for fun racing and core sponsorship. as with the data live performance for fund-raising events. for private rentals such as birthday parties, graduations that is, we do the occasional private corporate events. we also host dance weekends were people come in and know how to workshops during the day mike again social in the evening. we do have ongoing dance socials. these were social to sort of delineate it as a typical expense of a club. alcohol is not a thing. the focus is on dancing. the focus is on dancing as a hobby. as mentioned, we've had some concerns. we did get a sound test by the inspector. fortunately and we are confident we can meet the eight decibel limit above ambient. we got it taken some of our
8:02 am
slightly unscientific readings to stay in compliance. we've been using her ipad decibel meter for that but i understand we can purge some more accurate meter. so we are on track for that. >> great commissioner hyde >> do you have a backdoor >> that hasn't been a problem in the past. we have somebody who rented our space and apparently one of their guests had opened the back door. now we have signage on there not to be opened. there the house manager for all of our events and before the event summary rents out for private event, we very sternly told him not to open that door >> i just want to ask about the history of the complaints. has been going on for your four years there were the more recent? >> i would say recently it's more aspirated >> love you change anything you're doing? >> based on the most recent complaint, now we've rented on
8:03 am
mac's speakers to lessen the sound and we bought the speakers -- we don't use this because of milwaukee and we read speakers and use stands so it's right on the dance floor. we put on some sound absorbing equipment rack foam i guess you would say. then we checked the sound levels. >> soundproofing like the phone without you meant >> yes, guess the cheap stuff. >> are you checking [inaudible] with an iphone >> yes that's our unscientific >> how long has the metronome been there, >> i thought was a little over 20. >> i know i took dance lessons there in 92. ever since i live there. i just remember the metronome all room be here early after major i moved here a long time ago. so, that was the first question. you are the
8:04 am
home of george you do dance classes primarily is that right? >> yes >> staff i heard you mention those old letter from property management. are they against >> the property manager for the condominium development >> the development >> they wrote on behalf of the tenant that haven't no spot >> showplace [inaudible] okay >> denies a question to the staff. some of these complaints are about just the classes that are taught in the music that's played there which we have no jurisdiction over. so, i guess they're asking for this permit i guess why do they need a permit from us >> they occasionally have djs and they occasionally have a live band they would have that option to do that especially for their socials and special weekends. in the past they have
8:05 am
applied for one offs for events that one until midnight, 1 am worked a record of live entertainment and they decided it would be more cost effective since they are eclectic to get a limited live performance permit >> that make sense. is this a little funny because music is obviously involved in the dance they do which we don't regulate. >> right >> okay. commissioner lee >> so your [inaudible] was on the ceiling on the issues you have towers. are you doing a surround system where it's in four corners to [inaudible] the wrong bring the volume down? >> will actually have six speakers soon become the lower volume [inaudible] >> so when you have the special vents with a band that goes to a board micah doesn't go to your house system. my question is when you're taking your readings right now, do you
8:06 am
find that trying to go by what we have a standard, do you find you have to bring the music quite low that it affects your dance classes? i'm just curious maybe again have to soundproofing major suburban >> exact or we have a fundraiser going on right now so we can get we want to get pendant speakers hung from the ceiling. were thinking ideally we want to raise enough tab 10 speakers >> i think just even for speakers around in four corners just to keep the music and the center it will help you but on your readers to find it difficult >> i know it's just your own >> depends on the gant for argentine tango doesn't matter sometimes the salsa dancers want it) we just a note corpus with a fundraiser and will get
8:07 am
the speakers in and then we can see what happens for you. >> commissioner perez >> i appreciate that you did the [inaudible] survey. i was wondering what was the feedback that you received and what are you seeing key takeaways from that survey? >> resubmitted any written responses on the survey. we had a lot of verbal responses. everybody that i spoke to was very supportive and i would've my staff members [inaudible] there was hostile unfortunate. sue it to stop the door-to-door survey but everything, verbally everybody will we talk to a supportive. especially do a lot of programs with kids. i don't know if you heard of the auto program which is going on for about four years and they recently lost their locations so this is sixth-graders. we're classes of sutures come in and they have their manners and ballroom class. a lot of the residents are very supportive
8:08 am
of that. in a weekly kids classes. >> they're very cute. >> thank you. >> i think we've heard enough. thank you so much. i don't know if there's any police good either? >> officer amir is from [inaudible] is here >> him officer amir's from bayview police station. we approve of this with the obvious good neighbor policy and abiding by noise ordinances. the vendor also just to does very provide us with a monthly calendar just to continue to do that. our other concern or my other concern -- not a concern just to let them know that the limited live is only till 10:00
8:09 am
pm and after that plug-in whatever you want the but live band and dj should stop at that which i'm sure they're aware of. but other than that we approve >> great. thank you very much. is there any public comment on the metronome, go ahead and come on up. >> hello commissioners. my name is kent [inaudible] of the san francisco resident for 20 years. among k-eight is a teacher here in san francisco. in consideration for provided to request [inaudible] mission dance collective understanding [inaudible] some code. currently the sound is leaking and traveling into my unit. it's particularly i hear it all the times during all their classes. it's particularly invasive in their late-night events and parties. the sun is leaking from the east wall beside the borders the proper line at 370 [inaudible] street.
