the state and local lobbyists so to begin with the local policy work primarily our work at the local area is around insuring that sf puc items but that the board of supervisors whether their be incarcerating contract or commission appointments a make it to the progress we have 40 sfpuc items that passed to the board last year had he some of basic items for the design contracts and others are the smaller items that are recorded to the ongoing operations of the 3 enterprises ass also at the local level i would say that 2013 was a huge year for supervisor initiated policy for the operations of the puc i think one example i think the commissioner was engaged in

the bolted water band and the supervisor chiu catered one of the things we tried to do with the supervisors is really put forward policy directives working closely with the enterprise staff to make sure it implemented in a way that really works for our enterprise and is effective trying to take the mission of the policy so in the instance of working closely with david bird and his team he helped to an through what are the departments that are tied to implement this ordinance what are their supportable needs and do we need the recommendations back to the board at the state level you know the state over the last couple of years has been water years as far as the

think that the agriculture hats seen that year after year meantime increase big water issues at the state level we we have to make sure there's no unintended consequences whether it's around water rights or feed or sort of flow impacts to us and our service territory with this budget and back and forth their it might be opportunity from the cap & trade to have the categories of funding and also working with our enterprise their sort of ready to go when the opportunity arise and at the federal level i'd you know i'm sure you're aware of there's a stat stalemate between congress and the administration but i would say that while the

a competitive process not that we didn't try to have one but there were insufficient bidders and that's a concern to me that we're spending enough money need to make sure those awards it is competitive and reflected in the amount of money and the quality of work and the quality of people that put on the contract they have to put their best foot forward it's a better deal given that i think so the services have to continue and i think there was a market consideration that made it true and moment i wanted to amend that to 3 year contract to $3 million to get another chance to put this out as a competitive basis and that's agricultureable with that amendment i'll move

pumping ability improvements so from our prospective staff was looking at two firms so we could assign one to one project and one to another we've not destined that because of the staff augmentation they want the ability to tap the demonstration of this project we prepared this concept to local 21 theirs okay with that as in all projects we'll look to our own staff first, because we brought in a third level. >> what about the notion of waufrd to a single contractor. >> it is certainly viable from a policy call from the staff prospective if we have more than one firm to pick one we can pick the best one so we did use this

model up in hetch hetchy last year the ss two 96 we brought on 5 firms and when we have the task orders we let them individually by evidence on this and cherry pick from the firms that have the better firms available at the best rate so that flexibility we were looking at the staff and trying to insure the highest quality at the lowest rate based on each task order. >> yeah. i hate it given the amount of field we have to choose even if you put it out to bid many of the firms
