done so. and so that if a commissioner feels that the information is inadequate or that the purpose of the contract is inappropriate, that can be mentioned at the time that the item is scheduled for discussion on the agenda and if other commissioners agree that contract can be rejected. and it has happened. >> you know --. >> commissioner ow. >> by legislation they created a department of commission on aging and at the same time they created the commission, you know this, and then we supposed to follow all the policy enunciated by the supervisors and the mayor. and then we know that, you know, reports go in and reports
1:31 pm
go out and then the commission have a responsibility -- they give us the responsibility, you know, to appropriate money. the mayor put out so much money to certain nonprofits. the supervisors approve of it and then we, the commission, still have to approve. >> i will caution that the mayor and the board are not allowed, nor do they give money to particular nonprofits. there is an entire bidding process. money is allocated by those two entities to departments but then there is a bidding process that goes on and i would just add to what i said about the contracting process. the controller's office as well reviews the work that we do in our contracting and programming office to make sure we meet the standards that the city has set for contracting and there actually have been changes in the 9 1/2 years
1:32 pm
i have been here. i have actually seen some changes in the way we do business to more and more just really tighten up and make sure that everyone's really meeting the letter of the law on that, but i think, you know, years ago board of supervisors members had access to different pools of money and they really did allocate those dollars to particular nonprofits but that hasn't happened in the last, i don't know, 8 or 9 years. the controller's office has been very clear on those kinds of things. >> i'm going to move this process because i'm thinking we're getting off in details of the agenda, we're getting off what we're supposed to do. we said at least one committee if certain circumstances call for more than that we will move ahead, so i'm going to move this agenda and move on, okay? now, the finance committee, we approved -- could i have a
1:33 pm
motion to approve they shall hold no less than one public hearing per year? could i have a motion to approve? >> seconded. >> it's been moved and seconded that we approve the finance committee, what it shall do. all in favor? the ayes have tapbld so the motion is carried. while i was looking here to my secretary, stay on that page, understanding committees. i'm reading this under the first line. i hope it's a typo. we have four standing committees. what is yours reading under standing committees? is yours reading three or four. >> four. >> three. >> it should be reading four. four, and it should be finance, legislative, nominating and the bylaws. what i'm looking at the bylaws was left
1:34 pm
off. does yours have four? it should be four. there's a typing error there. >> mine is four. we both have four. >> you don't have both? so we must be leaving something, i must be sure. >> does it say the bylaws. moving on to legislative, this committee has propose the adoption of local and state legislation to the commission feir approval. it shall propose letters to the mayor, board of supervisors, state and federal legislative committees, state and federal legislators on behalf of dart and its committees and the city
1:35 pm
of san francisco. >> i would suggest we add the president of the united states because the commission actually has sent letters to the president and that --. >> the president come upb under state and federal legislative and the president? >> right. >> okay, and the president. >> should we also add governor of california? >> yes, we should add governor as well. >> okay, and the president. >> ask the department, too, the department of state for aging and health department, federal government. >> yeah, that's a good point. i missed that. >> well, let's say state and federal legislative committees and
1:36 pm
departments? could we say it like that? state and federal legislative committees and departments, federal and state legislative committees and departments? >> how about elected officials without specifying president or governor we can just say elected officials. >> i think we should --. >> okay, hold on just a minute. which shall propose letters to the mayor, board of supervisors, we have state and federal legislative committees and departments, state and federal legislators and the president. >> and elected officials. >> president, we had and the governor and elected officials. >> i think instead of governor and president we can just say elected officials, which covers all. we don't need president.
