it's very hard when you're being taught everyday from the moment i was born that i am different or that i am put upon or i'm not as good or don't try or don't -- we have no expectations so these things are the root that really need to be addressed and i hope you take that into consideration.

[gavel] supervisor cohen. >> thank you very much. there's a couple of points they want to reiterate that seven of the 13 seats are to be occupied by members of the community. seven. that's more than a majority on the board on this task force. the task force isn't attempting to reinvent the wheel but built upon the efforts to do better coordination of the previous and existing efforts that the city is going through.

this -- to echo what supervisor campos mentioned earlier he said he was looking for something different. we're not looking to be duplicative and listening to the public comments the seats that are open, the seven that i mentioned, it's for -- i can go through the list again. it's for a resident, a current or former resident of public housing -- excuse me, property owned by the housing authority. seat two is a member of a community based organization and includes the faith base communities. seat three shall be held by a clinician and can be a member of the community. seat four is by a parent who has been affected by gun violence and next seat by someone engaged in gun

violence and seat six is a acthemmic and seven is a nurse or a person who works with victims or perpetrators of gun violence. again that could be a person in the community, and seat eight shall be held by an employee of the district attorney's office, public health seat nine, seat 10 human service agency. 11 is by a member of the police department. seat 12 is a member of the adult probation and 13 is a member of the san francisco unified school district. also seat -- the public health seat is important that person have a background in specifically in mental health. i think there are key components important for the task force. one is look from a step back and take a look at where we're spending our money and how we're spending the money and develop metrics for the programs. something i also want to inform

the public on that on this analysis that was conducted it was conducted with the contribution from 11 city departments which contributes the entire universe of this report. adult probation, the city administrator's office, children youth and their families, the district attorney, human services, mayor's office on violence prevention services, the police, public defender and public health and the sheriff and the commission on the status of women. the commission on the status of women receives a large share of money but their mission is focused and speaks specifically to domestic violence. . >> >> i think in closing the purpose of this task force is

just to bring a better coordination of our city effort scption i think one thing that we heard universally there is little to nor coordination happening and there is a lot of money being spent. mr. chair that's all i have. thank you very much. >> well let me say that i want to join my colleagues and thanking you for bringing this resolution to us and giving us an opportunity to support it. it's maybe about time, so supervisor campos. >> again i want to thank supervisor cohen, all of the members of the community that spoken to the mayor's office for their presentation, and clearly we have a lot of work to do and i think this is an important step and i appreciate the fact that it is grounded in community

oversight and advisory committee and working group. >> okay. we're going to continue the discussion and at this point we have staff member from supervisor avalos' office, beth rubenson to make a presentation of the legislation. excuse me. excuse me. we're still continuing with the meeting. if you need to i have a discussion please do that in the hallway. >> hi supervisors. thank you so much. we're really excited to bring this ordinance to the committee on the oversight and advisory committee for the department of children youth and families. this ordinance is the trailing legislation for the charter amendment prop c passed in november with over 70% support from our city voters so we're excited about it.

the ordinance speaks to the service providers working group which is also a way to codify how we bring the expertise and experience of our service providers in the city to the department so we're excited about this ordinance. it's the work of many, many people. i want to thank lots of people. i want to thank the mayor's office and maria sue, the director of the commission and others that gave us advice, our city, children committee and finally

the childrens' fund community coalition that worked for two years with hundreds of community members, parents, children, service providers to develop recommendations for the board of supervisors. and finally i actually want to thank my supervisor jenn in supervisor yee office. i think that's -- and also tom owen the city attorney who has helped a lot of this language. >> okay. i want to thank beth ruben stein for working on this. i know you worked real hard and my own staff on this piece of legislation. as bev mentioned this past election in san francisco passed prop c with 74% of the voters saying yes this is very important to us. i believe this confirms our city's commitment to ensuring that

youth and their families are given the best opportunities and we often hear that the number of families are in decline but we need to figure out how to off set this and one of the biggest factor would be of course see what we can do to help children and families. the renewable of the children and youth fund and the enrichment fund are steps in the right direction and the department of children and youth and their families they play a critical role ensuring that every child and every corner of the city is provided support and resources and encouragement so we can succeed. we don't take this mission lightly, so we will find that it's important to have public input and transparency in the needs assessment as well as the budget allocation through this fund. after two years of town halls and meetings and discussions with staff and advocates and stakeholders and

