modifications, based on nofas, we'll add it in. if it's an urgent case we have the ability to pre-fund them ahead of your authorization from the existing funding that that organization gets. now the add-back funding is good for this fiscal year, and next fiscal year. they are all good for the immediate fiscal year, and the next one. and we'll see what comes out in the budget, because we're on a two-year budget cycle. so the expectation is for those truly urgent and i don't know of too many that we put in that category, but those funds have been available. it's funding that we're taking out of the existing grants that we'll back-fill once the process is complete. we have have to go through a whole process that takes time. >> i asked you three questions

and you answered one. how much are we talking about? half a million dollars? i know, you don't have a definite. >> i don't have the exact amount in front of me. >> not exacty. >> overall, $2.5 million. >> $2.5 million. >> okay. my second question, how are you going to use the $2.5 million? >> that was the subject of our notices of funding availability, where the non-profit partners submitted proposals of how they were going to spend the money and how it was going to serve their clients. that goes through a review and a whole process. once we make an allocation of a specific set of funds based on a proposal received, then the daas, the staff sits down and works out details of how they are going implement or expand on the services that they are providing to use this funding. >> commissioner serina. >> thank you, dave, we'll be able to have a full discussion

next month when those are put before the commission. >> that is correct. >> and the emergency procedures that the department has made available to the contractors so essential services are not denied because of the process themselves. so i think we can have the discussion next month. >> in most cases it was addition of services that we already have in place. there are new locations and of course, those take longer to identify the site and identify the contractor and put the parameters into place. >> i'm sure that is why the financial committee they've been trying to look for a date and coordinate with the staff. so they can get this going. thank you very much. you have one other question, commissioner loo. >> since the money is coming in late, and if they can't spend the money, can the money be carried over to another year? >> it's basically a two-year

funding amount. so yes, in certain cases we can request it to be fund ed or allow acceleration. they still have the full fiscal year amount to use this and some of it we may be able to roll over into next year. they have gotten total funding for a two-year period. >> thank you. >> commissioner sims. >> just quickly, i want to say that while i have great sensitivity for non-profits and ngos operating on limited budgets and stretched beyond imagination to accomplish the good work that they are working on, i am as a kind of good government advocate, comforted to know that your department is as thorough as you are, and as careful as you are in the allocation of these funds and not -- we're not at-risk as the general public to see those funds being pushed around by the whim of any single elected

official. so thank you for doing the good work. >> thank you, we appreciate that thought as well. >> i remember that process. thank you. any other general comment from the public? hearing none, we'll move on. old business? we don't have any. new business? so here we are. the last item, the department requests authorization to modify the grant agreements with the non-profit service providers for the record period of july 1, 2014, through june 30, 2015 in an aggregate amount not to exceed $393,993. the purpose of this increase is to help compensate the non-profit service providers for the increased costs associated with providing the services on behalf of the department of. could i have a motion to

discuss? >> so moved. >> second. >> commissioners, dave curto again we're asking your authorization to modify the non-profitgants that we have under the daas portfolio for a cost of doing increase -- a cost of doing business increase of 1.5% granted by the mayor's office in the budget process. traditionally, the board of supervisors usually matches this every year. this year, the board of supervisors did not. so our contractors had an expectation of getting one around 3%. but daas was again very fortunate to get other add-backs and allows to us modify grants by 1.5% that carries forward into the future. this process we're in the process now, we have notified the contracts. they have to go in and allocate

1.5% throughout the existing budgets. so the total amount this year is $393,993 in an aggregate amount spread between probably 150 different daas grants. >> i heard 50. >> there abouts. >> our general policy of how we allocate the cost of doing business adjustments an salaries, benefits, et cetera, hard costs we generally only apply these to county general fundss and we never allow the cost of doing business to apply to a brand-new program that we're starting up or something that was a result of an rfp or

even an add-back funding because the contractors gets an opportunity to negotiate the first-year budget and will forward costs that they anticipate. so it kicks in during the second year of operation. any questions that i can answer? >> i was wondering how many organizations that you distributed and you said approximately 150. okay. >> commissioner sims. >> one, was there any rationale with the board of supervisors this year for their resistance to match the mayors? >> i think they had other targets items that they had taken a higher priority over matching the cost of doing business. i know it was discussed at the open budget hearings and non-profit partners expressed dismay at not getting the add-backs as was done many times in the past. it was a different set of priorities coming from the

