12:30 am
forward congratulations. >> all right. so our next one is for we were talking earlier about the k p for jackson doing business as as jackson for an entertainment permit on the bermuda triangle and the new operators want to continue to operate entertainment and northern station approved that with a condition in our binder i want to mention crystal has a maid our conditions on a color paper their ears to find thank you crystal so sam is here and he can talk about jackson. >> do i want those letters from the community now. >> sure. >> we got a lot of them today. >> great, thank you arrest my name is sam i'm the managing
12:31 am
partner now jackson those are two of the other partners that are here mr. miller and one of our supporters bryan first of all, jackson i'm sure you're aware of you guys know the location you mentioned you know the location and ownership k t has been there a long time and it's location is 231 fillmore street in the heart of the district the closest streets loma bar it's active in the marina that has for decades a type liquor licenses a well-known bars some blaze places like the balboa cafe those are within half a block of jackson now some of the other well known
12:32 am
establishment is east side west an lombardy and mask and condemn and on chestnut jackson is in the epic center of the bars and restraints so essentially a lot of bars in the area the goal for jackson and ownership in seeking a new entertainment permit for keeping pates u what's been going on keeping up with the cultural that draws us to the city in san francisco we want to expand our music program to include open mic nights and comedy for the off nights sunday nights an overwhelming amount of support for entertainment at this location do make the establishment the best for everybody in the community and over the years san francisco has
12:33 am
lost it's culture within community i've lived here for a 6 years my friends and i don't see the night time so that's a .3231 fillmore jackson is a place for entertainment for decades and occurring to the current building owner perry that called me we have a good relationship which is nice this place back in the 70s was a country western bar that had cool acts and that's kind of cool to hear the ownership at jackson along with the community support asks for a new permit so we can continue to entertain our customers that's been part of the community i'd like to answer any questions you have. >> commissioner joseph. >> hi i have a bunch of
12:34 am
questions but let's start off with talk about our experience in this. >> my experience started first of all, i should give a little bit of background we're from different walks of life i was a police for san carlos and trained police recruits. >> in this business. >> sorry to interrupt you i managed a club for a year between career changes call envy it was on first and howard a staff of 33, 3 bar margins or managers and 12 security guard and 9 bartenders we would do thirty thousand in cash from liquor i was in the industry in
12:35 am
and out of it for a a long time from there, i started a place called the brick jarred and two under oath years ago i took over a place on unity street an italian bar we have a staff of 12 to 15 and everything is homemade and delicious food i can get a plug in the movement towards taking over a bar i love country but that was 5-year-old i thought why hadn't anyone done this this is a little bit of my background. >> so are you going to do country. >> we're a country bar it's a brand new country bar wood on the walls and brand new steel
12:36 am
bars we're working so on some of the deck core our passion myself and my business partners is really i would say we like to brand ourselves as a country brand military police bar you can give back you laugh with you we raised 5 thousand dollars for the wounded warriors we had all the blue angels that was awesome a wounded worrying come in with his reputation are around the nation is great we showed a video that made people cry it is branded that way and working. >> here's my concerns i spent a lot of time on the street that bar was a mess so the owner was really the manager was someone
12:37 am
behind the bar the line going down fillmore street was a mess we got complaints in the 0 hotel across the street and complaints from residents in the alley the problem with that place it causes problems on the street. >> sure. >> so i see that you say that security and management will play a role in policing loud patrons and moving them along to their next bar so you can move loud patrons to be allowed at the next bar i mean, that's kind of how it reads i kind of wanted to know i believe you probably are going to be really popular because it sounds like the theme is going to be cool the only thing i'm concerned about how you are going to manage the line along fillmore and the line
12:38 am
along the alley not to disturb the residents so inspector burke and paul i didn't don't have to cite you. >> i think a big part is the person working the front door we have an experienced person 3 couldn't make it here he's a door host my feeling we need to limit the number of people and those people are not going to be able to come in friday and saturday nights are the popular nights and the other nights have not been prayed if you come there wednesday night there could be 15 or 20 people at the bar. >> i'm sure you'll change that. >> we're going to try we're talking about friday nights from maintained to one and how to manage the crowd and not allow
12:39 am
all those people if we're seeing we're k ts now the new bars for the friends and network we've build up and new country bar the way to manage that is to be sure that over intoxicated residents are not allowed in. >> was are you going to do with them they can't come in. >> historically bars and clubs have done that in san francisco we used to call did fading i hate to use that word. >> i know what fading is. >> when a bar is if popular if you can't act like a good princeton patron. >> you're going to make sure he move them along and be quiet or let them have a fit on the street.
