failed but a lot of times they're not as productive and good as possible because we don't look at the people on the ground who have experienced a lot of these issues, who have lost children and family members and dealing with the people committing crimes and how do we get those people involved? how do we look at these issues from their perspective and seeing some of their ideas so we can be more innovative? because it's good to get the department heads because they're thinking from that level. how do we get people on the ground that can look at it from on the ground and this is going on in the communities so when the decisions are made the people that don't know what is going on in the community can get a perspective of what is happening out there and i doubt if you're not on the ground and don't know what is going on in the community it's impossible to change anything if you don't know the issues in the community. it's totally impossible. i doubt the people

in the communities are given 100% valid information with mental health and guns and drugs because in the community we don't talk about that with everyone. i think it's key and important when we talk about members on that body that it be really key people that are part of the community so the issues that's really going on in the community can be conveyed to the department heads. thank you. >> shawn richard executive director of [inaudible] against guns. buying a gun on the streets is cheap and life is priceless. that has been our motto for years. easter sunday of 95 when my brother was killed. 20 years i have been doing this. we have been part of the city of and county

system and getting funded and made significant impact of working with the community. i support a task force only if the people on that task force is from the community and dealing with the issues and affected by what is going on that can make change. we have to be realistically and understanding the impact that folks in the community are the ones that have their feet to the streets and their ears to the ground and they understand what is going o some of you guys don't know that eli crow ward and danielle and myself and car letta prevented a shooting the other night because we know what is going on. during the time during the vigil it was told they were riding around and going to shoot up the area. we made phone calls and we prevented that. that is some of the things you need a discussion about who is really doing the

work? yes, i heard the report. do i agree with it? no. i don't. because some of that stuff is not accurate because i know what is really going on in the community and i know what is going on in the streets so have to be clear what is going on and who we're supporting and putting in these positions that is going to make a impact. supervisor cohen we had a discussion about this during the campaign and i thank you for bringing this up and pushing it forward but we have to do more and be effective on what we're trying to produce in these districts. five, 10, 11, six and even nine are dealing with homicides. tomorrow it could be four young men of color in bay view, in sunnydale, in lake view, in potrero hill, so i urge the supervisors to be very cautious and take into consideration to

support the district leaders and putting them on this task force. thank you. >> thank you. >> hi. robert cohen pastor in sunnydale and visitation valley and director of unity. as a pastor i deal with people from a different perspective than all of the people named as possible candidates on the task force. i do support the task force because i think it's necessary for us to get to the bottom line and find out what's going on and what is really going to work. there needs to be some focus but listening to the qualifications in the different seats what i am struck with is the reality though from an academic point of view it will have great credibility because so many of the people have credentials so

to speak. i think it's missing -- for example what pastor walker who is coming next has. he has been pastoring for a long time. he has dealt with people from the mother, the perpetrator, the victim from a perspective that nobody else has. there is no faith based representation on that list and not only that, which is unique of itself, there is inadequate community representation. that's been said and i want to echo that as well. even though i appreciate the clinician s and the psychologists there needs to be faces of people doing the work on the ground. our children are going back and forth to school afraid of to get to school and afraid in school they won't get home. our young

people -- especially from where i am the church is between sunnydale and the towers they're afraid to come from the tower side up to the church which is right in the middle because they don't want the violence so they're missing out and the people are sitting at home that won't go outside the doors so i urge the task force but let's have greater representation. thank you most of you know me i am pastor walker. [inaudible] i want to commend the supervisors. i want to commend the mayor's office for looking at the structure to begin a dialogue and a discussion but i agree 100% that that there need to be some community representations on the committee. i did see in the report something about faith

what today's meeting was about. i am an executive director but i am also a property owner in district 10 and my home is located on third and pa lou so everything that everybody is talking about i live right there. in june of 2013 i lost my brother to gun violence on harbor road also in district 10. i'm not too clear on everything the task force will be responsible or is charged to do. i do request that this task force is one that is action oriented. i feel like my brother's murder could have been prevented. there needs better coordination of everyone and it's also everyone's responsibility. until i lost my brother to gun violence i didn't understand the impact of the work that i did. excuse me. i

really haven't come back to the public eye since then. i have been very discouragedand the work in district 10 and district 5 has a profound impact on the other districts. i'm asking that this task force is very effective because it's one thing to sit on this side and it's another to be on the other

side. thank you. >> good afternoon and happy new year. i am jo jackson and president of the african-american dem club and some other offices and i'm a district 10 resident and homeowner. i won't preach to the choir. you're away of the violence and we're too great a city to have this continue. i think the task force is a great idea. i fully support it. i even offer myself to participate. the thing that we need to do though is address causes not just reactions. if we could culturally make people -- society competent, proficient and sensitive of the wonderful diversity that we have all human lives matter and until we take up the root that there are

predatory practices that are encouraging a nilation of generations and certain groups of people economic and race or ethnicity we need to address that so i fully support the task force. i think it's a great idea. definitely i would like to participate and please include cultural competency. it's vital that the police are trained that we ourselves are trained to know that me as a black woman that i have value. it's very hard when you're being taught everyday from the moment i was born that i am different or that i am put upon or i'm not as good or don't try or don't -- we have no expectations so these things are the root that really need to be addressed and i hope you take that into