8:10 am
organization the reductive space [inaudible]'s especially problematic for them to not only monitor the sound but also to monitor that the people renting the space. i've requested copies of the police report and transcripts was too late too late to be included in your packet out a copy here but i so want to [inaudible] also that i reference the events on november 6 that i do not need a permit. even so the event could be heard my know it in my unit and in the nude we could hear the music from the south curb of the 1800 block of the 17th street. the music was loud suggesting it was amplified and i suggested [inaudible] to minimize the impact on neighbors. nevertheless, following weekend november 14-15th was a live band particularly problematic and this is with the sound of my for my iphone recording. on the street with the doors closed:

(recording). so, i hear brass and woodwind's from that in my unit and i could hear the amplified mc maturing of my audience inside my unit. this is where the airplanes. i move my bed to the opposite wall and try to include immediate noise in my unit. is the type of noise that's really bothersome to me as a resident. it's my understanding regardless of the type of event that may or may not need a permit to some code is still the same. the situation am describing as i understand it does not fall within the accepted limits. so in consideration of granting the permit i request that you please ensure metronome collective understands and
8:12 am
complies with [inaudible] >> thank you any of the public comments? seeing none public comment is close. commissioners >> so, i think it gives studio that teaches dance in san francisco is something that's needed. i think is an entertainment commission were purveyor of the arts and dance is part of the arts. i know a few people that teach at the metronome and will dance troops [inaudible] is one of them. a bunch of other people. the metronome has been around forever. having said that, the arts are always struggling and i'm sure it's hard to pay the bills. ibm's support of this permit. i do want the african
8:13 am
to [inaudible] a live band is less controllable than recorded music. although you want the option to have alive then maybe he would consider doing it more towards the daytime then at night. but nevertheless, i'm in support of this permit >> july to make a motion on that >> any other commissioners want to move this in some way? >> okay i moved to approve >> with any conditions? >> i'm not sure on the matter live do we do some test shouldn't we do not require some test. however, due to the excessive complaints and expense that mr. [inaudible] described the sound leaking this asked to have some does so
8:14 am
she's been working with [inaudible] on trying to establish some limits and figuring out where the sound is leaking. the commission can also direct inspector broke to do a sound test in mr. [inaudible]'s apartment >> okay i moved to approve with the sound test of the venue in a subtest in mr. ivins apartment >> i will second >> already any other comments? >> can i just say that to the neighbor who is here for the condition of this good neighbor policy which means they have to publish the phone number that you can call anytime you're being inconvenienced by the noise. you can call a phone number. required to answer the phone and we can [inaudible] consider your situation >> what about the live band? >> i think that what's going to happen is would have to see
8:15 am
how it is. i agree i know when we were working with malibu that it was the band that would biggest problem and the biggest noise producers. >> i feel like this [inaudible] the brick building concrete >> yes. i do agree but i think there has to be something to be worked out as problems arise. now that they are under our jurisdiction, we have two people that can go by and check. we are now on top of what is going on there and can offer assistance and hopefully mitigate any problems that have been arising. i think adding us onto it will help
8:16 am
>> i agree and i also think that the applicant has to understand there are certain instruments is very difficult to control like a drum. a drum set. so even without amplification a drum set makes a lot of noise. same thing is true with brass instruments. they make a lot of noise. is just where you direct your band to play in our soundproofing you do. maybe just after some proof that wall. >> all right. any other comments? let's take a vote. >> on the motion to grant this permit with the good neighbor policy and also a subtest of the venue and the neighbor's apartment on a motion, commissioner frost aye commissioner lee aye commissioner joseph aye commissioner hyde aye commissioner moshoyannis aye commissioner tan aye that motion passes. please give each
