8:33 pm
our roller skates to let the ocii and others to know we oppose the implosion of candle stick park but we agree with the occasion and agree with the mechanical dismantling because the implosion will cause economic harm and environmental harm to the community there are residents who live at the e pick center of the park within 2 or 3 hundred feet so the potential property damage and environmental harm it will cause irreparably so i need you to know we're very concerned if you have not taken the vote and considering that we need public comment on this and the public needs to be heard because larry in charge urban
8:34 pm
they were it is in my opinion they were only - they let us know 10 days to implore and submitted the eir which came to our attendance through the environmental justice clinic through dr. thompson that's why we got the information late in november we're against implosion it causes us to environmental and economics harm and they have not put in place any implication if their homes are damaged at all this conversation should be heard and the community should be having an opportunity for comment and view review and they want to do that without public
8:35 pm

8:38 pm
to come down here and talk about the implosion from what i gather from the research it didn't happen in the community it's happened in the visitacion valley community in the last 10 or 11 years but that that shouldn't are happened and my implosion research is why are rehere and two i'm asking i know the city took a position and the lives of the animals that were being disturbed while the project was happening i'm curious do our lives not matter at hand will the city step in and take initiative for the concerns for the health and safety that's in jeopardy in our community increase no way for the contractors to control the amount of dust that will be dispersed around our community i was had hundred yards from
8:39 pm
candle stick you i've suffered allergies you can't tell me based on the finding that have so far been given i don't know if their accurate those developers or contractors are going to be able to control the dust throughout the community my other question if you have it please goldstein the implosion of the kingdom and see how it was fun and games to the spectators until they couldn't break down if you haven't look at the results of the interact that the community had and the result of the implosion of the
8:40 pm
geneva towers do you work for the city and county of san francisco he or the giant stadium why are reconstantly asking you too look out for us that's a given our jobs. >> thank you. next speaker. >> good afternoon commissioners i'm dr. tompkins i agree with part of commissioner richards comments the community needs to know how you function and operate i need to have an operational independence of how an amendment that was submitted and passed only december 19th that changed the dynamics of the demolition when i was engaged i had no problem all of a sudden i
8:41 pm
get a call from golden gate university it's changed we were never informed an addendum in my experience in corporate where else a dean an society dean is we are part of this thing this is a dynamic change as previously some spfshgz have stated sadly it is an environmental justice issue the implosions only took place on the southeast part not on the marina but the demolition of the older jack hotel this was a mechanical demolition not imploded i want to talk about what took place flip on here this is a letter we submitted to the department city planning they never responded we wanted
8:42 pm
to get answers to the addendum and the explanations to support the paper we the follow-up sequence also on november the 18 of the in terms of scientific questions for an explanation how can you come up with the dust will only even leave the parking lot okay and i had finally through mrs. moore and the community demanding we finally this is a map i'm sorry i don't have the technical skills wisconsin i have a larger within that bayview hunters point has over 3 hundred toxic waste sites in the area in the eir which they simpleminded for our consideration and there their so-called addendum the risk assessment as applied they don't
8:43 pm
taking a look at accident condition one condition 85 percent of the babies are asthmatic it increased i did a survey 55 percent of the first graders i want to immroetsdz larry in charge said the cement will not cause harm harvard did their 2.5 is transferred to the unborn fetus. >> sir, your time is up. >> i ask you considering. >> sir, your time is up. >> you've exceeded our time. >> everyone is welcome to submit written comments we'll continue public comment at the last agenda item of the hearing i want to ask the director to address there is a lot of concern and cause for concern in