community groups i think we struck a great balance in community groups, advocates and staff and stakeholders and community groups. i think we will have very strong oversight and advisory committee as a result of the discussions that we have had and i want to thank again supervisor avalos and beth and his office who put this draft together and in the coming months we will be discussing beyond this and as we promised from all discussion about prop c that there would be three trailing legislation. we passed the first one which is the one for the office of early childhood care and education. this is a second piece we're looking at and we look forward

to passing this one, and real soon following we're going to start talking about our children and our families council, the legislation that will create that so this is going to be several amendments we would like to have with this piece of legislation, but before we do that and i will talk about it as long as supervisor tang. she has one amendment. i will talk about it after public comments if there are public comments on this item so at this point are there any public comments? come on up. just line up on this side of the room. >> hello supervisors. my name is chelsea from children

advocates and children and youth and it's exciting to be here. it seems like we spent two and a half years, the last two and a half years really to reiterate what supervisor yee just said really kind of working together and sometimes struggling together to create the strongest possible legislation and we got prop c passed by 74% of the voters in san francisco and we now kind of -- this the second of the three steps and trailing legislation, and this really was a collaborative process, and both of what the charter amendment that was prop c as well as the trailing legislation there's been a lot of thought and effort put into making sure there is the strongest possible legislation in terms of the oversight committee that will ensure transparency and accountability and oversight and support to make sure that the funds that dcyf is spending go to the quality programs and oversight and evaluation and all that, so we are really, really

excited. i want to thank supervisor yee and supervisor avalos and their offices for making this happen. thank you so much. >> thank you. >> hi. i am sandy blackman and the executive director of childrens' council and the 2015 chair of cpac and a member of advisory council and from the childrens' coalition from the inception. i want like to thank supervisor yee and supervisor avalos and offices for their leadership in the prop c putting prop c reauthorization effort and putting together the trailing legislation as well as my colleagues on the childrens' fund community coalition for many years of deliberate and thoughtful conversation. so i am here representing the views of the early childhood and care

community and i want to say that we're very pleased that the trailing legislation that creates the oversight and advisory committee calls for the inclusion with one person in expertise of young children and seat four and a parent which is seat nine. we hope that the other seats will filled with expertise from these people. i know we create the office of early care and education but the -- [inaudible] for early care and education but it's important that people that understand the needs of young children be the oversight and advisory committee. and anyway it's very important that people with that background are there as the needs assessment planning and service allocation strategies

for the childrens' funds is being considered and thank you and i just want to ask that as we go forward. >> thank you. >> good afternoon supervisors. i'm the coordinator of the child planning council cpac. i don't have much to add but happy new year and i wanted to thank each of you and your staff for not only this trailing legislation but for the tremendous amount of work that went into all of prop c and for involving community every step of the way. i am here to speak in support of the oversight and advisory committee and the composition of its membership. as proposed there are two seats that represent the 0-5 community with other seats that potentially represent this community. as of the last

census 38% of san francisco childrens' 0-5 and imperative with the increase in this fund and the city's commitment to supporting a more family friendly city that the allocation is really carefully examined in order to serve our city's families. again i thank you for your work and supporting the legislation as it goes through the process and supporting the work of the oversight and advisory committee. thank you so much. >> hello good afternoon prefer supervisors. i am a member of the community coalition and i wanted to start off by thanking all for your work. >> in building up to prop c and all the way through with the trailing legislation. similar to how the community and young people are engaged in the

process leading up to the legislation we want to make sure that that continues all the way through and is something that carries over and is sustainable in something which this oversight committee is aimed to accomplish. in particular i am pleaded with the involvement of the youth commission and the advisory board played a role in this and others played a role in this and will have the representation of young people as well and i want to thank you you for that and that we prioritize and as the previous item with the task force we want to make sure that policy making and that the people with experiences are at the table and at the center of the conversations which the composition of this oversight

