this resolution was for us to know and see the trends like that and be able to say what does that tell us and what can we do? so in terms of the effort we are on track and so i appreciate you working with us for the data and look at what it tell us. commissioner mazzucco? >> thank you very much. when we first did this hearing, we had supervisor norman yee was the greatest he talked about the enforcements, education and engineering. and we see that the enforcement numbers are up. and the education thanks to all of you is just incredible with this psa and the training and the word is out. and i am concerned about the third, the engineering and more of the mta side, and the common sense and ta walking in san francisco, and riding the bikes and the questions thatvy for commander ali and i know that you were assigned over to the mta and we have for example, all of these new buses and more tour buses in these areas that

are impacted and they team to be driving down the streets that they don't belong or fit that a bus would not go. that causes the congestion and the traffic problems and you will see the pedestrians walking around the buses and it become very unsafe and then you just go down the financial district, and when there is tow-away zones and yet there are still delivery trucks and every morning in the same location and they just collect a ticket and i asked the park and control officer, will they just get the ticket? >> no, they just get it and they just pay them and no way to get the people to move is if an officer comes by and sites them for impeding traffic and they will move, and that causes the traffic grid lock and the pedestrians walking in the middle of the street and unsafe situation. and then street closures. i can't tell you how many people complained about the street closures of the city. close off the alley, so the tech people can play ping pong. and closing off a street for a

convention, i know that they are necessary and they are starting to add up and you get more congestion and unsafe for the bicyclists and the pedestrians and the drivers get frufted by my office they closed the alley without any notice to the parking garage and it is an alley that goes through for the people to get to mission street or go around and they also chose to close off stevenson street for an event at the hotel and it caused grid lock and frustration for the people that one of the units had to come and clear them. >> what coordination do we get, who are they notifying about these closures what are they doing about it? and who is regulating the buses? >> that is part of the problem and the engineering part of it and i have the strong questions there. >> actually the mayor just had a express conference today at the mta and department operation's center to speak to exactly what you are talking about and we met last week and added traffic congestion to

the focus on the five and the mayor called the special meeting because we headed into december and december was such a horrific month last year that he wanted to get out in front of it and commented that these clogs that you talk about also create anxiousness on the parts of drivers, pedestrians and cyclists and the people get in and among the cars. and the things like blocking the box, cause people to then, as you say, the pedestrians get out and walk through the cars, and so, just since that meeting, 200 block in the box tickets have been issued and there is now a program to work closely, almost like an in a task force mode with mta, and the department of parking of traffic and the traffic company and so that when there is a clock, that they actually have the screens and mta and real time, that the solo motorcycle,

or a pco will go out and if can be relieved, it is relieved quickly and they are also going to look at all of the permits and plans that are issued and the comment was made that often the no parking restrictions are accessive and not necessary, and which then will cause the cars to park in other places or double park to create these situations. and then, that, one of the conferences that you spoke of which was large in october was ex-saser baited by the fact that it was fleet week and the president and vice president and perhaps the next president of the united states all came at the same time one right after the other and those required secret service protection and closures which made for a all in all tough situation, and so any way the mayors brought everybody together as we move into the final months of 2014 and 2015, to try and relief this

congestion, and lessen the anxiety and the anxiousness and get everybody to slow down and get people where we can as quickly as possible, safely. >> thank you, i didn't know about the mayor's press conference, what can we do about the trucks that double park? they are doing the deliveries and just take the ticket? >> the commercial vehicles, actually have the standing if there is no parking space to double park to do their job. >> when there is a tow, away, zone, between bush and kearny but the trucks start the deliveries at 7:45, and just sit in the tow away zone. >> we can clear those streets if it is a no stopping, but otherwise, the outstanding to double park to get their business done, but often times they double park when there is available parking and that is something now where if there is a clog a motorcycle officer will go out and point out to them, that they will get a ticket for impeding float, which they are not exempt from

unless they choose to take the available parking space. sme. what about the buses, what say in the routes that they choose for the safety purposes. >> we do have the city ordinance that prohibits for instance, the area of the marina, and alamo square and a few other locations and so what we have done in terms of the police department is insure that the officers are trained in areas of commercial vehicle enforce and they are clear on the ordinance and relative to the streets that are prohibited and engage in and kind of in an, investigation and there are exceptions to the rules and i know that we had training that are mostly impacted by the commercial vehicles in the prohibits areas and it is just a matter of increasing the

one of the major strategies is to reduce the driver speed because we are not going to solve all of the problems of jay walking in the tender loin and because it is just trying to teach people that not to walk and not to cross in the street at a certain point, and might not actually change their behavior and that is still does not mean that they deserve to die. so how do we actually slow down the traffic so if and when someone j-walks that is less severe crash or not a crash at all. rather than a death or a severe injury. >> these are our checklist and it is designed to go in the bike spokes and tells them if they get in a crash what to do to keep them on crack, you are kind of freaked out and don't

