at cutting services realizing that we still have some to public complaints to respond to about you know how quickly things turn around and how quickly we work with planning. all of those things that we are talking about in the joint meeting and i think that is a good investment that the public would like too. >> right. >> and so i am sorry, i may not have been clear, i am not trying to cut the services and there is no reason to cut services. there is a way for us to have savings in this year without cutting services. i would assume that like one right now, based on our hiring plan right now projected to have $2 million in salary, because we are hiring.

familiar with. the legislation from last may and the department planning issued the 6 months report and ma documents what i have been telling you in our meetings and as of right now we have legally permitted two out of a total of about 85 or 86. applications. and we have had about 1100 public inquiries. and some of the issues seem to be in planning, where there are certain requirements that must be met such as planting streets and meeting the landscape requirements and possibly environmental details of the

report. we expect more to be approved but it is a time consuming process, but you may recall that the ordinance requires that for the first three years of this ordinance provide six months status reports with the planning. on the enhanced ventilation issues that you have discussed here, and a number of times some of the other experts in terms of how the implementation of that particular ordinance

may proceed. and our mandatory soft story, and 57 owners and there will be a new report, by the end of the business today, and that number may fall to around 50. and it seems to be dropping by 8 or 10, where owners are coming or falling and submitting the screening forms and so each so, we are at about a 99 percent compliance level. a second notice of violation will go to those who are non-come play ant and in january there will be a hearing or depending on what the total number is, the director indicated is that we would like

to group these so that we can move them. and i think that problem is moving well. and i wanted to note on that you may have seen, the mayor of los angeles and have an announcement where they are going to try to do the soft story retrofit and concrete, and which is as we know quite a big bite of the seismic strengthening apple to take. and if it is not mandatory, as it was presented at least in public, but apparently it does have the language in the proposal, what it says if a building owner does not comply, within one year, the building department may condemn the

>> good morning commissioners, dan, deputy director of dbi and inspection services. this is a code enforcement and dbi up date. november, building inspections performed, 4335, complaints received, 194, complaints responded to 24 to 74 hours, 155, first notice of violation, 48, received in a data without notice of violation 139, abaited xlaipts with notice of violations were 28 and second notice of violations were for the code were 5. part of the reason why the number went down, we had a few holidays and the training so from the prior month that is why the number of inspections have gone down. for housing inspections

performed, 694, xlaipts received, 303, complaints responded within 24-72 hours 279, complaints with notice of violations 139 and abaited complaints of notice of violations 287. and number of accused in the director's hearing is 76 and routine inspections 135. and for number of cases sent to the director's hearing is 32. othe statistics for the month of november and the totals diminish due to the training and resources needed to investigate. and the two housing inspectors. for your review is why. number of cases abaited were 211. code enforcement were 110. number of cases referred to the litigation committee were 7 thank you.

these applications are not getting through. whether the projects themselves have something that they can't meet, or are we just, you know is there a roadblock some iny our department, we would just like to see i have a feeling that i like to see all 86 legalized if possible. and so, just want to get a break down on why those are still being held up. and the enforcement numbers from housing regarding the effect of doing the research around the short term rental. i would like to get an up date about what we are doing, in terms of the short term rental

legislation. and with planning, if planning can be invited to come with us, so that we can get and become on the same page, and the second thing, maybe more related to the next item, but that we be in the discussions about when the follow up meeting is with the planning commission and especially since we have delayed the scheduling of our system, february might be better, or early march to coincide with what the anticipated that project is. so, maybe you can discuss with the president of planning, and the second and try to since it takes us so long to schedule this. >> yes. >> we can have the same agenda. >> that is a fair request. >> and the same to schedule a meeting. >> and actually on that we have some --. >> we actually --. >> yeah i did discuss it. >> i did contact.

scheduling of a joint meeting with the planning again on our docket early next year, for our own meeting i would like to propose and i think that i mentioned this before but we did not get any response and i would like to raefp out to the mayor's office of housing again to give us a report of which hud or former hud housing is now under the mayor's office and i believe that they funded out to some non-profits. which would put it, in the private sector. and it is again, goes under the purview of what is the responsibility of our housing division, and in case we get complaints. and which we are obligated to respond to. and so we just kind of get a better idea of how much and it is how sands of units possibly. how many extra units are now under the dbi? >> not only in our housing

is there any public comment on the minutes? >> okay, seeing none, are all commissioners in favor? >> aye. >> any opposed? >> okay, the minutes are approved. >> item d, continued appeal. case number 6794, 819 ellis street. >> good morning, chief housing inspector as the abatement appeals board may recall this was an item that was before you at the november 19th, 2014, abatement appeals board hearing in which the board indicated that the property owner would have to address 8 items in the notice of decision which are also in today's agenda.

the taking down of the sign and that occured immediately and they began to seize the residential occupancy of the third and the second floor and as fars the auto repair, you know, i believe that is till going on and i will perhaps on the first floor, and we didn't see the evidence of that going on. and as far as the staff is concerned, we believe that the item or the property owner good faith has responded effectively to item number one.

and with respect to item number two, as far as stopping all auto repair activities, again, i believe that there is some things going on with the first floor that is accessory or part of the nature of the commercial garage or the taxi service and i will let the property owner maybe give you more information regarding that. and we did not see those uses on the second or the and the alarms at the location, and

with respect then to the filing the permits, the property owner has the permits on file, and i believe that at the time of the last abatement and appeals board hearing, but the question was, whether they had an accurate permit and plans filed to deal with the work that was done without the permit and, namely the wall partitions where we had the guest rooms. and i am happy to report that in the assistance of lowry, and working with the property owner and the representatives, to show them what the last set of plans were that established the wall partitions which are pretty much, not any that were on the third floor. and that they filed a building permit with an accurate set of plans yesterday, to address removing all of the wall partitions that were put in without a permit and that

addressed the concerns that we had regarding all of those wall partitions and those photographs that we showed you have framing and then subsequent wall partition and guest rooms created that had of bunk beds. and that has been done. >> could i ask you a question? >> now the work is not done, but the permit is filed. >> when was the permit filed? >> pardon me? >> that permit was filed yesterday. >> so they didn't, they didn't do it within seven days of the hearing. >> they didn't do it within seven days, but they did and were working with the department and there was discuss in the meetings with them and we gave them feedback and information and looked at the set of plans and so they were actively engaged in doing that. so we do and we are confident now that we have a set of plans that are accurately depict what was not legal and what they are doing about that.

>> then the next item had to do with the transsee ent occupancy and we did find that they were in the process of doing that immediately after the hearing, and that was done at least, what we saw because we are doing the spot checks, and some time completely done some time after our december 11th inspection. and i will tell you that our subsequent inspections to that. have revealed that all of the residential occupancy on the second and third floor has sees ceased we do not see any evidence of that. we see the storage and let he just say that one of the concerns that we had in the ongoing inspections to the november hearing were that the first time that we went out there and we saw the bunk beds that were there and the people were gone, and at least the occupants were gone but the beds were made and ready to go
