innovative totality program monitored by the public works in order to address the clear need for roommate facilities throughout the district i represent over the years i've been representing the tenderloin and the south of market it is one of the top concerns i here consistently about from our visitors and as a matter of law small business workers and workers the human feces and dog feces on the street it's been in the public eye with one e quote/unquote the human waste land that jennifer wang created we've benefit working with the department of public works since 2012 to come up with a pilot program that will offer a triple combination of portable sings and receptacles i want to appreciate the work of the department of public works

director mohammed nuru who has been really committed to this program and shepard it through the last couple of years there's a number of challenges we saw with public toilets and particularly in the downtown area and insuring the monitoring of its use as a bathroom the innovative program that has been implemented in the last 6 months as a pilot with 3, toilets in the tenderloin has been the subject of the hearing and the outcomes we want to hear from the department of public works the locations were selected based on the highest concentration of fooegz e feces in the right-of-way what makes this successful that the tenderloin pit stops are staffed so to make sure the bathrooms

are kept safe and clean and secure we already know based on the pilot the average use of the locations average average double the eye when the program started the feedback our office has received from residents and tourist and workers there is a real need for clean and safe public restrooms this has provided people with a dig if i did place this is significant the cleaning requests are from the report from the feces in the right-of-way prior to the pit stop the public works averaged 27 requests today down to 16 normal half the 15 gallons of water the city saved water today

2 thousand 6 hundred since accident program since the 14 weeks 2 hundred and 75 siernlz or syringes were left behind the original $150,000 there's was we near the end of the six months trial given the significant benefits we want to make sure we extend our expedition today the public works is here to present they're finding regard the pit stops and continuing and expanding a clean and safe toilet program across the city i want to thank everyone again at public works for working so hard on the project especially sam dodge who is here and the

project manager of the deputy director and salmon jack's and our public policy director and our colleague who made this possible and all the community groups for their advocacy and support making sure this is successful for all who were involved over the last two years i want to bring up sam dodge and rachel for the presentation thank you. >> all right. trying to get this thing going here all right. >> supervisors thank you very much for having us today can you - i don't know? a great project it is rare we get to be

involved when i was first signed to count the fees in the tenderloin and go block by block my first response was what did i do wrong but the good thing the community is focused on the issue of safe toilet assess for quite some. after 10 years of different it rationed and the geocodes had a was the issue for safe clean assess that would be moved in and out everyday the tenderloin pit stop - there you go great this toilet assess program is called the tenderloin pit stop i don't know if i'm doing this

right - making like the supervisor said it's monitored toilet with waste and needle disposal and dog waste packs the benefits of the program we found to be more than just - oh, okay. we found to be more than just the judge a safe place to use the toilet it's great for extended on the other hand, expended public safety and the sidewalks are more sanitary and our requests are down and provided a place for syringe disposal and doggy bags the amount of requests if the neighborhood were tremendous you know disease and feces on the sidewalk there's been an

outbreak of diseases and intervention is effective why? because we were looking at the data at the department of public works and the most previous we saw escalating place where it's accounting for 55 percent of the city's requests as we started to see it rising up we tried to hold overnight staff and bring in early daytime staff so see if we started out with a clean sidewalks that would reduce the need for service but we had more need so we started to do analysis of the street outreach to the community and talking abouty visiting old plan and talking to the benefit district and the clean city people at st.

anthony's have been thinking about this issue for a longshoreman we found ultimately the portable toilets one that had a little bit of water you can wash our hands and look like an airport bathroom but that's not the factor it was on site choices those are based on the analysis of what we are getting calls from and nosing feces and urine on the street people can see them tuesday through fridays and alice street and golden gate at jones and hide street and turk

this is as you can see the backside of the unit here as you can see there's also you know composing and rerecycling i can't emphasis in view of what it means to have strong community partners and sanitation storage is a tremendous partner they move the units in and out and get them into a topnotch condition and, of course, the city which is been staffing the locations and dog training program they take a lot of pride and create a sense of safety there are uniform persons out on the streets not a punishing presence you know some of our initial fears were that drug dealers are going to

somehow deal behind there there was a lot of concern from the police department how are we going to keep this safe will someone go crazy if the bathroom and lock themselves in and create a big disturbance none of that has come to pass if someone crazy happens we're going to press forward but nothing like that has happened it's between accident police and the staff as well so getting to the statistics as you can see rising usage each month breaking down by week and we have the needle collection from the staff on site you actually dumping the needles we have well over 2

thousand needs the average use is one hundred and 70 since the beginning of the pilot it escalates every month and from dpw prospective. >> can i say one thing for 7 hours per day sits one hundred and 67 uses per toilet that's really heavy use it sounds like. >> it is heavy use we have the folks the rule is 5 minutes you get a courtesy knock that's also enough and each unit has two toilets there's not like a line forming or anything like that people can come up and use it we - yeah, over 15 thousand uses that's a lot of off the street

works on both fronts as far as dpws initial concern with the streaming requests as you can see the before this intervention before our various you ways we were averaging 27 citizen requests from the tenderloin on every business day now we're down to 15 that's an overall average in october we averaged 11 so as you can see here on the chapter on the right this is meant you know good staff time savings it's not like they're not doing anything their busy we're able to get to other calls for service now budget for the initial six months pilot that ends next

friday is i know one hundred and 40 and to keep going we need one hundred and 55 thousand he hopefully where we initially saw effective was loegs those in locations where the highest amount of feces with the street cleaners so there could be more i think we will use that targeting to make sure it was very effective. >> i just had a cost effectiveness question it reduces the number of steaming request how much do we save for dpw's expenses. >> it's we're able to get to the work there's only so many hours in the day we get the requests if and work towards the performance plan as well as they're able to have less work

in the tenderloin they're doing more work in the rest of the city. >> it sounds like it is really cost effective and only costing $300000 a year and 50 thousand per location is is it is really cost effective from new york city are other cities doing project like that. >> we've been contacted from municipalities from the international stories and it could be seen as a very simple like almost san francisco funny kind of project and some of the news you plays off of the feces maps and stuff but this is a real issue that affects us you know in a fiscal o nervousness

way. >> i used to smell feces when i worked at market but a short six months pilot has made a difference in making the area more liveable for the people so i'm appreciative of the analysis and framed by supervisor kim the effectiveness of the short six months period so thank you. >> thank you okay. >> i want to appreciate our presentation this is signature that/should have been done many many years ago and clearly it shows that works and the voices from the community and places people are satisfied with that as well thank you for moving forward and working on it and look forward to having the supplemental before us to continue. >> thank you, supervisor.

>> soy know that supervisor kim has a number of public speaker cards as well. >> hi, i'm the director of san francisco clean city i'm one of the people that has been talking about this for the last 10 years when we become the service providers with so many children living in the tenderloin what was so step up be was the number of needles on the ground and the number of human waste on the ground i feel stroong this is effective and has the potential to be the big piece of puzzle around cleaning in the tenderloin i really want to publicly thank supervisor kim and sam dodge to have a team of people to come pile this and do it this a strategic way in addition what was not mentioned; right when