1:37 pm
>> i suggest that we also inform the california senior legislatures. they push the legislation that we recommend. california senior legislators, they do move legislation that we recommend. >> state legislators? >> state and federal legislators? >> no, the california senior legislature. >> wait a minute, elected officials and senior legislators. >> california. >> in california. >> senior legislature. that's an entity by itself and they are elected. >> okay, let me see can i get
1:38 pm
this correct with your help, madam secretary, we'll get this wording correct. could you read that to us? i'll read it and then you can read it back to me, what i have. this committee shall review and propose the adoption of local, state and federal legislation to the commission for approval. it shall propose letters to the mayor, board of supervisors, state and federal legislative committees and departments, state and federal legislators and elected officials and california senior legislative committees's clients on behalf of das and its clients and constituents of san francisco. did i get that? >> yes. >> did i get that right? i have a lot of scratching going on here. okay, did we hear that? did i
1:39 pm
get it right? >> uh-huh. >> all right, okay, could i have a motion to approve of the change that we made on this legislative committee. >> so moved. >> second. >> okay, it's been moved and seconded that we make a change here as read. all in favor. right. opposes? the ayes have it and so the motion is carried. thank you. bylaws. this committee has coordinate policies regarding the constitutional structure and governance of the commission. it shall review the bylaws as needed. we didn't put down every year, just when it's necessary we have a change. so could i have a motion to discuss? >> so moved. >> any comment on this? we just said people didn't want to meet every year
1:40 pm
so sometimes we may have to -- all right, i call for the question. all in favor of approval, aye. opposes, ayes have it so the motion carries. nominating. this committee has meet and recommend vacancies on the advisory council and formulate strategies to fill the vacancies. could i have a motion to discuss? >> so moved. >> second. >> okay, it is moved and seconded. then a discussion. any discussion? hearing none, i call for the question. all in favor of approving this say aye. opposes? ayes have it and so the motion is carried. thank you. duties. now this is something that was added. general duties. the committee chair should -- now here's where we talked about encourage members to work on the committees and
1:41 pm
coordinate their activities in the best interests of das, communicate with members in the best interest, keep abreast of all developments in the program and keep in touch with committees when requested. former committees requested to say or direction of the committee's agenda. now, we wanted to add something about being able to appoint other members to the committee. well, i don't want you to take the power away from the president to appoint people but in case of emergency, when necessary. >> temporarily appoint. the suggested wording, committee chair shall have the power to temporarily appoint non-committee members who are
1:42 pm
commission members for a specific meeting in order to meet the necessary quorum. >> that's a long one. >> but that's a clear statement. >> i think that summarizes the whole discussion we had earlier. >> madam secretary, state that again so we can which that -- would that be a seb prat ones? >> no. 5. >> no. 5? >> yeah. >> the committee chair shall have the power to temporarily appoint other commission members to serve on the committee to satisfy the quorum requirements of that particular
1:43 pm
committee. >> i got lost here. the committee chair shall have the power to temporarily appoint other --. >> other members of the commission to temporarily serve on the committee to meet the committee's quorum requirements. >> i'm going to repeat it to you one more time because i'm writing. the committee chair shall have the power to appoint other members of the commission to temporarily serve on the committee to meet the quorum requirements. did i get that right?
1:44 pm
>> of that committee. >> of that committee, okay. that's the new one. that's no. 5. okay, i'm going to read it one more time because we're adding one. no. 5, the committee chair shall have the power to appoint other members of the commission to temporarily serve on the committee to meet the quorum requirements of that committee. is that -- that's it? >> correct. >> two, four, five, we still have a quorum here. are there any other questions about any of these comments under general duties of the chair? hearing none, i will call for the question. all in favor of approving the five
1:45 pm
general duties of the committee chair say aye. opposes? the ayes have it and so the motion is carried. committee members, members of the committee, attend scheduled meetings and special meetings as may be called by the committee chair, prepare for the meetings by studying agenda and related materials to become as well informed as possible on all agenda items, actively participate in committee deliberation, proposed policies, standards and plans, act as a representative of the committee and attend meetings of other groups as requested by the committee chair, stay informed of the overall work of das, report to the committee chair on progress of programs, request and suggest new areas of study as appropriate. that's the work of the committee members. could i have a motion to discuss? >> so moved.
1:46 pm
>> been moved and seconded. any comments on this? is it clear? hearing none, i will call for the question. all in favor. ayes have it and so the motion is carried. i think that's all we have added so i thank you. >> thank you. >> thank you very much for approving those amendments. now we have public comment. i think that's the next thing on the agenda. thank you for staying, we tried to move that -- public comment? hearing none, public comment, 1, 2, 3, okay, old business. follow-up on the snap-ed contract. >> good morning,
1:47 pm
commissioners, and director hinton. i wanted to follow-up and provide some information from last month's meeting on the snap-ed project since there was a number of questions about that. i believe you were given two documents that i want to share with you, these are draft documents that we have sent to the state and at the last commission meeting you had approved that we accepted that grant. then in terms of process, we are working on identifying contractors who would be able to provide this service to us and once those contracts are negotiated we will present it to the commission for your review approval. in terms of the snap-ed project, just a very brief synopsis. we received total of $119,084 from the state and that is the official period is
1:48 pm
from july through june of next year, so july 2014 and that was july, august and september is considered cycle 1 of the contract period from the state's point of view. and cycle 2 is from october through june. and for this two cycle periods, basically, we did not have any activity or planned any service for the first cycle because there wasn't enough time. however, because of the instructions in the way the state required that we estimate what our expenses are for the first contract period we did so and will kind of quickly go through that as we review the budget later. in terms of the project, we have three main projects that we have proposed that we will do with this
