have been homeless and in my time on the board i co-chair the coordinated assessment committee and co-chairing the hmis subcommittee, and unofficially have been going to all of the shelter monitoring committees because i think there should be a stronger tie there so i would very much like to continue my work on the board. thank you. >> thank you. any other public commentos this item? seeing none public comment is now closed. think you're special. supervisor tang. >> oh sure. i would agree with that. it seems like mr. seymour his unique background he has been in every sherlt in san francisco, and i think that is a very unique perspective that he can bring and i think all of the candidates before us today all bring something to the table that is very much needed, whether you're formerly homeless, or a service provider, volunteer work and so forth, and so i am very interested in giving those who have served the opportunity for reappointment, but also equally interested in seeing new members such as mr. lewis to have the opportunity to serve as well, so i know that we don't have -- we have more applicants than we have sees so i am interested to hear from supervisor yee as well about the other candidates but i

think you all bring something good to the table that is good in your own way. >> all four of you that came today could serve this body well. i generally give priority to those that are on the committee everybodying a board or committee well, and i also look at whether people show up for meetings and all three of the incumbents in this case have pretty good attendance records, so that tells me a lot about whether they care about this issue or not. i have seen other incumbents come in for other appointments and -- well, why do you want to get appointed when you missed half of the meetings? so this is not the case so i would be in favor of reappointing all three of the members. >> okay. thank you and of

ad iting the financial statements also a single audit over the programs in the authority since we have received more than $500,000 of federal funds, i would turn to over to cindy she is a partner, and she is the auditor on the audit, thank you. >> welcome. >> thank you. >> good morning. thank you for this opportunity to present the results of our audit. the scope of the transportation audit includes the financial statements of the transportation authority as a whole along with its four major programs, the sales tax, congestion management and the transportation fund for clean air and the vehicle registration fee and programs and the federal compliance audit of the federal award program, the results of the 2014, audit are found in two deliverables and the annual report f, found on page 30 of

your packet and the report to the finance committee found on page 88 of your packet. the purpose of the audit is to obtain reasonable assurance that the financial statements are fairly stated and that the applicable framework of the audit includes generally accepted accounting principals, auditing standards and prom gated by the gaap and accepted by the aicpa. >> and the gao. >> and a summary of the results of the audit is found on page 55 of the annual financial report or 86 of your packet in it we rendered an unmodified, and we did not have weaknesses

over the financial reporting to report. and this is a favorable out come. >> and we performed a compliance audit on the transportation authority, federal expenditures since the authority had more than 500,000 of federal expenditures during this past year, the u.s. department of transportation requires that we perform additional compliance tests work on the authority's management and control activities, and we also issued and did not have materialal weaknesses or any other findings over the compliance to report as well. >> >> the second report is the report to the finance committee and under the professional standards we are to provide, the oversight bodies with information on the following

seven items as listed in the slight prepttation, and this is included in the report to the committee. as related to the aspects of the accounting practices the authority was required to implement the renewed accounting standards this past year and these new standards did not impact the authority financial statement of the presentation, and the authority also changed the revenue recognition of the period from 120 to 90 days to conform with the city's change and the other communications are nothing out of the ordinary and we did not encounter any differents or disagreements with the management. >> and i would like to thank the authority staff for facilitating the audit process which started in june, and it earlier of this, this month. and it was a smooth as it can be, and given the authority was

in the midst of a new system conversion project as well. and with that, i would like to turn this back over to ... >> thank you, no irregularities or any red flags or anything of concern. >> yeah, thank you. >> i just want to clarify a little bit on a single audit, the federal audit, they took a look at the island ramp and bridge structure the e-fleet, car program, the integrated public, private and partnership and the san francisco value and pricing and regulation study, treasure island mowbility management program, and the congestion management agency planning and programming and the surface transportation program and all of this was funded by federal funds and the audits came back clean and i would like to just mention that it was a huge effort to share