>> occ's director's report, discussion. review of revent activities presentation of occ statistical reports, summary of cases received in october, mediation of complaints in october of 2014, adjudication of sustained complaints in october, 2014, and companion reports. >> and director hiks. >> yeah, good evening, president loftus and members of the audience and this evening i will present the occ october 2014, comprehensive statistical report 619 complaints and we closed 599 of them and we sustained 45 complaints or 8

percent of the and the total aof the cases through october 31st. and there were three occ cases, and then, that the that the chief suhr, and proposed discipline on, and one of them was for unwarranted action and neglect of duty and conduct with discredit where the officers failed to promptly and pollutely provide their names when requested an officer applied, and the law insighting the complaint for jwalking and officer used profanity and these officers were admonished and retrained. and the second case and the failure to collect the traffic stop data, the officer was admonished and retrained.

and then in the third, case it was with the sustained allegations. and with the neglect of of duty, and in the general order, 6.09 and how the officers are and this, and i in this instance, they failed to recognize that the complainant was from, and wrongfully directed it instead of the boyfriend and, and the sergeant and in violation of the duties and approved and insufficient incident report, and which did reflect that the officers, were negligent in their arrests of the complainant. and so in this instance it was written reprimand and retraining

whenever. but the two questions that came up was the issue of language access and how, when someone who does not speak english calls in for a police officers to come, and so someone who does not speak their language arrives. and then, the second one, had to do with the fact that in san francisco some police officers are not writing reports, when it is a case of the domestic violence. and i was not sure, what that meant. and so, it could be that something that the police officer did not think that they needed to write a report or what the case was. so. >> so in the first instance, whenever anybody calls, if it is a 911 call, they get the nearest police officer. okay. >> so often times that if there is a limited english proficient person, you could likely get someone not proficient in your

initial language but that officer regardless of being able to speak your language, can render the situation safe and then those officers are required to then, determine the appropriate language and get the language assistance necessary to be able to best take the report and get the most accurate reporting. >> and number two, if there is an incident of domestic violence they are required to make a report and not required to make an arrest and that came through just in the last couple of weeks and i am happy to get that to you as well, if they do not, they get to visit the lady to your right, and if the complaint is sustained they will have a neglect of duty that they will have to. >> i would like to follow up on that and figure out without having to send it to the lady next to me. >> yeah, that is always best. >> to look at what they are

>> a couple of items that i wanted to schedule you know that i think that my colleague, commissioner dejesus has mentioned had and i don't know if we have anything on the calendar for update on body cameras and what policy is being developed for the department. >> let's find a date for that in january, if the department is ready. the yeah, everyone is following the news and there seems to be resources that may be available and the second thing is that i also do want to have a discussion about our firearms discharge review board process and when that happens if it is happening at the right time. and if it is happening early enough for us to make sure that we are implementing any policy changes. as you all know right now, that does not happen until after the dea makes their charging decision and let's schedule that for january as well. and then finally one thing that we have talked about is the working group that we have

talked about the bicycle safety and part of the things that we can work things is that i work with them as a commissioner and there are a couple of other groups that i have also represented the commission on and that is the language access team, and the crisis intervention, training team. and so, come in january, i wanted to have a discussion with folks about what commissioners interests might be in joining one of those working groups. and we do have the ability to have standing committees where we do that work. and instead of having all of the fun for myself, you know. >> i will be happy, and be selfish with one of those. >> think about that and let me know, and we can have that discussion in january. do you have any other items for our ago ahead and agenda? >> no. >> call the next line item. >> public comment. >> ladies and gentlemen, public comment on items that were on tonight's agenda. any public comment? >> >> that is okay. no, >> rudy would like to. >> this is rudy he is wearing

a member of the occ is coming to discuss, your incident. yes, sir. >> my name is steven stall and i am a member of the pedestrian advisory committee and i was one of the lucky ones to go to new york city and so i was really lucky on that part. but i want to talk about the numbers for the focus on the five especially in the tenderloin since i live in that district and i am sorry that the numbers are so low, and i wish that they could be higher though, but i will definitely really support the captain and his work to try to turn those numbers around to make them or make it more safer for that area. since, even my own experiences of walking through that neighborhood is really pretty hairy though, and i could see and certainly feel for the people in the neighborhood to say it and the people of family and kids and they are, and they are one of the most vulnerable population in this neighborhood.
