as you can see that's probable an important one with our new importance of how hiring processes michael was with the department since 1992 working his way up with challenging positions he's been a great he's done a great job we're excited for him the service commission is a wonderful employee the medi-cal capitalization we have our policy staff here to respond to that. >> just wanted to let you know that the san francisco health network could i find the new year they celebrate and the heartbeat network 2, 3, 4 collaboration with the stanley program between the age of 13 and 4 multi

budget and i noted they still does not increase the medi-cal rate under the proposal and so i'm assuming of the city b will continue to work with the city advocates to correct that with the governor and any another questions at this point? that denims if not next thank you very much. >> item 4 general public comment and i've not received any requests for public comment. >> okay. so to the next item. >> item 5 the report back from the community and public health community. >> there's 3 one on our error our report of the transgender services we'll get a commissioner report in the next three or four months 24 is a quick summary one hundred and 89
6:37 pm
reports for transgender surgery services there is 37 services from august 2013 to 122014 and then more have been performed in january we looked at the incident and demand it's not clear whether we're seeing a bulk or this is the first floor of services but what we are finding the project after one year seems to be working well, a very good valuation and we requested when they make a presentation to the commission they'll you give us a sense of their quality among the outcome goals from the transgender services that's the first report we heard the director was the project head and we heard about san francisco go hip dental initiative under the maternal
6:38 pm
child under the division 9 number of dental from k through 12 kid is enormous with the division with the african-american community and particularly in the chinatown community i think it was tested the endorsement for a goal of moving from 37 percent of kids having permanent teeth with dental care use to 37 and public resolution about this next month the basic issue not enough doiftsz and culture and boyer's and funding barriers for the community looking forward to the citywide effort to make sustainable funding for the preservation of dental care and expanding the pool of 200 florid and services lastly an update we'll hear at the next
6:39 pm
commission meeting about the initiative that is before the board of supervisors and coming to us for a matter of policy discretion. >> thank you commissioner comments or thoughts in regards to the report? >> my comment was on i thought the oral health was very interesting and i was wondering then within that because this is one of the major disparities out there we don't talk about i've read this in terms of both of them we've been working with the mental health and all the populations and, of course doing all the primary care this is one we've kind of really flew under the radar those huge
6:40 pm
percentages i'm wondering if the target is too small only what 37 to 27 why shouldn't we try to aim forage greater number this is still an awful lot of carries. >> bits the year 2017 the 2020 was thirty percent by the year of 2020 so i seem much aggressive over the national goal so and i think when you appear the presentation there will be a presentation at the next board meeting you'll see a lot of piping issues raising assessable sites and then the large coalition of partners
6:41 pm
including the schools and the university and the other public comments they have to come together to make if happen it's a reasonable goal in the two yrgz major we'll be giving them and people as this 2k0i7b8 height improves. >> okay. so i actually thought if you just take the public goals and view them apply the flow and we can talk about when they come forward but the thought they'll come with answers this should be reasonably k450u6b8 within the system in a short period of time granted they receive the resources so the question is whether and one big 1ker9 effort to go into the schools to do the flurd applications couldn't we
6:42 pm
achieve that a lot sooner. >> we do ask questions about whether the system wide was best the partner is doing both by i this is bigger than the department we can add this to our team last night i don't want to speak for them if it comes up in the discussion their telling us this intervention is larger than than dpw it is really a citywide intervention. >> i image understood to here they talk about the dpw clinics that's my question why not take is into the schools i can leave that to be up to - the coalition that is working on this is clearly fair to let you you know we've worked hard to keep our
6:43 pm
dental practices intact while the adult services i want to give that accurate to the doctor who insured we kept the children's services at that time we could have closed those services and we particularly really tried to keep those services intact knowing that at some point medi-cal dultsdz will come back we've not loss transaction and we want to support the coalition working with the school this is a fantastic gain and we have a good relationship with the 13u7b9 process but issues about the timing and the resource issue as well so the commissioners from the coalition you can ask them questions and think about the future how to increase the numbers. >> yes. i did not mean not to recognize this is a wonderful report this is my point i look