commission. neither the commission nor staff will respond to any questions until public comment is through, and the commission may ask staff to respond once that done. if there's an item -- if there is not an item on the calendar that you wish to speak on an item under the jurisdiction of the recreation and parks commission you would speak on item four which is general public comment and then it is continued again on item 9, and last as a reminder the january committee meetings are canceled. we will have our full commission meeting in january but we will want be having committee meetings, and with that we are on item two, the president's report. >> thank you. a few items. one is with the heavy rains in the last weeks i am very happy to report that the harding golf

course greens and sand traps look like there was no rain at all and i have seen people -- people have presented pictures to me of other courses issue the most expensive and best courses in the bay area and all of them were closed with flooded traps et cetera so all that work that went into doing them is really paying off, and of course that means they're more rounds played and more revenue and more people enjoying harding so congratulations to the staff. secondly, and i am sure we will hear more about that but the boat ecer park opening was really spectacular. i am one of those who believes that park will set an example for all cities, for urban center recreation and park activities, so just congratulations to everybody. it takes a village.

third, i want to thank commissioner bonilla and lisa wayne on the staff with the work on beacon hill and the process there. it's been a long process but it's coming to some good conclusions so having a commissioner participate in those solutions is comforting i think to the residents and to staff, so commissioner bonilla thank you for all you've done on that. we will hopefully see a final resolution in the coming months. >> thank you. >> we had an item on the calendar that dealt with modifying the rules that we have for grants and grant applications. the board of supervisors has a threshold of $100,000 before items get heard by them and we were entertaining the idea of following the board but after consultation with commissioners and with staff and

particularly lisa bransten we were able to come up with a solution that i think makes sense and that is we will have all those items put on the consent calendar, and then if there's accompanying mou or some kind of requirement that a policy decision be made it will be pulled off consent and it will be heard. you're looking at me with confusion margaret so i will do whatever you tell me, but at any rate we're going to still hear them and put them on the consent calendar and we will buzz them through that way. we talked about the meetings. oh and i want to acknowledge that local 261 honored our secretary margaret mc arter. happy holiday. it's a time to reconnect with friends and family and to reflect and may you do much of that in our parks. keeping in the spirit of the holiday season this past saturday we joined the san francisco police department in operation dream in hosting a special holiday celebration at hertz playground and visit with santa, stock stock courses and arts and crafts and a toy give away. for the past 20 weers operation dream has had a toy drive benefits kids in low income housing and hud housing and low income neighborhoods and provided more than 20,000 toys to kids in san francisco and i want to thank chief suhr and everybody from the police department for partnering with us. operation dream was front and center at our holiday tree lighting on december 4, and kids received the fruits of people's

good will and good spirit at hertz playground this past weekend. this morning i had the great pleasure of joining the mayor and pc general manager hard an kelly at ocean beach with our secretary and in town on a quick trip interested in the affects on climate change in ocean beach and we are a partner in ocean beach master planning process that spur has been convening with numerous stakeholders and it really is fascinating what has happened to that coast line. in fact usgs was there with us and said the southern part of the beach which is south of sloat to pacifica has lost more coast line than anywhere in the united states. >> wow. >> and you can really see -- we were up at the top of the cliff house and look out at ocean beach and they were pointing out to us where the

coast line was a century ago and where it is today and it's remarkable and a reminder that we all have a responsibility to take climate change seriously and it will be an increasing part of our planning and our conversations in the months and years to come. it was an important opportunity to actually meet and chat with the secretary because as you all know she's been a champion of the water land and conservation fund and as long as with the president advocating for full funding of this and supported a number of projects throughout our city's park system over the last decades and the mayor spoke passionately about it and the mayor is one of 52 that is with the parks alliance and at the upcoming conference of mayors in dc in january they will be

doing a piece on lwc cf to further advocacy at the local level with the funding. the secretary was invited to be the keynote speaker at our upcoming parks conference which is around the corner. this is the city parks alliance is national conference -- international conference, greener and greener and vibrant cities and held here in san francisco between april 11 and 14, 2015. greater and greener will bring thght a thousand leaders from around the world to celebrate, and connect and improve the economy and the environment around the world. you will hear more about that in the new year and this commission i am hoping is present and an active participant in the gala and the panels throughout the week but we're excited to

welcome the world in san francisco in april and we have invited the secretary to be our keynote speaker. so more on that to come. winter registration. if you weren't paying attention last week get ready for winter. registration for the popular winter programs began with hundreds of classes around the city. we have something for everyone in your family particularly with the upcoming new year and the annual resolutions to get out and play and kids classes in golden gate park and martial arts classes and yoga for adults and classes for teens and go on our website or browse our winter catalog. congratulations are in order to the friends of jerry garcia theater and has been awarded the [inaudible] for outstanding

