troduced interim controls on second street to prohibit ground flow retail to activate retail frontage on emerging neighborhood corridor. this legislation is a continuation of the work that we started with the housing dashboard in 2012 with then supervisor christina olague. it requires the planning department to report the number of units at all stages of production process and at various affordability levels. this is required to be in staff reports on all projects of five residential units or more and in quarterly housing production reports to the planning commission. this legislation takes the data collection a step further and establishes a 10 year count of number of affordable housing produced in comparison to market rate and luxury housing beginning in 2005 to 2015 will be the first year of the 10 year rolling count. this legislation specifies that

the department monitor and track the a cumulative housing ratio by district and planning neighborhood. this will also track the loss of rent controlled units as loss of affordable housing in the housing count. another aspect of this legislation that it will require the mayor's office of housing community development to propose budget measures and initiatives to get us to 33% goal and if we fall behind on our goals of march of each year. i look forward working with the colleagues, the mayor and the community stakeholders to roll out this stabilization plan in 2015 and look forward this coming into place and one number that departments can work together and reach of the goal that we have set. i am also reintroducing a hearing request introduced by supervisor campos and myself last year, a joint meeting of the police police commission and the board of

supervisors neighborhood service and safety committee to receive our second annual update on san francisco police department's city wide traffic enforcement progress and implementing the focus on five strategy and our vision zero policy with data broken down by police district. last january i introduced this hearing cosponsored by supervisor campos supervisor wiener and supervisor mar to bring together the commission and the board of board of supervisors and hear about the standards. the hearing was spurred by the death of a young cyclists killed on sixth and folsom -- again across the street from my house ands whose case is moving forward. at the hearing several commitments were made for enforcement and investigation protocol. through this process there has been a culture change through the a dongsz of the

term "collision" in replace of accident at sfpd. we made great strides for the five most dangerous behavior and up 62% than last year in 2013. we still have much more work to do especially given the character of each district where the campaign is happening and we would like this data broken down according to police district. we look forward working with the police commission on the annual update and look forward to another productive meeting and finally i would also like to submit a in mem am for kenneth lima. and born in 1969 in oakland california and passed away surround by family and friends at the pacific campus. ken was not expected to live beyond his childhood due to a genetic heart defect and many

doctors later in life considered his longevity a miracle. ken contributed this to medical cannabis treatment and was a founding member of the access of love compassionate care group. many of you seen ken in the board chambers and at meetings speaking in public comment. while ken was facing end of life issues he was a caregiver for others struggling with terminal illness and isolation and the need for community healing. ken was appointed by the san francisco medical cannabis task force to the committee where he became a voice for compassionate care in san francisco particularly for those low income and terminally ill who would solicit the input from patients who were too ill to come to meetings and testimony in the committee. he was pure of heart and generous to a fault. he was an air hockey champion and held a bachelor

degree in computer science. he was also a passionate animal rights advocate and loved creating video games in his spare time and loved his family very much and moved to san francisco to be by his cousin who is he survived from and survived by his family and his pets and the entire access of love community which he helped to build. he will be dearly missed by his family and friends and i would like to adjourn the board of supervisors meeting in his memory and the rest i submit. >> thank you supervisor kim. supervisor mar. >> thank you madam clerk. colleagues i am submitting this for

[inaudible] youth fare evasion on the muni systems and replace the more punitive treatment of youth and fare evasion with a adjudicating system like five years ago thanks to senator carol [inaudible] that changed the state law that allows for adults to be handled administratively. the new legislation will allow for less burden on the already strained court system, fewer constricts with law enforcement -- conflicts with the law enforcement and other fractions including disturbances or eating on transit are also decriminalizeed in this legislation. also the mta is currently working with our office and others to change the resolution the state government to decriminalize these infractions and following the amazing grass roots campaign by supervisor campos and power and youth organizations to bring

free muni for youth and low income and moderate income youth to san francisco the current laws completely -- current laws of fare evasion is out of step with the laws currently in san francisco. it doesn't mean that people that break the rule will get a pass. it means that the case will be handled administratively like a parking ticket and not in the justice system. i am looking forward working with the youth commission and strong leaders and others transit riders and others to express to the legislature why these changes are imperative and while we feel in san francisco they're in line with our values. also today i am introducing a in memoryiam and would like to end the meeting in honor of the life of a great teacher from the ruth [inaudible] school of the arts and academy of arts and sciences

in the unified school district of san francisco tom dalman was a eco hero and a science teacher at sotta and the academy for over a decade. tom was a positive spirit and fought all his battles including the one against his illness with a cheerful and hopeful attitude. on the facebook page from school of the arts a number of students, rochelle said "rest in peace to the happiest teacher i had ever" "rest in peace" kudos and love and aloha forever." he was loved by the students and the community. tom was a plain spoken man but never afraid to speak his peace and ethical and respected for his opinions by staff and students alike and a leader that touches the hearts and minds of all we