>> thank you, could you call the next item. >> introduction of new items. >> thank you. >> are there any supervisors or commissioner tang has a new item for introduction. >> thank you. so, today, i wanted to request that the transportation authority conduct a strategic analysis report and by way of background, what our office is looking and hoping to do in partnership with the ta is really to examine some of the transportation needs and specifically, in connection to certain nodes that would help to better our out lying neighborhoods as well as the sunset district and others. >> and so we work with the community to put together the sunset district, blueprint and the road map for what we would like to see happen and of course, one of the biggest issues that we always face is the transportation, and the public transportation and so one of it is things that we know, but as well as through the ta's san francisco, transportation plan is that there really are a geographic disparities, but not just my

district but supervisor cohen as well and a lot of the out lying neighborhoods and the idea is that we would like to explore the ways that we can better shuttle our residents through certain transit nodes and whether it be local such as through the west portal or a regional connection, such as to the bart and call train and so i am hoping to also address some of the emerging needs that do exist as well, such as with the taxi industry or even the ride sharing industry and how we can be really proactive and thinking about how we manage some of those programs. and so, we of course, look forward to working with the ta in developing a scope for this strategic analysis, report. and hoping to receive a scope by december, and look forward to again, looking with our ta staff and our community and in developing this, with that, i submit. >> great. >> see if there is any members of the public that would like to speak? >> would you like to make a comment? >> chief deputy, thank you, and

>> on december 28, 1912. san francisco mayor, sonny jim rolph stared into the crowds of those who have gathered. a moment in history. the birth of a publicly own transit system. san francisco municipal railway. muni as it would become to be known. happy birthday, muni, here is to

the next 100 years. the birth of muni had been a long-time coming. over the years the city was disjointed privately owned companies. horses and steam and electric-powered vehicles. creating a hodgepodge of transit options. none of them particularly satisfying to city residents. the city transit system like the city itself would have changes during the san francisco earthquake. the transition that will pursue from this aftermath would change san francisco's transportation system once again. facilitated by city boss, abe

ruth, ushering in the electric city car. the writing was on the wall. the clammer had begun for the experiment including public transit people. owned by the people and for the people. the idea of a consolidated city-owned transit system had begun traction. and in 1909, voters went to the polls and created a bond measure to create the people's railway. would become a reality three years later. on december 28, 1912, mayor sonny rolph introduced the new geary electric streetcar line and the new san francisco railway. that he said would be the

nucleus that would host the city. and san francisco gave further incentive to expand the city's network. a project by way of tunnel leading into chinatown by way of north beach. in december the first streetcar was driven into the tunnel. just two years after its berth, muni had added two lines. and k, l and m lines that span out from westportal. in 1928, the j line opened heading west to the beach. in 1944 san francisco voters finally approved muni take-over of the market street railway. by then motor bus and trolley

bus improvement had given them the ability to conquer san francisco's hills. after the war most of the street-car lines would be replaced with motor or trolley bus service. in 1947, the mayor recommended replacing two lines with motor coaches. and it appeared that san francisco's iconic cable cars had seen their final days. entered mrs. cluskin, the leader to save the cable cars. arguing that the cable cars were a symbol of the city, and she entered a charter placed on the november ballot. it passed overwhelmly. the california street cable railway was purchased by the city in 1952. there were cut backs on the

cable car system and in 1957 only three lines would remain. the three lines that exist today. in 1964 the cable car's future as part of california's transit system was sealed when it was proclaimed a national historic landmark. in february, 1980, muni metro were officially inaugurated. in that same year, muni received its first fleet of buses equipped with wheelchair lifts. in 1982 when the cable car had a shut-down, they added an alternative attraction to the

cars. the festival was a huge hit and would continue for the next four summers in a permanent f-line that would extend all the way to fisherman's wharf, by 2000 the f-line was in place. and in 2007 muni extended the third line to the southeast corner and returning to third street. for the first time in 60 years. in the course of last 100 years, muni's diverse workforce forged by men and women of innovation have reflected the many cultures that flock to the city. muni's ground-breaking antidiscrimination has guaranteed equal opportunity for all. the city's policy mandates the course for the future, as they