6:44 pm
forward to having the report with the commission to more dodo more faster. >> i'm sure you're optimistic there is that many communities with the disparities it is striking and looking forward to see what dr. chow has to say and further questions from my of the commissions in not next. >> the next item the consent calendar no items item 7 so the incredible policy. >> commissioners underneath possibly our paperwork i mratsz two things a worksheet and an updated presentation on the it
6:45 pm
item when it comes. >> good afternoon, commissioners greg wagner cfo the policy is something we've worked on at the finance and planning committee for several hearings this came about due to some discussions including one at the commission planning session this summer where the commission identified a number of agenda of topics that we wanted to dedicate some time for at the planning committee one of the ways we've talked about that to change the way we tangle contract in the meeting to try to shifter our focus from individual contract based discussions to step back more and review some issues that a at a policy level we've tried to put together a new process that
6:46 pm
does that while maintaining a high-level of oversight on what the contracts are going through under the current process the historic preservation commission reviews the contract over $50,000 over the entire term of contract and we have a hearing on those at the committee meetings proposed review criteria that we would be the up the threshold to individually review contracts with an annual value of half a million dollars or more that includes the modifications to contract that pushes which them into that range under the new policy continue to review the contracted for a new service is something not been done in the past we'll review those as long as they is an amount over
6:47 pm
$100,000 there will be a higher level of security new and identified in section 4 in the document in front of you there are a number of items we'll also bring to the historic preservation commission for discussion that are a way of getting at the policy issues flying the discussions we have when with with he consider the contracts to make sure we continue to have a quorum to hit on all the issues in that discussion just as mark mentioned taking a prospective on what this means there's numbers we distributed to you, we also discussions at the committee hearings and what this change means when we look at over the last year how this was effecting the review it reduces significantly the number of contracted that
6:48 pm
will need to go great before accident commission it reduces them by about 683 percent the commission will review 94 percent of the dollars of the value of those contracts it gave us a way to spend a little bit more time on the bigger ticket larger issues and some of the policy items rather than a smaller detail so we are hoping that if the commission does finally adapt this new policy that we begin the implementation at the next committee hearing in february and we've also set a timeframe of 6 months to come back and re-evaluate this once we try it out for half a year to try to make adjustments i'll be happy to answer any questions commissioners questions. >> commissioner.
6:49 pm
>> i just have a quick couple of comments it's been vetted over from the finance committee thank you for doing that and i like to comment on the two things that you mentioned the built in reevaluation over 6 months that's crucial but particularly am pleased about the 4 the report on the outcome of metrics as a ongoing process this is something we've struggled what i'm looking forward to this process. >> thank you commissioners commissioner chung from finance and planning. >> first of all thank you mr. wagner and team we actually had 3 separate discussions on this and finally you know came to the commission and captured all you
6:50 pm
know all the crucial details we gone through i know at the finance and budget planning committee and i think that you know like the key to this is for you guess to be able to move forward with the new like way of reviewing contracts that's more meaningful and at the same time one of the goals that we prioritizing to you know really have more contestants around outcomes like what are reinvesting in a what impact in return so that is the direction we're moving forward with and i would recommend the excision to approve this. >> commissioner singer.
6:51 pm
>> i want to graduating congratulate commissioner chung for her leadership it is really going to give us in practical terms the ability to focus on many fewer contracts do a much better jobs and the structure and while still over 90 percent of the dollars seems to make sense and i'm sure while tweak it some i have one question you to make sure as i'm elapsing in this job you have to pay attention to the words when you say review you mean review and approval correct. >> that's correct basically individual discussion and approval of the substance of each of those contracts. >> okay good point commissioner.
