and so basically we coming up the transbay terminal, and we are working and this is members of the public doing this. and we are working on two alignments. and both of them end up with the bay bridge is, if you go north and to emeriville and if you take the other fork that allows the high speed rail to have the maintenance facility on third street in oakland but to go directly to commissioner yee's point, we have two alignments and we have to go under the transbay tube and that is not an issue, but the first alignment goes to the... (inaudible) we have another alignment that puts the cal train station in the marina at the island and if you twaont see what that looks like you

can go to you tube and look for (inaudible) and you will see what a beautiful station is. the technical challenge that we have, we could have the train that is stopped at a station but the current cost estimate there is around the billion and a half. and to close off on what (inaudible) mentioned the $10 million for the bart plan. >> any other public speakers in >> colleagues this was an informational item. could you please call the next item? >> item 7, major capital projects update. islais creek maintenance facility. >> and we have louis. >> good morning, commissioners, i am the direct manager over the conduct ant and authority, (inaudible) and i am joined here by david (inaudible) who is the sfmta present manager for this creek project

it is it is first rubber tire facility that mta has built in the last 60 years, it is going to serve 40 and 50 foot motor coaches and provides services for the van ness fleet. this project was envisioned in 2006 it was for 40 foot coach and later, mta agreed to also, obtain, (inaudible) requiring some of the changes and now this was in accordance with the new policy change to use the younger buses and more capacity. at the time there was only partial funding for the project. the first phase that is

completely operational, basically was for the site work and the bus storage facility and it was building a administration and acquisition, and the first two, the main building 65,000 square foot, motor coach. as i mentioned phase one is complete and the preparations for phase three are under way. and the project is out it bid and it was put to bid on october 10th and the bids are expected in december. and mta, they hope to be able to award the second, mta meeting in december. and so that they can do the notice to proceed in february and the completing date is in january, 2017. , >> i was going to thank you for taking a number of us on a tour with our director and mr. unamen as well and it helped to

see the facility but other facilities first hand and i would encourage my colleagues to try to see some of the mta facilities and how much they are in severe need of upgrades and so this is helpful as you are refreshing my memory on the visit. >> any time that any of you are interested in doing such a tour we will be happy to take you around. >> the budget is $126.8 million. it is one of the largest sfmta facility projects that is receiving prop k funds. and now, originally this project was budgeted for $67.9 million, and the increased budget is due to a combination of factors. and a perfect storm, if you will. first you have to be agree to sign to accommodate the larger

vehicles. and more equipment, and larger buildings, and then, as they were doing that, there was a change in the building code and so now that they have to also incorporate the building code, for the design. and in accordance with the city policy, the building was then conditioned as a lead gold facility and so that also increased the budget. and of course, all of this delays increased the escalation of the project. and finally, as you might have, and i am sure that you have heard, the heated construction market really put the nail on the increased cost for the project. >> page 2, is now, fully funded. and as you can see, here, the 126 million dollars, and it is available for the project. the final piece of the funding,

which basically happened on the election day, it was the approval and earlier this month of the city's general obligation fund. which will provide pt 1.2 million dollars for the project. >> as far as challenge and opportunities, well, at this point, there is not any, because we are basically waiting for the bids to come in. and that is the last hurtle was the funding by the geo bond that was just approved and so that took a lot of the anxiety, for the mta. and now, with the, and because of the market is so heated right now, we don't know how the bids are going to come in. >> you were sweating prop a's passage it sounds like on election night. >> not just for this project but for a lot of other projects too, so we will continue to work with mta and monitor the

it's a great day optimum chris i'm from dallas, texas text it is special my daughters 18th birthday today and almost off to college but in addition to, of course, the groundbreaking on market street and we're honored to be part of the mid-market development and everything into the city we've been working on i tell people a we've had a great experience with the city of san francisco and the mayor's office all the way down to city staff we took a a project and redesigning to make that basketball and attractive for today. >> this is a 6 lateral project and a multiple project so like the union square and macy's is one department store on six or eight levels we have 6 levels

with tenants on each level and we're comboiftd about the interest and everybody asked me we're talking about going to disclose the tenants nobody to signed but the interest is a regional and local and national tenants it be a speciality of fashion for the food and across the board you guys are excited to see the mix we've put together we have are fortunate to have the right mix and we can't wait to tell you guys we'll get a flagship retailer and the first quarter of next year we'll make the announced we want to make it right retail is tricky i've been doing this year inform thirty years we've bought and owned across the country the

everybody. happen to be here at market i want to congratulate chris on his daughters 18th birthday and that's a real job (laughter) this is a great time for the city and it was mentioned easily what the city has done we are we were talking about the election last week and how so many people supported the families and transportation and housing and minimum wage all the things we care about passersby parks and when we place the voters confidence in the 0 local government this is like a regard we get regard with more confidence everyday in the city this site right here in autopsying all of mid-market used reflected that as

supervisor kim's belief very strongly with a good and great process south of market and the tenderloin i see members of both community here i want to congratulate planning, dbi, all the different agencies that have come together to help with this site but also want to thank my office of the office of economic workforce development because they've been on the ground visiting every site and they've literally begun through the machination strategy where the second round to fresher us to get it going to make sure we're dealing with the challenges across the street but at the same time bringing the kinds of things that led to like the hall up the street we've celebrated that you should have seen that