1:49 pm
funding. the first one is with the easy urban gardening project and our goal is to select at least three senior center sites or housing sites that meet the snap-ed eligibility in terms of participants and these need to be 1 85 percent of the federal poverty level. with this project there would be nutrition education that goes with it. of course building garden beds that would be appropriate and that also would take into consideration the water situation that we're in. the other project is to provide, one of the reasons for the gardening project is it helps provide what we call policy systems and environment change and by having these gardens, the
1:50 pm
seniors would have increased access to more healthy food and by growing some of the fruits and vegetables that they may have there. then another second project is to provide nutrition education and there we have identified ones that would be appropriate that are also approved by the usda and this is the eat smart living strong can urriculum. the third project is more health promotion and that is implementing the tai chi moving for better balance. the idea with that is to contract out with a master trainer who could then provide train the trainer for providers in the community that are interested in bringing this program back to their agency and then having it at their center to, as another model that they can offer for the seniors who
1:51 pm
attend the center. so in addition to the health and motion programs we already have, which is the always active program that are at 10 different senior centers throughout the city, the tai chi would be an additional one and would be able to serve our diverse population. so that's sort of a very brief snapshot of what the projects that we will present, that we have planned, and the document has a lot more details as to what our estimated number of participants will be served through direct nutrition education as well as indirect nutrition education through community health fairs that we will jointly do with cal fresh, with gph, and with the california extension. these are part of the plan that
1:52 pm
we have proposed and of course there is performance measures we will be measuring with nutrition as well as the tai chi program as part of the evaluation plan. those are detailed in the document that is shared with you. is there any questions before i go through the budget? yes. >> commissioner. >> thank you for that summary and it's certainly a very worthwhile program. one question that is regarding the estimated target audience, is there any way that we can get participants to self-identify if they are comfortable regarding their sexual orientation or gender identity? certainly the council for senior center have an
1:53 pm
active number of openly gay attendees and it might be helpful if we can quantify those who are willing to self-identify. >> we will have participant intake forms and the gender does have the sexual orientation as they can mark off, uh-huh. >> i didn't see it here on the first page so that's why i brought up the issue. >> yeah, the state might not require that data but we can have our own intake form basically capturing other information that would be helpful for us. >> thank you. >> uh-huh. >> other questions? >> this is from last month we didn't have a budget. >> correct. the second --. >> i thank you for bringing it because this is something the finance committee would have had a chance to approve, but i felt really --. >> we appall -- apologize.
1:54 pm
part of it is trying to get clarification from the state what they will approve. we didn't receive the updated corrected budget to them until the 3rd, which is this week. so the budget that you have, the first page is a summary of the cycle 1 and 2 budget amounts. the amount awarded for cycle 1 is $29,771 and cycle 2 is, if you look at the total row, the row that says total comes to $189,213. the state wants to identify how much is for administrative, how much is program costs so that's that. and
1:55 pm
details, again this is a draft budget based on a best estimate because we don't have any contractors yet based on what we had envisioned what the programs are and working with the information that we have in talking to recreation and parks and other contacts we completed this budget for the contract cycle 1 we had budgeted, you know, the administrative coordinator at 29 very much -- 2977, of course that's not spent, it's just a plugging number. page 3 we indicated operating expenses there is none, we are not ready to roll out the program yet. but page 4 of the budget, contractor 1 is to be
1:56 pm
determined and this is to provide education. the department of health has already issued a rfp for snap-ed and they have contractors in place, we will be looking at those contractors to see if any of them would fit in providing education to the senior population and that would streamline the process of getting this program rolled up quickly. let's see, on page 5 the contractor one is just a breakout of the estimated staffing for the nutrition ed, how much is it for direct delivery and also part
1:57 pm
of it is the program administrative duties including data collection and reporting. so the total for the period 1 is $26,794 and that's for the contractor budget. the other pages started for cycle 2 starts on page 8. there is all the administrative cost for administering the snap-ed budget is going to be in kind and we've listed the staff who is going to be working on this budget and this program and we have contract managers as well as finance analysts there and myself and then another administrative coordinator from daas who is also helping with this program
1:58 pm
and these are all in kind so that we don't, we basically kept majority of the funding for direct services. page 10 of the budget shows the contractors that will be providing the different parts of the snap-ed program. contractor 1 is the tai chi -- i'm sorry, is the gardening portion. the total is estimated to be $51,580 and contractor 2 is for the tai chi train the trainer including coordinators and the training is $36,267. and then the other pages gives you details how we estimate the staffing breakdown and
1:59 pm
that's on 11, page 11 is the contractor 1 that is for the gardening project. so a little bit project coordinator to coordinate the program, providing the technical assistance to the three sites, so estimated amount there is $9,885. >> madam chair, can i interrupt? >> no, let her finish. >> yeah, then we can go back. so you can see sort of the break out because that's what we need to do for the state to identify how we will carry out the project and the staffing needed and the materials. page 13 of the budget gives you details of the breakout for the different costs for the gardening project including all the trees, all the labor involved in building the fence, the plans, the irrigation system, starting seeds, the tools
2:00 pm
needed for the gardening project, et cetera. page 14 is contractor 2. this is the health motion tai chi part of the program. and we have, because an important part of that is also delivering nutrition education for that we have built in a little bit of nutrition education and also project coordinator to coordinate this program and collect all the necessary data pre and post for the participants who attend this program. and also you can see we have education materials including can urriculum that's going to be provided that's listed on page 15, about $3200, and a little bit travel training