8:44 pm
this information may help. >> thank you, commissioners ocii the office of investment and infrastructure is the psyche is the lead agency we're doing their analysis under contract but it will be the ocii commission that makes the decision on how the building will be demolished the original eir for candle stick assumed a mechanic occasion so the implosion it requiring us to look at what is necessary to change that with the implosion what low change the impacts we're in discussion with the public health department it's $0.95 my understanding the final decision has not been made. >> there will be a public hearing on january 20th at ocii
8:45 pm
on that topic. >> say the name of the agency that's responsible especially are ocii it was not quite automobile i know what it is but the public needs to see. >> the office of community investment and infrastructure ocii which is the successor agency to the redevelopment. >> commissioner richards i want to make sure that under the brown act we're responding and saying this commission doesn't have the jurisdiction over it ocii has the jurisdiction over it. >> i'll ask the commission to please let me speak i don't know, there was time. >> it is not a matter of submittals but a time of gentle period it is limited to 15 minutes you're welcome to stay
8:46 pm
at the end we have a second public comment then you'll be able to submit our public comment. >> commissioner johnson. >> thank you so, yeah yeah, the director and commissioner richards and commissioner moore because i'll say this we've discussed the ocii has originally discussed the candle stick demolition the actual method was not part of our decision and other methods were contracted to the environmental department and the planning department for analysis but it's not actually been it approved and larry in charge has their plans it went from mechanical and the implosion was a discussion on the commission and actually got a note from the executive order they're having a hearing as the commissioner president wu said on the 20th about the candle stick demolition that's the forum for getting anymore information about this topic and having
8:47 pm
13wu7b8 public comment there. >> thank you supervisor cohen. >> may i ask so for the one individual be allowed to speak if the public has not had proper information about those questions need to be asked i feel that i feel bad having one individual wait until the very end. >> commissioner moore the challenges are 6 more speaker cards we can take the time now but i feel like under fairness we're following the rules as written. >> i flu fully agree with you. >> i apologize to the public we have a full agenda you're able to submit our condemns at the last part of the hearing and
8:48 pm
commissioner antonini and can could i have the address on the 20th for the benefit of the public? >> yeah. ocii they met in city hall they normally meet down the hauling hall whatever room i don't know the exact room number 416 right down the hall they meet every other tuesday the first and third tuesday everyone will have to look at the agenda they meet in city hall anothers room 416. >> thank you for the benefit of the public actually if you remain tends of the hearing dollars only 4 items which is where so commissioners we can move on to the regular calendar item 13 the implementation update the enter planning committee report an
8:49 pm
informational presentation. >> good afternoon commissioner happy new year here to talk about the interagency plan implementation committee report i'll refer to it from now on that we present this update on our prospering proposals for the expenditures the impact revenue that's associated with new plan areas that's anything that was adapted from 2005 forward our first year was 2008 and this is one of the most exciting years for this report we have a lot of big successes to report in terms of 6 projects and infrastructures on the ground that this community has benefited from before i dive in i want to explain how it works so we have a team called the plan implementation team which
8:50 pm
is housing the citywide division we do love work on the impact fee available and working with the area plans and monitoring the progress of the implementing the plan especially the infrastructure this team leaves the effort and the work here. >> and as a reminder the focus is on the plan areas that are have been recently adapted from 2005 on the map most of the areas include an area plan and the development impact fees this is a the start of the plans we do not work on development agreements or master plan areas or former redevelopment areas they have separate mechanisms and have their own mechanisms.
