1:30 am
commissioners commissioner johnck's and commissioner antonini and commissioner moore were all basically asked i think there was a meeting including the neighbors to talk about the policies for this particular project for more alternatives thank you. >> thank you. >> 2 points on behalf of the many neighbors first we've been given inform reason; right why it is on ralph and not on fulsome second the developers have a do you believe on ralph but it's in everyone's interest to put a small plaza there instead of it consumes several parking spaces for no public benefit but the bulb out didn't change the interface we have parked cars and that's two fast
1:31 am
where the bulb out doesn't nothing driver location the department staff made it clear the transit issues with flegable and their reason for putting out one less curb cut you have to look at the speed of traffic and putting it on fulsome will reduce both of those risks put the driveway on fulsome. >> thank you. (calling names) >> good afternoon, commissioners ralph with the san francisco action coalition speaking on behalf of the one hundred and 40 pedicabs thank you for the opportunity i've spoken in favor of the project i'll speak about the doorway the driveway was on ralph that's the
1:32 am
option we support and fulsome street is a busy traffic corridor and it is increasing becoming pedestrian active corridor and could be a 2 way street it doesn't make sense that cars with going in and out of that street everyday we support and enhance the streetscape enhancements and please support it with the driveway on fulsome thank you. >> thank you thank you good afternoon, commissioners thank you for listening to all the neighborhood i'm susan i own the building and was the founder of rainwash i voiced last time my option to a driveway on fulsome street the traffic and pedestrians issues the street across from the
1:33 am
entrance to the laundromat pass a bib eligible development with they're parking entrance there's no problems i urge you, your destroying parking spaces with the bulb out to reconsider the developers request for more parking spaces because you are going to be eliminated with that proposed plan parking spaces although i think the project is great i hope you put the driveway on ralph thank you. >> is there any additional public comment? >> good afternoon commissioner president wu and commissioners carpenters local 22 remains to be in full support of f this project we hope it will get passed and look forward to doing a lot of upcoming work with those vendors as a sponsor of the job and wish everyone
1:34 am
whatever high schools to have a nice christmas and hanukkah whatever and safe new year see you next year. >> thank you. is there any additional public comment? seeing none, public comment is closed >> commissioner antonini and yeah. i have a question for the gentleman i'm going over the various things that are proposed for traffic kooumg on ralph and i think all of them are being implemented i'm not sure about the cobblestone or breaking and entering brick it that something we have to top with another department. >> yes. the standing of the paving another agency sfmta or dpw. >> i'm under the assumption the project sponsor is okay with doing that if we get it approved. >> we have yet to fully analyzed that into our plan we're open to look at that but
1:35 am
at this point we haven't gone through that part of the d d process to pick out materials. >> we can't condition that anyway as part of the approval but certainly will be supportive of further study and hopeful that will be worked out the other thing the direction of ralph's is there some question about whether it's one way is it not and there's a belief it would be better in another direction is that supported by staff or not. >> it's obviously we'll have to analyze and it is not something else. >> the measures i've seen bringing brought in as part of the approval if it goes if way the raised squawking crosswalk the bulb outs the corner plaza and all the red zones and various other things that are going to greatly calm the
1:36 am
traffic on that street and going to have a far greater impact in a positive direction for calming the traffic it is now a real problem he even without more residents i would also agree with the owner of green wash with we certainly should consider the middle ground on parking because the neighbors and everyone seems to be in favor of a situation if you have dedicated parking people will be circling around less and it seems like that is a hybrid we have the red area and the nc t and staff made a determination what was a right by blending the two together, however, by overview conditional use it could be as many as 98 and right at 42 the 57 is a good
1:37 am
compromise and it satisfies the neighborhood that don't want more cars searching for parking spaces that is wyoming wasn't i favor i like the project and like the architecture changes you've made and i falsify the new version and which is the sunscreen version is the better of the two and the way you've treated fulsome street is a lot better i'll see what commissioner moore has to see but by and large there's a better area between windows and a little bit more distinct so i'm very much in favor the project as presented. >> commissioner hillis. >> yeah, i'm in favor of the
1:38 am
garage conspiracy ordinance ralph street i go back to my commissioners, i think from people passing through and urging ralph streets as a cross through a problem we want to get to this will help with the raised sidewalk and the bounlt which i courage you all to keep working on i think one question the ralph the sidewalk gets wider after the sidewalk is that because of the bulb out or it narrows and widened some more. >> about the same. >> so it's wider and the same wealthy your bulb outing with why not go the width and keep ralph's the same.