6:52 pm
>> i'm thankful to the finance committee it is a nice thought the amount of oversight and looking at the dmrakts a quality review. >> right i think from my point of view this is a natural evolution over the years taking it from reading the entire contract and actually questioning almost every line item related to the understanding if there's a uniformity of that looking at contracts and evaluating contracts this commission found to be an issue from the beginning of the commission first president of the commission told me it was really important to understand finances because that is the what will republic the company and over
6:53 pm
those years i think what has viewed to now we have a committee structure to rely on that can spend quality time on looking at the larger contracts to a bigger measure this level of trust occurs because the department did a good job in ufrpt in director garcia brought that to final conclusion with one contract with one voice this represents again a very natural progression of how we due our due diligence and off our support. >> the commission for the confidence thank you. this is really hard to keep that and acknowledge commissioner singer that asked him i asked us what
6:54 pm
we were doing and allowed to us look at that deeper we have a pretty strong structure of monitoring those promotions with the contracts to make sure the outcomes are what we say they are and so i think we've done a job in terms of making sure our contracts are efficient for the dollars and the public trust. >> i think the one area that isn't necessarily to be in here we wanted to roll the confident into the contract review this was not to be still a separate type of i review progress going on and i'm assuming this is part of where we're trying to get to with this so that the evaluation of the contract forever the 20th
6:55 pm
century 2 hundred and some odd contains the performance. >> thank you for noting that and will we'll make sure that didn't fall off the agenda because i know that's been an important push for us so we don't mean to have that separated out we want to continue to sgrarth that. >> okay any other questions was there any public comment for us. >> i've not received public comment for this item and the compilation is prepared for the - we need actually a motion to accept the proposal. >> i assume actually, i understood commissioner chung was recommend it are you making a motion to accept. >> i guess i am. >> we need to second then. >> second. >> no further discussion all in
6:56 pm
favor, say i. opposed? the proposed review process has now been adapted thank you. >> we'll expect a six months follow-up report. >> it will take effect immediately. >> i'm sorry. >> effect immediately. >> yes. the first meeting no february it will be thank you very much next item and item 8 on the public awareness campaigns. >> okay. >> good afternoon, commissioners i'm derrick smith speak the tobacco free project of the community health equality and population division that's a mouth full and i'm the side here let me
6:57 pm
pull myself here the slide indicates me but the presentation luckily will be - can you see that. >> it is working one second and which the presentation will be presented by our coalition member bob gordon represents the lgbt education tobacco a partnering and in the tobacco tobacco free accreditation the commission knows well, we've started with the information about our campaign how to fits into the public health and bob will be talking about the campaign. >> so our chart so you're aware we fit into the activities we're generally part of the health equality and wellness branch 24 rolls up it's important to let
6:58 pm
people know where we're coming from i want to talk about how this fits into the population initiative and goals particularly save and healthy living environment that is part of the population strategic plan as well as the chip generally, we're looking at the percentage of adults that smoke and the youth is currently related to the smoking and we'll mentioned this about african-american health the part of health plan 24 campaign is citywide it touches foblgd on the lowest income community that is our population that has activities including the programs specific working for the african-american community so the commission is aware of those so very briefly i'd like to talk
6:59 pm
about the timeline on the e cigarette matters congratulations to this commission you've kind of taken the first step all the way back to 2011 when the health commission was approached with that and passes as a resolution to look at the future regulations of the products and now several years later the city has glutton steps we continue to look at the board of supervisors submitted an ordinance to regulate the sefthsz and then the dunst we're serving the ordinance to make sure now the city this is a taken a stand we're informing the public where
7:00 pm
the co-policy are around the sefbts now the health to review it more or less says sektsdz are trooetd treat the same in san francisco that maepsz one that a permit is required to sell an sebtsd e e cigarette to enforce the use it is regulated so e cigarettes can't be used including in parks let me have bob talk about the education process process. >> thank you derrick good afternoon, commissioners i'm a member of the tobacco free