hall during the world series and recently, i even had lunch with jessie jackson he was looking at around and said this is not the mid-market i remember and all of that with creating great partnerships with the offices very, very willing to do 0 chris you're not announcing the great tenants you have here that's many tenants we know that we're confidence in starting the process now is the right timing this is such an attraction for retail there will be a lot of jobs and we have a designer like the person that did the irreverent i'm excited to see this design and you can't ask for another great construction venue to keep the site safe but

hundreds and hundreds of great jobs in the next year's i'm excited it is such an incredible compliment to the confidence that supervisor kim and i and supervisor david chiu began almost three years ago with two blocks up and block by block and block get that kind of investor confidence this is what we're doing it's right and recently the controller's office come out with a report the kinds of policies we put together literally added even more than $7 million above what has begun on in the rest of the city right here along market street that's the kind of confidence we continue to have so chris congratulations for taking this on we're to be supportive and get on to building this plays and making sure we do it in a

way that helps both sides of the street and continues the incredible revitalization at mid-market to help the tinder and south of market the story about mid-market well, i know for forever in our hi supervisor kim because we came to get work done on the street sea identified market street it has not been restored it was time to revitalize it and i get to look at the pictures of all those mayors before me especially the ones that were here a in the overwhelmingly smile when i walked down the half hour we're glad to be participating with you it's all about the partnership. >> thank you for being such confidence partners for the city

bring you jobs and also a place where people can shop because we have retail in the tenderloin neighborhood and i know the many years the negotiations and many of you were involved in that and finally being able to get the time and have the project come to fruition but i came into the office in 2011 and the mayor remarked market street had a 50 percent vacancy rate it's amazing what has within accomplished over the last years and is a press with the marketplace all you way to van ness where we have many of our tech companies at 1465 and government offices as well it's excited to see was you do with the neighborhood we want to make sure it's good for everybody we

president's announcements congratulations and thanks to dbi director, tom for his clear and formative testimony on october 9th to the seismic safety commission, the state commission is responsible for the seismic safety issues throughout california and the commission held the first meeting on the city's board of supervisor's chambers and invited testimony from the director and the capitol planning committee and the mayor's earthquake safety implementation and sfpuc and the san francisco effort to improve the earthquake safety in our buildings and critical infrastructure as well as ongoing planning by the city policy makers to insure, resil ans and recovery for the next major earthquake or other disaster. congratulations to the director, too for his new article on the mandatory seismic retrofitting program that appeared in the sfapartment magazine, entitled

tick tok, retrofit, very appropriate. and the effort to bring as many soft story building owners in compliance as possible, hats off to robert (inaudible) and his excellent staff for the efforts to reduce the non-compliant numbers of 107, which we heard last month to 99 percent compliance achievement and so that is well done there and so congratulations and a big thank you to two members of the technical service staff for the professionalism and the responsiveness on working on the office of the recently published sheet, g19 and the guidelines for the play areas and the play components and so kutos for a job well done >> a special thanks to the soft story retrofit, team, lily madis for helping to generate, excellent media coverage for code enforcement phase which began on october 7th and additional coverage and with

a question. >> you are waiting for karin cohen? >> okay. so, why don't we do this then and since she is important part to this equation and this might be... okay. so, on that, could then all right let's go back in order if that is okay? >> item's four, director's report. >> let's go straight to, yeah, let's go to the director's report. thank you. >> 4 a, update on dbi finances. >> good morning, commissioners. tira (inaudible) deputy director for the department, and before you is the finance report and i will just take a few minutes to go over the highlights and basically so much of a prior report, and we only have about 4 months of data and so these are preliminary estimates but i will go over what we have so

far of starting are the revenue and similar to last month, the revenues were projecting to be about 3 million dollars under budget and that is based on the 7 percent reduction and temporary fee reduction as well as what the year to date collections are and we will be monitoring that and updating that once we get more clarification on the proposal for the fee study and i will go over the fee study update and after i am done with this to let you know about that and for now, we are basing it on the 7 percent fee reduction. and so, basically, over all, we are about 8 percent lower than we were last year. and part of that has to do with the 7 percent reduction, but also part of that has to do, if you look at the valuation of the permits on page 2, we are, we actually have more permits this year, issue more permits but the valuation is slightly lower and so the valuation is down by 8 percent or so and that is where that reduction

comes from. on the expenditure side, if you look at the year to date it actually is that we are under spending because we have a huge amount placed in projects for a variety of projects that has not been transferred already and if you take out that 30 million for the project funding we actually are spending more than they were last year and that is similar to what we have been doing in the other months and a lot of it has to do with the hiring of staff and we are about one million more than this time last year because of the staff hiring and we have also been doing a lot with our contracting, a lot with purchasing, and i mean the emergency supplies so we are getting our spending up and i would be happy to answer any questions if there are any, if not i can go on to just an update on the fee study. >> can we go a little deeper into why we are or our income is less, even though our projects are more? are we looking at smaller projects or do we need
