definitely an issue with the sfpuc and something the puc is taking the lead on but the planning department is definitely involved in a large way for solutions oh, my gosh on the bay side we don't experience the storm waves and run off conditions in fact our significant one hundred year storm surge condition is one hundred feet on each side, however, we have low lying areas next to the shoreline in terms of the flood impacts that we need to respond to we have much more serious situation and . >> so more erosion control on the coastal side. >> it's a combination of the steep topographic and the high bluffs the best protection is

complaint from the complaint ant ant will be able to legally contact whomever is required to investigate the complaint and usually one is not allowed to have a question answered but a year ago -- actually now that's 2015 it would have been 2 years ago i had filed a complaint with the mayor's office on disability and an entire investigation was conducted without me being contacted when i was the complainant and i know the form for -- the permission form we'll call it, exists and the mayor's office on disability -- she had to go into the computer took her 20 minutes to find the form but she found the form so when appropriate -- i don't know if joanna can answer that question

agenda item number 5 which is the expanding free muni to seniors and people with disabilities. i'd like to welcome emmett nelson. >> i'm here today to talk to you guys to potential expansion of free muni. my name is emmett nelson for sfmta this is a quick overview as you probably already know the sfmta board of directors is set to consider the expansion of the free muni program which covers san francisco youth in the city on tuesday january 20th. if approved, this program will provide free muni access to low and moderate income seniors and customers with disabilities this will be a one time pass loaded onto existing or new rtc

cards a one time pass i mean we'll load this free muni pass onto the card and once it's loaded it will live on that card for the duration of the program. >> it will be available only for san francisco residents that's one of the key points for the free muni program and available for people living in san francisco with incomes under the following limits and i point out for a family of 4, 97 $97,000 these income levels are set at 100 percent of the bay area median income level the same limits as the youth program. >> if this program is approved on tuesday the 20th sfmta will begin accepting applications immediately we'll have the applications on our website and

translated into 8 languages so hopefully that covers the entirety of the population that will be covered under this program and as i spoke earlier the free pass will be loaded onto the existing cards or new cards with the program set to begin on on march 20th so a quick turn around until the program start date. >> there is a little bit of variation in the timeline for processing applications. we say that it takes about 3 weeks for customers that have existing cards or rtc cards. it takes an extra week for the senior who does not have the card. the extra week allows us time to create a new card for the senior and it takes 7 weeks for our customer with disabilities who doesn't have the rtc card and this extra 4

weeks is the process takes a little bit of time. >> so the application process will vary for both groups in the program. i'll cover both the seniors and the customers with disabilities today. existing customers anyone over 65 that has a senior clip er card can complete the application online we'll have a web form available as well as by as by mail or get it at various community groups or calling 311 the operators will be will be well versed in the program and be able to assist customers. it's the 10 digit number on the back of the clip er cards. we will be remotely activating the pass and we promise we will notify

the customer via mail that the card is working and has the free pass loaded on it. once they tag the first bus they ride it is loaded on the card and they are riding for free for the duration of the program. >> foreseen i for, seniors currently paying in cash or don't have a clip er card they will need to obtain a card and they can do this by obtaining the application online or in person at the sfmta customer service center the corner of market and van ness and they will need to submit a proof of age document and we will send them a new clip er card in the mail that has been tested and proven to work within 4 weeks and also information on how to ride because that card acts as

as prove of fair. >> for customers with disabilities if they already have an existing card the process is pretty simple just like the seniors fill out an application online or by mail or calling 311 and if it's by mail as i said earlier we'll have the application translated into 8 languages. >> we'll be loading that pass remotely and letting the customer know that their pass is now loaded and there's one extra caveat if the program passes on tuesday we'll send each card holder a letter letting them know the program has been approved and they might qualify and that letter will act as a form of application they will just need to provide income information and rtc card number and we hope

that expedites the process for some of the customers. for those customers with disabilities who do not have a card they will need to obtain the regional transit connection card by visiting the id office also at the corner of market and van ness monday through wednesday from 1030 to 4 and you will need to provide whatever proof of disability you have there's a long diss there's a long list of disabilities that qualify. once the rtc card is received by the customer they can then apply. we're working on an avenue to have a communication process with that rtc card so either an application or a flyer goes with that card to the customer so they know this program exists and they can apply for it.

>> we've been doing quite a bit of outreach on this program just in case it does pass. and this is a quick little map of what we have going forward including the board of directors meeting on tuesday and the other meetings we have coming up we'll present and share information on the program and the process for applications and submitting those applications. >> as as far as additional outreach as i just spoke about we'll send a direct piece of mail to all of the rtc card holders if it does get approved on tuesday, we'll have applications and fact sheets made available at various community groups and other stake holders and a packet giving them more information sort of a user how to guide

how would that work out if you have someone in transition and their card is about to eks to expire. replacement cards? >> so if it's due to expire happens then the free pass will also turn off at the same time. if there is a renewal then any pass held on that card transfers to their new card. that's one of the nice things having the card registered to each customer is that their data follows them in that way and one thing to note we're going to stress for the group of seniors applying if they have a monthly pass that they are auto loading a commute er pass we encourage them to turn

that off because they they will now be riding for free and not have to pay that monthly pass. we want to make sure that message gets across to them but wait until they get the approval letter. >> again, our office receives calls from individuals who have been you know, stopped by fair fair inspect tors how do you anticipate the program to work? how quickly do you anticipate it to work effectively so folks with disabilities and seniors do not get unnecessary tickets for failure to pay? >> this is one of the reasons that we test all of the new clipper cards before sending out. it allows us to know if they are working properly and i'll be meeting with all of our
