good afternoon, commissioners. i'll try to be fast. but at the same time i want to be thorough because this is an important contract before you. i'm going to give you a little bit of background. i know you heard about the contract before -- excuse me, you heard about the grant that will be funding the contract before and initiative. as you know, it's the only area with the rec and park department that borders the bay with salt marshs and provide habitat for a variety of wildlife and boost excellent views of the bay and trails and waterfronting access. in 2014, the city acquired 900

innes, adjacent to the park and basin. in this avenue, neighboring areas have been including planning purpose ms. bay view hunter's point and basin subarea plan and san francisco trail plan and port of san francisco's 13-mile blue-green plan and in addition, a number of community planning efforts have taken place. on this part rec and park helps to provide residents very needed local access to open space and parkland resources, as well as new recreation opportunities. the proposed park plan will include closing the final gap in the san francisco trail, surrounding india basin and connecting the two parks and creating a segment of blue-greenway and simultaneously over 20 acres being developed and as such

there is a spectacular opportunity to develop india basin into a water front park. in may, 2014 rec and park planning division was awarded a california coastal conservancy priority conservation area grant in the amount of $500,000 for the 900 innes project. .galveston pca program is to preserve and enhance natural and economic and social value, of growing populations across the bay area. the program also supports the enhancement of regional trail systems. the proposed grant will fund project planning services for 900 innes including public outreach to the community and stakeholders environmental

studies are cost estimates and strategy for the implementation. this match has been met by the city's investment of following. the rec and park commission recommended that the board of supervisors to accept this grant and the board of supervisors unanimously did so. per the planning department's environmental and historic resource applications that the department submitted in december, 2014, improvements to 900 innes and india basin with the construction of a park and construction of a continued

blue-greenway and bay trail access trail from india shoreline park to 900 innes. class 1 bike lane to provide high-speed -- a safe high-speed route for bicyclists of all ages and construction of new pedestrian and bicycle access and public serving services that could include a mix of recuration, interpretative and cafe uses. in addition, it will study wetlands. beyond the basis programmatic areas a range of other possible programmatic programed may be proposed. new waterfront piers and facilities for concession and way-finding and signage and art

installation. to conduct the planning progress, rec and park desires to use the pac grant funds to enter into sole source agreement with the trust for public land. for over 40 year p tpls had worked in papership to create quality parks and open space for all to enjoy. i knew we heard a little bit about this already. they work locally to sustain per quality and create parks in the urban neighborhoods that need them the most such as bay view tenderloin and western addition. tpl revitalized the park, transforming into an set for the neighborhood. tpl looks for local groups to involve neighbors and design workshops and clean up days and tree-planting events. the invasion included a playground, new green areas and trees and artwork by local artists. after

ten years tpl is revisiting india basin shoreline park and working with community members to determine what improvements might be needed to make it more vibrant and attractive. the addition of green infrastructure such as installing bay-friendly planting and efficient irrigation systems and adaptive practices.

in addition to tpl's current work on the india basin park and hill topp park, tpl is studying india basin shoreline's park relate to the greater basin and how a greater relationship might be built for the educational program and how site improvements might support a living shorn to assist with climate change adaptation. tpl has made a decade long improvement to increasing space. as a result of this work tpl brings invaluable work to the next surveys of india basin planning and thur extensive knowledge of characteristics of, as well as inherent challenges with the physical and natural environments at india basin to improve the planning and design process. as importantly, tpl has spent decades building relationships and the trust from this often underserved community is

essential to a successful stakeholder process. in november 2014 both offices approved requests to enter into agreement with public outreach and preparation of site analysis and environmental studies and conceptual park plan and cost estimates and strategies for future park improvements. the ken griffey, jr.ing service commission approved agreement with the trust for public land. tpl's role will hold hiring of consultant and coordinate assessment of current conditions and preparation of technical reports and create crease of opportunities and constraints plan that will

inform the development of a feasible concept plan. they will also work with outreach partners and lead an inclusive participatory design process with the goal of defining an implementable and shared vision for the site and converse to parkland such that the park will be a leading example of adaptive reuse and creative place making and workforce development that fuels the local economy. lastly, tpl will be working in close collaboration with rec and park and sf planning to ensure that the park planning project is consistent with the goals and objectives of other area plans. the final deliverable will be a dopt that will include a summary of the public outreach and design process, existing conditions and relevant site data and compilation of the technical reports and meeting materials and outcomes. design options analyzed and final concept plan, et cetera.

