developer of 1300 fourth street. this is their first second project with us now tndc they have a project in mission bay but they have come forward with a very experienced development team as a companions item to the exclusive negotiations agreement and you also consider the allocation of the predevelopment dollars to allow the development team moving forward the design process and financing process to bring back before you shortly. time does go by fast, the schematic design in the agreement. with that, our specialist in the housing division and she will be

joined by others on the team. >> good afternoon, i'm pam simms, a development specialist at ocii. i'm representing item 5d, a request to enter into exclusive negotiations with the agreement and a predevelopment loan agreement for $2.5 million both with 1300, 4th street. both of these items are associated with the development of the 1300, fourth street. on september 17, 1998, the sfra commission approved the north development plans or

opa aechltz . requires that 1400 housing developments are done. the balance of 1445 units are being developed by non-housing developers. also the mission bay policy established the affordability levels and they can go up to 60 percent of area median income or $250 for a family of four. to address this affordable housing requirement, earlier in may, the staff released a request for proposal for the mission bay south block 60. a significant outreach effort was made to community groups, developers and other community stakeholders. the rfp requested submit tals from a

team from a service provider, architect and property manager. they helped prepare the rfp to fund contracts associated with the formally homeless families. the development program outlined in the rfp included rental housing and affordable income to homeless families, 80 percent of the units be affordable to households of 50 percent of area median income with the remaining 27 be set aside for formally homeless families and equal share plan of 1-2 bedroom units. 8800 square feet of ground floor retail space and interesting design, financial feasibility, green and sustainable building strategies and use of the

entire site for 135 units and no more than one to one parking. four proposal packets were received. during the completeness renew view one was not completed. the remaining applicants. the housing development corporation and tenderloin neighborhood development corporation tndc were interviewed by a selection panel who included representative from ocii, the mayor's office of housing and community development and the mission bay citizens advisory committee. the panel unanimously selected the tndc stoo team which includes sooner lomon

and bar an and tndc valencia as the service providers. the tndc is committed to pursuing additional finances in order to reduce subsidy, compelling design, a service provider in addition to services from 28th valencia in after school literacy and writing school program and the fourth street side with retail. the proposing development is adjacent to 588 mission bay blvd north is known as mission bay southwest which you approved for financing earlier this year. it addresses the need for affordable housing by targeting households of 50 percent of

median income an equal distribution of 1-2 bedroom units, 103 apartment units in 3-5 buildings in 23 various homes and flats and 45 off street parking spaces which includes 5 retail spaces in two carshare spaces. so why we are here today is for your authorization to enter into a $2.5 million predevelopment loan agreement. this funding will pay for architectural design, two construction designs, legal cost and development fee. the rates are very simple which will convert to a permanent loan at construction closing. the staff will work to implement procedures and present a balanced budget and the developer will meet with staff at 50

percent construction drawings to help cost containment. the exclusive negotiations agreement requires the developer to provide a $10,000 performance deposit to take us to the anticipated construction start. in case we slip, there will be two potential six 6 months extension milestone of design concept, as well as schematic design drawings and a general estimation and cost estimates. as was previously stated, the mission bay citizens advisory committee was represented on the selection panel. the tndc team presented this project to the cac at it's august 14th meeting and the cac supported this project. so the schedule from here on

is this is what wii we anticipate. april 15th back with schematic design for your approval, august 15th, return to commission for financing in order to apply for tax credits in october 2015. march 2016, we'll come back to the commission for authorization to enter into a long term ground lease. anticipate 2016, financing will close, construction will begin and finally december 2017, construction should be complete. that come completes staff presentation. dr. paul and foil, and representing architects, abernathy. thank you.

the only building i see earmarked for retail tenants and i think it's important for a business that they don't have to worry about anything but getting there and doing what needs to be done. i thought they considered all sorts of things. it's going to be a welcome to our neighborhood. i live in the neighborhood myself and i would love to see this happen. >> yes, dr. jackson. i have a concern about am i. this has been bothering me. i went to the board of supervisors and asked them to call a hearing on the ami. no one

has been able to tell me who put this ami together for the residents of san francisco. i remember when willie brown junior was the mayor of this city, his statement was and i'm quite sure you remember. if you don't make $100,000 a year you don't need to live in san francisco. when i be looking at this ami, i don't make $100,000 a year, how many residents in san francisco that are working and those of us that are retired could even after to move there. when you said low income, i remember a group was put together called eight black ministers. if the developer did not want to be a low income housing, 25 percent of those funds would go to these

developers to develop housing and my statement at the time was, i don't believe they can develop themselves out of a wet paper bag. you know where they would build housing? on toxic dumps, areas that have not been clean. it is very sad. you know every week 10-12 people are dying, people that are sick. i'm not here to stop the project. i want somebody to tell me who put this ami together. it has to be from this department because i haven't been to a hearing where i can testify where the income is in san francisco especially in the low income areas, in 6, 5, 4, 11 and 10. what are the income levels of

less than 150 units? now, back to history, you had the academy of arts university buy so many buildings in san francisco and get rid of rental units. your director, maybe the director of planning, john row him, others should give you an orientation. why and how did it come to be that the academy of art university displace so many thousands of residents to give to students to come here to attend classes. why am i saying that? every time you have some developer build whatever amount, they

can't build in thousands, they build in hundreds. it's not who is eligible, it's who you know. you pay to play in this city. it's blatant corruption. and those that have suffered in this city cannot suffer anymore so they leave this city. in the last 5 years, thousands of families have left this city. so developers such as you seen here they try to make some attempt to scratch the is surface, but whose land is this? the land of the -- somebody stole it. they decided and you don't have an include of what i'm talking
