 2 but under 3 the result any monthly bill for water is for one months it's for two and for 3 even though my water usage doesn't change that means some months i'm paying 50

percent more for in change in my consumption as we send a signal about conservation to our rates we should make those rates robust to usage as we possible can a that's my thinking i would hope that number one it didn't require any change in the rate structure and about or will be the same unit prices is how we implement it i don't know there's law to accommodate it it if we could accommodate it awhile it's before us or wait until the next cycle so be it but hopefully more quickly than that thank you. >> sure we'll definitely look at that we've had conversation about changing it to gallons that's one of the things we've talked about and other waters
