states of emergency. my name is ace and i'm on the case. although we've had some killings here in san francisco. we came before you were involved. brothers shot by police. we had that all that years ago right here in san francisco. but since the city that knows how with the you urban renewal and housing authority, we are in the mere existing of the commission here, our african american community. even though we have african americans in the cao's office and dpw and those that control billions of dollars of industry. if you go out to cranes you don't see us because our population is down. we must have a mechanism.

david elliot louis, from the county of san francisco and so collaborative which we have members in the audience here about the issue of redistricting. i have 2 minutes. i want to say i'm will also on the cit oversight committee. we have trained over 280 officers in the commission. i'm hoping we are going to get the entire police force trained. regarding redistricting i'm glad to see my neighborhood tenderloin is going to extend it's boundaries. i live near the current boundary of larkin street where some of the drug dealers figured out it's the tenderloin with the precinct in a no man's zone .

going to defer most of my time to the presentation on the redistricting. i know there is a lot of people here that want to hear it. that said, we did unfortunately have two officers or actually unfortunately have two officers where they were convicted friday afternoon on felonies in federal court. you have paperwork in their packets where i'm requesting immediate termination. one of those officers has already resigned. the resignation is in there as well. i think it's important though that i do have assurance from the u.s. attorney early on that it was her opinion and that the of those from the fbi that they did not believe that there was a systemic problem within the department but believed the actions were specific to the officers that were indicted and convicted.

on another matter we did experience two more homicide since the last commission. we had one on sunday on the 3400-block of 20th street. there was a group of males involved in an altercation. during the altercation, another suspect walked up and struck 1 shot and struck the victim. literally minutes after that homicide on the 600-block of valencia, there was a stabbing that occurred, officers responded and were able to take the suspect responsible and the second suspect attempted to dispose of the weapon into custody. that investigation is on going but the suspects are in custody. that is the total for the year of homicide to 43 which although is a low annual total obviously it's more homicide

that anyone would like to have in san francisco. on the current events, again in our offer to get after the guns we are doing a gun buyback at 1038 housing authority street on saturday beginning at 9:00 a.m.. weapons can be turned in, no questions asked. hand guns $100, assault weapons $200. anybody living in the valley area near the playground that begins on saturday at 11:00 a.m. christmas for the kids. so with that, that will conclude my report and i will defer the rest of my time to the presentation after any questions. that concludes my report. >> any questions for the chief? commissioner hwang? >> there was a homicide reported last week involving

the homeless man beaten to death? >> yes, we have still video and there is tremendous leafletting in the neighborhood. captain is working v e closely with the homicide detail and we are asking for the public's health and tomorrow we'll make sure we release the pictures to the media. a very good picture. we would like to get this person into custody as soon as possible. >> any other questions of the chief? thank you chief. >> item 3b. occ directors report. review of statistical reports. summary of cases received in november 2014, immediate eagles of complaints, in november 2014, adjudication of sustained complaints in november 2014, and companions

reports. >> good evening, vice-president turman, commissioners, chief and members of the audience, today occ commissioner salazar hosted their mediation program. they invited ms. salazar to spend 2 days with them last year as they set up their mediation program. so we are now hosting l.a.p.d., and their mediation program is under way. i met with their sergeant from internal affairs who runs their mediation program and tomorrow members of their command staff will visit as well. they are going to be visiting internal affairs for sf p.d.. you have in your packet the november 2014 statistical reports and companions

reports from november 2013. as of november 30th, the occ received 662 complaints compared to 672 complaints november 2013. we have 94 complaints compared to 2013. we mediated 28 cases and 54 as of november 2013. moved to the chief proposed discipline. the chief acted in 8 cases in november. in all of but one of those cases it was admonishing and training and five of those was failure to collect traffic stop data and in other case officers unmarked vehicle in an unauthorize traffic stop condition and arrest and did

not collect traffic stop data. another case involved conduct self inflict iv credit, when citing for a traffic violation he sent her four personal text message which she did not respond to and also approached her when she was in court to contest the citation. the officer was suspended. in the final case an officer failed to write an incident report when the crime was reported by a taxi driver and that concludes my report. >> are there any questions for director hicks? >> congratulations in terms of hosting the l.a.p.d. and showing the mediation program that won all of these awards which was a great opportunity

and if good for you in the office. congratulations. >> thank you very much. the l.a.p.d.'s mediation program is very different than the occ. the mediation program is run through their city attorney's office, but it is achieving success and they do have a limited jurisdiction. they are only limiting, they are limiting their mediations to only racial profiling allegations. i'm sure that they will seek to expand it, but that is what they are doing at this time. >> ours is much broader, right? >> ours is extremely broad. >> this is the initial step of the mediation program, is that correct? >> >> it is a year old. it's a pledge mediation program and

they have had to lay the groundwork to persuade their police union that it is fruitful to engage in mediation and that is succeeded. >> thank you, director hicks. any other questions? >> thank you. city clerk: line item c commissioners reports and commissioner president's reports. >> the commissioner has not left any items that need to be discussed. i will however announce to the folks here the members of the commission and folks listening or watching on television that we will be having a presentation tonight on the redistricting proposal. the commission in response will be meeting within the community to discuss those issues as well as others that