came into contact with and special presence missed by the students and the school for the arts and academies and taught at the school for 10 years. he was passionate about the environment and established the farm on the grounds of the school in 2010 in conjunction with eco sf and i know supervisor wiener have visited and a number of us visited the farm and the intent was to create a meaningful educational program in a vibrant out door learning space. tom said "we're making san francisco our classroom and we're building this beautiful space into our studies." the farm is by the watershed that lies next to the campus and the school worked with the department to rehab trails and with volunteers and

the community the trail system is improved and expanded. there are more for the rec and parks department for the school to participate in watershed restoration and glen park management plan. tom was a brave spirit. he had a little rescue dog he loved and brought with him everywhere like ted brought his doggy around. his dog -- she was a constant companion and tom took her everywhere with great joy in nature and animals and a lifelong learner whose energy never flagged and ability of life stayed until the end. tom loves to smile and his positive attitude will be missed but not forgotten please join us for a service for him and teacher and creator of the farm in san francisco in the academy of arts and sciences in our dan

her husband. she created the helen dillar foundation and grant and fund and support many programs and institutions, not just in the bay area, but around the world. she has been recognized for her creativity and looking for opportunity totion make contributions and her deep involvement in many areas in science, education and the arts. she was a chair of the whitesman institute of science in israel and friends of the american hebrew university and recipient of the highest honor from the american friends hebrew university and received other awards and recognitions not just in san francisco but throughout the bay area and honored with a lifetime award from the golden gate chapter of fundraising professionals. helen diller funded so many civic

improvements in san francisco. the one that i am most familiar with is her incredibly generous gift to allow us to replace the dilapidated and tcial play ground at dolores park and the best in san francisco and i apologize colleagues i know you have play grounds that you love but dolores park if you haven't been there it's amazing and it exists because she provided the funding and support to make it exist and it was great to be with her at the the ribbon cutting. she wasn't well at the time but she was there. she funded the cancer center at ucsf, the play ground in the presidio, the jewish community center of san francisco, preschool and the young museum

and grants at uc berkeley and others and gave a grant for a new cancer research building on the ucsf mission bay campus. this is a huge loss for the city on so many levels. she has a great family around her including dan who is here and the son-in-law and jackie and a lot of you know and she will be greatly missed. colleagues i also wanted to mention as you may have read in the paper i put in a drafting request to the city attorney's office to prepare a charter amendment modeled in part on what recently passed the state legislature with bipartisan support to reform the ballot measure system, not to limit access to the ballot or make it harder to get on the ballot but make sure we're giving authors of the measures every opportunity to receive public feedback and if

they choose make amendments to measures. we have a ballot measure system in san francisco where ballot measures -- once they're put forward even if there are significant flaws in them that come to light it's very hard for an author to make amendments to address those problems and you end up having a flawed measure go to the ballot. we see this at the board of supervisors when four supervisors sign to place a matter on the ballot we're required to hold a hearing and we hold that hearing and sometimes people come forward and point out flaws in the measure but we as supervisors have no power to amend our own measures and send a better measure to the voters. in addition the number of signatures that are required to put items on the ballot when we collect the signatures from voters can wildly fluctuate because it's based number that voted in the last mayoral

election and it's arbitrary and makes no sense to use that. we will look at what the state passed and san francisco specific challenges to come up with strong ballot reform legislation -- again not in anyway restrict or make it harder to put things on the ballot but give the authors every opportunity to put their best foot forward when you have an item that gets on to the ballot and finally today our budget analyst released a report about fire trucks and specifically what the fire department may be able to do to makes it fire trucks to better navigate san francisco many narrow streets. the fire department has expressed concern about various streetscape projects in san francisco and wants streets to be wider to accommodate the trucks and i think it's important for the department to take a hard look whether there are things to do

with their trucks and placement of equipment to navigate the streets in our city. fire safety is incredibly important and so is street safety. we have too many people injured and kills on our streets and we need to embrace this and the rest i submit. >> thank you supervisor wiener. president breed. >> thank you. colleagues as many of you have heard and seen in the media recently on january 9, friday at 10:00 o'clock there were four young men murdered in my district and the western edition hayes valley neighborhood of our community and i realize as supervisor this definitely impacts our district but this impacts the entire city and i do really appreciate all of the support provided to me and members of my community by my colleagues and by the mayor. i want to thank those that held

our prepare vigil with the community yesterday. matte scott of the healing circle and shawn richard with brothers against guns. family and friends and others came out including our own police chief who is very involved as well as officers from northern police station under the leadership of captain greg mc grekin. the hayes valley neighborhood association was in full force and the african-american complex held the event along with m homagic. i wanted to. >> >> bring to light this particular issue because it's important that we do as policy makers make sure that we are working with these communities, working to prevent these from happening and making sure that our young people get the services, get the support and education and everything that they need in order to be successful. some of these young men were very active at the

