then the benefits because the grants actually articulate the money has to only go into the actual hours, worked and against whatever the project and program is, and it can't cover things like vacation and healthcare and so we have another discussion around whether or not it was time to go back and ask for the general fund dollars to cover that and we talked about at the prior meeting we suggested that there could be some conversations or working group put together with the other departments that saw the same problems and in fact there are not that many other departments that have the level of problem that we see at the department of the environment. and so, we are thinking that maybe the general fund money the right way to go. and then we had a fantastic presentation on the urban agriculture which made me happy. and we got to speak with the person from parks and recr, who is covering the program and we had a lot of discussion around whether or not parks and rec should own the program or if it should be ours.

>> but we learned and we learned fantastic things about the community gardens and the city owned property you know, that the people are creating, and they are growing food and some of that is going for feed the people who don't have other access to food in the city and it is heartening and fantastic presentation and then finally, we discussed the community meeting that we had and we learned as to whether or not the staff could accommodate that level of work, whether it was too much work to put the community meetings together and talked about what worked but didn't, and donny said that they had learned a lot from the first two that we had down about nine months apparent and that he felt that while there was a learning curve that made the work and the task for the department had to under taig take harder to know that they had it under their belt a

resolution in support of the municipal transportation agency and the muni forward program that kept program that we have a great presentation and a great discussion and provided a very timely resolution, which the muni staff assured us that they absolutely needed and then we also are very interesting update on the san francisco green business program, from anna wright. and... thank you. >> and then on monday, november 10th, we had a excellent presentation and discussion on the proposed safe medicine disposal stewardship ordinance which debbie referred to as the safe medicine ordinance and i think that i will go forward with chris, giger and a

representative from supervisor chiu's office and it a terrific discussion and we also no, that was a major thing, that we did at that meeting and i have to tell you all that we have canceled our december 8th, 2014 meeting due to the fact that as of the end of this month, november 30th that will be one member of the policy committee and that is me, hopefully we will have a plan and maybe even two members for the january meeting and we have what looked to be a very exciting agenda if we in fact have enough people. >> so thank you.

legislative report. and thank you for that. and not to put you on the spot, but are there any items that you want to highlight that the department was involved in, and i can't tell from this report which ones we influenced and which ones just kind of happened in spite of us. >> commissioners rodriguez for the record. the report that the commissioners get is one that i put together on a weekly basis. and looking over at all of the items of interest that the department either program staff or senior staff may have, with respect to the happenings at the board of supervisors so we are tracking primarily those ordinances of resolutions that have relevance to our department, and if it is, a public transit, and in terms of the mta's effort and if it is

efforts at the public utility's commission with respect to the energy efficiency and we are tracking and making sure that we are on top of those and then again, of course, appeared before the public works department for example, as well as we track idealy what we do with a lot of that information is that if there are items that are coming before the board then we will flag those and either meet with the sponsor, at the board of supervisors, and give our comments to the process, or we will actually attend and support those items and most recently as our director shared with you, we certainly are tracking the safe ordinance that is one that our department is prioritizing just this week. and for example, as well, the

other item that we we were tracking is the renewal and there are about three others that we are talking that have not yet made appearance at a hearing, but one is on clean construction that supervisor. and the mayor introduced last week, three resolutions that will allow the city to join to the join power authorities to do the energy efficiency and so we are working with the mayor's

office, and thank you very much for that and i also wanted to mention that i really appreciate the work that went into the guidelines on how the meeting minutes are put together and i find it really interesting to see, what we need to know and what is up to us and i appreciate that report. >> and so do i, since i was the person who asked for it at least, i really, and i appreciate it, and it is very clear you can see in doing the minutes, monday ka, it is very good, thank you. >> thank you.

them off so they won't go off during the meeting. you will have three minutes to speak under public comment. remember when you make public comment that you make it to the commission. neither the commission nor staff will respond to any questions until public comment is through, and the commission may ask staff to respond once that done. if there's an item -- if there is not an item on the calendar that you wish to speak on an item under the jurisdiction of the recreation and parks commission you would speak on item four which is general public comment and then it is continued again on item 9, and last as a reminder the january committee meetings are canceled. we will have our full commission meeting in january but we will want be having committee meetings, and with that we are on item two, the president's report.