12:40 am
>> we're going to move them along or ask them to come back right now because of the world series and halloween the marina itself is you can go anywhere there's a line we want to try and mitigate the issues moving forward by telling those people look you can come back another night and have the door managed to that note we have the experienced bartender who have managed other restraints sierra club everyone on the staff is an all-star member. >> okay. thank you. >> do we have other questions from the commission. >> i do. >> okay. >> so i've been in that neighborhood a long time the
12:41 am
week days are dead and sometimes on friday and saturday it's a small place that goes behind the kentucky fried chicken in our security plan you say one security on the door but in this case because obviously you've been working inform audrey and i know envy and south factory a lot of training on promotion and urge you to have a lot of friends coming down in addition to what's already down through so the thing is you say one security guard in the front door but what about the line that goes around people may want to wait and you'll let people leaf people can come in so one security guard is not going - and one security guard is out the door we have an additional
12:42 am
security guy f that stands on the comparison exit and it various varies from week to week i've hired one of my best friends he's actually, the person that walks from the bathrooms to the outside we don't essentially list him as security he's the host but we have other employees there i don't count myself as security i'm there on the we understand. >> i think what audrey is saying commissioner joseph is saying you still have to maintain because they're making noise there's a hotel across the street so the doorman who what is our preparation on handing route i didn't and allowed people are
12:43 am
you going to say you guys have to keep it down please respect the neighbors. >> as far as security i'm sure you're aware of know usually doesn't leave the premise the insurance liability for handling things off premises that's not our with that said, asking people to leave and moving them along those are restraining order few and far betweentimes as far as the line has not gone into the mr. star of the cf c i've not seen it wrapping but 10 over and over 12 lining up along the wall. >> even though it's a one hundred feet our responsible one hundred feet from the front door a lot of times when you have
12:44 am
less problems can go beyond that i'm talking about the building next to you and hotel people probably sleeping and it helps to you know reduce the amount of noise we have problems in parking lots that's down the block you know, i know that from mc v and places like that. >> a that's a different animal. >> the immensity. >> as far as the alley we're cognizant of that alley being a place where consumers shouldn't be we exit people outside there's been hot nights we crack the door but the alley we speaking with the owners son benjamin that alley is a thoroughfare from monaghan's and take a look taco it's an entrance if the balboa area we
12:45 am
want to take probably but you've cleaned up beer cans and we have our cleaners clean that alley they know when they come in the morning to clean urine we're cognizant of that but we also realize this is a thoroughfare to fillmore and to get to the other bars in each direction. >> i'm sorry to interrupt that may be true, however, the residents that live in the alley you're right there that's your problem it doesn't matter it's our problem. >> envy was on howard street across the street is an office area fading people are dealing with people along howard street is not quite the same at this particular location you're surrounded by residents and
12:46 am
hotel across the street the merrifield doing has to be tweaked so it's been my experience every time you go into a new venue you have to tweak it and be specific all the experience in the world may or may not help until you get a feeling for your venue so keep an open mind and tell them they can't come in and leave them standing there or move on and move on and across the alley and starting screaming take assertive action and if they're out of control call the police this is not the same animal i want you to be successful this is not the same animal as some of the stuff you're talking about pga to another bar didn't
12:47 am
work if they open their window and see someone screaming they see your backdoor open you canned do awhile entertainment they're going to call us and say whether or not it's you guys be cognizant. >> for clarification have you met with the police. >> i've spoken with the police. >> there are no objections the conditions speak to them one of them employees should check the k f parking lot are you okay with that. >> we're not looking to make recommendations for what was already there we're currently doing all that but looking to keep what is already been they're going. >> hold you to that. >> i will significant we're
12:48 am
doing a lot more than that that's the whole point in cleaning up the alley for happy residents. >> as long as you're willing to abide by them what is expressed by that. >> do we have other questions from the commission again, i'd like to reiterate the only negative comment we've gotten is urination in the alley so and then i want to make sure you understand that basically the rules placed on by the police and this is for the good neighbor policy we set out strike rules to be in compliance and most of them talk about urination and within one hundred feet so along you adhere to these and not disrupting the
12:49 am
neighbors it will be helpful if you posted be kind to the neighbors sign that's helpful. >> i want to let jeff say a couple of words we have suggestions for the neighbors not a sit-down meeting it's unfortunate that letter came through we saw the letter it should be addressed i'll illegal let jeff talk about what to do to accommodate the neighbors. >> before that i want to say it says sftv local b officers discuss the local bars and existing areas did you do neighborhood outreach beyond the writing do you go to the business association of the marina or do a presentation. >> it is a subject for me, the reason why i didn't do that i'm
12:50 am
