machinery is not working. i'd appreciate starting at the beginning. >> mr. war field we can actually see your document from the from the screen. >> that's right and it's 1 it's 1: 30 already and a half of my time is gone you mess them up with machinery that doesn't work thanks very much. when talking to the board of supervisors for example reading newspapers walking around and so on while the public that they are supposed to be serving is trying to get 2 minutes of public comment i'm here to talk about the library 's imminent installation next month of a threatening technology which i think you should all be concerned about it's called biblio commons and
5:12 pm
a change to the library's privacy policy. in fact, it's it's a major hole in that policy. it allows biblio commons, the software company to change terms at any time and assumes agreement by the user if they continue using it. it exploits children by collecting information from them and the public to sell and in other ways use in any way that they want. there's censorship that's not been discussed until questions were asked at the commission meeting and no clarity about the costs only when asked did the library staff say it would cost a million over a period of 5 years. >> thank you very much. next speaker please? >> thank you, president tang

one of our prestigious leaders, reverend brown used to be in the housing authority i'm going to put it all out there i'm going to talk about face and see places that i've been dealing with for a year i'm coming out with my own new publication i'm coming back to city hall and the press room and i'm going to be to go it all you know in in 3 minutes i'm going to tell you all black negros here in san francisco are in a state of emergency thank you very much may god bless us all. >> tom -- last time i was here
5:17 pm
i was cutting pumpkin pie. it was a metaphor. you can see it . it was the sale of a 4-unit apartment building, and um the renters get a stake of the pie at the point of sale and this is i understood kind of -- the landlord would get a little bit of a hit like a third in this case comes out to a third the landlord gets two-thirds and the renters get more than nothing. maybe we can do something nice for for the landlords. they have a 1031
5:18 pm
tax federal maybe we can set a program in the city instead of losing a tax by not reinvesting 2 years into another rental, maybe they can hold onto that money and keep it so that we kind of mitigate the loss that we're losing but we're spreading the wealth around. more people it happens get to share in it instead of being vulnerable and scared we're taking a little bit more of the speculator's money and we're passing it around so this way way people can make an an escape maybe find another place to live. i think it helps more people. now, if we had a mayor that came down and said
5:19 pm
that they would like this to happen, would you work with him or her? thank you. happy holidays. >> any other members of the public who wish to speak on general public comment? seeing none public comment is now closed. madam clerk. >> items 49 through 53 are being considered for immediate adoption. >> supervisor avalos. >> item fifty please. >> i would like to request that we sever item 49. madam clerk -- i'm sorry let's go to the balance of the adoption without committee reference agenda. items 51 through 51 through 53 supervisor tang. >> tang aye weiner aye supervisor yee aye supervisor avalos aye breed aye campos aye

5:23 pm
dramatic place to be in new to be in new york city at the time on thursday i had gone to a demonstration in the square close to city hall and the place was packed in thousands and thousands of people elected officials and family members a woman i met she had 2 kids under the age of 4 whose father was accidentally killed by a police officer and he was scared going into a public housing site and all around the country we have witnessed protests going on people who have lost faith in in our police departments and our justice system as a nation and looking at san francisco what we could do better i believe san francisco is not the same as ferguson and even new york new york city we do things a bit better at the moment but it's important to build on that
5:24 pm
and changes at the national level so that's what this resolution is about and hope to have your support next week. >> is there a second to that? >> seconded by supervisor breed can we take that without objection to accept those? without objection those amendments are accepted and if we can get a second to continue this item to december 16th without objection this item is continued until our december 16th board meeting. with that madam clerk will you please read the memorium. >> on behalf of supervisor mar for the late mr. valient chow and for the late jennifer mats. >> thank you and i'd like to thank our staff for today and

the environment is huge. it is stronger than willpower. surrounding yourself with artists, being in a culture where artists are driving, and where a huge amount of them is a healthy environment. >> you are making it safer. push, push. that is better. when i start thinking, i see it actually -- sometimes, i do not see it, but when i do, it is usually from the inside out. it is like watching something being spawned. you go in, and you begin to work, excavate, play with the dancers, and then things began to emerge. you may have a plan that this is what i want to create. here are the ideas i want to play with, but then, you go into
5:27 pm
the room, and there maybe some fertile ideas that are becoming manifest that are more interesting than the idea you had initially set out to plan. so there has to be this openness for spontaneity. also, a sense that regardless of the deadline, that you have tons of time so the you can keep your creativity alive and not cut it off and just go into old habits. it is a lot like listening. really listening to watch what is going to emerge. i like this thing where you put your foot on his back. let's keep it. were your mind is is how you build your life. if you put it in steel or in failure, it works. that works. it is a commitment. for most artists, it is a
5:28 pm
vacation and a life that they have committed themselves to. there is this notion that artists continue to do their work because of some kind of the external financial support. if that was taken away, artists would still do their art. it is not like there is a prerequisite for these things to happen or i will not do it. how could that be? it is the relationship that you have committed to. it is the vocation. no matter how difficult it gets, you are going to need to produce your art. whether it is a large scale or very small scale. the need to create is going to happen, and you are going to have to fulfill it because that is your life.
