quickly we work with planning. all of those things that we are talking about in the joint meeting and i think that is a good investment that the public would like too. >> right. >> and so i am sorry, i may not have been clear, i am not trying to cut the services and there is no reason to cut services. there is a way for us to have savings in this year without cutting services. i would assume that like one right now, based on our hiring plan right now projected to have $2 million in salary, because we are hiring.
5:31 am
there is not really any reason right now to cut services. >> thank you. >> 5 b. up date on proposed legislation. >> good morning, legislative and public affairs. just want to call attention to a few of these pending items and i am sure that you are familiar with. the legislation from last may
5:32 am
and the department planning issued the 6 months report and ma documents what i have been telling you in our meetings and as of right now we have legally permitted two out of a total of about 85 or 86. applications. and we have had about 1100 public inquiries. and some of the issues seem to be in planning, where there are certain requirements that must be met such as planting streets and meeting the landscape requirements and possibly environmental details of the report.
5:33 am
we expect more to be approved but it is a time consuming process, but you may recall that the ordinance requires that for the first three years of this ordinance provide six months status reports with the planning. on the enhanced ventilation issues that you have discussed here, and a number of times some of the other experts in terms of how the implementation of that particular ordinance
5:34 am
may proceed. and our mandatory soft story, and 57 owners and there will be a new report, by the end of the business today, and that number may fall to around 50. and it seems to be dropping by 8 or 10, where owners are coming or falling and submitting the screening forms and so each so, we are at about a 99 percent compliance level. a second notice of violation will go to those who are non-come play ant and in january there will be a hearing or depending on what the total number is, the director indicated is that we would like to group these so that we can
5:35 am
move them. and i think that problem is moving well. and i wanted to note on that you may have seen, the mayor of los angeles and have an announcement where they are going to try to do the soft story retrofit and concrete, and which is as we know quite a big bite of the seismic strengthening apple to take. and if it is not mandatory, as it was presented at least in public, but apparently it does have the language in the proposal, what it says if a building owner does not comply, within one year, the building department may condemn the building and actually demolish it. >> and whether or not they
5:36 am
would get into that. we can wait and see. that concludes my report. >> i like that policy. >> no. item 5 c. up date on major projects. >> tom, department of building inspection. as you see from the report, compared to last month, it is roughly 4 percent less for the project. and as it, you know, lines up with the report because, a number of technical up, and the major project is coming down a little bit. and any questions or commissioners? questions? item 5 d? up date on code enforcement?
5:37 am
>> good morning commissioners, dan, deputy director of dbi and inspection services. this is a code enforcement and dbi up date. november, building inspections performed, 4335, complaints received, 194, complaints responded to 24 to 74 hours, 155, first notice of violation, 48, received in a data without notice of violation 139, abaited xlaipts with notice of violations were 28 and second notice of violations were for the code were 5. part of the reason why the number went down, we had a few holidays and the training so from the prior month that is why the number of inspections have gone down. for housing inspections performed, 694, xlaipts received, 303, complaints responded within 24-72 hours 279, complaints with notice of
5:38 am
violations 139 and abaited complaints of notice of violations 287. and number of accused in the director's hearing is 76 and routine inspections 135. and for number of cases sent to the director's hearing is 32. othe statistics for the month of november and the totals diminish due to the training and resources needed to investigate. and the two housing inspectors. for your review is why. number of cases abaited were 211. code enforcement were 110. number of cases referred to the litigation committee were 7 thank you. >> thank you. >> is there any public comment on the director's report 5

second thing, maybe more related to the next item, but that we be in the discussions about when the follow up meeting is with the planning commission and especially since we have delayed the scheduling of our system, february might be better, or early march to coincide with what the anticipated that project is. so, maybe you can discuss with the president of planning, and the second and try to since it takes us so long to schedule this. >> yes. >> we can have the same agenda. >> that is a fair request. >> and the same to schedule a meeting. >> and actually on that we have some --. >> we actually --. >> yeah i did discuss it. >> i did contact. >> things are moving there. >> director? >> commissioner walker, as i remember the short term rental

that is -- and the lawsuit or something. we need to have a discussion it is a good thing but that will effect things if we are getting 32 because it takes a lot longer to research, we should be supportive of that. >> okay. >> i just want it on the agenda we don't have to discuss it. >> okay. >> item 12 b. future meetings,at this time, the commission may discuss and take action to set the date of

a special meeting and/or determine those items that could be placed on the agenda of the next meeting and other future meetings of the building inspection commission. >> >> the next regular building inspection commission meeting is january 21st, 2015, and we will be also at that meeting hearing the budget, so the first two weeks of february we will be holding a special meeting we have to have a couple of hearings on the budget before it is passed. >> which is dedicated to budget. >> yes. that is the special meeting that be on the budget and keep you guys informed of those. >> that is in january. >> january, is our regular meeting but the first two weeks of february is when there will be a special meeting in addition to the regular meeting that month. >> right. >> okay. >> all right, and then is there any other discussion on that? >> commissioners? >> commissioner mar? >> so i just want to echo, commissioner walker's proposal that we try to put the scheduling of a joint meeting with the planning again on our docket early next year, for our

own meeting i would like to propose and i think that i mentioned this before but we did not get any response and i would like to raefp out to the mayor's office of housing again to give us a report of which hud or former hud housing is now under the mayor's office and i believe that they funded out to some non-profits. which would put it, in the private sector. and it is again, goes under the purview of what is the responsibility of our housing division, and in case we get complaints. and which we are obligated to respond to. and so we just kind of get a better idea of how much and it is how sands of units possibly. how many extra units are now under the dbi? >> not only in our housing division, but we could also get complaints about for the building side. so that kind of goes under you
5:45 am
know, what kind of possibly more work if the department now responsible for, which in the past when it was federal housing, i think that we had more advisory role. i mean that we went in when we were called at times or we referred it back to the housing authority. but they we kind of expected them to take care of it and i think that it might be a little different and i just want to have that discussion. >> i will try to contact them again. to see if i can get a response. >> yeah it has been a while. we need to get an up date on that. >> okay. >> john, from the city attorney's office. it may be i know that the mayor's office of housing has the staffing issues but now they do have staff in this area of the housing authority