[applause] the friends of the amp and the members and the have been absolutely instrumental for advocating for the amphitheater and mclaren park as a whole and we are grateful of your support for the park system and this department and thrilled to recognize you and celebrate with you at the upcoming awards in january. for those that don't know the neighborhood empowerment network is a community organizations and academic institutions with the goal of empowering neighborhoods to be greener and healthier places to live. this is the seventh annual awards event and held on january 30, 2015 here in city hall. to register or

attend the event visit event bright.com and support friends of the amp. commissioners two pieces of recognition. a certificate is presented to rock and a community based organization in san francisco that has made a profound difference in the city of the lives of the children of the city and founded in 1964 responded to the needs of education programs and after school activities. inspired by this the volunteers researched the issue and combined after school programs with sports and fitness activities to promote healthy child environment. i will present the certificate to the executive director and presents a number of programs

throughout the year and outdoor activities, academic support, after school programs and summer camps so on behalf of the san francisco recreation and park department we congratulate you on your anniversary and commitment to improve the lives of children in san francisco. please come on up. and described exactly what we do. we have been doing this a long time. i have been there for 17 years so i seen a lot of kids grow up, be successful in their lives, work for us, graduate college, come back, volunteer, donate money so it's working. we're excited. the core is out door sports and adventure and we want to acknowledge you and your department as well. we accessed and utilized lots of space and activities and renee's playground over the years. that's where we got our start. most recently the mobile rec center and the rock climbing wall and mclaren park and golden gate park and i have utilized a lot of space while i have been here in the last 20 years. thank you so much. >> thank you. all right. and for our next acknowledgment commissioner buell you talked

about how harding weathered the storm. you know it's a big park system and we had lots of storms and it was a pretty dicey 10 days for our staff and before i go into this special recognition i want to commend danny kern and the entire operations term for their preparedness. our park system weathered the storms very well. we lost a small number of trees which is to be expected but we had minimal fleeding. our facilities were in pretty good shape and we prepared very well for the storm and we responded very quickly to emerging colleges in our park system or on the streets adjacent to the parks because of the storm and i want to thank him for his leadership. one aspect of our response to the storm is we are -- our rec center's function is more than just places for fun and rec kreegz. they're community centers and in an emergency or

disaster we provide shelter and so today i really want to acknowledge and commend everybody who participated in the shelter operation which housed over a hundred people for about 36 hours. >> [inaudible] >> oh it was two and a half days. it was two full nights. these folks really went above and beyond with the storm with less than five hours notice these individuals accomplished a herk layerian task of putting this in motion and did it seamlessly and in partnership with the human services agency and the red cross and many other partners. so i want to recognize who is here. tim fageris and his staff and a coordinator. steve [inaudible] and the entire park service custodial staff. bob lote and

marcos is here. come on up folks. our park patrol supervisor who provided around the clock support and jennifer from the division and made sure that we were able to staff the facility and keep it safe and operating. we also had some other staff that i think that are here that worked with our team leaders. raina and george who are here and provided wonderful support. this is important to have our city leaders call on us in a pinch and to respond as quickly and as effectively as you all did is really terrific and not only do i want to commend you and the commission wants to commend you and we have sunny from supervisor kim's office to provide a further special recognition. >> hi. this is weird. you guys are behind me, but i echo

everything that the director said. the supervisor actually had an opportunity to tour the shelter. she lives near by the rec center as you know and she had the opportunity to go in and a maced as the efficiency and the relaxed environment and a different experience since she's has spent a night in another shelter and went through the process. i believe the staff played a critical role in that and the recreation center is not just a recreational facility and is serves all of the residents and many have relationships with rec and park staff like tim and steve so we're very appreciative and i would like to -- read this for you guys. on behalf of the

board of supervisors in recognition of your rapid mobilization to shelter the 246 individuals -- that was the number i got during a severe storm that came to the bay area with over 6 inches of rain and the wettest month in the last six years and the board of supervisors gives the commendation for your passionate response and accommodation for toaz in need for safe shelter. >> thank you sunny. do you want to join me with a picture of the team?

>> i am kimberly and the director of the volunteer program here at the san francisco recreation and park department and we -- [inaudible] and engage passionate people of san francisco who want to get out and give. >> i like the satisfaction of giving something back to our community. >> i really value the green space we have in san francisco. >> [inaudible] >> and it's fun. i don't know. i like it. >> surdivision supports 184,000 hours of volunteer service annually. [inaudible] also the program and youth stewardship program as well as all of the recreation programs. one of the great things i get to do is support large events like national public [inaudible] clean up day significant events nationwide about volunteering and giving back.