as part of contract, tpl will hire a qualified landscape architecture firm with extensive experience with similar projects. this firm will be selected as part awe piric process. tpl will also hire historic preservation consultant. the cottage at 900 innes is a historic landmark in the application of the interior of the secretary's standards, et cetera. the team also includes a structure engineer with expertise in seismic retrofit of structures and qualified environmental planning firm to prepare technical studis to identify opportunities and contrants in the site included, but are not limited to geo morphology hydrology studies in coastal zone with particular

emphasis on flood protection. qualified civil engineer with expertise in park roadway and utility design and construction, as well as sustainable stormwater and management approaches. a registered california deo technical engineer with expertise in coastal areas. a qualified cost enter, who with rough order of magnitude costs up it three design alternative and final cost estimate including phasing ideas and public outreach partners, who will be retained to ensure an inclusive process. while not part of the scope of this contract, think [tra-euz/] important to note that the planning process will begin with the design and program guidelines process, where we're consider 900 innes in the context of the greater india basin. it will begin with a task force comprised of community leaders to guide the programming and design process. the effort will use and build

upon the tremendous work done by community groups over the past decade to envision the future of india basin. technical studies will be conducted concurrently and technical studies will inform the [tpao-edz/]ibility and program amenities. the process will ultimately result in a comprehensive action plan founded on these studies stakeholder and analysis. to ensure that all india basin park properties look, feel and operators an integrated park system rather than a disjointed patch work of seven different works with conflicting signage. this process including public engagement will start? february and conducted over four months. starting in may/june we'll conduct a search for a designer and the india basine park. a list of qualified firms and teams will be provided a brief, a key deliveriable of the process. a jury will choose the designer who guided by the

brief will create a concept plan. the process starting in september will involve a number of community meets and design intrations incorporating community feedback. this is just a list of task force members. key members in the community; who will be invited to participate. this invitation will be going out from the mayor, general manager ginsburg and supervisor cohen today. lastly, this is a schedule, a design schedule as well as a list of concurrent activities going on at the site. it's important to note that environmental assessments of the ground areas of 900 innes are complete, develop a clean-up plan for the site and leverage the planning granted funds to pursue [pra*-e/] epa ground fill grant and other funds. our application for $600000

for remediation was submitted. yesterday we received an epa land revitalizations technical assistance for the site for instrument adancesing to climate change to accommodate anticipated sea level rise and developing land revitalization tools. the schedule that you see before you, the epa brownsfield grant was submitted in december and submit on the submitted our resource grant. there is a citywide transportation study going on that will inform our park planning process that we're excited to participate in and we're currently participating in. the process will start in play. tight area testing will start this month and go through june.

the designer selection process will happen over the summer and then we hope to submit our planning documents in the spring. if we receive the remediation funds we hope to begin working with hunter point family in october of 2016. lastly i would like to say this contract is supported by hunters point family and supervisor cohen's office and there are several folk here to speak to the issue. >> thank you, commissioners. that is where we were headed. >> okay. go ahead. >> good afternoon, here on

like all our projects, we don't do them alone. we not only work with rec and park and other community stakeholderss to ensure an inclusive project that comes up with a plan that is implementable and supported. although not part of this particular contract, we hope to bring additional programmatic resources to bear, to see other improvements along the india basin shoreline and help ensure that this project is built. thank you. >> thank you. >> next speaker. >> good afternoon. i'm from parks 94124. and we do parks advocacy and community engagement in bay view. we've been in partnership with trust for public land for almost five years now.

and in that time, they have been responsive and demonstrated genuine interest, you know, for the unique issues that we face in bay view. and those are socioeconomic and also cultural issues that always come into play. we have a great -- we have had a great experience thus far with trust for public land and their willingness to collaborate and they always want more input. and we totally support them working on 900 innes. thank you. >> thank you. >> next speaker. >> good afternoon, commissioners. my name is christinia and long time resident of india basin and live half a block away from 900 innes park and want to speak in support and thank you the commissioners and supervisor's office and everyone who has made 900 innes