8:17 am
other's numbers and is a cultures up with the move on to the last two items on the agenda which is the next one is commissioner comments and questions. are there any commissioner comments or questions >> i just want to thank the staff are making the police report in blue it so much easier to find our packet now that it's in blue. thank you that's really cool >> anything else? >> merry christmas happy new year to everybody. >> i guess i should say to generate six will be my last commission meeting here. i'm stopping to go to school. i'm leaving a few months early to go to school in portland. >> which also means to all those viewers out there, if you are a neighborhood representatives or perspective neighborhood webs i would like to be on this commission you can come see one of us but also wait for the board of
8:18 am
supervisors to >> that has been posted as of yesterday so it is that that the sf.gov board site. >> great thing. >> proactive action in preparation for the holiday party venues [inaudible] >> you were not here last meeting but we -- i did mention that and basically we're doing our best. no were all the events are happening permit events and out of the ordinary spaces and i've done that [inaudible] to everyone who did an event last year who doesn't normally do them trying to let them get them to let me know they're doing something or not. i think we are on top of it >> thank you so much >> all right norther comments or questions. any public comment on commissioner comments or questions, i don't see any. final action item is new business for future agenda.
8:19 am
i just have one question i think tonight we had planned to have the warriors people come with the arena. is that right i think this was a mother happened out should've idled we are able to stick a date on it yet and if i did i apologize. they will certainly does probably be more like early february. i think they're putting the presentation together for a number of commissions. >> okay. good to know. >> a couple of quick things we been checking them periodically about the outdoor events report any update on that and secondly there was a corollary to that sound amplification testing around how tour you don't try to get better guidance on that. what are the next steps in the process? were are those things we can [inaudible] and look at own a future meeting?
8:20 am
>> the first issue is the outdoor events economic impact study and about absolutely nothing about that. that's unfortunate good again, it was requested by number of supervisors. some wondering if my nagging is doing nothing that you might call those supervisors who actually requested it [inaudible] and see if they might as the controller where exactly that is. >> okay >> the second piece, getting to address this two weeks ago in that we need assistance generally about amplification issues, the laws related to amplification. so i did approach the chevy guy said this also two weeks ago -- there's like a [inaudible] program to see if they would assist us and i'm still waiting to hear who it which projects are getting those are not. but i also sat down with our city attorney who
8:21 am
is now a [inaudible] praying for who's out on maternity leave but in any place i think [inaudible] hard look at amplified sound in sections of the police that handle. i put down [inaudible] i feel like this is ultimately going to come up with the issue of street performers, which is also something that you'll see hopefully there brings you made very some kind of proposal in the genesis of that. so, it's coming is my long answer to a short question. >> anything else or future agenda items, and cne. any public comment? she should just quickly think of are heading out this legislation.
8:22 am
legislation to proposal life is administered idled members where there's also pending legislation in development i think kim moses office is working on a heritage on a proposal as well so that if there are businesses that are 30 years or older -- the only point during reserving that up is that those two things can work hand in hand with each other. there may be some ways we can look at some of the older music venues that may have issues around sound mitigation and see those two things could work a little bit connected. that would be nice. >> great idea yes a public comment on future agenda items? seeing none this meeting is now adjourned. thank you all for coming night.
