go to our 2:00 p.m. special order. madam clerk? >> the first item of business is the mayor's appearance before the board. no questions were submitted from eligible supervisors representing the even districts. the honorable lee is present in the chamber and is welcome to address the board of supervisors for up to five minutes. >> under the city charter, the mayor is to appear in front of our board once a month and with that i welcome mayor lee. if you have any comments you'd like to make. >> good afternoon. thank you, president chiu, members of the board, and thank you for our residents being here today as well. since there are no formal questions, what i want to do is just say thank you to the board of supervisors for working with me on so many important measures that were passed by our voters last election. we have a very strong foundation going forward for the next 25 years for our children's fund and our public education enrichment fund.

you have my promise to continue that foundation and provide the programs to support for families. we, of course, passed a very difficult yet successful transportation bond and i want to work with all of you to reduce traffic fatalities in the city. so, a strong commitment of all the projects identified for vision zero, there is some 40 of them now. we have made progress and completed nine of them and we will be completing even more aggressively. these pedestrian safety programs. ~ we have passed a strong parks measure that helps with families yet again and we have an embraced housing goal of 30,000 units of housing with at least a third of them firmly affordable low-income, and we will be aggressive in building that housing. finally, i just want to say again, thank you to the entire board for joining me in raising our city's minimum wage to $15

an hour by 2018. this is all part of a strong affordability agenda and i look forward to working with all of you. with that, i will also say congratulations to our department of animal care and control. they have with their friends identified today as the mayor of san francisco for freda day. so i'm going to go out and take a picture of our favorite dog and make sure we support our animal care and control division. with that, going back to work and thank you very much. congratulations to all of us. >> thank you, mr. mayor. and with that, why don't we go to our consent agenda. madam clerk. >> mr. president, supervisor campos is not in the chamber. if he is not excused, i will call his name and he will be marked absent. >> is there a notion to excuse supervisor campos? motion by supervisor farrell, seconded by supervisor kim without objection, supervisor campos is excused.

>> thank you, mr. president. colleagues, this legislation will for the first time put into place clear policies and directives around the street light system in san francisco. as you know, street lights and the level of lighting on our streets have a direct impact on the lives of everyone in our city. they enhance public safety and neighborhood quality of life. they support an active nighttime environmental. but our street light system unfortunately is failing and has been failing for quite sometime. san francisco's existing street lights are old. they were installed in an era when our streets were envisioned more as freeways for the sole purpose of moving car traffic along and they have many millions of dollars of deferred maintenance. my office, and i'm sure all of your offices as well, receive frequent phone calls and e-mails from constituents concerned over the lack of lighting along a particular

street or a street light that's been burned out for weeks or a street light that is tall because it's focused more on lighting the street as opposed to the sidewalk that a street [speaker not understood] reaching the sidewalk. a well maintained street light system is a very important priority for this city and yet our street light system continues to struggle. we really do not have a proactive effort to modernize or upgrade our street light system. one of the challenges for the public and for our city agencies as well is even figuring out who owns what particular street light, whether it's the san francisco puc or pg&e. currently about 60% of street lights are maintained by the city and 40% are maintained and owned by pg&e. i've held two oversight hearings at the land use committee on street lights over the last few years and one of the significant issue that

we've identified has been inconsistent maintenance practices between the puc and pg&e and the challenge that our residents often have in trying even to figure out who or where to call when a light needs service. last year a street light on guerrero street collapsed and fell over into the middle of the street. luckily no one was injured. when the puc investigated, it found that the entire corridor on guerrero from market street to cesar chavez street was -- each and every light needed to be replaced. they were deteriorated and in terrible shape. this is a public safety issue that we absolutely should not have. unfortunately, when the puc did replace those lights, it did so without converting them to pedestrian-scale lighting and without upgrading them to led technology. this is an example of a major missed opportunity. we should be upgrading to l-e-d to save energy and to increase lighting levels and we should

be transitioning our street light system to provide better lighting for pedestrians on sidewalks. the city's response to street light issues is both piecemeal and reactive. we haven't even allocated necessary resource he to think long term. the puc until very recently was spending a mere $250,000 a year to maintain almost 25,000 street lights. earlier this year i worked closely with the mayor's office and the puc to identify $9 million in new funds to help deal with some of the massive deferred maintenance on our street lights and that is a step forward, but it is not enough. today's legislation will provide a policy framework for how the city addresses its street lights. this is a vision for our street light system. it's a policy that will apply to all agencies including the s.f. public utilities commission and other agencies during street light projects. it clearly defines it is the city's policy to have a single

municipally owned and managed street light system. it will make it the official policy for san francisco for the puc to eventually acquire pg&e street lights. it will make it the official policy of san francisco to include pedestrian level lighting when there is a need to do so. it will make it official city policy to upgrade all of our street lights to l-e-d lighting and it will provide a clear and consistent time frame for responding to maintenance issues, specifically 48 hours from the reporting of a burned out light to the light being fixed. colleagues, i ask for your support today and i want to thank supervisor cohen and supervisor breed for their co-sponsorship. >> colleagues, can we take this item same house same call? without objection this ordinance is passed on first reading [gavel] >> item 10 '02 1 is a [speaker not understood] to occupy portion of the public right-of-way to construct and

[gavel] >> and with that, it is precisely 2:30. we have two special commendations today. the first will be offered by supervisor farrell. >> thank you, president chiu. i want to see if the members of presidio restoration advisory board are here. please come on up. so, i'll begin talking as they come up to the podium. please come on up to the podium here. colleagues, a we all know in 1994 the army leftedth presidio after 150 years of occupancy and left a ton of environmental issue to be resolved by members of the community. 1999 the presidio trust and national park service and the army signed an agreement transferring responsibility of clean-up to the presidio trust.
