and the technology and coordination between the two departments we have with limited resources we have as strategically as we can. of course with blocking the box, we are never going to be able to stainably resource that but by using realtime information about where the problems are, sending people to the red corridors, sending people to the intersection that are blocked. the funding and we are increasing the number of pco's that we have. there will be some increases in resources but it's about using strategically the resources

and changing the focus of the work and the parking control officers that we are doing because it is a real safety issue. >> [inaudible] battery ignition, where is the pco? >> the chronic intersection as a result of this we are going to be deploying parking control officer resources. >> [inaudible]

>> so part of what i mentioned and public works was at this meeting is by reviewing the process by which we develop the plans for construction and increasing doubling the number of folks we have enforcing permit conditions. with the two of those which is what exactly what we are going to be doing. generally the contractors, so the things that we are trying to balance here because it does take a long time to get work done particularly in the

right-of-way, the city, we are trying to give the contractors the space so they can get the work done and get out. it's always a balance of how much time to give them and we are going to make sure that we don't give them more space than they need and we hope to improve construction to repair the water lines and repair our streets so that work can continue. thank you. happy to answer questions afterwards. thank you all for coming. >> >> >> >> recreation and parks commission -- would the secretary please call the roll. >> commissioner buell.

on item 9, and last as a reminder the january committee meetings are canceled. we will have our full commission meeting in january but we will want be having committee meetings, and with that we are on item two, the president's report. >> thank you. a few items. one is with the heavy rains in the last weeks i am very happy to report that the harding golf course greens and sand traps look like there was no rain at all and i have seen people -- people have presented pictures to me of other courses issue the most expensive and best courses in the bay area and all of them were closed with flooded traps et cetera so all that work that went into doing them is really paying off, and of course that means they're more rounds played and more revenue and more people

enjoying harding so congratulations to the staff. secondly, and i am sure we will hear more about that but the boat ecer park opening was really spectacular. i am one of those who believes that park will set an example for all cities, for urban center recreation and park activities so just congratulations to everybody. it takes a village. third, i want to thank commissioner bonilla and lisa wayne on the staff with the work on beacon hill and the process there. it's been a long process but it's coming to some good conclusions so having a commissioner participate in those solutions is comforting i think to the residents and to staff, so commissioner bonilla thank you for all you've done on that. we will hopefully see a

final resolution in the coming months. >> thank you. >> we had an item on the calendar that dealt with modifying the rules that we have for grants and grant applications. the board of supervisors has a threshold of $100000 before items get heard by them and we were entertaining the idea of following the board but after consultation with commissioners and with staff and particularly lisa bransten we were able to come up with a solution that i think makes sense and that is we will have all those items put on the consent calendar, and then if there's accompanying mou or some kind of requirement that a policy decision be made it will be pulled off consent and it will be heard. you're looking

at me with confusion margaret so i will do whatever you tell me, but at any rate we're going to still hear them and put them on the consent calendar and we will buzz them through that way. we talked about the meetings. oh and i want to acknowledge that local 261 honored our secretary margaret mc arter. very well. >> thank you for raising the issues. >> is there any public comment on this item? seeing no one public comment is now closed. item 3 is the general manager's report. >> good morning commissioners and i first want to join president buell wishing everybody who using our parks, who advocates for our parks, who make policy decisions on behalf of our parks and works for the parks department a very, very happy holiday. it's a time to reconnect with friends and family and to reflect and may you do much of that in our parks. keeping in the spirit of the holiday season this past saturday we joined the san francisco police department in operation dream in hosting a special holiday celebration at hertz playground and visit with santa, stock stock courses and arts and crafts and a toy give away. for the past 20 weers

operation dream has had a toy drive benefits kids in low income housing and hud housing and low income neighborhoods and provided more than 20,000 toys to kids in san francisco and i want to thank chief suhr and everybody from the police department for partnering with us. operation dream was front and center at our holiday tree lighting on december 4, and kids received the fruits of people's good will and good spirit at hertz playground this past weekend. this morning i had the great pleasure of joining the mayor and pc general manager hard an kelly at ocean beach with our secretary and in town on a quick trip interested in the affects on climate change in ocean beach and we are a partner in ocean beach master planning process that spur has been

