months? >> [inaudible] >> okay. thank you very much. those were my questions. >> okay. >> supervisor campos. >> yes. thank you. happy new year to you. just going to a couple of points we discussed earlier with the chair -- chair camara. on the language funds, the $10,000 accessed -- i don't know if you could speak to that. >> if the funds were put into a contract it would definitely come to hsa to our shelter providers, so let's step back a little bit. our shelter providers do have access to language services, but what you have to realize and both the family and the single adults -- more so on the family side because they're there a little longer, right, so they're there for three to six months in the

shelter, so if they encounter an individual that has a language other than spanish and chinese then they can reach out to the department and ask for interpretation services to work with the clients. they do that often. on the single adult side in some cases the clients are only there one night or up to 90 days with a 30 day extension so they could be actually there for 120 days. if a client is seeking services because they cannot speak to the staff in their language the staff at the shelter can call our department and our department will deploy language interpretation services for them, but $10,000 -- we

probably spend double that on the family side because $10,000 isn't going to even make a dent into language services for the shelters. >> seems like there is a disconnect between -- like the situation you are describing and what the committee is saying because it seems like the committee is saying that if we allocate $10,000 that somehow the gap that is not there will be filled. >> and i believe our position has been the same from the very beginning that they asked for the $10,000 is that it's not sufficient for what we feel their needs are. >> what do you think would be sufficient to meet those needs? >> if we have language services in our nine shelters, 365 days a year we're talking $300,000 plus.

>> i would -- i think that instead of having a situation where this is sort of a recurring issue it seems in every report they reference this point, i would ask that maybe there can be a more in-depth and detailed conference about what the additional resources are needed to actually meet this need. >> okay. >> and i -- if it's $300,000 or something else i would rather know that as we are beginning the budget process for this coming year i think the timing makes sense. >> >> but i know everyone on the board has different times talked about the importance of language access and you don't want that to be a barrier to people getting the help they need.

shelters is something that we all worry about so i think having the additional person will be helpful. thank you. >> can i make a few comments on what i said? >> yes please. >> i want to say for the last two years we worked diligently with the shelter monitoring committee meeting regularly to work out any issues that they encounter when they go out on a site visit. i think the main issue that we have because they are short of staff. i mean this is a report that ended june 30, and if we could get the reports in a timely manner that is always helpful to us, but as nick said most of the issues that they encounter the shelters resolve before the next quarter reports come up but i was surprised to hear nick say that during the rainy weather that

he heard complaints about clients not having additional blankets and sleeping on the floor and it's cold. i think we worked really hard to make sure that any client requesting two or three blankets that they get them. i know out at providence because they sleep on mats and in the gym they always made blankets available in multiple numbers to individuals. we as a department provide all of the blankets to our shelters. we as a department make sure that the department of public health works with us. they pick them up and launder them and deliver so clients sleeping in our shelters get clean blankets because providence is an emergency shelter and it's not 24/7 they only provide two blankets. they don't provide the sheets because they're on

mats, and it's just almost cost prohibited for sheets and blankets to be washed and delivered to an emergency shelter along with first friendship which is the shelter for families, but we make sure that the space in which they sleep in is warm, and if they are requesting additional blankets that they're giving them because we keep a supply of blankets always available. i mean we spend thousands of dollars every six to 12 months ordering blankets to make sure because once you wash a blanket three, four times they're going to fall apart so we always neat a supply for the shelters. >> >> i have seen the reports over the last six years and i would say that the conditions have at least as identified in the reports have consistently

progressively gotten better so i really appreciate the commitment to addressing those issues. sounds like you have enough blankets, but -- >> we do. >> okay. we certainly appreciate the work that you guys are doing to address these issues. >> thank you. >> thank you. >> one other issue, the issue about transgender. it's generally client to client versus the staff and a client and i want to let you know we're updating our shelter training manual. it's a manual that we put together 10 years outlining issues that we should be dealing with, and there is a chapter in there about cultural competency and dealing with transgender and seniors, so we're hoping to publish that by the new fiscal year. we have a staff member that is working to update it and it's going to be presented to

the shelters at their january meeting to give comment but any new staff coming on board must go through the training manual so they know what their job entails and who they're working with. >> thank you. >> all right. >> can you also if there is some updated portion of the manual you just mentioned any new staff maybe -- existing staff needs to go for the training also. >> yes definitely. >> so i appreciate everybody's work and one more comment they have to make in terms of language access. it always begs the question what kind of staffing we have in this situation whether we have -- are we trying to as positions open up in these places whether or not we're trying to recruit bilingual staff or not? >> it's difficult recruiting bilingual staff for sure but i like to say all of the contracts