not part of the brick jarred that association on evidently or every level put their hands up to us my understanding was that was not an association that was supportive of what i tried to do and i actually heard about a complaint by bob and i'll say it optimally there's nothing to heidi wasn't fond of that group their boys against small business owners in the marina so i didn't outreach to them. >> all right. >> this is jeff. >> hi commissioners do you have a question commissioner joseph. >> no, no i'm aware of the brick jarred association. >> i'll keep it brief this is the first entertainment commission meeting this is great you've e you're asking those
12:51 am
questions i live off chestnut with my wife and children so from that prospective security is a concern of ours for sure we want to be responsible neighbors the one letter if our packet i did have an opportunity to read it prior if that i reached outside out to that neighbor twice meet for coffee or a drink radio of silence i'll encourage that meeting with that particular neighbor but please pass along we're happy to work with the neighbor one of the main concern is the urination in front of their house no one wanted to smell that it's disgusting we have simple solutions we want to parking lot in for example their particular house is
12:52 am
located right behind king could see there's a building that sticks out three or four feet so people urinate dollars no lighting it will be a simple solution for motion sensors we'll provide our electrician for the cost. >> good idea. >> we're willing to explore those solutions with the neighbors and the hotel across the street we're open to reasonable suggestions like i said, i haven't had the opportunity to speak with that i do the street issue as far as moving people along the democrat graphic of the bar is changing from hip hop country so from the management prospective the democrat a graphics is getting more respectful i've been out there in front of the bar and asked people to hug the building and
12:53 am
not block the sidewalk so thank you for asking the questions we're very aware and more than willing to work with the neighbors with when there's an opportunity. >> is necessary. >> to follow up on the neighborhood thing you're trying to build up our week day business have i decided to have an open house for the neighbors and get to know them and explain to them. >> the short answer is yes, we had neighborhood e neighbors from directly above the bar and bake us cookies it was a really nice little welcome letter this neighbor spent a lot of time i brought it, it's neat so the answer is yes. >> if posted we have a neighborhood night maybe you'll get more neighbors not like you
12:54 am
but. >> we've done that formally we can do that. >> are there any other questions from the commission. >> all right. thank you very much. >> i guess one comment if the commission is interested we can mediate between the neighbors and bars if their hesitant to respond with who knows what happened previously i'd like to make sure that the conditioning of the permit that when irving comes to play. >> your invited (laughter). >> we play plenty of key derby. >> any comments if the police at this time. >> all right. seeing none, do we have public comment on this permit? come on up you have two mines i don't need that long a lot of
12:55 am
you guys know media nate i'm a great forensic with sam and unfortunately went to college with jeff he's very experiences in security and bonded in security i don't know if he mentioned that >> jeff did yes. >> but i just wanted to come here and support this not only because i live 3 blocks away but there's no live music venues in the marina so i've talked about doing an open mike or bringing local bandz small stuff that's a secret event in general a potentially good spot for live music and k t before what was is
12:56 am
called may there was a live music element but not under about seven years or so that's another thing on the week days sam has expressed interest is the live music element hopeful that happens and maybe i'll be a supporter of that. >> just a point of information if you promote things please register on our promoters prestigious registration. >> can you ask you why you're wearing a financing way hat. >> oh if you may know. >> no fenway way. >> okay. i he was in the parade by the way. >> our next public comment please. >> hello again commissioners i don't live in phil nor do you go down there but it's interesting a country bar
12:57 am
because i don't think there's any country bars i know when i do fundraiser i love to have country and sing it lip-sync anyway so thank you. >> good evening, commissioners steve just making a suggestion a lombardy association their pro business and the marina merchants association with ferris and the mc a so there's other groups that care about you know businesses and well-being for the neighborhood so those are just a few. >> thank you is there any other public comment all right. seeing none the matter is with the commission. >> well, for me i recommend to approve with the good neighbor policy and the police conditions
12:58 am
i have seem to be okay with the applicant and, of course if you guys have anything else to change but that. >> do we have a second. >> second. >> great. >> on that motion with the police conditions same house, same call? motion carries. >> congratulations. >> all right. to let's see our last item on the permit agenda is larry livingston 222 hide a place of entertainment permit larry is here we did get we have also from jan marcason office one of her protective aids is here and one from the station but basically they'd like to have entertainment a relocate.
12:59 am
>> this is on hide street the hide street has been a bar since 1930 it's been a greenroom to the jazz club that is currently a parking lot that's been 5 years a club it's been out of the business for like a year i took over and went through a lot of correspondence with the neighbor associations and a lot of meetings and then, of course, the caption now we got a license for operating it as a lounge and like to have food type but like to keep the tradition of music that is my passion like house music on the weekends so this is what we trying to get the license right now we do clean up
1:00 am
i talked about our building residents they're just to have us clean up the streets we've installed 3 bright lights and security cameras and security cars there's through assert it's been great and i will mention i want to a lot of neighborhood meetings and 7 out of 8 meetings i mentioned accident entertainment my intention to have djs on the weekends for entertainment so, yeah it's been great so thank you. >> we're going to have questions for you. >> commissioner joseph. >> so you said you just got our liquor licenses. >> it's a 42. >> so you serve beer and wine okay. next you say you have a