convening with numerous stakeholders and it really is fascinating what has happened to that coast line. in fact usgs was there with us and said the southern part of the beach which is south of sloat to pacifica has lost more coast line than anywhere in the united states. >> wow. >> and you can really see -- we were up at the top of the cliff house and look out at ocean beach and they were pointing out to us where the coast line was a century ago and where it is today and it's remarkable and a reminder that we all have a responsibility to take climate change seriously and it will be an increasing part of our planning and our conversations in the months and years to come. it was an important opportunity to actually meet and chat with the secretary because as you all know she's been a champion of

the water land and conservation fund and as long as with the president advocating for full funding of this and supported a number of projects throughout our city's park system over the last decades and the mayor spoke passionately about it and the mayor is one of 52 that is with the parks alliance and at the upcoming conference of mayors in dc in january they will be doing a piece on lwc cf to further advocacy at the local level with the funding. the secretary was invited to be the keynote speaker at our upcoming parks conference which is around the corner. this is the city parks alliance is national conference -- international conference, greener and greener and vibrant cities and held here in san francisco between april 11 and

14 2015. greater and greener will bring thght a thousand leaders from around the world to celebrate, and connect and improve the economy and the environment around the world. you will hear more about that in the new year and this commission i am hoping is present and an active participant in the gala and the panels throughout the week but we're excited to welcome the world in san francisco in april and we have invited the secretary to be our keynote speaker. so more on that to come. winter registration. if you weren't paying attention last week get ready for winter. registration for the popular winter programs began with hundreds of classes around the city. we have something for everyone in your family particularly with the upcoming new year and the annual resolutions to get out and play and kids classes in golden gate

[applause] the friends of the amp and the members and the have been absolutely instrumental for advocating for the amphitheater and mclaren park as a whole and we are grateful of your support for the park system and this

department and thrilled to recognize you and celebrate with you at the upcoming awards in january. for those that don't know the neighborhood empowerment network is a community organizations and academic institutions with the goal of empowering neighborhoods to be greener and healthier places to live. this is the seventh annual awards event and held on january 30 2015 here in city hall. to register or attend the event visit event bright.com and support friends of the amp. commissioners two pieces of recognition. a certificate is presented to rock and a community based organization in san francisco that has made a profound difference in the city of the

lives of the children of the city and founded in 1964 responded to the needs of education programs and after school activities. inspired by this the volunteers researched the issue and combined after school programs with sports and fitness activities to promote healthy child environment. i will present the certificate to the executive director and presents a number of programs throughout the year and outdoor activities, academic support, after school programs and summer camps so on behalf of the san francisco recreation and park department we congratulate you on your anniversary and commitment to improve the lives of children in san francisco. please come on up. >> thanks so much phil. i really appreciate that. i was going to say a few words about rock and you hit it on the head and described exactly what we do. we have been doing this a long time. i have been there for 17 years so i seen a lot of kids grow up, be successful in their lives, work for us graduate college, come back, volunteer, donate money so it's working. we're excited. the core is out door sports and adventure and we want to acknowledge you and your department as well. we accessed and utilized lots of space and

activities and renee's playground over the years. that's where we got our start. most recently the mobile rec center and the rock climbing wall and mclaren park and golden gate park and i have utilized a lot of space while i have been here in the last 20 years. thank you so much. >> thank you. all right. and for our next acknowledgment commissioner buell you talked about how harding weathered the storm. you know it's a big park system and we had lots of storms and it was a pretty dicey 10 days for our staff and before i go into this special recognition i want to commend danny kern and the entire operations term for their preparedness. our park system weathered the storms very well. we lost a small number of trees which is to be expected but we had minimal fleeding.

our facilities were in pretty good shape and we prepared very well for the storm and we responded very quickly to emerging colleges in our park system or on the streets adjacent to the parks because of the storm and i want to thank him for his leadership. one aspect of our response to the storm is we are -- our rec center's function is more than just places for fun and rec kreegz. they're community centers and in an emergency or disaster we provide shelter and so today i really want to acknowledge and commend everybody who participated in the shelter operation which housed over a hundred people for about 36 hours. >> [inaudible] >> oh it was two and a half days. it was two full nights. these folks really went above and beyond with the storm with less than five hours notice these individuals accomplished