1:39 am
>> one of the comments we got back from the neighborhood in our first neighborhood meeting when we initially approach to bulb out from the corner to match the northern end of the ralph street this was pretty strong opposition in the room to keep the roadway as wide as possible for as much of the street as possible once you get up into the northern part of the street it becomes fairly narrow you have more side swiping of cars and whatnot we're going to try to calm the traffic at the corner and come back. >> i mean he circle people to - i'm okay with this plan if you want to lessen the traffic but it will calm people and invite less people down the street i
1:40 am
wouldn't mind seeing this all the way widen but compromise with the neighborhood i'm supportive of what is being proposed. >> commissioner richards. >> i'm generally in support of project i think the project sponsor and the neighbors have come a ironic way and the traffic off of fulsome coming and ooufrgz ralph as a cut through to the part of the street to the immediately e immediate north i think one of the questions i have are those mitigation letters enough for the stuff that is actually happening there they're good i go with what commissioner hillis said are they going to mitigate it you can't is it both was you
1:41 am
claim have you considered anything else. >> i can speak on behalf of the department typically this project is subject to better streets and looking at the larger streetscape plan the department found the streetscape improvements met the intents of the code and kind of that aspect of the project so i'll let the developer speak on the options they're considered. >> josh from the sponsor we did consider there was a whole list of things we talked about with the neighborhoods we zoned in on the ones we thought we could get done we couldn't make promises to you know
1:42 am
choosing the direction of the street or cobblestoneing the street we came up with a solution we didn't get done and didn't have all the agencies to approve is it enough i think that expending the bulb out further can help and we could get it done but i'm not sure of what else we can do the sidewalk there's i you can elevate the sidewalk and highlight it make it more visible but we thought the bulbs were a nice add we looked at other things but the best way to get it done and more sufficient. >> the other thing one of the commissioners that said we were talking about fulsome being further conditions of things how
1:43 am
would the garage it's fit open fulsome versus ralph's and the question that is answered that was the memo would have addressed the conditions so i think that was a thoughtful piece i've supportive of that i don't support additional parking tall thank you. >> commissioner moore. >> i appreciate commissioners comments keep that in mind on the ones that are made i'll not support additional parking we're in a transitional area despite the negotiation between the neighbors and developer should not be over turned and number 2 the issue of the raised sidewalk i'm looking for the directors response the city itself doesn't repeating really support the speed bumps the sidewalk looms a
1:44 am
speed tangle do question have the city's support on that. >> it requires public works to do those pbs has been doing these in some neighborhood i happen to live on a street in the mission for this very purpose to discourage through traffic it tends to discourage some traffic and slows down traffic. >> that's a standard tool in suburban community the negative sides of the speed tables are well known and making a lot of noise when cars continue to move fast they make noise i'm not discouraging it i would like to encourage the department to look further alley policies that help us deal with the issue of
1:45 am
traffic through traffic potential other alleys that might have future garage entrances and come up with protecting the neighborhood formation and existing neighborhoods that we want to support to stay liveable we need to find ways to mitigate every increasing needs for oftenlogically cars moving through the alleys downtown there are several alleys downtown we've established throughout the additional retail i ouch find myself walking to have someone honking on me. >> i hope the department will actually start to develop protective elements including whatever that might be some of the things we've talked about today. >> i think what was a creative
1:46 am
idea they visibly narrow the streets and that discourages people from dlout if i can narrow the street. >> and pavement color does that with the face moving to fairs as an architecture i'm post of the changes i don't think the building has significantly changed, however, the tweaks make it changed to is okay. so the ralph side is a positive change of scale is good and there's the fulsome side we've got enough changes in support of this and commissioner hillis. >> i'm going to move to approve are reconditional or how are we
1:47 am
recognizing that. >> the streetscape improvements have been adapted but to be clear mention the additional improvements the project sponsor has adapted those changes as part of the project. >> including the installation of the race portion. >> right it's a high or visible crosswalk and how is it recognized the bulb out on ralph and the raised crosswalk and we'll adapt the revised design facade. >> we are not adapting the increase. >> right. >> commissioner antonini. >> yeah. i think that is raised sidewalk it will be effective and as far as any kind of speed bumps or things along the alley
1:48 am
i think their helpful i speak from experience in our neighborhood we have streets people like to cut through a car can go fast and hit them but it don't a lot of damage if you try to do it fast and see i think that kind of thing will be positive whether you need approvals from other departments i'm going to support of the motion i still would like more parking but it seems like we don't have the roads to get the additional parking so we'll have to go with what staff approved it is regrettable people have cars and park them someplace it is inrealistic we how hard it is
1:49 am
to get to one part of attain i don't know how you take a bus to north beach i i'd rather walk. >> commissioner johnson. >> thank you very much this is a far walk i would ride my bike maybe a quick question when i was reading the staff reporting i was confused whether i agree with them or not the streetscape was suggested by staff some seem their dbi and mta issues staff real quick which ones can be conditioned. >> the ones that the project sponsor agreed it are the better streets plan can be adapted as part of the plan it's a code requirement for the project so
