informational presentation. >> good afternoon commissioner happy new year here to talk about the interagency plan implementation committee report i'll refer to it from now on that we present this update on our prospering proposals for the expenditures the impact revenue that's associated with new plan areas that's anything that was adapted from 2005 forward our first year was 2008 and this is one of the most exciting years for this report we have a lot of big successes to report in terms of 6 projects and infrastructures on the ground that this community has benefited from before i dive in i want to explain how it works so we have a team called the plan implementation team which

is housing the citywide division we do love work on the impact fee available and working with the area plans and monitoring the progress of the implementing the plan especially the infrastructure this team leaves the effort and the work here. >> and as a reminder the focus is on the plan areas that are have been recently adapted from 2005 on the map most of the areas include an area plan and the development impact fees this is a the start of the plans we do not work on development agreements or master plan areas or former redevelopment areas they have separate mechanisms and have their own mechanisms.

>> the body that is the establishment which the of of the establishment by the supervisors we had a strategy to make sure the city delivers the infrastructure the committee meets annually basically monthly and the committee has a staff committee by the way, presentations on the mta department of public works the rec and park department the library department and human services that works on child services and the mayor's office so through the work of all those agencies we come up with a capital plan and for the recommendation of the impact fees and the department services as is liaison from the lead committee and the other agencies to come up with the

recommendations this is a high-level overview and we start with the recommendations from the year before through the process i presented those recommendations to the capital planning committee last year and now before you we'll provide a presentation to the board of supervisors and those recommendations will be integrated into the capital plan and the city's budget is the actual the board of supervisors that allocated the budget and makes 9 final decision. >> this table is a summary of the major plan areas $120 million over the next 5 years this doesn't include the transit district plan that effects the reviews, however the district plan is also $120 million it will obviously

start the numbers as you can see the impact fee revenue is a little bit lumpy comes and goes so some years we see a lot of revenue and it is bans is when the projects will be complete and a little bit of a distortion from the program is that now expired. >> i wanted to add in our packets on page 22 to 35 a more detailed table that shows not only what year that revenue is implemented but we we intent to spend the revenue on i'll spend the rest of the time giving highlights of the improvements we're seeing or recently incomplete starting with r.n. con hill its unique because we

understand all the infrastructure improvements that the plan intends to fund designed in detail it's been implementing them new this year the community benefits district will help fund the maintenance side of alu all the infrastructure improvements in addition to that we're excited to say this year's communication of the park will be mreltsdz we've acquired the sites there was a shrimp in the development market we didn't have the revenue to complete the park we've worked with rec and park and are excited to see it. >> the market optimistic project near and dear to my heart was a subject of a press release by the mayor naegs in relation to the improvements

that have been coming to life in the planned area here you see a picture of the delores and market the in kind market this commission approved a straight improvement that called adjacent to a development project i think it is successful and illustrates the various way the infrastructure may not be developed and pictured the polk street one of the bicycle lanes that helps you to get to city hall more safely a state of the art bicycle plan we used a small amount of money patio secure federal, state money and that same story for the hate the bus on hate street goes down hate to the market and speculated lane

we secured the federal grant or the state grant but used the impact money to provide the match. >> and then those projects kind of illustrate a bunch of improvements part of the original plan the funding from a completely different place from the freeway those are the new parks the skateboard and dog park under the freeway they've transformed that part of van ness street i recommend you go down there eastern neighborhoods certainly one of the largest plan areas we looked at and the place where the infrastructure projects had the at least definition, however, when it was adapted the mayor asked for a mou the

prelims of that plan is focusing on those priorities promotions you see the 16th street a proposed transit lane i think there was a community meeting on wednesday which is the stirs step of implementation the impact fee revenue the approval before you approved about $15 million this is a much larger transportation improvement this is one of the first and in kind agreements that was approved in the eastern neighborhoods area and one of the most unusual we spend a lot of time talking about the translation but it calls for childcare developments this works well, for childcare facilities and this space was able to meet it they provided a

childcare rent-free for operator as number two, of paying their fees i think last summer it's a beautiful people he recommend people checkout. >> finally in the eastern neighborhoods there was a plan for the new parks as well as improving the facilities and this year, the 17th and fulsome park will start construction this commission approved it and we're making great progress towards the priority projects the cac worked with the rec and park department to see which parks needs to be improved. >> and then finally the visitacion valley is the recent adaptation of the master plan it includes a large sum of revenue

and a lot of xhoochlts that will happen with the slaj site and one thing the community meetings to help to prioritize to hold two annual meetings we held our first won several months ago and it helped us to get a strategy for visitacion valley and the transit center district plan this is a anti liar that plan holds the revenue of others combined we're handling it differently because of the partnership with the tjpa and the projects are on a much larger scale you, however, we've been working closely with the b department of public works and in our packet there's a recommendation for expenditures

for this plan area so in conclusion, i think i've mention this before this is an exciting year for the enpick and personally regarding we've been having conversations with what to do with the impact revenue it covers about thirty percent of the total needs in each plan area and the areas this is the first year the city has driven to the question and looked further so see how we can fill the gap are we moving forward and the implementation team has been working hard to help to we are that question this outlines the strategy we started by taking a look at the growth we anticipate in the next 10 years and how much impact fee and interesting a lot of the other agencies like mta and