8:51 pm
>> the body that is the establishment which the of of the establishment by the supervisors we had a strategy to make sure the city delivers the infrastructure the committee meets annually basically monthly and the committee has a staff committee by the way, presentations on the mta department of public works the rec and park department the library department and human services that works on child services and the mayor's office so through the work of all those agencies we come up with a capital plan and for the recommendation of the impact fees and the department services as is liaison from the lead committee and the other agencies to come up with the
8:52 pm
recommendations this is a high-level overview and we start with the recommendations from the year before through the process i presented those recommendations to the capital planning committee last year and now before you we'll provide a presentation to the board of supervisors and those recommendations will be integrated into the capital plan and the city's budget is the actual the board of supervisors that allocated the budget and makes 9 final decision. >> this table is a summary of the major plan areas $120 million over the next 5 years this doesn't include the transit district plan that effects the reviews, however the district plan is also $120 million it will obviously
8:53 pm
start the numbers as you can see the impact fee revenue is a little bit lumpy comes and goes so some years we see a lot of revenue and it is bans is when the projects will be complete and a little bit of a distortion from the program is that now expired. >> i wanted to add in our packets on page 22 to 35 a more detailed table that shows not only what year that revenue is implemented but we we intent to spend the revenue on i'll spend the rest of the time giving highlights of the improvements we're seeing or recently incomplete starting with r.n. con hill its unique because we
8:54 pm
understand all the infrastructure improvements that the plan intends to fund designed in detail it's been implementing them new this year the community benefits district will help fund the maintenance side of alu all the infrastructure improvements in addition to that we're excited to say this year's communication of the park will be mreltsdz we've acquired the sites there was a shrimp in the development market we didn't have the revenue to complete the park we've worked with rec and park and are excited to see it. >> the market optimistic project near and dear to my heart was a subject of a press release by the mayor naegs in relation to the improvements
8:55 pm
that have been coming to life in the planned area here you see a picture of the delores and market the in kind market this commission approved a straight improvement that called adjacent to a development project i think it is successful and illustrates the various way the infrastructure may not be developed and pictured the polk street one of the bicycle lanes that helps you to get to city hall more safely a state of the art bicycle plan we used a small amount of money patio secure federal, state money and that same story for the hate the bus on hate street goes down hate to the market and speculated lane
8:56 pm
we secured the federal grant or the state grant but used the impact money to provide the match. >> and then those projects kind of illustrate a bunch of improvements part of the original plan the funding from a completely different place from the freeway those are the new parks the skateboard and dog park under the freeway they've transformed that part of van ness street i recommend you go down there eastern neighborhoods certainly one of the largest plan areas we looked at and the place where the infrastructure projects had the at least definition, however, when it was adapted the mayor asked for a mou the
8:57 pm
prelims of that plan is focusing on those priorities promotions you see the 16th street a proposed transit lane i think there was a community meeting on wednesday which is the stirs step of implementation the impact fee revenue the approval before you approved about $15 million this is a much larger transportation improvement this is one of the first and in kind agreements that was approved in the eastern neighborhoods area and one of the most unusual we spend a lot of time talking about the translation but it calls for childcare developments this works well, for childcare facilities and this space was able to meet it they provided a
8:58 pm
childcare rent-free for operator as number two, of paying their fees i think last summer it's a beautiful people he recommend people checkout. >> finally in the eastern neighborhoods there was a plan for the new parks as well as improving the facilities and this year, the 17th and fulsome park will start construction this commission approved it and we're making great progress towards the priority projects the cac worked with the rec and park department to see which parks needs to be improved. >> and then finally the visitacion valley is the recent adaptation of the master plan it includes a large sum of revenue
8:59 pm
and a lot of xhoochlts that will happen with the slaj site and one thing the community meetings to help to prioritize to hold two annual meetings we held our first won several months ago and it helped us to get a strategy for visitacion valley and the transit center district plan this is a anti liar that plan holds the revenue of others combined we're handling it differently because of the partnership with the tjpa and the projects are on a much larger scale you, however, we've been working closely with the b department of public works and in our packet there's a recommendation for expenditures
9:00 pm
for this plan area so in conclusion, i think i've mention this before this is an exciting year for the enpick and personally regarding we've been having conversations with what to do with the impact revenue it covers about thirty percent of the total needs in each plan area and the areas this is the first year the city has driven to the question and looked further so see how we can fill the gap are we moving forward and the implementation team has been working hard to help to we are that question this outlines the strategy we started by taking a look at the growth we anticipate in the next 10 years and how much impact fee and interesting a lot of the other agencies like mta and