a herk layerian task of putting this in motion and did it seamlessly and in partnership with the human services agency and the red cross and many other partners. so i want to recognize who is here. tim fageris and his staff and a coordinator. steve [inaudible] and the entire park service custodial staff. bob lote and marcos is here. come on up folks. our park patrol supervisor who provided around the clock support and jennifer from the division and made sure that we were able to staff the facility and keep it safe and operating. we also had some other staff that i think that are here that worked with our team leaders. raina and george who are here and provided wonderful support. this is

important to have our city leaders call on us in a pinch and to respond as quickly and as effectively as you all did is really terrific and not only do i want to commend you and the commission wants to commend you and we have sunny from supervisor kim's office to provide a further special recognition. >> hi. this is weird. you guys are behind me, but i echo everything that the director said. the supervisor actually had an opportunity to tour the shelter. she lives near by the rec center as you know and she had the opportunity to go in and a maced as the efficiency and the relaxed environment and a different experience since she's has spent a night in another

shelter and went through the process. i believe the staff played a critical role in that and the recreation center is not just a recreational facility and is serves all of the residents and many have relationships with rec and park staff like tim and steve so we're very appreciative and i would like to -- read this for you guys. on behalf of the board of supervisors in recognition of your rapid mobilization to shelter the 246 individuals -- that was the number i got during a severe storm that came to the bay area with over 6 inches of rain and the wettest month in the last six years and the board of supervisors gives the commendation for your passionate response and accommodation for toaz in need for safe shelter.

>> wait. >> commissioner bonilla. >> i just had a quick question. >> could you speak into the mic? >> i am curious how the newly renovated facility did in light of the new design? >> not only did it held up extremely well we actually had programming during the storms which was terrific. >> great. i am glad to hear that. >> okay. shoot away. >> all right. >> i am kimberly and the director of the volunteer program here at the san francisco recreation and park department and we -- [inaudible] and engage passionate people of san francisco who want to get out and give. >> i like the satisfaction of giving something back to our community. >> i really value the green space we have in san francisco. >> [inaudible] >> and it's fun. i don't know. i like it.

>> surdivision supports 184,000 hours of volunteer service annually. [inaudible] also the program and youth stewardship program as well as all of the recreation programs. one of the great things i get to do is support large events like national public [inaudible] clean up day significant events nationwide about volunteering and giving back. from there it's a gate way for pee to learn about service and the community and a way to register and get involved and join us and that's what we're doing. i say many hands make life works and voluntarism is a sign of the community coming together and making san francisco parks world class. >> we started the month in december of the kick off of the

[inaudible] international -- [inaudible]. on december 4 we celebrated the 85th annual john mclaren tree lighting and included arts and crafts and live entertainment and a visit from santa. set up with whoever owns am blooming dales because they dook down the stain glass in the empourium set up the fund for preservation assessments and rec and park and the others were awarded a grant for over $100,000 to do an assessment of the building and i wanted to thank dawn for stepping up to the plate and making this grant application happen and coming to the meetings with me, and talking to the preservation group that rec and park is serious about fixing up this building. these murals are just absolutely beautiful and so hopefully the study will take about three months and in the spring then we will know how much money we need to fix up the building and thanks to everyone. >> thanks to you. >> is there any other general

public comment? seeing no one public comment is now closed so we're now on item five which is the consent calendar. -- oh yeah, is there any public comment on the consent calendar? come on up. >> good morning commissioners and general manager ginsburg. i want to thank again the park staff, particularly tony moran on the urban park greening grant and i hope you think it's valuable to receive and almost a million dollars to add to a transformative project in mclaren park and mansell corridor and i believe the view of the country -- that nothing has been done on the design of

mclaren park and take the lanes of traffic and two lanes and take the other lanes create bike, pedestrian just walkways with trees and this grant will add all of the green features that contribute to really finalizing the project in the way that we hope it all be so i am glad you hopefully agree to the consent calendar and push it forward and again the supervisors we hope -- we're going to lobby with them and make sure that happens but thank you all for the fine work and thanks to the capital department for the good work finding grants because we were originally not going to get the additional funding and that would have been one shoe off so thanks again. >> thank you. >> is there any other public comment on the consent calendar? seeing none this item is closed. commissioners we will need a motion. >> i will entertain a motion. >> second. >> it's been moved and seconded. >> all in favor say aye. >> aye.