of standing here and begging you for it. it track as a lot of guts to buy a fixer up and i'm very pleased myself, myfull if and the neighborhood association to be working with trust for public land to improve both the 900 innes sites. and existing shoreline park, when we hope actually, eventually, it's all just called shoreline park, to save some money on signs. and despite 20 years' of advocating for this, we have never really done a plan and that was on purpose. because we did not have the capacity to do the kind of comprehensive planning to make sure that everyone in the neighborhood is satisfied. it is really a regional asset. and we will hopefully keep that

in mind going forward. you have had faith in purchasing this land, and we have faith that we will make it worth your while. thank you very much. >> thank you. >> is there anyone else who would like to comment on this item? being none, public comment is closed. >> commissioner levitan. >> nicole, the remediation grant, how confident do we feel about that and what happens if we don't get that? >> the apa actually called us and we were planning on applying for it from a year from now and they strongly encouraged us to apply for it. it doesn't mean -- it's given, but the epa has been so supportive of our efforts at 900 innes they have made a sustained commitment to the area, including the blue-greenway and india basin and 900 innes specifically. we will pursue it -- we will continue to pursue it. if we don't get this year, one

association and the other stakeholders including pg&e and others who have project and bill, inc. is a major partner providing us with technical assistance. this is a very, very collaborative effort and this is our chance. this is our potential legacy park. we're very, very excited about it and just wanted to thank everyone for their participation and our goal, even though the different parcels have different owners is that if you are a park user, no matter where i come from and you are in that park, it will feel like one, big, contiguous park. with thematic programing in all the different parcels and design that is consistent. and that is what we're striving for. just wanted to thank everybody. >> thank you. any other comments? i don't see anything.

:commissioners dawn kamalanathan, i have a brief presentation for you. before you today is really this is a new type of item for us. as part of our ongoing efforts to comply more specifically with the letter and not just the spirit of the charter we are actually bringing our annual capital fund budget request to the commission as part of the charter's requirement that we provide an annual update of a five-year capital plan. you may or may not recall that as part of our acquisitions, actually last year, you adopted a resolution approving a five-year capital plan, which really our bond report and our monthly report. which lists all of our projects. our annual update in this case is the fact that every year the mayor's budget office and the capital planning committee entertain requests for general fund support for capital projects. we have provided two attachments as part of the staff report. one attachment is called "fy15-16 allocations approved

by the mayor and board of supervisors." this is the budget that was approved last year including allocations for this year and another attachment that summarizes our new requests for additional funding, above and beyond what was approved. a few of the highlights of that request include funding for the randal museum, to help complete the $5 million grant-approved project to do fire sprinkler system. another to cover the balance office funds to deliver the full project as envisioned. also funding potentially we're doing -- we got $100000 grant from the mother's building and if that assessment comes back with a set of recommendations requesting a year from now, maybe half had a million dollars to go towards that project, another half a million dollars from geneva car barn to help with the

completion of documents, not the boathouse, but the boat shed which is a somewhat decrepit structure in water that helps to maintain the boats and making an initial placeholder requests to renovate that facility or replace it as deemed necessary. and so then also playing fields renewable. we're into an replacement cycle and we're actually exploring opportunities to use organic infill materials of the these fields that have been in play for a while are a good opportunity to try out a product in a smaller place, rather than trying it out in a place that we think will have high usage, for example as beach chalet or crocker amazon. so we're starting with the earlier-made fields to find a product that works for us and find ways to adopt and expand that. this includes a request for

silver terrace. in 2017. which as per the renewal cycle that we outlined. with that i would be happy to take questions. >> we have public comment. >> let's take public comment. >> linda and katherine. >> good afternoon commissioners and general manager. i'm here today to speak on behalf of the friends of camp mather and we're delighted to see that camp mather is among the list of proposed additions to the budget request and should this come to fruition and get through all the hurdles and actually become funded, we would like on behalf of friends of camp mather to invite the capital division to work with us on this planning process. we have an excellent relationship with the operations departmenting and they attend regular meetings and friends of camp mather, as

have also given this packet to my supervisor, that the funding for court resurfacing be an annual expenditure, because there is a lot of open courts that have not been maintained for years and i would like to show you a few in d-11. this happens to be alice chalmers. this is the basketball area and part of the tennis area and it's all cracked and pavement is broken up. a little more on the right on the basketball area. i will show you merced heights. this is merced heights their tennis court on the left and a little bit of their basketball court on the right. this is the excelsior tennis court and basketball on