things that i noticed is -- okay. you're talking about -- i think it was like the one shelter. you go there and there is no toilet paper and i mean they're throwing this stuff out, and then -- she said blankets fall apart after four, five uses. these hotels are throwing that stuff out. you could probably buy used ones in bulk from your thrift stores so it's just -- innovative. where is the innovation? just wash them and you save money. they're probably $3 a piece at goodwill if you buy in bulk. then there's seven months between this one and today so there's --

newspaper. this -- i sit on the board of director for the ocean avenue community benefit district and on the jenny [inaudible] barn and at the heart of the station there and i have been going to all of the meetings for the past two years. before it was formed i reminded supervisor avalos to form the committee. i go to uc berkeley for a master's degree and ride my bike to the bart station or muni everyday and i am familiar with the corridor. i chair the ocean avenue association street life and business committee which has been very productive lately. we have a lot of stuff coming on line. dpw has a plan to landscape the corridor and

improve pedestrian safety. thank you. >> thank you. any questions? thank you. next up is aaron goodman. >> good day and good new year supervisors. aaron goodman. i'm a resident in district 11. i ride muni and a native san franciscan for years and i applied for seats one and eight but i think i'm eligible for three and six as well. i deal with issues of transit community development, dealing with pedestrian safety,. i have a interest in youth and families. my child goes to school on the corridor and i am aware of the safety concerns for the students and seniors in the district as well as accessing muni and bart to get to the schools in the area so definitely seat number 8 is also a spot i would be a good person

for that position. for seat number one as well because of my interest in connectivity and planning in the area for muni riders making sure we have systems that work and don't dead end in areas but link to other areas. there is a concern about planning and development in the area with the focus on the adjacent city college reservoir area making sure we have safe access to and from the station, not having people run across the street is a key issue. that goes for children, students, seniors and everyone that utilizes the district and i think i would be a good spokesperson for those concerns and coming up with solutions that we currently face out there. >> okay. any questions? none. thank you very much. next up is robert muehlbauer. >> hello honorable members of

the rules committee. robert muehlbauer. i live in the engel side on majestic avenue and a resident since 1979. i have been i am currently serving as the chair of the balboa park citizens advisory committee. by my experience in my past career in public service and community development or just my current status at being retired but active in the city and moving around i think i could fill in one form any of these slots and i would be happy to serve in any of those capacities. i think what we really need for this committee is a quorum so that we can carry on the business of what we need to get done out there, and when i look at what needs to be done we have about $8 million of bart proves. we

burwell. >> good afternoon and happy new year to the board. my name is chuck burwell. i am applying for various seats on the board. i am a 30 year resident of san francisco being away for a couple of years and a member of city guide giving walks tours in san francisco. i have been a card carrying muni rider for a number of those years. i ride my bicycle everyday. i work in the financial district so i go from mission tares to -- terrace to the mission area and a member of the improvement association. i visit my local bike stop and other businesses on ocean avenue so i walk from my home to that location and i would like to serve. any questions for me?

>> okay. seeing none. thank you. >> certainly. >> daniel weaver. dan. >> good afternoon supervisors. my name is daniel weaver and i am an out going member of this community advisory committee and hope to be appointed for the new term. i am the executive director of the ocean avenue association which comes right up to the door of the station area, and i am also involved heavily with the car barn project trying to move it forward for the last 14 years and very interested in the station area. unlike ocean avenue which seems to be doing quite well since the area plan was published the station area is not doing well. i think our major achievement in our first two years was actually to

convince the city agencies and bart to work together to clean and maintain the station area which just something that wasn't happening before on a regular basis. hopefully we can keep going on that. that's kind of the key as well as we provide a forum for public agencies and neighbors to come together and talk about improvements to the area. we -- as robert muehlbauer said we need to be fuely appointed or staffed so we can maintain a quorum and have our meetings and i am qualified i guess for seats one, two, three, five, six and nine as well as seat five. i am happy to answer any questions. >> actually is it a monthly meeting that you have?

just a quick question for our clerk. there seems to be a discrepancy in terms of the seats -- at least on the agenda -- folks are applying for and what they say they're applying for so i am wondering what is the accurate information if you take ms. gwynn kaliher-mackell the agenda says she's applying for seat six but noted she wants to be on seat four. >> on the agenda it lists the applications they listed on their applications. the chair's office had me reach out to the applicants to see if they qualify for additional seats and those are the ones they're stating now. >> for purposes of acting on this the fact that the agenda lists seat six to the deputy city attorney could they be appointed to a different seat? >> deputy city attorney john gibner, yes. as long as the