african-american cultural complex when i was director. others i know from the family members. they are definitely devastated and this not only impacted their families it devastated our community so what we can do now here in this chamber is more than ever as we move forward and begin to make policy changes -- especially along budget priorities. i will definitely be working closely with my neighborhood associations with some of the community based organizations with the school district and others in order to make sure that we are getting to these young people before they are victims and perpetrators of crime. last but not least a plea that i make to my community that we can no longer sit idly by and let this destroy our community. some of us maybe in situations where we have children or grandchildren or

nieces or nephews or kids who are involved in this and who are carrying guns. we have got to get these guns out of their possession and off of the streets and it is now our responsibility. the police has been active and helping us to address this issue of violence, but more importantly we as a community and what we talked about last night with a number of community members we've got to take responsibility from within and make sure that we are turning in those who continue to harm others in our community, so a lot to be done, and i just want to thank everyone for their support and we're going to continue to work on this issue so that violence doesn't -- not only exists in the western edition community we get rid of violence throughout the city and it's important to me and my colleagues here. i have one other item. the city was

recently noticed on sunday january 11 that the addition known as yoshi's san francisco is closing. we were told the last show is today, tuesday, january 13 and despite the closure the fillmore heritage center will be a cornerstone of the jazz district and the operations of the acclaimed restaurant on fillmore which is a anchor business and cultural gathering place for the neighborhood. 1300 on fillmore is vibrant and open for business and we are thankful to the employees and entertainers and others that served for their dedication to san francisco and the fillmore. yoasho's opening and the fillmore heritage center opening and the restaurant infused the neighborhood with

energy to advance the area's history as a center of entertainment and culture. significant public and private investment in turn lead to a number of neighborhood businesses, streetscape improvement projects and cultural events that have contributed to a renewed vibrancy along a corridor once devastated by the san francisco redevelopment agency. the fillmore has long shown itself to be a resilient neighborhood and the entrepreneurial spirit remains strong along that corridor. in addition new businesses like state bird provisions and the sister restaurant, the progress and fat angel, the electrical bicycle super store and the koreanian restaurant joined with several of the long standing establishments to offer entertainment, food, retail and

culture to the city and the neighborhood and continues to attract new establishments and a new barbecue establishment that will open at 1325 fillmore street and brooklyn circus, amazing clothing store. we stand by the businesses and the residents in the fillmore and continue the area businesses including through mayor lee's investment and neighborhood's initiative which provides assistance to strengthen existing businesses, improve physical conditions and increase the quality of life in 25 commercial districts approximate in the city. i will work diligently with the mayor and the board of supervisors to welcome new investments to the corridor including the fillmore heritage center site where the city will pursue all options to

with the addition of two new stories and roof deck. although the project sponsor characterized this as a remodel it actually qualifies as demolition and new construction. many projects are categorically exempt from ceqa but this isn't and will result on significant effects on the environment due to unusual circumstances. the project is not code compliance and requires a variance. the it's the architect and a conflict of interest. we ask that the project steak the neighborhood's needs into. >> >> consideration and properly sulfur under ceqa. >> good afternoon. i am a licensed sieve civil engineer in san francisco and work on san francisco structures. >>

>> specifically older structure empl on . >> >> i have concluded that a number of potentially significant environmental impacts will result from this project beyond which is normal for a project of this type due to unusual circumstances. project description. under planning code and building code section the project constitutes a demolition, not a remodel. there would be almost nothing left of the original structure and require all framing on the existing two floors, walls and second floor. the roof will be removed. all of the interior walls are rebuild. the foundation will be removed and a new foundation installed. the new roof will be higher on the

building. the existing second floor will be gutted. the wawls, the kitchen and electrical and plumbing and i believe also the second floor is being removed. the original framing from 1907 is two by eight. that's not what is being built here and according to the elevation the second floor is at another elevation. effectively 90% of the structure will be removed. this project should have been sulfur by this and. >> >> and they're going to salvage demolition material and filter it back into the new framing. the sponsor also states the existing structure 1900 feet and the assessor says it's over a thousand. they say they're adding a thousand feet but we show 2400 of inhabitable deck and the building will be

three times larger than existings it's not a remodel. it violates the planning code and the san francisco building code chapter 16 because during the earthquake this building will sway across the property line causing substantial damage to this building and the adjoining structures. in conclusion the foregoing constitutes unusual circumstances of the project and the project site under ceqa that mixes this exemption unappropriate. thank you. >> good afternoon. i am jackie hog ans and with [inaudible] architecture. we are concerned about the context of the completed work. drawings provided indicate that the finished project may tower over the existing fabric providing what we consider a significant adverse impact.