committee does so thank you for all of your work and we look forward to work with you through the coalition and young people. thank you. >> thank you. >> i am molly brown and from huckleberry programs and this is good it follows the preceding conversation because it's about making san francisco a better place for families and children and keeping them safe and this legislation is trying to do that really making providing support in schools, support in communities, trying to provide a lot more accountability and i think as you can see the painstaking detail of the legislation who should be on this oversight committee is really trying to speak to that to make sure that you have the right people advising both the allocation process and the planning process, so i want to thank you supervisor yee for

your diligence in keeping this going and for letting jenn spend so much time on this and supervisor avalos in his absence and beth's time. i know it was a challenge to a piece so many people and i want to thank maria and her staff for doing a really stellar job of trying to help the different cbos work together and i think the challenge for you supervisors is really to have the city departments do the same thing and i am hoping that the larger committee can do that because i think that is one of the stumbling blocks that we face and not having enough cooperation with the city departments and the cbos and making things better here in san francisco. >> thank you. i had no choice about letting jenn work on this. maria, executive director of dcyf, did you have any comments you wanted to make? >> good afternoon supervisors. i am director of the department. i just want to say first of all happy new year but i want to echo all of the sentiments and acknowledgments and thanks that everyone has said already. i do also want to emphasize that just how hard jenn and beth worked on this particular ordinance and then jenn on just the charter with the other supervisors. i think she's done a phenomenal job and she's been very easy to work with so i really appreciate that. in terms of just making sure that we have an ordinance that is reflective of the community and making sure that the council will be able to support dcyf and the way that

we administer and reach our constituents in a more transparent and accountable way i welcome that so thank you for that. i look forward to working with my new oversight and advisory council. i assume that it's going to be lively conversations as with all of our conversations that we have within dcyf there is always a balance of fierce conversations but it's all coming from a place of dedication and passion for children so i look forward to working with the new councilmembers so thank you. >> thank you. so not only this piece of legislation but others it's been a real good example of how the community and the departments, the city family can work together and come up

with a great product. in fact we thought we had a pretty great product when we put it together to put on agenda but the discussion continued and so until 330 or so there was discussion between community and the department, and so this is a bunch of amendments we would like to make. nk substantial but substantialing in that we want to make them. so why don't i start with having supervisor tang talk about one of the amendments. >> okay. sure. again i want to echo everyone's thanks for everybody who worked so hard on this measure and so the amendment i have is really nothing substantive but on page

three line 18 just that when we talk about appointments coming out of the mayor's office just making sure that there is an option for a public hearing to be held on the appointees so we're saying instead of the board of supervisors shall have a hearing on the appointees of the committee that they "may" hold a public hearing and we recognize that people are volunteering for this body. we're so happy that they want to serve in this capacity and do all the work. sometimes coming to a committee hearing can be scary for them so we want to make sure there is an opportunity for the board if there are questions they can do so but not absolutely subject them to that process so that's the amendment i would be making today and i would like to see if there is a second to that. >> okay. why don't i just read off everything. >> go for it. >> and do it together because

it's getting so late. okay. so here are a few other suggested amendments and i agree with them. on page one line 22 we want to make sure we want to capitalize community advisory committee. cac. page two line three correct reference to charters section to change it to section from section 16 point 801-one to section 16 .108-one. and page two line 19 and 20 add a clause stating that the committee is able to request budget information as necessary for any of the meetings. page

two and three, line 24 add a clause to indicate that the committee shall review any changes or adjustments in reference to childrens fund and baseline as defined in section 16 .108 and reiterate language in the charter stating that nothing in this section shall limit the authority of the mayor and the board of supervisors to propose, amend and adopted a budget under article nine of the charter. page three -- page five line seven. in addition to city employees sfusd employees also cannot serve as a member of the oversight and advisory committee due to possible conflict of interest. line seven -- i mean page seven lines

three and four add line to indicate that the oversight and advisory committee shall develop initial bylaws for the service providers working group and will appoint the initial chair and vice chair, and last page seven line 10 add that the service provider working group shall review and amend their bylaws as necessary. and that was the last of the amendments. okay. so any discussions on the amendments? okay. can i have a motion? >> i would like to make a motion to adopt all of the amendments stated by myself and supervisor yee. >> okay. any objection? seeing no objection amendments passes. could i have a motion for -- >> through the chair i would like to make a motion to adopt