maya -- arise in the community. i will be posting this information, but please understand the commission will be very much interested in what the public has to say. we'll be meeting in the tenderloin on january 28th at 6 :00 p.m. in the northern station on february 11, 2015. at 6:00 p.m.. southern station on february 25th, at 6:00 p.m. and bayview on march 4, 2015. all of those meetings will take place at 6:00 p.m.. the locations are not yet finalized. we will be posting and distributing that information. please know that the redistricting information tonight is a proposal that we are excited to hear. we understand there will be community input and we want everyone to be fully informed

and understand the decisions we are making. any other announcements? >> yes, thank you, vice-president. there is an article in the san francisco examiner monday about our medal value or case. a san francisco police officer awarded a medal of value or. there have been mistakes in that article with reference to officer involved shootings. i feel compelled to respond to the article in which there was an allegation that myself and detective monroe did not fully inform the commission as to the status of the many different investigations. for the record, we followed all policy and procedure that we normally do. this officer involved shooting that the article is about, that statement was forward to the captain of the committee

of three senior captains. they approved it, review ed it and they forwarded it to the medal value or commission which took place in view of that incident. i was the commissioner present in that review. it's an incredible process, there are 28 members in the san francisco police department in that room that reviewed that incident. there was an cumulative 800 of years experience in that room that day evaluating this incident. the decision amongst those members, the rank of captain above was that these officers be awarded a silver medal award of valor. their report investigations were completed and forwarded to the district attorneys office. the d. district attorneys

office has not ruled on that. the officers have returned to duty examination of that officer involved shooting. that return to duty evaluation was evaluated by this commission. prior to awarding those medals of val or, we asked the occ director for her review and that was done. when asked whether or not there was any investigations, we don't take into account the da's office of investigation. there is talk about doing that because of timeliness. sometimes it takes 2 years. the police department has profrd this and the occ had not object and it's thoroughly vetted. so i find it very disturbing that these are very emotional and tragic experiences for all involved. the families, the police officers, to write an inaccurate article to say

that we did not study this is wrong. i would like to set the record straight and there will be a discussion about a final hearing before the d. a.'s office. we are working on that. i stand behind those heroic officers and support those medals of valor. >> any other announcements? >> commissioner dejesus? >> i want to respond. i did get a phone call. we talked about this before. we are going to put on policy and how we are going to handle this going forward. i did ask whether there were any charges pending and i was told know. i understand the district attorney is way slow and behind on that, when i meant charges i meant everything, is there anything pending. we can talk about the policy because we can vote anyway we

want and we have to decide what weight we are going to give to that. i would suggest in january or february we need to talk about the agenda what policy or form or actually establishing a policy of with an information should be provided to this commission before we vote as a commission, as a whole as a medal of valor. so we get the terminology straight if there is a civil case pending or charges pending, any type of investigation pending. i hear what you are saying but we need to put it firmly in a policy to vote. >> just to make the report clear myself and inspector told the writer what the policy is. the police department profrs it and it's viewed and the consultant and we both

francisco police department as well as an expert consultant in the area of policing called public safety strategies group who is here tonight. as required by city charter and prip taetd by the move to 2015, the ptsd p.d. and expert consultant by making the boundary changes. you have the power presentation in powerpoint and the rest of the information will come as well where the internal office is making that report. now i would like to introduce you to kim craven, the director of public's strategies group. shhh e will walk you through a

short presentation describing this analysis and afterwards we'll be available to be questions and answers, but i do ask that we limit the scope of those questions to the project currently in front of us here. thank you. >> thank you, mr. mcclure, ms. craven. commissioners you will find the packet and i believe it will be displayed. >> thanks for having us here tonight. i would like to start briefly giving you the timeline of the project. it started with the search back in october. we were selected and started having conversations in december. we scoped the work back in the spring and until that time and now what has occurred a multimedia analysis and sfpd which we'll detail in just a bit.

as randy mentioned there was are a few project drivers which will happen in the early part of 2015. the new southern station is for the bayview that means it has to change. also the fact that there is anticipated growth both commercial and residential properties in the city and there is a balance within the district and as mentioned the board of supervisors legislation which is required every ten years. so this will start that ten year mark now for the p.d.. the objective of the project was to consider the parody across the district, the imbalances of the work load meaning the most calls for service and that occur within each of the district. we wanted to look at the neighborhood themselves trying to preserve neighborhood integrity and natural boundaries things such as parks and areas as the masconi center and we didn't want to split thing that would

naturally belong together. we want to talk about the operational considerations for the district so maybe one street pairs or making continuous borders for their pd's for their district to be aligned. when possible to consider the amount of time that it takes an officer to patioer from a call if aligned with the boundaries and the data. one of the things is to allow for implementation when considering your facilities and how many officers can go in a particular location in the it constraints where the dispatch center is housed to facilitate the radio changes required to operate effectively within the new line alignments.

we had the multi-tier structure. this is the start of 90-day public comment as you mentioned for the community to now weigh in on the line changes. the top of that is this city's team. you heard from randy mcclure and you have the conduct here tonight and captain from the sfpd who is the project manager. we had a series of focus group interviews consisted of the command staff members specialized units within the p.d. within each of the districts ranging from the patrol to supervisor within the station along with city stakeholders such as public works an planning and folks that were having either information that would be valuable to us such as expansion or facilities. we interested -- interviewed all of those and
