nice noise permit issuance policy, and the questions were responded to and the over all consensus for the meeting was supporter of the new policy, contractors and developers as well as residents and particularly pleased to have access to night noise permits and not posted on the dbi website that includes the map that shows locations of the work well done in that and i believe there was a lot at that meeting and i am glad to see that there is progress, thanks to the dbi staff who were prepared to respond to last week's major storm. emergency contact protocols were updated and dbi was posted providing tips >> is there any comments? >> item three, general public

november. and we met to discuss what we should do. we typically would announce the expiration and the seats being opened and then ask if there is anybody interested in applying for those seats and we would accept applications, and then we will review them and then, recommend somebody to the bic. but in light of what has been happening at the appeals commission there is a lot of work there. and there is more upcoming work because of a proposed legislation that supervisor tang has on board to recommend that the role for the commission and the two current members in those seats are working very closely on that legislation. there was thought that maybe we will forgo the application process, that we have done in

the past and just go ahead and rerecommend these two members to those seats. and we thought that it would be best to bring it up to the entire commission and let the entire commission decide what we should do, if the commission decides that we should go through the application process, we would and if the commission feels that we should reappoint the two members, we could do that too. there is no rule in the code that says we have to go through an application process. so, that is why we are bringing it up today and see what we should do. commissioner walker? >> i would like to thank the sitting committee members for serving on the access appeals commission, it is really an intergral part of our process of making sure that everyone has access. so, i feel like the issues that are up right now are very

long. >> item 6, discussion on accela permit and tracking system. >> my name is henry and i am the project manager for the project for dbi. and thank you and good morning commissioners director, and i am here to present the monthly status for the project. every department in dbi has gone through the user training and we have also completed all of the uat testing which was

both our functional testing which is wave one as well as our data migration testing which was wave two. wave two completed in early december and we have actually started all of the work to fix those items and retest them and actually started towards the

end of november because we had the wave one items at that point and now we have all of the wave two items known, and the fixing and testing of all of the items is really the driving task and chunk of work that is determining the go live date. we are schedule to come back on the ninth with that committed date. at that point, all of the dbi,

as an example, what are the kind of issues that we are running into that needs to be fixed? >> with wave one, and the functionality, we had 71 items that were raised and these are

mapping, and when we ran the full data, on the weekend of october 31st, we started testing it, and we found that there is a lot of mapping or mapping that was not correct. so we had many thousands of inspection records from pts that came over without their comments, with inspections there are multiple dates that are stored in pts.

these have to go back and hand in the corrected mapping which is actually the code that does is the migration, is it in the mapping code or the data field problem? are we putting it in the field or the data and at a very basic level that is the explanation and the reason that something gets mapped to the wrong field is the data base came up in pts, which is basically the scheme is basically the structure of how all of the data is stored in multiple tables and then there are relationships between the tables that is a system that has been maintained and enhanced over its lifetime, 14 or 15 years. all of the folks that have performed the maintenance over that period are not all with dbi and so they have retired and moved on to other jobs and

so, even understanding the pts data structure is some what of a process of discovery, there is a lot of expertise on the team, but there are some aspects to be able to move everything to a new platform. the as i talked about the specialized user training which was led by an ainstructor that was completed by the beginning of december and we have refresher training and a couple of rooms set up at dbi where we

have got folks from every department, that come in whenever they have schedule the time and just basically get more time and hands on the system and refresher training to keep that knowledge fresh. the items in dashes are confirmed on friday and committed to and we do, as we talked about last year, i talked about last month, we have a business simulation pilot that we will be conducting towards the end of the uat fix and retest period, where we will have some play at times a conference room pilot where you have the group and people from each division within dbi will come to the conference room and have a table and an area set up for them and we will simulate taking the counter permits through the process and the site permits through the process. and going through the various iterations and the goal on that

>> we are going to item 8, discussion and possible action regarding ordinance amending the building code 107 a.2 to refer to multiple data sources for cost schedule for permit issuance fees. >> good morning, kirk dbi and technical services we are proposing a code change to the san francisco building code administrative chapter, to add back in wording allowing us to use the statuses updating the cost schedule. >> currently the building code the valuation is to be determined by the building officials who gives him the final authority on determining that. he can use a cost schedule or you can use the actual cost which ever is greater. the cost schedule that is referenced there may be updated annually based on construction data reported by the valuation

engineers. frequently and over quite some time, san francisco unique area and requests come in to clarify and costs for items that are not covered example might be tower cranes or seismic up grades or things like that remodeling things that are not necessarily uniformly nationwide. or covered in these documents. so this change will allow us to continue to gather information from authorized sources that help us put together these costs to help the general public come up with the valuations that they are permit fees are charged based on. the cost schedule is not necessarily the exact cost, since we can use the exact cost of the actual cost or the cost schedule cost which