>> thank you. a few items. one is with the heavy rains in the last weeks i am very happy to report that the harding golf course greens and sand traps look like there was no rain at all and i have seen people -- people have presented pictures to me of other courses issue the most expensive and best courses in the bay area and all of them were closed with flooded traps et cetera so all that work that went into doing them is really paying off, and of course that means they're more rounds played and more revenue and more people enjoying harding so congratulations to the staff. secondly, and i am sure we will hear more about that but the boat ecer park opening was really spectacular. i am one of those who believes that park will set an example for all cities, for urban center recreation and park activities

so just congratulations to everybody. it takes a village. third, i want to thank commissioner bonilla and lisa wayne on the staff with the work on beacon hill and the process there. it's been a long process but it's coming to some good conclusions so having a commissioner participate in those solutions is comforting i think to the residents and to staff, so commissioner bonilla thank you for all you've done on that. we will hopefully see a final resolution in the coming months. >> thank you. >> we had an item on the calendar that dealt with modifying the rules that we have for grants and grant applications. the board of supervisors has a threshold of $100000 before items get heard

by them and we were entertaining the idea of following the board but after consultation with commissioners and with staff and particularly lisa bransten we were able to come up with a solution that i think makes sense and that is we will have all those items put on the consent calendar, and then if there's accompanying mou or some kind of requirement that a policy decision be made it will be pulled off consent and it will be heard. you're looking at me with confusion margaret so i will do whatever you tell me, but at any rate we're going to still hear them and put them on the consent calendar and we will buzz them through that way. we talked about the meetings. oh and i want to acknowledge

who advocates for our parks, who make policy decisions on behalf of our parks and works for the parks department a very, very happy holiday. it's a time to reconnect with friends and family and to reflect and may you do much of that in our parks. keeping in the spirit of the holiday season this past saturday we joined the san francisco police department in operation dream in hosting a special holiday celebration at hertz playground and visit with santa, stock stock courses and arts and crafts and a toy give away. for the past 20 weers operation dream has had a toy drive benefits kids in low income housing and hud housing and low income neighborhoods and provided more than 20,000 toys to kids in san francisco and i want to thank chief suhr and everybody from the police department for partnering with us. operation dream was front

and center at our holiday tree lighting on december 4, and kids received the fruits of people's good will and good spirit at hertz playground this past weekend. this morning i had the great pleasure of joining the mayor and pc general manager hard an kelly at ocean beach with our secretary and in town on a quick trip interested in the affects on climate change in ocean beach and we are a partner in ocean beach master planning process that spur has been convening with numerous stakeholders and it really is fascinating what has happened to that coast line. in fact usgs was there with us and said the southern part of the beach which is south of sloat to pacifica has lost more coast line than anywhere in the united states.

>> wow. >> and you can really see -- we were up at the top of the cliff house and look out at ocean beach and they were pointing out to us where the coast line was a century ago and where it is today and it's remarkable and a reminder that we all have a responsibility to take climate change seriously and it will be an increasing part of our planning and our conversations in the months and years to come. it was an important opportunity to actually meet and chat with the secretary because as you all know she's been a champion of the water land and conservation fund and as long as with the president advocating for full funding of this and supported a number of projects throughout our city's park system over the last decades and the mayor spoke

passionately about it and the mayor is one of 52 that is with the parks alliance and at the upcoming conference of mayors in dc in january they will be doing a piece on lwc cf to further advocacy at the local level with the funding. the secretary was invited to be the keynote speaker at our upcoming parks conference which is around the corner. this is the city parks alliance is national conference -- international conference, greener and greener and vibrant cities and held here in san francisco between april 11 and 14 2015. greater and greener will bring thght a thousand leaders from around the world to celebrate, and connect and improve the economy and the environment around the world. you will hear more about that in the new year and this

>> thanks so much phil. i really appreciate that. i was going to say a few words about rock and you hit it on the head and described exactly what we do. we have been doing this a long time. i have been there for 17 years so i seen a lot of kids grow up, be successful in their lives, work for us graduate college, come back, volunteer, donate money so it's working. we're excited. the core is out door sports and adventure and we want to acknowledge you and your department as well. we accessed and utilized lots of space and activities and renee's playground over the years. that's where we got our start. most recently the mobile rec center and the rock climbing wall and mclaren park and golden gate park and i have utilized a lot of space while i have been here in the last 20 years.

thank you so much. >> thank you. all right. and for our next acknowledgment commissioner buell you talked about how harding weathered the storm. you know it's a big park system and we had lots of storms and it was a pretty dicey 10 days for our staff and before i go into this special recognition i want to commend danny kern and the entire operations term for their preparedness. our park system weathered the storms very well. we lost a small number of trees which is to be expected but we had minimal fleeding. our facilities were in pretty good shape and we prepared very well for the storm and we responded very quickly to emerging colleges in our park system or on the streets adjacent to the parks because of the storm and i want to thank him for his leadership. one aspect of our response to the