[gavel] supervisor cohen. >> thank you very much. there's a couple of points they want to reiterate that seven of the 13 seats are to be occupied by members of the community. seven. that's more than a majority on the board on this task force. the task force isn't attempting to reinvent the wheel but built upon the efforts to do better coordination of the previous and existing efforts that the city is going through. this -- to echo what supervisor campos mentioned earlier he said he was looking for something different. we're not looking to be duplicative and listening to the public comments the seats that are open, the seven that i mentioned, it's for -- i can go

through the list again. it's for a resident, a current or former resident of public housing -- excuse me, property owned by the housing authority. seat two is a member of a community based organization and includes the faith base communities. seat three shall be held by a clinician and can be a member of the community. seat four is by a parent who has been affected by gun violence and next seat by someone engaged in gun violence and seat six is a acthemmic and seven is a nurse or a person who works with victims or perpetrators of gun violence. again that could be a person in the community, and seat eight shall be held by an employee of the district attorney's office, public health

seat nine, seat 10 human service agency. 11 is by a member of the police department. seat 12 is a member of the adult probation and 13 is a member of the san francisco unified school district. also seat -- the public health seat is important that person have a background in specifically in mental health. i think there are key components important for the task force. one is look from a step back and take a look at where we're spending our money and how we're spending the money and develop metrics for the programs. something i also want to inform the public on that on this analysis that was conducted it was conducted with the contribution from 11 city departments which contributes the entire universe of this report. adult probation, the city administrator's office, children youth and their

families, the district attorney, human services, mayor's office on violence prevention services, the police, public defender and public health and the sheriff and the commission on the status of women. the commission on the status of women receives a large share of money but their mission is focused and speaks specifically to domestic violence. . >> >> i think in closing the purpose of this task force is just to bring a better coordination of our city effort scption i think one thing that we heard universally there is little to nor coordination happening and there is a lot of money being spent. mr. chair that's all i have. thank you very much. >> well let me say that i

meeting. if you need to i have a discussion please do that in the hallway. >> hi supervisors. thank you so much. we're really excited to bring this ordinance to the committee on the oversight and advisory committee for the department of children youth and families. this ordinance is the trailing legislation for the charter amendment prop c passed in november with over 70% support from our city voters so we're excited about it.

the ordinance speaks to the service providers working group which is also a way to codify how we bring the expertise and experience of our service providers in the city to the department so we're excited about this ordinance. it's the work of many, many people. i want to thank lots of people. i want to thank the mayor's office and maria sue, the director of the commission and others that gave us advice, our city, children committee and finally the childrens' fund community coalition that worked for two years with hundreds of community members, parents, children, service providers to develop recommendations for the board of supervisors. and finally i actually want to thank my supervisor jenn in supervisor yee office. i think that's --

and also tom owen the city attorney who has helped a lot of this language. >> okay. i want to thank beth ruben stein for working on this. i know you worked real hard and my own staff on this piece of legislation. as bev mentioned this past election in san francisco passed prop c with 74% of the voters saying yes this is very important to us. i believe this confirms our city's commitment to ensuring that youth and their families are given the best opportunities and we often hear that the number of families are in decline but we need to figure out how to off set this and one of the biggest factor would be of course see what we can do to help children and families. the renewable of the children and youth fund and

the enrichment fund are steps in the right direction and the department of children and youth and their families they play a critical role ensuring that every child and every corner of the city is provided support and resources and encouragement so we can succeed. we don't take this mission lightly, so we will find that it's important to have public input and transparency in the needs assessment as well as the budget allocation through this fund. after two years of town halls and meetings and discussions with staff and advocates and stakeholders and community groups i think we struck a great balance in community groups, advocates and staff and stakeholders and community groups. i think we will have very strong oversight and advisory committee as a result of the discussions that

we have had and i want to thank again supervisor avalos and beth and his office who put this draft together and in the coming months we will be discussing beyond this and as we promised from all discussion about prop c that there would be three trailing legislation. we passed the first one which is the one for the office of early childhood care and education. this is a second piece we're looking at and we look forward to passing this one, and real soon following we're going to start talking about our children and our families council, the legislation that will create that so this is going to be several amendments we would like to have with this piece of

legislation, but before we do that and i will talk about it as long as supervisor tang. she has one amendment. i will talk about it after public comments if there are public comments on this item so at this point are there any public comments? come on up. just line up on this side of the room. >> hello supervisors. my name is chelsea from children advocates and children and youth and it's exciting to be here. it seems like we spent two and a half years, the last two and a half years really to reiterate what supervisor yee just said really kind of working together and sometimes struggling together to create the strongest possible legislation and we got prop c passed by 74% of the voters in san francisco and we

now kind of -- this the second of the three steps and trailing legislation, and this really was a collaborative process, and both of what the charter amendment that was prop c as well as the trailing legislation there's been a lot of thought and effort put into making sure there is the strongest possible legislation in terms of the oversight committee that will ensure transparency and accountability and oversight and support to make sure that the funds that dcyf is spending go to the quality programs and oversight and evaluation and all that, so we are really, really excited. i want to thank supervisor yee and supervisor avalos and their offices for making this happen. thank you so much. >> thank you. >> hi. i am sandy blackman and the executive director of childrens' council and the 2015 chair of cpac and a member of

planning council cpac. i don't have much to add but happy new year and i wanted to thank each of you and your staff for not only this trailing legislation but for the tremendous amount of work that went into all of prop c and for involving community every step of the way. i am here to speak in support of the oversight and advisory committee and the composition of its membership. as proposed there are two seats that represent the 0-5 community with other seats that potentially represent this community. as of the last census 38% of san francisco childrens' 0-5 and imperative with the increase in this fund and the city's commitment to supporting a more family friendly city that the allocation is really carefully examined in order to serve our city's families. again i thank you for your work and