1:50 am
the commission has discretionary over addressing those elements you know for the project based on that planning code and thank you very much to clarify the parking ratio for this project is what. >> it basically changes based on the zoning district the staff illustrates i can get you it. >> that would be great and district is .5 and the commission has used that as a guide generally, the commission has improved the t district. >> i said to clarify what it actually was as a comment in general we have issues where the streetscape is thinking about the 16th and van ness project there were a lot of streetscape
1:51 am
we continent condition and they have to go to other depended thanks. >> parking ratio. >> so for fillmore fulsome and it is permitted for 38 sorry .75 and .5 and .75 okay. thank you. >> commissioner antonini. >> so i think that the gentleman last year last time we discussed that as a right it would be 72 parking spaces; is that correct okay. so that's what we're voting on. >> commissioners there is a motion and second with approved
1:52 am
conditions with the bulb out and crosswalk with no additional parking. >> raised or high visibility. >> raised or high visibility very good on that motions. >> commissioner antonini commissioner hillis commissioner johnson commissioner moore commissioner richards commissioner fong and commissioner president wu so moved, commissioners, that motion passes unanimously 7 to zero commissioners that place you on item 13 for the case at 800 indiana street for a large project authorization commissioners due to a noticing error on the agenda that doesn't specifically call out the sequa items unfortunately you can't act on that matter today, however, he can hear the matter
1:53 am
take a motion of intent and have it placed and continue it to january 8th and have it fall on our consent calendar i apologize for that to the project sponsor. >> good afternoon, commissioners rich with the department staff the project is a large are authorization and shadow findings for 800 indiana street under the conditional use authorization they're seeking the modification for a rear yard open space and permitted obstructions and dwelling unit and horizon mass production prior to seeking actions on the stimulate the commission must adapt the sequa flgdz which was certified on december 4th in the motion as commission secretary i
1:54 am
mentioned there was an omission in the calendar so your action should you choose to take it another motion to paragraph or obviously modifications and continuance the proposed project includes the demolition of a two-story house and mr. stansburg 74 thousand secret and the new c of a residential story building with 3 hundred and 26 dwelling units and 4 shared car spaces and off-street spaces and bicycle spaces and an additional one hundred and 47 parking spaces it consists of 9, 3 bedroom units and 2 bedroom units and one hundred and 10 studio unions the proposed
1:55 am
project has common open space for 73 units via private places and plaza it will incorporate a dog park underneath the offer pass on 30th street today, the department has received a few correspondents that primarily express support and earlier today the rec and park adapted the ordinance which need that the additional shadows will not be adverse the project will address the payment of the affordable housing fee the staff is in agreement with the proposed modification given the outstanding unit design after analyzing all aspects of the project the staff recommends approval it complies with the american people waterfront area
1:56 am
plan and the project is located in a zoning district where it is permitted and has upgrades of bulb out and sidewalk shaping and dog park it is respectful of the neighborhood and provides a scale for a large block and fits the hiring plan and adams to the housing stoke and pay the appropriate impact fees the project sponsor has prepared short presentation concludes my presentation. i'm happy to answer any questions you may have. and project sponsor. >> thank you, commissioners my name is joe i'm with affordable housing lane we're the project sponsor and the owner and manager of this building once complete i have a
1:57 am
long his of building along san francisco we helped to revitalize mission street and now we're thrilled to be joining the dog patch we set out to design this our primary goals to reflect a in this case fabric in the dog patch and we really building our success is tied to audio ability to come through so to do this we've assembled a skill team and then what we did was linked we prepared at community meeting and sat at kitchen tables offer the psa past years and see this an interesting place we have addressed the concerns and make that better we learned about the proposed design which parts are working and not as a result
1:58 am
we've come up with first a design that the neighbors embraced but for example we're going to build a public dog park you'll see it when the arithmetic through go through and turn it into a public amenity and you know really maybe a little bit above and beyond similarly we're going to transform the streetscape from in front of our site it is a mustache much wider sidewalk and we also explicit look at that in isolation but we looked to the neighbors fewer block stretch so all the indiana street can have
1:59 am
it in a cooperated way we're proud to present i'm happy to introduce you our team dan, and others take it away and terrific peter with architects and hopefully on the screen we have on the screen excellent an overview of the project the site as everyone understands is the long warehouse and it is a long existing warehouse next slide thank you not too much happening on the street but on the next street the street park development that has the wide landscape opportunity this neighborhood daich is a great
2:00 am
accomodation building character so our approach to replace the large fingertip with 3 ding buildings restore it and have a mid block building each designed by a different architecture team and they share a common and active frontage along the townhomes and four shared common spaces and a pattern of openings between building in the mid block and opportunities for the endangered pocket plaza punk waited by a plaza and the park that joe talked about under the underpass the streetscape has rich landscape and pocket parks doesn't with
